In-house Contractors' Exposure to Risks and Determinants of Industrial Accidents; With Focus on Companies Handling Hazardous Chemicals

  • Background: The series of serious industrial accidents in recent years at contractors to large companies has highlighted risk outsourcing as a real and urgent problem. This study aims to review the difference in the degree of risk exposure and the occurrence of industrial accidents depending on the type of company relations. Among in-house contractors, the focus will be on those handling hazardous chemicals that include companies for which outsourcing requires approval. Methods: This study uses the 9th wave of the Industrial Safety and Health Survey (2018). For determining the degree of risk exposure, the occurrence of industrial accidents, and industrial accident rate, multivariate, logistic, and fractional logit, regression analyses were used, respectively. Results: First, In-house contractors' degree of risk exposure is higher than that of the client companies. In particular, this gap is even greater for companies dealing with chemicals. Second, among only those that handle hazardous chemicals, in-house contractors do show a significantly higher rate of industrial accident occurrence. Third, In-house contractors have a significantly higher rate of industrial accidents from diseases than client companies. Conclusion: The analysis supports the intent of the legal amendment that strengthens the protection of in-house contracted workers who handle hazardous chemicals. Second, the results of this study suggest that safety and health management must go beyond legal compliance and ensure that it has substance and effectiveness. Last, there should be policy consideration is necessary to reduce attempts to hide industrial accidents.

An Empirical Study on the Standard Re-establishment of Water Discharge Performance for the Fire Engine Pump (소방차 펌프의 방수성능 기준 재정립을 위한 실증적 연구)

  • This paper analyzed firefighting officers' use situations such as the use time, maximum working pressure, hose diameter, etc. of fire pumps at fire sites and carried out various performance tests by pressures, hose diameters and quantities of fire pumps based on its results because the waterproof performance criterion for a fire pump installed in a fire engine is different from the operation situations at the site and is not clearly prescribed. As a result of site survey, the site uses a higher pressure than the standard water discharge pressure (0.85 MPa) or the high-pressure water discharge pressure (1.4 MPa) prescribed by the approval Standard of the fire pump performance on fire truck. In addition, as a result of pump performance test, the discharged water flow rate, water discharge pressure, etc. was measured to be very different from the currently prescribed the approval standard depending on the hose diameter and firefighting nozzle, so the result of this study proposes a new standard.

Perceptions held by Investigators, IRB Members and IRB Administrators on the Bioethical Oversight System of National R&D Projects (국가연구개발과제 생명의학윤리 감독체계에 대한 인식조사 및 제언)

  • Purpose: Aim of this study was to gather and evaluate perceptions of investigators, IRB members, and IRB administrators on the appropriateness of IRB review process and bioethical oversight system of national R&D (NR&D) projects. Method: Investigators, IRB members, and IRB administrators at 17 different institutions were surveyed using convenience sampling and survey questionnaires were partially group-specialized to consider any differences between the groups. Results: Participants included 29 investigators, 37 IRB members, and 17 administrators with response rate of 100% (83 of 83). According to the responses obtained, insufficient preparation time for constructing protocol and gaining IRB approval was one of the main problems in the IRB review process (investigator 79.3%, IRB administrator 88.2%). Also, discrepancy between NR&D and IRB's protocol formats was another major issue (IRB members 96.4%, IRB administrator 100%) and most investigators (89.7%) had to modify the original NR&D protocol to obtain IRB approval. Moreover, it was reported that 13.8% of investigators and 31.3% of IRB administrators did not submit midyear reports to IRB and for bioethical issues of NR&D projects, 17.2% of investigators did not include information on project status and safety issues in the annual reports. Conclusion: In conclusion, for successful and ethical completion of R&D projects, revision of both IRB review process and NR&D project protocol formats as well as implementation of appropriate bioethical oversights are necessary.

A study on the health science college students' dental health behaviors (일부 보건계열 대학생의 구강보건행태에 관한 조사연구)

  • I got the following conclusion that analyzes the dental health recognition, attitude and the action of the students who major in health section executing questionnaire about dental health behaviors from March 3 through 26 with health-related university students in some area in order to arrange the fundamental data that manage their mouth health rationally by using the investigation and comparison by sex and department in dental health teaching. The results obtained were as follows : 1. A large number of students recognized dental health as an important problem, but they believed that the level of their knowledges on dental health was not so high and female students were more negative than male students with regards to their own dental health condition. 2. 49.8% of the students know about tap water fluoridation program control business and 60.7% agreed and boy's approval rate was higher than girl's. But 42.2% of the not-related buccal department's students have a reservation about tap water fluoridation program control business. 3. Average brushing number of the boy is 51.0% 2 times a day according to sex, A girl appeared highest by 48.3% 3 times a day and there was statistically significantly different according to (pE0.01). there wasn't statistically significantly different according to department. Also, the period of the brushing was the most right after a breakfast, in the order of before sleep and after dinner. 4. Whether they go to the dentist's or not, 90.8% of them say 'yes', the result showed statistically significant difference according to sex (pE0.01), but It didn't show statistically significant difference according to department. Also, the purpose for visiting the dentist's office lately was the most caries treatment. and there was statistically significantly different according to sex (pE0.01), but there was not statistically significantly different according to department. 5. Oral health education-related subject approval's rate when the education course open is 65.0% there was statistically significantly different according to department (pE0.01). Also when oral health education-related subject as the liberal arts open' the rate of taking a course application showed 50.2% high appear. there was statistically significantly different according to department(pE0.01).

The Activation Plan of Resource Circulation of Copper through Analysis of Waste Resources Circulation Flow (동의 폐자원흐름분석을 통한 자원순환 활성화 방안)

  • The materials flow of copper can be analyzed into up-stream and down-stream stages based on the literature survey. Discharge and recycling stages in the down-stream have been particularly analyzed through the field survey. The waste nickel resources circulation flow may conveniently be grouped into 4 stages discharge import, collection disuse, resource recovery and product production export, the resources mainly consist of copper scrap and stainless steel scrap in 2010. The resource circulation rate of 36.83% is obtained from the above flow. Various plans are therefore, suggested in each stage to increase resource circulation rate. At discharge import stage, it is suggested to consider this kind of waste as an important resources if it is appropriately classified in detail, basides applying quota tariff to this kind of waste. At collection disuse stage, the plan of stabilizing supply and demand is suggested through the improvement of bidding system. Resources professional cycling stage crushing and grinding companies foster coexistence between large and small plans and strategies were suggested. At product production export stage, the integrated approval is suggested approval for licensing to register units as waste-treating facilities instead of exempting registration under the present condition to activate recycling industries.

Dental PACS development in Korea

  • Picture archiving and communication system (PACS) is an image information technology system for the transmission and storage of medical images. In Korea the first full PACS was installed at Samsung Medical Center in 1994, but, the rate of distribution was very slow. The government's approval for the medical insurance reimbursement for full PACS examinations in November 1999 became the turning point. Thereafter the number of hospitals with full PACS has steeply increased. In September of this year, PACS was installed at 906 medical institutes, including most of university hospitals and general hospitals. The first full dental PACS was installed at Wonkwang University Dental Hospital in 2002. Now ten out of eleven university dental hospitals implemented full dental PACS. The current status and technological factors of dental PACS in Korean university dental hospitals and the future perspectives of dental PACS are described. Regulatory Problems in Radionuclide Therapy and Suggestions for Systematic Improvement (방사성동위원소 치료의 제도적 문제점과 개선)

  • Radionuclide therapy has been used for more than 50 years and proved to be a safe and effective modality. However, the patients' right to have the excellent medical service is seriously disturbed by excessive regulations of government institutions such as Korea Institute of Nuclear Safety (KINS), Health Insurance Review Agency (HIRA) and Korea Food and Drug Administration (KFDA). For example, the patients should wait for more than 6 months to have I-131 treatment in many hospitals it is strongly recommended to mitigate the regulations to resonable levels to solve the problems. If HIRA allow the hospitals to charge reasonable rate for radionuclide therapy room, then more hospitals would invest to build the radionuclide therapy rooms and the patients' waiting time would decrease. The waiting time would also decrease, if KINS allow 2 patients to share a radionuclide therapy room. Finally, it is strongly recommended to lower the threshold for approval of new therapeutic radiopharmaceuticals by KFDA, which would allow new effective therapeutic raoiopharmaceuticals to be introduced to clinical practices more easily.

Formal Validation Method and Tools for French Computerized Railway Interlocking Systems

  • Checks and tests before putting safety facilities into service as well as the results of these tests are essential, time consuming and may show great variations between each other. Economic constraints and the increasing complexity associated with the development of computerized tools tend to limit the capacity of the classic approval process (manual or automatic). A reduction of the validation cover rate could result in practice. This is not compatible with the French national plan to renew the interlocking systems of the national network. The method and the tool presented in this paper makes it possible to formally validate new computerized systems or evolutions of existing French interlocking systems with real-time functional interpreted Petri nets. The aim of our project is to provide SNCF with a method for the formal validation of French interlocking systems. A formal proof method by assertion, which is applicable to industrial automation equipment such as interlocking systems, and which covers equally the specification and its real software implementation, is presented in this paper. With the proposed method we completely verify that the system follows all safety properties at all times and does not show superfluous conditions: it replaces all the indoor checks (not the outdoor checks). The advantages expected are a significant reduction of testing time and of the related costs, an increase of the test coverage rate, an answer to the new demand of railway infrastructure maintenance engineering to modify and validate computerized interlocking systems. Formal methods mastery by infrastructure engineers are surely a key to prove that more safety is not necessarily more expensive.

The Success Rate of Caudal Block Under Ultrasound Guidance and the Direction of the Needle in the Sacral Canal (초음파 영상의 유도를 이용한 미추경막외블록의 성공률과 천골관 내에서의 바늘의 방향)

  • Background: Caudal block is useful when anesthesia for surgery or treatment for chronic pain is needed, but this procedure has a failure rate of up to 25% even when it performed byan experienced physician. This high failure rate is usually due to improper needle placement. Methods: After gaining approval of the ethics committee, 46 patients received caudal blocks under ultrasound guidance; these were performed after the anatomical structures in the sacral hiatus had been measured with ultrasound. All these procedures were performed by the same anesthesiologist. The position and direction of the needle were identified using fluoroscopy by injecting a radio-opaque contrast through the needle. The time taken from thelidocaine injection to verification of the needle was measured and the planned nerve block was then carried out. Results: All cases of needle insertion into the sacral canal under ultrasound guidance were successful. The average duration of the procedure and the trial count were $134.1{\pm}10.1seconds$ and $1.2{\pm}0.1$, respectively. In 12 of the 46 cases (26%), the needle deviated either left or right in the sacral canal, so the direction of the needle had to be adjusted. The distance between two cornua, the depth of the sacral hiatus and the thickness and length of the sacrococcygeal ligament were $17.1{\pm}0.4$, $3.9{\pm}0.3$, $2.3{\pm}0.1$ and $24.9{\pm}0.9mm$, respectively. Conclusions: Ultrasound guidance can increase the success rate of inserting a needle into the sacral canal. However, even when ultrasound is used, the needle can deviate either left or right in the sacral canal.

A Study on the Development of Standardization Tester for the Field Inspection of the Rate of Rise Spot Type Heat Detector (차동식스포트형열감지기 현장점검용 표준화기기 개발에 관한 연구)

  • This paper studied on the development of standardization tester for the field inspection of the rate of rise spot type heat detector. It was to find the problems of the 4 type's testers such as A type (electric bulb type), B type (halogen lamp type), C type (heating coil type), D type (fumigator type) which were used to check of the rate of rise spot type heat detector in inspection for the fire protection. To identify those problems, this paper described about the development of standardization tester for the field inspection of the rate of rise spot type heat detector and that have the function of auto setting temperature more $30^{\circ}C$ higher than room temperature and keep the constant temperature. And keep the constant wind velocity of 85cm/sec. Performance verification results of the developed prototype that had same conditions such as the sensitivity test conditions at the type approval of the rate of rise spot type heat detector.
