A Study on the Methodology to Performance Security on the Korea Small/Medium Sized Construction Firms for Venturing into International Market (국내 중소건설업체의 해외 진출 활성화를 위한 건설 보증 확대 방안에 관한 연구)

  • International construction market has been open to other countries, and it derives the development of our overseas construction industry quantitatively as well as qualitatively. Until now, the major companies have an absolute majority in the overseas construction market, and the small and medium enterprises have had difficulty to get a leadership in the international construction market because of the lack of the technical expertise and the capital strength. Especially in the Middle East Asia, our construction companies has touched off a boom, so our market share also has grown, which derived from the up toward ratchet oil prices and a worldwide boom in real estate development. The small and medium enterprise minority have recognition that the overseas construction market is the major company's native territory. But Data from the existing researches and many statistics indicate the most companies tend to underestimate the capacity and international competitiveness of the small and medium enterprises. As a matter of fact, hundreds of small and medium enterprise cut a conspicuous figure in overseas market. Consequently, it is indispensable to overcome the international financial crisis by revitalizing our overseas construction industry which obtains excellent results in international market. this study suggested the ways to expand overseas bonding capacity of Korean financial institution. This study proposed the Korean government to allow Construction Guarantee (former Korea Construction Financial Cooperative) to deal with foreign exchange so that Construction Guarantee will underwrite the overseas construction bond.

  • Recently, the Severe Disaster Punishment Act (January 27, 2022) was implemented, and the importance of industrial safety and health is being re-recognized. In addition, the reality is that the management burden is increasing, such as investing huge costs in reducing safety accidents centered on large companies. In this situation, we would like to help improve the working environment consistent with safety and health by deriving diagnosis and improvement measures for the current situation through a survey of production workers working in mid-sized and small-sized enterprises.

Additional Improvement and Evaluation of Exhaust Ventilation Systems at Small and Medium Sized Enterprise (중.소규모 사업장의 국소배기장치 설치 실태와 문제점 및 개선방안)

  • Objectives : The purposes of this study were to evaluate exhaust ventilation systems(EVSs) and to suggest problems and improvements. Methods : For 50 small and medium-sized enterprises, we carried out evaluation of EVSs. We evaluated hoods with smoke tester and measurement of capture velocity. In addition, we used several indicators for performance evaluation designed in this study. Results : 1. Based on the smoke flow pattern and the criteria of occupational health and safety act, 67.8% of hoods were rated 'good' level at smoke test whereas 26.3% were rated 'good' level at measurement of capture velocity. 2. 29.3% of hoods, of which ratio of measured actual air flow at hood(Qah) to required ideal exhaust air flow at hood(Qih) was 1 or more, were rated 'good' level. 3. The % of EVS, of which ratio of measured actual air flow at stack(Qast) to total required ideal exhaust air flow at hood(Qith) was 1 or more, was 29.0%. 4. For the ratio of measured Qast to existing air flow at fan(Qfan), only 5% of EVSs were 1 or more and 26.0% were 0.8 or more but less than 1.0. 5. For the ratio of measured Qast to total measured actual exhaust air flow at hood(Qath), 74.0% were 0.8 or more but less than 1.0. 6. The percentage of EVS, of which ratio of total measured Qath to existing Qfan was 0.8 or more, was 19.0%. 7. The percentage of EVS, of which ratio of total measured Qath to total required ideal exhaust Qith was 1 or more, was 26.0%. 8. For the comprehensive evaluation indicators designed in this study, 29.0% were 0.8 or more. Conclusions : We found that few exhaust local ventilations at small and medium-sized enterprises were rated 'good' level and that most exhaust local ventilations had 'poor' design and installation. Therefore, relevant professional manpower and enterprises have to construct exhaust local ventilation where it is needed, and technical guidance and economic support are needed to improve 'poor' exhaust local ventilation after self-evaluation.

  • Recently, digitalization is accelerating in all industries, and the use of information and personal information produced and used in the process of it is very important for the success or failure of a company. However, malicious attempts to steal or leak major information and personal information of a company as an adverse effect continue to increase, and appropriate defense and response are absolutely necessary. However, in the case of small and medium-sized enterprises, the priority of information protection and the possession of professional manpower are very insufficient compared to large enterprises. This paper studies the certification and audit implemented in Korea, and suggests ways to expand the certification of the information protection system suitable for SMEs and improve the effectiveness of the support system through the expansion of the privacy law notification standard and operation of support system.

The Role of Government Expenditure and Investment for MSME Growth: Empirical Study in Indonesia

  • In Indonesia, micro-, small- and medium-sized enterprises (MSMEs) are introduced to increase income by providing many easier jobs to improve economic growth. They have also been reported to be generally supportive of the local industry. The government policies on investment and expenditure have the ability to promote MSMEs and economic growth. Therefore, this research was conducted to analyze the theoretical background and empirical study to investigate government's role to promote MSMEs growth in Indonesia. The secondary data after the 2008 global financial crisis recorded quarterly from 2009 to 2019 Q3 were analyzed using the Ordinary Least Square (OLS) regression model. The results showed government expenditure has a positive and significant contribution to small- and medium-sized enterprises, but the effect was not significant for micro-businesses. Meanwhile, the investment sector was discovered to have a positive and significant effect on MSMEs. The policy implications of the Indonesian government are expected to focus on its expenditure's role as the most important factor for "social-economic protection of the community" through micro-enterprises, which are numerous and more attached to the real community economic-social life. Therefore, the existence of micro-businesses is very helpful for the lower classes despite their high vulnerability to crisis.

Sustainable Industrial Value Creation in SMEs: A Comparison between Industry 4.0 and Made in China 2025

  • The Industrial Internet of Things (IIoT) confronts industrial manufactures with economic, ecological, as well as social benefits and challenges, referring to the Triple Bottom Line of sustainability. So far, research has mainly investigated its dimensions in isolation or economic aspects have not been compared with ecological and social perspectives. Further, research misses studies that are devoted to the special characteristics and requirements of Small and Medium-sized Enterprises (SMEs). This study aims to contribute to close this research gap, providing a research context that encompasses all three dimensions of sustainability. The results are based on data obtained from 329 SMEs, 222 in Germany and 107 in China, therefore allowing for a comparison of the concepts "Industrie 4.0" and "Made in China 2025" in the context of SMEs. In general, German SMEs expect a lower impact through "Industrie 4.0", perceiving the concept as more beneficial for larger enterprises. We further find that Chinese SMEs foremost see social benefits. Challenges whilst introducing "Industrie 4.0"by German SMEs as well as several frame conditions are perceived more relevant than for "Made in China 2025", as seen by Chinese SMEs. The paper closes with implications for research and practice based on these findings.

The Determinants of Distribution of Credit: Evidence from Vietnam

  • Purpose: The issue of access to credit for private enterprises has been given an increased amount of attention given their crucial role in fueling economic growth. Vietnamese small and medium-sized businesses, however, face many obstacles in accessing financing for profitable investment opportunities, with up to 70% unable to access or obtain bank loans. This paper aims to address the factors affecting the credit accessibility of Vietnamese enterprises, and provide further insights of this issue under the new context of Basel II. Research design, data and methodology: We adopt a pooled sections approach to construct a sample of 155 firm observations before and after the implementation of Basel II accord in Vietnam and employing binary logistic regression and interaction terms for data analysis. Results: We find that firm characteristics (export participation, female ownership) and proxies for bank-borrower relationship (deposit, overdraft facility) have significant and positive effects on firm's access to credit. Notably, the sign of interaction coefficient shows that the implementation of Basel II tends to benefit small-sized firms in terms of credit accessibility. Conclusions: The finding further emphasizes the important role of relationship lending in Vietnam's credit market, which is even more critical for small firms when Basel II is universally applied as the new banking standards in the coming years.

  • Recently, the perception of Corporate Social Responsibility (CSR) has changed. Until now, corporate social responsibility has been recognized as a temporary means to improve the image of a company, but there is a growing recognition that it is a prerequisite for sustainable growth of the entity. Social responsibility of enterprises has altered according to the times and economic environment, and as the global value chain has become important, it has become a growth strategy for small and medium-sized exporters. Under these circumstances, CSR is increasingly an integral part of the activities of companies, and this is no exception for small and medium-sized enterprises. Nevertheless, Korean small businesses' CSR is still lacking, and so the case of Japan, where CSR has spread to small and medium-sized businesses despite the short period of time, is believed to give us policy implications. In the Japanese case, corporate social responsibility has been traditionally passed down by Omi merchants in the 17th century. The social responsibility of a company they thought was summed up by the so-called "sanspo-yoshi spirit" that is beneficial to sellers, benefits to buyers and helps society. Based on the case of Japan's CSR, which has been applied smoothly even to its small and medium-sized companies, this paper intends to suggest the following policy implications. First, the establishment and dissemination of a national long-term plan is necessary. Second, it is urgent for smaller businesses to introduce their strategic CSRs. Third, CSR, which does mutual cooperation between large and small businesses, should be pursued.

  • Logistics companies distinguish between medium-sized business and small business according to the size of enterprises. Of course, conglomerates are called global corporations. In this study, mid-sized companies over a certain size or more and those below are classified and decide the priorities among important factors to secure competitiveness in logistics companies are determined through AHP technique. Mid-sized companies are companies that can provide more than two logistics services. For example, they provide warehousing and transportation services in the same time. small companies are companies that can mostly provide one functional service. Warehousing, transportation, manpower, and information are listed as factors in this study. As a result of the study, medium-sized companies emphasized on the importance of transportation. When it comes to small companies, warehousing was emphasized as an important factor. Due to the simultaneous and contemporary service of warehousing and transportation in small-sized company, the reliable image of the company will be underestimated in case of delays in transportation. Competitiveness will also be weakened. Global corporations or conglomerates will start to consider relocating warehousing areas to others except for the central storage hub. They won't plan to invest directly, either. Therefore, it will be possible to secure competitiveness by providing the function of warehousing and to signed easily partnership.

Development of a Methodology for the Analysis of the ASP-based Information Systems Performance Evaluation of Small-Sized Manufacturing Firms (ASP기반 정보시스템 투자 성과 평가 방법론 개발 : 소규모 제조기업을 중심으로)

  • While the demand for ASP(Application Service Provider) focused on small and medium enterprises who are fully aware of needs of ICT readiness has been increasing, those who consider to adopt ASP are wondering whether their performance would be actually successful if they did. These concerns can be an important standard of judgement, when introducing new information systems, by analyzing ROI(Return on Investment) on the current enterprises. Therefore, to review the feasibility of investing IT and measuring the performance, this study suggests a framework for ROI analysis which estimates IT investment performance, through multi-criteria approach on both financial performance index and non-financial one. We applied methodology on ASP-based IT investment performance evaluation to sample manufacturing companies under 50 employees and deduced the main implications to be considered when introducing the system.
