Study on the Estimation Method of Safely Index for Community Disaster (지역안전도 진단 방법 개선에 관한 연구)

  • We reconstructed the community disaster risk and patterns of damage magnitude using 'Annual Report of National Disaster Data'. And we developed the inspection index for damage reduction capacity of each facility or each damage prevention measure. The inspection indices include climatic and hydrological vulnerabilities, and disaster probability components. Also we considered all indices and components for DB construction on the GIS system. Then we constructed 'Inspection for Safety Degree of Community System(ISDCS)' according to the facility's criteria from the combination of damage reduction capacity of facility and damage magnitude. The safety index has designed a system that encourages communities to carry out a list of activities in the raw from natural disaster. The activities ultimately saves lives, reduce property damage, and protect disaster facilities. Damage patterns were also analyzed according to damage type using pattern analysis and GIS.

Investigation of Characteristics and States of Natural Disasters for Water Resources Disasters Control in Gyeongsangnam-do (경상남도 수자원재해관리를 위한 자연재해현황과 피해특성조사)

  • It is analysised the causes and extent of damage of natural disasters through the investigating of natural disaster states occurred in Gyeongsangnam-do. The data for this study were based on disaster annual report between 1987 and 2003. Especially, the data between 1993 and 2003 were used for the analysis in Gyeongsangnam-do area. A typhoon and a heavy rain were the major causes of the natural disasters in Gyeongsangnam-do. For all that the extent of damage by a heavy rain was twice as much as that of a typhoon, Gyongsangnam-do suffered heavy damage from a typhoon. So, special attentions should be paid to establish prevention plans for that in this area. Also, half of the natural disasters were occurred between July and August, the intensive prevention plans for the summer season are needed.

  • This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster's study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

  • Regional construction management offices and local administrations have set up the fundamental plan for river improvement works respectively for the national level, and local 1st and 2nd level rivers for the purpose of river management, use, development, disaster mitigation, and water quality conservation on the annual basis. Enormous number of reports and river registers have been produced. However, the products before 2003 are not well managed so that frequent users have toubles in using these information. In this paper, Information Service System on the Fundamental Planning Report for River Improvement Works developed in 2005 is introduced.

Life Risk Assessment of Landslide Disaster in Jinbu Area Using Logistic Regression Model (로지스틱 회귀분석모델을 활용한 평창군 진부 지역의 산사태 재해의 인명 위험 평가)

  • This paper deals with risk assessment of life in a landslide-prone area by a GIS-based modeling method. Landslide susceptibility maps can provide a probability of landslide prone areas to mitigate or proper control this problems and to take any development plan and disaster management. A landslide inventory map of the study area was prepared based on past historical information and aerial photography analysis. A total of 550 landslides have been counted at the whole study area. The extracted landslides were randomly selected and divided into two different groups, 50% of the landslides were used for model calibration and the other were used for validation purpose. Eleven causative factors (continuous and thematic) such as slope, aspect, curvature, topographic wetness index, elevation, forest type, forest crown density, geology, land-use, soil drainage, and soil texture were used in hazard analysis. The correlation between landslides and these factors, pixels were divided into several classes and frequency ratio was also extracted. Eventually, a landslide susceptibility map was constructed using a logistic regression model based on entire events. Moreover, the landslide susceptibility map was plotted with a receiver operating characteristic (ROC) curve and calculated the area under the curve (AUC) and tried to extract a success rate curve. Based on the results, logistic regression produced an 85.18% accuracy, so we believed that the model was reliable and acceptable for the landslide susceptibility analysis on the study area. In addition, for risk assessment, vulnerability scale were added for social thematic data layer. The study area predictive landslide affected pixels 2,000 and 5,000 were also calculated for making a probability table. In final calculation, the 2,000 predictive landslide affected pixels were assumed to run. The total population causalities were estimated as 7.75 person that was relatively close to the actual number published in Korean Annual Disaster Report, 2006.

Analysis of Effects on Adoption of a Safety e-Reporting System (안전신고 제도(안전신문고) 도입에 따른 효과 분석)

  • To analyze the effectiveness of the safety e-reporting system, the present study carried out analysis of safety e-reporting data reported between September 2014 and July 2019, and selected items for measuring the effectiveness of safety e-reporting. Using these items, the effects of adopting the reporting system for the four major parking violations was analyzed, alongside an analysis of effects in terms of traffic accidents using the unit model. When we count the securement of the tax revenue through measures such as charging fines as the beneficial factor per case, the estimation of the benefit is around 62,000 KRW per case. Summing the two factors up, the total value of citizen's reports pertaining to the big four parking violations is about 275,000 KRW per case. Most of the reports made through the Safety e-Report system are about traffic and facilities. When we calculate the total annual benefit with the representative reporting value defined with traffic and facilities, the system received a total of 1,164,439 cases from 2014 to 2019, while citizens reported 52,721 cases for the big four parking violations from April to July 2019. As the value of a safety report is around the net benefit for last five years is around 27,340,000,000 KRW.

A Study on Analysis of Damaged Facilities in Rural Area by Storm and Flood Hazard (풍수해에 의한 농촌지역 피해시설 현황 분석)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.

An Impact Analysis and Prediction of Disaster on Forest Fire

  • This study aims to create a model for predicting the number of extinguishment manpower to put out forest fires by taking into account the climate, the situation, and the extent of the damage at the time of the forest fires. Past research has been approached to determine the cause of the forest fire or to predict the occurrence of a forest fire. How to deal with forest fires is also a very important part of how to deal with them, so predicting the number of extinguishment manpower is important. Therefore predicting the number of extinguishment manpower that have been put into the forest fire is something that can be presented as a new perspective. This study presents a model for predicting the number of extinguishment manpower inputs considering the scale of the damage with forest fire on a scale bigger than 0.1 ha as data based on the forest fire annual report(Korea Forest Service; KFS) from 2015 to 2018 using the moderated multiple regression analysis. As a result, weather factors and extinguished time considering the damage show that affect forest fire extinguishment manpower.

A Statistical Study on the Meterorological Disasters in Korea caused by the Typhoons (태풍에 의한 우리나라의 기상재해에 관한 통계적 연구)

  • The purpose of this study is to provide against to the meteorological disasters in Korea caused by the typhoons by means of the statistical analyses for the relation between the intensities of the typhoons and the meteorological disasters. The data are extracted from the "TYPHOON REPORT OF KOREA" and the "TYPHOON WHITE BOOK" issued by the Central Meteorological Office. The results are summarized as follows : (1) The annual mean frequency and the total number of the typhoon causing the disasters during 30 years (1956∼1985) are 2.2, 65 respectively, and the highest number appears in August followed by September and the third is July. And the degrees of themeteorolgocal disasters are alsio the same order. (2) The more serious disasters occurred by the TS degree typhoons, and the TS degree typhoons occupy the highest frequency. (3) The more serious disasters occurred by the TS degree typhoons, and the TS degree typhoons occupy the highest frequency. (3) The meteorological disaster per typhoon is most severe in August, and the July and September are alike in the degree of the disasters per typhoon. (4) The meteorological disasters are approximately a proportional relation to the intensities of the typhoons. (5) The frequency of the Rain typhoon , Wind typhoon and Rain·Wind typhoon are about 2 : 1: 3 in July, August and September respectively. And the severe disasters occur more frequently by the Rain typhoon than by the Wind typhoon.

Impact Assessment of Climate Change on Drought Risk (기후변화가 가뭄 위험성에 미치는 영향 평가)

  • A chronic drought stress has been imposed during non-rainy season(from winter to spring) since 1990s. We faced the most significant water crisis in 2001, and the drought was characterized by sultry weather and severe drought on a national scale. It has been widely acknowledged that the drought related damage is 2-3 times serious than floods. In the list of the world's largest natural disaster compiled by NOAA, 4 of the top 5 disasters are droughts. And according to the analysis from the NDMC report, the drought has the highest annual average damage among all the disasters. There was a very serious impact on the economic such as rising consumer price during the 2001 spring drought in Korea. There has been flood prevention measures implemented at national-level but for mitigation of droughts, there are only plans aimed at emergency (short-term) restoration rather than the comprehensive preventive measures. In addition, there is a lack of a clear set of indicators to express drought situation objectively, and therefore it is important and urgent to begin a systematic study. In this study, a nonstationary downscaling model using RCM based climate change scenario was first applied to simulate precipitation, and the simulated precipitation data was used to derive Standardized Precipitation Index (SPI). The SPI under climate change was used to evaluate the spatio-temporal variability of drought through principal component analysis at three different time scales which are 2015, 2045 and 2075. It was found that spatio-temporal variability is likely to modulate with climate change.
