Factors influencing the Sexual Identity Formation of Sexual Minorities (LGB) in Korea: A Qualitative Meta-Summary (국내 성소수자의 성정체성 형성에 영향을 미치는 요인에 관한 질적 메타요약)

  • This purpose of this study was to use the meta-summary method to systematically integrate the findings of the heterogeneous qualitative research on the factors influencing the sexual identity formation process of lesbian, gay, and bisexual groups in Korea. The integrative investigation of the universal or unique factors affecting the identity formation of sexual minority is important to understand their internal experiences and support their psychological adaptation. Using a qualitative meta-summary, this study systematically identified and abbriviated the psychological and social factors that promote or impede the sexual identity acceptance and integration of LGB individuals. First, a total of 9 studies which were published in Korea up to 2021 were identified through the research database. The included studies were critically evaluated by using the Critical Appraisal Screening Programme tool. A total of 179 statements were extracted from the findings of each study and 34 abstracted statements were generated. The 34 abstracted statements were categorized into four groups, psychological factors that promote or impede sexual identity formation and social factors that promote or impede it. These four main categories and corresponding factors in each category were explained. The implications and limitations were also discussed.

The PSA Testing Debate in the U.S and Flexible Evidence-Based Medicine (미국의 PSA 진단검사 논쟁과 유연한 근거중심의학)

  • The global diffusion of Evidence-Based Medicine (EBM) is changing the landscape of medicine and the healthcare system. STS scholars have shown how EBM works when put into practice. In continuing to add to the literature of previous scholars, this paper traces the historical process and debate over Prostate-Specific Antigen (PSA) testing as an early screening test for prostate cancer in the U.S. This study will reveal that both pros and cons of the testing using EBM as a crucial resources of the debate, and in the process both 'flexibly' interpret and mobilize the hierarchy of scientific evidence for EBM despite the fact the hierarchy is imagined to being scientific criteria that is rigid. Furthermore, this paper will argue that this phenomenon, for which EBM currently seems to support the cons side of PSA screening, was constructed in the context of appraisal of the value 'quality of life' in the EBM system. This case study proposes that those who study the debate of medical technology in the EBM era should contextualize and analyze EBM as part of this debate rather than simply taking EBM for granted.

A Research on the Development of Quality Cost Management System for Power Industry (발전산업의 품질비용 관리체계 구축에 관한 연구)

  • Purpose: The primary objective of this case study is to establish a COQ(Cost of Quality) management system for power generation industries. Key topics of this study include collecting COQ elements, their classifications, COQ computation formula, and determining COQ improvement projects. Results: A comprehensive set of COQ elements have been isolated for electric power generation companies. The COQ elements were classified in such a way that they could be managed according to the PAF model as well as the SIPOC diagram. This study showed that a systematic approach could be established for monitoring the COQ elements and using them in the process of improving quality competitiveness. Methods: The PAF(Prevention-Appraisal-Failure) model has been employed in the process of collecting COQ elements for a power generation company. All the cost of quality elements were first examined through an extensive review of articles and books in the field of quality. The cost elements were then refined and augmented by conducting a comparative study with international standards. The COQ elements have been verified by a group of quality managers and classified according to both the PAF model and the SIPOC diagram for better understanding in the entire organization. An improvement strategy has been also proposed by using a typical COQ level of power generation companies. Conclusion: The conventional PAF model was used in establishing a COQ management system for power generation industries. This case study illustrates the procedure about identification, classification and computation of quality costs, including selection of improvement projects. The system can be used not only for observing the current state of cost elements related to quality, but also for planning an improvement strategy using the ratio of cost classification.

  • The knowledge management was considered as the inevitable result of the rule of knowledge in this era, and its importance became clear in being the main source for achieving success, the need to consider and manage knowledge as an independent field that must be addressed with a clear scientific methodology has become intangible - they are very valuable and a strategic asset. On the other hand, the innovation process relates to all parts of the organization, and helps to improve the behavioral patterns of individuals and their attitudes towards adopting modern and innovative ideas, it is a purposeful process adopted by the senior management and works to provide the capabilities and requirements for embodying the innovative behavior in it. In the field of dealing with the market, it is a product of the organization's innovative approach, which aims at advancement, change, and intended and organized renewal. The main objective of this article is to determine the most appropriate ways to integrate knowledge management mechanisms to employ innovation factors within universities based on the role of universities in supporting innovation. This was achieved through reviewing many relevant research and listing the most prominent concepts of knowledge management, its importance, objectives, and processes determining the stages of knowledge management application, the requirements for applying knowledge management, and the obstacles that impede its application; Then the statement "Innovation in universities, through which it addressed the concept of innovation, its importance, stages, and requirements for its application, as well as identifying the most prominent models of innovation, and obstacles to innovation, in addition to that the role of universities in supporting innovation will be identified. From the surveyed study done in this article, we concluded that the relationship among organizational culture, knowledge management and innovation capability can provide useful insights for managers regarding developing a strong culture, promote knowledge management practices effectively and eventually enhance the whole organization's innovation capability. Also, we found that different components of Knowledge Management as Knowledge activities, Knowledge types, transformation of knowledge and technology have a significant positive effect in bringing innovation through transformation of knowledge into knowledge assets in universities.

  • Republic of Korea is actively adopting IT fusion technologies to achieve the goal of 'Advanced National Defense'. This study is aiming to directly contribute to the ongoing DHRMIS project by analyzing its any discovered and substantial problems as well as suggesting improvements. Current difficulties include the efficient estimation on project cost, the lack of statistics for cross-referencing, the inefficient development methodology, compliance with global quality control standard, and the separated command centers. This study suggests the budget appraisal process prior to the actual execution, the introduce of regulatory business registration system, applying an efficient development methodologies as well as ISO9126 standard for quality control, and a centralized command department. We expect this study would contribute to following researches in advancing our national defense.

  • This study discusses the process of forming discussions on information management in the field of records management and the need to expand information management functions that promote the utilization of records as information, focusing on the thought of records disposal in the digital era. Until now, records disposal has been recognized as a concept of physical destruction aimed at reducing the cost required for management and preservation through the reduction of large numbers of records. However, records disposal provides a starting point for discussions on information management in the field of records management. It forms the central axis for debate to strengthen the role of records management as information managers in the digital era. Therefore, this study examines the thought of records disposal in the paper age, analyzes the division of the function of records management and the process of developing into discussions on information management, and examines the controversy surrounding records disposal in the digital era. Furthermore, this study suggests the need to expand information management functions that promote the utilization of records as information.

A Study on the Contexts of Ecosystem Services in the Policymaking Process (정책형성단계에서 생태계서비스에 관한 이론적 고찰)

  • Industrialization and modernization of the $20^{th}$ century have brought convenience to human life. However, such development produced unintentional global environmental issues such as destruction of natural ecosystem through excessive use of the natural environment beyond its capacity. The United National (UN) recognized such global environment issues and coordinated with worldwide experts to conduct a comprehensive assessment of the global ecosystem, "Millennium Ecosystem Assessment (MA)", to resolve the issues. The UN conducted the MA primarily to comprehend the correlation between the ecosystem and human welfare. The results demonstrated that the ecosystem provides various direct and indirect benefits to human. This new concept was introduced as the "ecosystem services". Introduction of the ecosystem services highlighted the significance of the ecosystem and led to increased research and active discussions among experts from various discipline over the recent 10 years. It has been considered that the ecosystem service concept could be incorporated in policymaking process, as primary criteria to assess and weigh the benefits of using natural resources against the effects on value of the ecosystem. The current policymaking process is affected by the contradicting logics of modernization and preservation of ecosystem. The ecosystem services concept could be the answer to forming a rational policymaking process, allowing for nature preservation while wisely using the available natural resources. The general consensus has been formed on the need of incorporating the ecosystem services concept in the policies and globally various researches on the ecosystem services have been actively conducted. However, introduction of the ecosystem services concept is still at a very early stage and research on real application of the ecosystem services is yet almost nonexistent. Also there are no clear and agreed definition, classification scheme and value appraisal methodology regarding the ecosystem services. Therefore, this research explains the basic concept of the ecosystem services and highlights specific issues for further researches, as further researches on real application of the ecosystem services would find ways for the ecosystem services approach to be valuable in the policymaking process.

The Development of the Sustainability Appraisal Indicators for Clean Development Mechanism(CDM) Projects by Multi-Criteria Analysis(MCA) (청정개발체제(CDM)사업의 지속가능성평가 지표 개발 -다 기준분석법(MCA)을 활용하여-)

  • Clean Development Mechanism(CDM) projects under the Kyoto Protocol have two objectives. One is to assist the Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments in cost-effective ways by allowing them to implement emission reduction projects in Non-Annex I countries and receive CERs, which will offset their reduction commitments. The other is to assist Parties not included in Annex I in achieving sustainable development and technology transfers through investments by Annex I countries. However, in reality, it is said that the former objective is achievable but the latter is not. In this light, this article suggests sustainability appraisal criteria applicable for Korea. Among various methodologies, we used the 'multi-attributes utility theory(MAUT)'; one of the 'multi-criteria analysis (MCA)' methodologies judged to be the most practical and relevant. Based on the guidelines of the MAUT methodology, we identified sustainability criteria that meet the guidelines. We took two tracks, the first to find the preferences of Korean experts, and the other to check foreign cases. In all, 37 preliminary criteria were suggested to Korean experts and each criterion was scored, from between 1 and 3, in terms of relevance, possibility of real improvement, easiness of data collection, and preferences. We combined foreign cases and the results of a survey conducted in Korea and selected 12 core criteria and 10 additional criteria. After that, all the criteria were converted into indicators. The indicators were applied to a CDM project for case study. We chose the "Sihwa Tidal Power Project", which is currently the biggest tidal power plant in the world. Twelve core indicators and 3 additional indicators were applied. In order to weight each indicator, the 'analytical hierarchy process (AHP)' was used. A total of 30 experts were asked to suggest weights and 21 answered. Among them, only 14 respondents were proven to meet the consistency ratio. We analyzed the 14 responses through Expert Choice and the CDM project was scored (+)53.082. In addition, sensitivity analysis was undertaken with the result of (+)44.667 to (+)65.522. As a result of this study, it was proven that this project would contribute to the sustainable development of Korea.

The Reform of the National Records Management System and Change of Administrative System in Korean Government from 1948 to 1964 (한국정부 수립 이후 행정체제의 변동과 국가기록관리체제의 개편(1948년~64년))

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.

  • The purpose of this study is to find out the relationship between high involvement Human Resource Management and organizational effectiveness in small company. High involvement Human Resource Management practices include training, incentive, performance appraisal, participation, proposal, communication, job description. This research approached organizational effectiveness using internal process and goal. Internal process approach measured internal organizational health using aggregate organizational commitment, turnover intention, job search. Goal approach measured organizational growth using sales growth rate per employee and net income growth rate per employee. Using the collected data from 267 employees at 27 small-sized firms located in South region in Korea, this research tested and confirmed the construct validity regression analysis at the organizational level. This research came to the conclusions to as follows: First, high-involvement HRM had the positive effect on the organizational commitment. Second, high-involvement HRM had the negative effect on the turnover intention. The findings suggest that high-involvement HRM is a valuable construct to understand internal process approach of organizational effectiveness in small firms.
