지방공무원 인사혁신정책의 상대적 우선순위분석 (Analysis of Relative Priority of Local Civil Servant's Personnel Innovation Policy)

  • 본 연구는 지방공무원 인사혁신에 대한 정책우선순위를 통해 인적자원관리의 방향성을 모색하기 위해 AHP 분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 측정영역에서는 인사교류시스템, 보직관리시스템, 채용관리시스템, 교육훈련시스템 중에서 인사교류시스템이 가장 중요한 평가요소로 분석되었다. 둘째, 평가항목의 관점에서 보면, 인사교류시스템에서는 직무와 성과중심의 인사관리 전환, 보직관리시스템에서는 전문직위제 지정 및 확대, 채용관리시스템에서는 민간에서 시행중인 인성, 적성 검사도입, 교육훈련시스템에서는 맞춤형 교육과정프로그램 개발 등이 가장 중요하게 평가되었다.

한국 재난관리체계의 문제점과 개선방향 (A Study on the Administration System for Disaster Relief in Korea)

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

지방공무원 역량평가제도의 인식과 발전방안 대한 연구 - B광역시를 중심으로 - (A Study on the Recognition and Development plan of Local official's Competency assessment system in B Metropolitan city)

  • The purpose of this study is to seek the recognition and development method of the competency assessment in order to set up the competency assessment system introduced for the manager promotion in B metropolitan city. The following conclusion were obtained by studying the recognition of competency assesment system of candidates for promotion and non-candidates. First, it is found that non-candidates have a higher recognition of the necessity of competency assessment system and its credibility, fairness and influence on relieving nepotism than candidates for promotion. Second, competency factors that recognized to be necessary for the performance of manager's role were direction guidance, fostering members, integrative thinking and communication in sequence by candidates for promotion, while direction guidance, communication, integrative thinking and management of organization in sequence the non-candidates. Third, in terms of the operational aspect of the competency assessment system, both candidates and non-candidates wanted a pass rate of 70~90%. And the time required for the assessment task was most favored for 1~2hrs, and the judges of the competency assessment were preferred in the order of professors, public official, consultants, and headhunters. Fourth, $1^{st}$ candidates than non-candidates recognized that the person who are from $5^{th}$ or $7^{th}$ class appointment are younger, have high education, are better at presenting, are in administrative positions, and are more optimistic would be more advantageous in competency assessment.

  • 본 연구는 회계투명성 결여로 인해 세계 최하위수준인 국가신인도 제고를 위한 회계실무교육제도 관련 정책제언에 그 목적이 있다. 국가신인도가 최하위인 이유 중 가장 큰 것은 감사인의 자유선임제도이고, 다음으로 회계에 대한 교육이 제대로 이루어지지 못하고 있다는 점이다. 본 연구는 우리나라 회계교육 개선방안에 대한 선행연구들과 각종 공청회, 보도자료, 정부의 정책자료 등을 정리한 서지학적 연구라 할 수 있다. 회계투명성을 높이는 길은 자유선임이라는 현행 감사제도의 개선과 회계실무교육을 제대로 담보해내는 것이다. 여기에서 감사제도는 2020년부터 주기적(6+3) 지정감사제도로 입법화되었기에, 문제는 회계실무교육으로 그 대상자가 민, 관 등 모든 영역에 속해 있기 때문에 정부차원의 회계전문교육기관인 (가칭)'회계연수원' 설립을 제안하고자 한다. 이를 통해 회계정보의 생산 이용하는 자들의 전문적인 실무교육훈련을 통해 회계투명성을 높이고 나아가 국가 신인도 제고에 기여할 것으로 예상된다.

창업보육센터 성공전략 분석 (Success Strategy Analysis of Business Incubator)

  • 본 연구에서는 창업보육센터의 성공요인에 근거하여 창업보육센터의 효율적 운영을 위한 평가요인을 크게 목표$.$운영전략, 인적$.$물적 자원, 보육지원서비스, 연계프로그램으로, 그리고 이들 요인들을 성공적으로 지원하기 위한 전략은 산$.$$.$연 연계체제 구축, 창업보육센터의 특성화 및 전문화, 창업보육센터의 재정자립 기반 구축, 전문 운영인력 확보 등으로 분류하였다. 그리고 창업보육센터를 효율적으로 운영하기 위해서는 어떤 성공전략을 우선적으로 고려하여 일관성 있게 추진해야 하는지를 본 연구에서 제안한 AHP(Analytic Hierarchy Process) 기법을 적용한 평가모델을 활용하여 입주기업, 졸업기업, 창업보육센터 소장의 측면에서 분석하였으며, 최종적으로는 창업보육센터의 성공전략을 제시하였다.

고효율 LED 방열효과 증대를 위한 융합형 Heat Sink 장치 방열 해석 (A Study on Analysis of Complex Heat Sink System for High Efficiency LED Thermal Effect)

  • 본 논문은 조명용 LED 모듈과 히트싱크 장치의 방열 특성을 확인하기 위한 수치 시뮬레이션을 하였다. 해석 케이스는 200 W급의 가로등 또는 보안등용 조명장치이며 용도에 따라 장치의 자세가 달라짐을 고려하여 발광면이 정상부를 향하는 경우와 정하부를 향하는 경우로 나누어서 해석이 진행되었고, 또한 발열소자의 체적이 큰 경우와 작은 경우로 나누어 해석하였다. 해석 결과 현재의 히트싱크 형상으로 충분히 LED의 발열량을 외부로 배출시킬 수 있음을 확인하였고, 장치의 자세와 발열소자의 크기에 따라 방열 성능의 차이가 나타남을 조사하였다.

뉴질랜드 이민 일세대 한국인의 건강관리 실태에 관한 연구 (Health Care Status of First Generation Korean Immigrants in New Zealand.)

  • The purpose of this study is to describe the health care status of Korean Immigrants in New Zealand. The sample consisted of 155 Koreans who were randomly selected from the Korean Immigrants telephone book in Auckland, N.Z. They had health problems that required health management both physically (50.3%) and psychologically(70.3%). During the previous year, the average rate of medical contact with a general practitioner was 1$\pm$1.29 times. Korean immigrants who had health problems first attempted to resolve the problem through self medication rather than utilize health care services. They would only visit a general practitioner if they had severe subjective symptoms or no relief from self medication. Even if they think they need to visit the health care service, 41.9% of the subjects did not go back for follow-up care. Generally, the person who demonstrated positive health care behaviors was male, a college level graduate or higher, lived in N.Z. longer than 2 years, had a high score on health status by self assessment, and he placed few demands on health care services. Barriers to a healthy lifestyle are communication difficulties in expressing subjective symptoms, understanding the physician's treatment and medication plans, difficulty in accessing the appointment system and the high cost of service.

사이버 괴롭힘의 실태와 대응방안 (Actual Conditions of Cyberbullying and the Countermeasure)

  • The purpose of this study is to find the exact state of cyberbullying and the countermeasure for it. cyberbullying is characterized by having the wideness, the anonymity and the intellectualization unlike the harassment of off-line. The result of this study, the cyberbullying is increased through the e-mail, cellular phone, and website around the teenagers. In particular, the cyberbullying has appeared mainly among the same age friends, it is proved that injurers inflict the harassment mainly at their own place and the ratio of the harassment by one self is higher than many. In addition, it is quite probable that the injurer-student who inflicts the harassment in off-line also can do it in on-line and to attack the cyberbullying is easy to find by the student who is indulged himself in internet use. Therefore, it is presented that the countermeasure in educational side and systematic side on this study. First on the educational side, there are presented the practice of the preventive education against the cyberbullying, expansion of the preventive schools for the cyber ethics and cyber crime and strengthening of the guideline for students in cyberspace. Second on the systematic side, there are presented the appointment of various committee, to strengthen the protection of damaged students, preparation of laws for cyberbullying, expansion of information office for internet addiction, improvement of the system for the school custodian and to extend the operating for cyber clearness school.

명예산업안전감독관제도 활성화 방안 연구 -건설업 중심으로- (A Study to Revitalize of the Honorary Industrial Safety Inspector System - In Construction Industry -)

  • The purpose of this study is to put forward revitalization of the Honorary Industrial Safety Inspector System by using the survey(2006.05) of the Honorary Industrial Safety Inspector in the Construction Industry. It can be summarized to develop the system as the following: 1) If there are neither labor union nor representative of workers in a company, workers must elect the representative of workers at first and then recommendation of the honorary industrial safety inspector by the representative of workers, 2) It should regulated in the industrial safety and health act about the tenure of the representative of workers and the process of election, 3) Prohibition the honorary industrial safety inspector as the employer members in the Industrial Safety and Health Committee and exclusion of both main office supervisor and subcontract-company supervisor from the appointment of the honorary industrial safety inspector, 4) Measures to realize the prohibitive regulation of unfavorable treatment on the grounds that the inspector has performed legitimate activities as an Honorary Industrial Safety Inspector, 5) Statutory regulation of the educations' hours(primary education & professional education), 6) Specification of the professional education and increase of the frequency, 7) Support of the government(the Ministry of Labor) to revitalize the honorary industrial safety inspector system, 8) Put in a statutory form the regular hours to carry out the work of the honorary industrial safety inspector in the workplace.

Fit-FA Finder를 이용한 SMBC 플랫폼 설계 (A design of the SMBC Platform using the Fit FA-Finder)

  • 최근 전자 우편은 IT 사회의 중요한 의사소통의 수단이 되고 있다. 그러나 스팸 메일의 증가로 인해 다양한 사회 문제가 발생되고 증가하는 추세이다. 스팸 메일을 차단하기 위해 정부와 민간 단체에서 많은 연구와 개발을 하고 있으나 다양한 스팸 메일의 증가로 인해 많은 비용과 시스템의 복잡성이 요구되어 지고 있다. 이러한 문제점을 해결하기 위해 본 논문에서는 Fit-FA Finder를 이용한 SMBC(Spam Mail Blocking Center)를 설계 하였다. Fit-FA Finder는 스팸 메일의 유형에 따라 필터링 데이터베이스에서 적절한 알고리즘을 적용 시키는 시스템으로서 필터의 적용 순서에 따라 스팸 메일 오인율(False-Positive Error)이 달라져 시스템 처리 신뢰도에 큰 영향을 준다. 본 논문에서 제안한 Fit-FA Finder를 이용한 SMBC 플랫폼은 불필요한 필터링 처리 과정을 줄임으로써 시스템의 부하를 줄 일수 있다.
