선박조종시뮬레이션을 이용한 북극해 안전 호송에 관한 연구 (A study on the northern sea route safety convoy using ship handling simulation)

  • 지구 온난화 현상으로 2030년 정도에는 북극해 항로 이용이 연중 가능할 것으로 예상되고 있어 향후에 교통량이 증가할 것으로 판단된다. 하지만 현재는 쇄빙선 선장의 지시에 따라 운항하고 있어 안전 호송 속력 및 간격은 정량화되지 못하고 있다. 본 연구에서는 기존 연구인 최소 안전이격거리 및 최단 정지거리에 대하여 선박조종시뮬레이션 수행을 통해 검증하고 다음과 같은 결과를 얻었다. 정지거리 감소에 있어서 lead 간격이 선폭의 2~4배인 경우에 선속이 7 [kts] 이하인 경우 crash astern과 crash astern & hard rudder인 경우에서 유의적인 차이는 없었으나 선속이 10 [kts]인 경우는 3.5L에서 2.5L로 정지거리가 감소함이 확인되었다. 총 10척의 대상선박에 대하여 crash astern을 사용하여 최단 정지거리를 구한 결과 5 [kts]일 경우는 0.98L~1.8L, 8 [kts]에서는 1.9L~4.0L로 나타났다. 좁은 수로에서의 최소 안전이격거리는 6L이지만 북극해 항로는 전방만 해당하므로 3L이 필요하다. 이 결과를 적용하면 북극해 안전호송 속력은 5 [kt]이하이며, 8 [kts]이상으로 호송 시에는 crash astern & hard rudder를 이용하여 호송거리를 약 3.4L 이상은 유지하여야 한다.

Sentinel-1 A/B 위성 SAR 자료와 딥러닝 모델을 이용한 여름철 북극해 해빙 분류 연구 (A Study on Classifying Sea Ice of the Summer Arctic Ocean Using Sentinel-1 A/B SAR Data and Deep Learning Models)

  • 북극항로의 개척 가능성과 정확한 기후 예측 모델의 필요성에 의해 북극해 고해상도 해빙 지도의 중요성이 증가하고 있다. 그러나 기존의 북극 해빙 지도는 제작에 사용된 위성 영상 취득 센서의 특성에 따른 데이터의 취득과 공간해상도 등에서 그 활용도가 제한된다. 본 연구에서는 Sentinel-1 A/B SAR 위성자료로부터 고해상도 해빙 지도를 생성하기 위한 딥러닝 기반의 해빙 분류 알고리즘을 연구하였다. 북극해 Ice Chart를 기반으로 전문가 판독에 의해 Open Water, First Year Ice, Multi Year Ice의 세 클래스로 구성된 훈련자료를 구축하였으며, Convolutional Neural Network 기반의 두 가지 딥러닝 모델(Simple CNN, Resnet50)과 입사각 및 thermal noise가 보정된 HV 밴드를 포함하는 다섯 가지 입력 밴드 조합을 이용하여 총 10가지 케이스의 해빙 분류를 실시하였다. 이 케이스들에 대하여 Ground Truth Point를 사용하여 정확도를 비교하고, 가장 높은 정확도가 나온 케이스에 대해 confusion matrix 및 Cohen의 kappa 분석을 실시하였다. 또한 전통적으로 분류를 위해 많이 활용되어 온 Maximum Likelihood Classifier 기법을 이용한 분류결과에 대해서도 같은 비교를 하였다. 그 결과 Convolution 층 2개, Max Pooling 층 2개를 가진 구조의 Convolutional Neural Network에 [HV, 입사각] 밴드를 넣은 딥러닝 알고리즘의 분류 결과가 96.66%의 가장 높은 분류 정확도를 보였으며, Cohen의 kappa 계수는 0.9499로 나타나 딥러닝에 의한 해빙 분류는 비교적 높은 분류 결과를 보였다. 또한 모든 딥러닝 케이스는 Maximum Likelihood Classifier 기법에 비해 높은 분류 정확도를 보였다.

사할린 연안 유전개발 프로젝트 현황과 전망 (A Summary of Oil and Gas Development Projects on Sakhalin Offshore and Its Prospects)

  • Offshore of Sakhalin Island is one of potential oil and gas development fields in Russia. American and Japanese companies are actively participating in the developments. They plan to export the produced oil and gas to East Asia including Korea, Japan and China. So far, offshore oil and gas field developments are mainly concentrated in the Russian Arctic area such as Barents Sea, Kara Sea and Tinman-Pechora Sea. In this article, the projects under development on the Sakhalin Shelf are reviewed and the environmental conditions in this area are summarized. At the end, the future prospects of the Sakhalin developments are reviewed.

Relationship between Winter Water Temperature in the Eastern Part of the Yellow Sea and Siberian High Pressure and Arctic Oscillation

  • Water temperature in the eastern part of the Yellow Sea (EYS) during winter (JFM) and summer (JJA) from 1964 to 2009 and Siberian High Pressure Index (SHI) and Arctic Oscillation index (AOI) during winter (JFM) from 1950 to 2011 were used to analyze long-term variation in oceanic and atmospheric conditions and relationship between winter and summer bottom water temperature. Winter water temperature at 0, 30 and 50 m had fluctuated highly till the late of 1980s, but after this it was relatively stable. The long-term trends in winter water temperature at both depths were separated with cold regime and warm regime on the basis of the late 1980s. Winter water temperature at 0m and 50m during warm regime increased about $0.9^{\circ}C$ and $1.1^{\circ}C$ respectively compared to that during cold regime. Fluctuation pattern in winter water temperature matched well with SHI and AOI The SHI had negative correlation with water temperature at 0 m (r=-0.51) and 50 m (r=-0.58). On the other hand, the AO had positive correlation with Winter water temperature at 0 m (r=0.34) and 50 m (r=0.45). Cyclic fluctuation pattern of winter water temperature had a relation with SHI and AO, in particular two to six-year periodicity were dominant from the early of the 1970s to the early of the 1980s. Before the late of 1980s, change pattern in winter water temperature at 0 and 50 m was similar with that in the bottom water temperature during summer, but after this, relationship between two variables was low.

북극해 운항 중 계측된 빙하중에 대한 분석 연구 (A Study on Analysis of Ice Load Measured during the Voyage in the Arctic Sea)

  • The icebreaking research vessel, ARAON had her second ice trial in the Arctic Sea from 16th July to 12th August 2010. During the voyage, the local ice loads acting on the bow of port side were measured from 14 strain gauges. The measurements were also carried out in ice waters with various ice concentration ratio as well as the icebreaking performance tests. In this study, the ice loads measured during the 'general' operation in ice waters were analyzed. As a first step, the relationship between the location of strain gauges and the ice loads were investigated, and then the possibility for observation of higher ice loads was estimated based on the probability density function. The relationship between the ship speed and the ice load was also investigated. 718 peak stresses data higher than 20 MPa obtained from strain gauges array attached in longitudinally and vertically was analyzed. In general, the ice load increases as the ship speed increases in the low ship speed range, and ice load decreases as the ship speed is greater than a certain speed.

A Research on the Establishment of New Korea-Russia Bilateral Cooperation Law for the Sustainable Arctic Development

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

쇄빙연구선 ARAON호의 북극해 실측 데이터에 기초한 국부 빙하중 추정식의 수정 (Modification of Local Ice Load Prediction Formula Based on IBRV ARAON's Arctic Field Data)

  • This paper focuses on a newly designed ice load formula based on the ARAON's 2016 Arctic field data in order to improve a structural design against ice loads. The strain gage signals from ARAON's hull plating were converted to the local ice pressure upon the hull plating using the influence coefficient matrix and finite element analysis. First, a traditional pressure-area relationship is derived by applying probabilistic approaches to handle the strains measured onboard the ARAON. Then, the local ice load prediction formula is re-analyzed after reviewing the ARAON's additional field data to consider information about the ship speed and thickness of the sea ice. It is shown that the newly developed pressure-area relationship well reflects the influence of other design parameters such as the ship speed and ice thickness in the prediction of local ice loads on Arctic vessels.

한반도 겨울철 기온의 월별 통계 예측 모형 구축 및 검증 (Development and Evaluation of Statistical Prediction Model of Monthly-Mean Winter Surface Air Temperature in Korea)

  • The statistical prediction model for wintertime surface air temperature, that is based on snow cover extent and Arctic sea ice concentration, is updated by considering $El-Ni{\tilde{n}}o$ Southern Oscillation (ENSO) and Quasi-Biennial Oscillation (QBO). These additional factors, representing leading modes of interannual variability in the troposphere and stratosphere, enhance the seasonal prediction over the Northern Hemispheric surface air temperature, even though their impacts are dependent on the predicted month and region. In particular, the prediction of Korean surface air temperature in midwinter is substantially improved. In December, ENSO improved about 10% of prediction skill compared without it. In January, ENSO and QBO jointly helped to enhance prediction skill up to 36%. These results suggest that wintertime surface air temperature in Korea can be better predicted by considering not only high-latitude surface conditions (i.e., Eurasian snow cover extent and Arctic sea ice concentration) but also equatorial sea surface temperature and stratospheric circulation.
