Suggestions for Solving Errors and Integrity Guarantees in the Process of Transferring Standard Electronic Documents (표준 전자문서 이관 시 발생하는 무결성 보장 및 오류 해결에 대한 제언)

  • Although the National Archives of Korea has been receiving transfer of standard electronic documents with a retention period of more than 30 years from the central administration since 2015, errors and inefficiencies persist. Despite this, however, there remain no studies that analyze or address these issues. This study aims to bridge this gap and found that most errors in the transfer process occur at the production stage. To address such, this study proposes a four-step solution. First, before electronic document approval, the text and attached files are checked for defects to prevent errors. Second, as soon as the signature is made, digital signatures are applied on a file-by-file basis to ensure integrity. Third, integrity verification and transfer inspection are automatically performed through digital signature investigation and defect check procedure during transfer and preservation. Fourth and last, the criteria of acquiring records and integrity guarantee technologies are properly applied in production stage with proper management and supervision.

  • Providing efficient recording information services has become vital in a utilization-oriented records management environment and further increasing the importance of the quality of the services offered. This study is a preliminary study to propose improvement measures by applying Quality Function Development (QFD), a quality control method, to the National Archives of Korea (NAK) and Records Information Service. The quality dimensions of the recording information service were analyzed, and specific user requirements were derived. Through this process, the user requirements' questionnaire was developed, reflecting the characteristics of the NAK, and the application model of QFD was designed based on its prior study. Based on the QFD application model proposed, the results obtained by performing the QFD step by step can be expressed in House of Quality (HoQ), which can be used as a basis for service design.

  • The role of an archivist should include not only traditional archives management but also new archives management based on an understanding of electronic records and information technology. In this study, to verify the adequacy and content validity of the components, knowledge categories, and knowledge contents of the guideline for a graduate program in archival studies, the Delphi survey was carried out. As a result of the Delphi survey, the components of the guideline consisted of "preface," "curriculum," "faculty," "structure of the learning process," "administrative resources," and "conclusions," and the educational content consisted of 8 knowledge categories and 44 knowledge contents. This study aims to present the minimum components to be followed in the graduate program of archival science through the development of the guideline model and present educational contents to educate archivists with theoretical and practical capabilities. The model can be used as basic data for a future guideline for a graduate program in archival studies.

  • Environmental designers face a wide range of problems to be solved in their day-to-day works. The scale and number of problems and so enormous that designers should be a way out to meet these complex situation. Lately, environmental design process based on systems a.pproach is chosen for design methodology. It is a very complicated procedure with many alternatives. It is a evolutionary process that establishes the solution of a series of problems. This study attempt to tell the designer how to find design solution to problems and how to organize form as solution problems. The model of this design process is largely composed of three phases; Phase I : Problem definition and existing system analysis. Phase II : design goals and objectives, design criteria Phase III : creative process of design form.

A study on configuring deployment of digital repositories for the archives management systems (대량기록물 처리를 위한 영구기록물관리시스템의 디지털저장소 배치형상 연구)

  • The National Archives of Korea(NAK) has a mission to ingest large-scaled digital records and information from a number of different government agencies annually from 2015. There are important issues related to the digital records and information transfer between NAK and agencies, and one of them is how to configure deployment of digital repositories for the archives management systems. The purpose of this paper is to offer the way to design it by examining the checkpoints through the whole life cycle of digital records and information in the archives management systems and calculating the amount of ingested digital records and information to the systems in 2015 and deploying the digital repositories configured according to the amount the records and information. Firstly, this paper suggests that the archives management systems in NAK should be considered and examined into at least three different parts called Ingest tier, Preservation tier and Access tier in aspects to the characteristics of the flow and process of the digital records and information. Secondly, as a results of the calculation the amount of the digital records and information ingested to the archives management systems in 2015 is sum up to around 2.5 Tera bytes. This research draws several requirements related to the large-scaled data and bulk operations which should be satisfied by the database or database management system implemented on to the archives management systems. Thirdly, this paper configures digital repositories deployment according to the characteristics of the three tiers respectively. This research triggers discussion in depth and gives specific clues about how to design the digital repositories in the archives management systems for preparing the year of 2015.

A Study on Place Archiving Methodology Through Community Participation (주민참여를 통한 장소 기록화 방안 연구)

  • This study explores the strategies for documenting extinct places by clarifying the concepts of place and sense of place and highlighting the importance of place documentation. The disappearance of a place signifies the loss of a medium that evokes memory. Place documentation, a process of recording the sense of place, can restore memory media, resolve the lack of shared memories, and strengthen community identity. It also provides archiving methods and tools to involve stakeholders as record producers to enrich the context further. Thus, the study proposes key strategies, including resident participation, communication of place identity through archives, and cultural-artistic integration projects. The Jeungpyeong Archives' "Maryknoll Clinic" project serves as a case study based on these strategies to illustrate how place documentation is implemented.

  • According to the article of inventory in the act of public records management from $29^{th}$ January on 1999, record repository, special repository and the archives have been doing inventory totally once every two years. As the archives have acquisited incredibly and explosively lots of archives, this has induced a lot of problem in inventory activity due to legacy inventory acts. To solve these problems, the author have revised and legislated on $29^{th}$ Oct. 2016. The purpose of this study is to point out the problems that prior uniformal inventory cycle and to explain in detail that the contents of the newly revised article, and a benefit and expectations of practical inventory activity. The major revision of article is inventory cycle of at least totally once every four years and the act of obligation on a after-process of inventory.

A Study on Protection and Disclosure of Presidential Records (대통령기록의 보호와 공개를 둘러싼 쟁점과 제도적 과제)

  • The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues-presidential records' category, management authority, designated representative, and production control-are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.

  • Archival Objects are defined as objects having historical, aesthetic, and artistic value as well as archival value created and used with a particular purpose in business process. Increasingly, many countries including Canada, Australia, China are recognized the importance of Archival Objects and designated them as national records. In Korea, Archival Objects are involved in national records through '2006 Plan for the Archives and Records Management Reform'. So National Archives and Records Service provided a foothold for comprehensive plan of national records management including Archival Objects. And also, by revising Records and Archives Management Act in 2007, National Archives and Records Service declared aggressive will to management Archival Objects. Until now, Objects held in public institution were easy to be damaged because definition or scope of Archival Objects was ambiguous and management system for material character wasn't exist. Even though the revised Records and Archives Management Act suggest definition and declare the responsibility of management, management system focused on various shape and material of objects need to be established. So this study has defined Archival Objects shortly and carried out a research 5 institutions on the actual management condition. By researching the result of institution survey, Records and Archives Management Act and actual Records Management System, we could find some problems. In solving these problems, We provide objects management process in the order capture ${\rightarrow}$ register ${\rightarrow}$ description ${\rightarrow}$ preservation ${\rightarrow}$ use${\rightarrow}$disposition. In addition, close cooperation between records center and museum of institution should be established for the unitive management at national level. This study has significance in introducing a base to manage Archival Objects systematically. By studying more, we hope to advance in management of valuable Archival Objects.

A Study constructing a Function-Based Records Classification System for Korean Individual Church (한국 개(個)교회기록물의 기능분류 방안)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.
