A study on the Appraisal Criteria of Research Records in Public Research Institution (공적(公的) 연구기관에서의 연구기록 평가기준 연구)

  • The purpose of this study is the design of the archival appraisal criteria to judge important research records and set the appraisal direction in the public research institution. The scope of research was limited to design the applicable appraisal criteria at the research institutions rather than in national level and the appraisal criteria examples in three public research institutions were analyzed. Based on the results of this analysis, I suggested the appraisal and selection criteria for long term preservation of research records including 10 appraisal areas. This study has a little limit because the suggested appraisal criteria was not verified by researchers(key appraiser) and enough examples were not analyzed. However, this study can support research institutions to set the scope and type of research records to be preserved. In addition, I hope that this study can give a little help institutions to judge and select key research records.

  • Photography has been used as a typical tool of recording image since its invention in the nineteenth century. Photographs provide valuable visual information about all parts of society, and a systematic management must be preceded to use these information. The management and preservation system of photographs should reflect the characteristics of photographic medium. It is necessary for many archives to perform appraisal first to collect and manage enormous photographs. Appraisal is the process of determining meaning and value of records, and the reasonable criteria should be needed to carry it out. The purpose of this study is to suggest appraisal criteria for photographic records based on the archival appraisal theories and the characteristics of photography. This study draws on traditional appraisal theories and some literatures for archival management of photographs. This study is organized as follows. The first section examines the concept and values of photographic records and the distinctiveness of appraising photographs. The second section analyzes the existing appraisal criteria for individual records. The third section designs appraisal classes of photographic records and proposes the criteria for each classes.

A Survey on Archival Appraisal System and Practice in Korea as Well as Its Modification (공공기록물 평가제도의 문제점과 개선방안)

  • This paper tries to survey the problems of the archival appraisal system and practice through the appraisal agent, timing, and criteria in Korea. There are two sorts of appraisal criteria that contradict each other. This requires an urgent need for an appraisal policy statement. On this survey result, it suggests the trend to shift from passive and neutral appraisal to participatory appraisal by the active and conscious archivists and records managers.

An Analysis of Theoretical Orientations and Methodologies of Archival Appraisal (기록평가의 이론적 지향과 방법론 분석)

  • More than 20 years after introducing the public records management system in Korea, the criteria and methodologies for archival appraisal and selection are still unclear. Modern archival appraisal theories have developed in two orientations, such as provenance and pertinence. This study aims to investigate the methodological implications of each theoretical orientation of archival appraisal and to suggest some directions for improving the appraisal practices and policies. Firstly, archival appraisal theories are analyzed according two orientations. Secondly, four methodologies are derived from combining the macro/micro dimension and theoretical orientations. Thirdly, the methodological orientations of the criteria for selecting permanent records presented in the Public Records Management Act are analyzed. Finally, based on these analyses, appraisal policies and practices for selecting the records with permanent value are proposed to be improved.

  • We proposed a new real estate price appra isal model that can appreciate the efficiencies of each criteria that would affect the price. The proposed Real Estate Price Appraisal Model is developed by the DEA-AR model which enhances the DEA-CCR model. We used the unit-cost per criteria method to set the assurance region of each weights of the DEA-AR model. In order to estimate the unit cost of major criteria effecting the price of real estate, we used the Goal Programming so that the price of real estate reaches the actual price being traded in. We expect that this approach could be helpful to make an objective real estate price appraisal.

Major Issues and Tasks of Restructuring Public Records Appraisal System (공공기록 평가제도의 구조와 쟁점 과제)

  • Unless the records appraisal system is properly overhauled, there is no future for public records management. This study aims to highlight challenging issues and present improvement tasks necessary for the readjustment of the public records appraisal system at the national level. First, public records appraisal policies are divided into five categories: i) statements on appraisal policy and selection criteria, ii) appraisal tools such as disposition authorities, iii) subject of appraising, iv) appraisal procedures, and v) responsibility and authority in appraisal and disposition process. Second, the domestic situation is identified for each category. Third, policies of the United States, United Kingdom, Australia, and Canada are compared, and implications are derived for each category. Fourth and last, the tasks for the readjustment of the public appraisal system are proposed based on these analyses.

A Study on the Records Appraisal Review : Focusing on the Education Office Records Center (기록물평가심의서 연구 교육청 기록관을 중심으로)

  • The Records Appraisal Review contains the processes and results of appraisal works for records. This study is an analysis of the 2018 Records Appraisal Review of 22 Local Education Offices where records managers were deployed. To ensure reliability of analyzing results, the analysis data preparation criteria were applied to maintain consistency in the analysis data preparation. Also, statistics by appraisal process and retention period were cross-checked. Through the analysis of the Records Appraisal Review identifies the actual condition for records appraisal. Based on this, the improvement measures that are applicable in practice were proposed in terms of records management of department, appraisal works of records manager and operation of Records Appraisal Review Commission.

Gender and Age Differences in Triple Media Usage Related to Outdoor Apparel Purchases

  • This study defines the concept of triple media and examines various marketing media that influence a consumer's purchase of outdoor fashion brands. We explore the effects of gender and age on information searches related to outdoor fashion brands and purchase criteria related to outdoor clothing. A survey of consumers who visited stores was conducted. We targeted consumers between the ages of 15 and 50 and analyzed 764 questionnaires. The results show that triple media involve eight factors: five factors (printed ads or radio ads, campaign ads, Internet ads, TV ads, and store ads) in paid media, one factor (direct marketing) in owned media, and two factors (channels of social network services, channels of direct promotion) in earned media. Further, the evaluation/appraisal criteria of outdoor clothing consist of four attributes (practicality, promotional activities, product power, and customer service). The teenager group showed significantly low usage of campaign ads, direct marketing, and direct promotion, while the use of Internet ads is particularly high among teenagers compared to other age groups. Moreover, teenagers are least likely to rely on practicality when evaluating clothing and are most likely to value product power. Additionally, women show significantly high usage of direct marketing. In terms of the clothing appraisal criteria, women assign higher value to practicality and promotional factors than men. The theoretical and managerial implications of the findings are discussed.

Research Trends and Issues of Appraisal of Digital Records : Focused on Datasets and Websites (전자기록 평가의 동향과 과제 데이터세트와 웹사이트 평가를 중심으로)

  • This study explored recent discussions, experiments, and case studies related to the appraisal of digital records, which was focused on datasets and websites. Based on this, it proposed what issues should be addressed for developing appraisal policies. To this end, it categorized appraisal criteria that can be applied to digital records, examined the arguments that in the digital environment total retention is necessary in the era of big data, and that selective retention is still necessary, based on the literature review. Subsequently, after analyzing case studies conducted on datasets and websites, the study dealt with what discussions should be made in terms of targets, tools, objectives of appraisal, and roles/responsibilities which used to develop appraisal policy. This study addressed the following questions to reveal current debates and challenges; First, what appraisal criteria can be applied to digital records in general; second, is the appraisal activities still necessary in the era of digital environment and big data; third, what are the results that case studies produced for the appraisal of digital records; fourth, what changes are expected in the future regarding the appraisal. Based on these questions, it tried to reveal the main issues necessary to develop the appraisal policies that can be applied to various types of digital records created in the public domain.

Policy Capturing LP for Ranged Ratings in Performance Appraisal

  • For inferring criteria in a performance appraisal. linear programming (LP) has been utilized as an alternative to policy capturing (PC). Previous policy capturing LP (PCLP) studies were limited to the criteria of exact numerical ratings. However. under certain evaluation circumstances, a ranged rating with a lower and upper bound may be preferred over an exact numerical value. Therefore, this study introduces a new LP model that allows ranged ratings. A simple example is given to illustrate our model.
