최근 기술 중심의 적정기술 외연 확장과 관련하여 다양한 논의가 진행되고 있다. 특히 적정기술이 과학기술을 통한 공적개발원조(ODA)의 일환으로 주목받으면서, 적정기술과 관련한 다양한 학문적·비즈니스적인 접근이 이루어지고 있다. 하지만 기존 적정기술의 대부분이 단순 기술 전파로 그치고, 그 후 활용되지 못하고 사라지고 있다. 따라서 적정기술에서 적정한 사회기술 시스템으로 변화해야 한다는 목소리가 나오고 있다. 이를 위해 본 노트에서는 저소득층의 삶의 질 개선에 실질적으로 역할을 담당하고, 성공적인 우수 사례(Best Practices) 사례를 배출하고 있는 적정기술과 BoP 비즈니스라는 개념의 탄생 배경을 살펴보았다. 그리고 이 둘의 접점을 위한 핵심적 역할을 수행하고 있는 촉진자(Facilitator)의 역할을 살펴보았다. 이를 바탕으로 적정기술과 BoP 비즈니스를 접목한 적정한 신기술 프로토콜(Appropriate New Technology Protocol)을 제시하였다.

In 2017, aiming at developing, educating, and commercializing innovative appropriate technologies that are suitable for Tanzanian environment, the Ministry of Science and ICT in Korea established an innovative technology and energy center in a Tanzanian university. Using the qualitative methodologies such as an ethnography of a research project, document analyses of memoranda of understandings, journal articles, reports, announcements, and newspaper articles, participant observation of formal and informal meetings, and semi-structured interviews with participants engaging in an appropriate technology center, this study examines how triple helix model in S&T innovation has been applied to the development of the Korea-Tanzania appropriate technology center. Despite growing importance in national S&T policies, only few studies have discussed office development aid (ODA) in association with innovation. The analysis of the appropriate technology center with the framework of the triple-helix model shows the close tie between official development aid (ODA) and the cross national innovation promoted in Korea. This study also contributes to understanding embedded organizational structure, conflicts, and barriers of an ODA project in Korea.

The need for appropriate technology in global health has expanded dramatically as the gap between industrialized and developing countries continues to expand. However, there is no collective knowledge of appropriate technology in global health. Thus, this study intends to provide light on the latest developments in the field of appropriate technology in global health and to speculate on future directions. A rapid review, or simplified technique, was used to systematically identify and summarize emerging papers. The search technique used the keywords "global health" and "appropriate technology." The total number of papers collected from PubMed and Scopus was 427, and 19 articles were thoroughly reviewed for the result section following the research. The study's conclusions included the following: 1) an assessment of appropriate technology adopted in developing countries; and 2) strategies for implementing appropriate technologies in global health. Additionally, we drew lessons and identified problems to serve as a useful guide for future research and development in appropriate technology. This review uncovered a small but valuable level of information about acceptable technology in global health.

This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

적정기술연구 분야는 환경, 의료, 교육 및 에너지 등 다양한 주제를 포함하고 있다. 따라서, 한 분야의 연구자가 적정 기술 전체 분야에 대한 연구 동향을 파악하기에는 어려움이 있다. 소셜 네트워크 분석, 즉, 사회 연결망 분석은 네트워크에 어떤 전체적인 연결관계가 있는지를 분석하여 특정 관계망을 보기 쉽게 시각화 하거나 인사이트를 도출할 수 있는 방법이다. 이 논문에서는 소셜 네트워크 분석을 적정기술학회에서 개최한 2017-2019년까지의 적정기술 국제학회 초록집 자료를 이용하여 적정기술 분야의 학술 동향을 파악하고자 하였다. 적정기술학회에서 확보한 자료를 바탕으로 데이터 전처리 과정을 거쳐 공저자 네트워크를 분석하고 그와 관련된 통계적 지표를 해석하였다. 또한, 적정기술학회의 일반 현황 자료를 기반으로 연차별 발표자 및 연구 내용 변화를 분석하고 결과를 도출하였다.

적정기술은 해외 개발도상국 지역 주민의 환경과 수요에 맞추어 서로 다른 국가 및 국민들이 상호작용하는 공공외교의 틀로 비추어 볼 수 있을 것이다. 한국에서는 2016년에 공공외교법이 발효 되는 등 비교적 최근에 이르러서야 정부, 기관, 국민들이 참여하고 있으며, 한류 등 문화 분야에 집중되어 있는 현황이다. 이와 관련하여 해외 주요국과 한국의 과학기술 공공외교 현황을 비교해보고, 한국의 강점 및 발전 가능성, 평가 관리에 대해서 고찰해 보고자 한다. 적정기술과 과학기술을 공공외교의 틀에서 접근한다면 한국 및 현지의 각 참여자들이 유기적으로 협력을 도모할 수 있는 기회가 될 수 있을 것이다.

최근에 4차 산업 혁명을 견인하기 할 수 있는 다품종 소량을 위한 주요 제조 기술로써 적층 제조 공정이 부각 되고 있다. 적층 제조 공정의 층별 적층 특성은 상대적으로 저비용으로 3차원 형상과 기능성을 가진 실제 제품을 쾌속 제작할 수 있다. 이 논문의 목적은 개발 도상국들을 위한 적층 제조 공정의 적정 기술 분야 적용성에 대한 고찰이다. 적층 제조 공정의 적정 기술 적용 예들에 대한 조사/분석을 수행하여, 적층 제조 공정의 적정 기술 분야 실제 활용 가능성에 대하여 고찰하였다. 또한, 적층 제조 공정의 적정 기술 분야에 대한 주요 적용 예들을 소개하였다. 최종적으로 개발 도상국에서 적층 제조 기술을 이용한 실제적 제품 생산에 관련된 적정 기술 측면의 향후 발전 방향에 대하여 토론하였다.

이 글의 목적은 최근 한국에서 유행하고 있는 적정기술의 의미와 그것이 지향하는 바와 그 배경에 있는 문제의식을 파악하여, 적정기술에 더 풍부한 이론적, 실천적 가능성을 열어줄 수 있는 토론거리를 제시하는 것이다. '적정기술자'들이 출판한 책과 논문, 이들이 행한 강연 및 발표 자료, 언론 기사 등을 참고하는 한편 몇 명의 적정기술자들을 인터뷰하여 적정기술에 대한 생각, 그리고 적정하지 않은 기술에 대한 생각을 물었다. 적정기술자들은 어려운 이웃을 돕겠다는 봉사의 마음, 신앙심, 한국의 발전에 대한 자부심을 바탕으로 삼아 적정기술 활동에 나서고 있다. 그러한 배경의 영향으로 한국의 적정기술 활동은 구체적인 기술이나 현실에 대한 비판과 성찰에서 동력을 얻는 운동이기보다는, 주어진 상황을 인정하고 이를 긍정적으로 개선해보려는 윤리적 노력이라고 할 수 있다. 이와 같은 긍정성은 현재 한국에서 적정기술 활동이 다양한 배경과 관심사를 가진 사람들을 불러 모을 수 있는 동력이 되고 있다. 다른 한편으로 한국의 적정기술은 기술-사회에 대한 비판적 논의에서 한발 물러나 있는 비정치적 성격을 띤다. 적정기술자는 기술-사회를 이루는 조건 자체에 의문을 제기하기보다는, 일단 주어진 조건을 받아들이고 그 한도 내에서 가장 나은 해결책을 내놓는 역할을 맡으려 한다. '소외된 90%를 위한 디자인'을 중요한 표어로 삼고 있는 한국의 적정기술 활동에 참가하는 사람들은 대부분 스스로를 소외된 90%가 아니라 혜택 받은 10%에 속하는 것으로 인식하고 있으며, 적정기술은 '우리'보다는 '그들' 또는 '현지인'을 위한 기술로 제시되고 있다. 한국의 적정기술 운동은 기술을 수단으로 하는 온정주의적, 윤리적 태도에서 더 나아가 한 사회의 토대로서 기술이 가지는 사회적, 정치적 성격에 대한 논의로 확대될 필요가 있다.

이 논문의 목적은 국제개발협력의 유력한 전략으로 평가받고 있는 적정기술 사업화 모델을 라오스-한국 적정과학기술거점센터(LKSTC) 사례로 검토하는 것이다. LKSTC는 농식품 분야의 세척·수처리·살균기술, 재생에너지 분야의 피코 수력 발전기, 피코-태양광 하이브리드 시스템, 에너지 원격모니터링 기술을 개발했다. 적정기술 사업화는 카이펜 마을 기업, 학교기업, 사회적 기업을 창업했다. 정책적 시사점은 다음과 같다. 첫째, 개도국 적정기술 사업화는 수원국 정부의 지역개발 정책과 연계성을 높여야 한다. 둘째, 시장리스크를 최소화하기 위해 혁신적 기술개발 및 현지 창업네트워크를 적절히 구축해야 한다. 마지막으로 사업의 지속가능성을 높이기 위한 중장기적인 노력이 필요하다.

Technical advances contribute to the affluent life of human society. However, many people in underdeveloped countries live in poverty. Hence, many social groups are making efforts to improve their quality of life. The concept of appropriate technology is central to this endeavor. Utilization of appropriate technology in the textile design sector is one of the most efficient ways to make a living, while maintaining traditional skills and tools. It differs from the supply mechanism of advanced technology and products to people in the underdeveloped countries. In this study, we aimed to explore the fundamental ways toward self-reliance among citizens of substantially underdeveloped countries by integrating appropriate technology in the field of textile design. Application types were analyzed by researching cases that incorporate appropriate technology in textile design. These are classified into three ways based on underdeveloped regions, developed countries, and collaborative case with designers and companies. Improvement of the 3 aspects was approached in terms of product development, ongoing management and expansion popularity.
