Last year, a new perception of the right to peace on the Korean Peninsula was adopted: DMZ Yanggu Peace Declaration 2021. The Declaration reflects that there is a raising of necessity for a new perception and approach from the perspective of DMZ-related laws, sustainable ecological environment and security. Gangwon is making considerable efforts to make the border area in DMZ as an area of peace by continuously enhancing publicity on the establishment of the 'Peace Special Self-Governing Province'. This study suggests the necessity of a paradigm shift towards the significance of the interkorean border region that it should function as a passage between the South and the North rather than a dam. For, to be renewed as a sustainably developing region through newly constructed flow of communication, the wall of hostility must preliminarily fall dawn. Then a question arises about how Gangwon is, out of other border region, most eligible for the reconsideration of its significance as a border area. The answer relies on the newly established agenda and understandings towards the right to peace in the perspective of founding the policy for the Unification of the Korean Peninsula. Furthermore, the conservation of DMZ ecological environment through enlistment of UNESCO Biosphere Reserve should go hand in hand with the ultimate value of global agenda of the conservation and protection of the environment. The study insists that the peace zone is a prerequisite for the adaption of the era of future-oriented glocalization featured by the Fourth Industrial Revolution. Up to this date, the border area was an area of pain and agony. It is time for Gangwon to be reborn as an area of peace and coexistence. The aim of this study is to point a direction for Gangwon to become a sustainably developing region by illuminating the value of the Gangwon border area as a new area of peace.
The growing U.S.-China rivalry has placed the countries of Southeast Asia in exceedingly precarious positions. The Republic of Korea (ROK) likewise has been tasked with the challenge of "navigating the waters" between deepening geopolitical divides. It is in this context that the "New Southern Policy" (hereafter NSP) has become a key word in Korea's foreign policy circles. Through NSP, ROK aims to diversify its economic and security interests by strengthening ties with its southern partners, focusing on three key areas (termed as the "3 Ps"): People, Prosperity, and Peace. At the same time, the NSP seeks cooperation with other key diplomatic agendas such as the U.S.'s "Free and Open Indo-Pacific," rendering it crucial for the overall stability of the region. Considering such strategic significance, deeper analysis of the policy is more timely than ever. A brief assessment of the policy's outcome so far, however, reveals that relatively, the "Peace" pillar has been insufficient in achieving satisfactory outcomes. Here, this paper asks the question of: 1) How can the "Peace" pillar of South Korea's New Southern Policy be strengthened? Based on an analysis on the causes of the "Peace" pillar's weakness, this paper identifies counter-piracy cooperation as a solution. This paper then proceeds to answer the next question of: 2) How can ROK and ASEAN cooperate on counter-piracy, and how can these efforts be integrated into ROK's NSP? To answer the above question, this paper conducts in-depth case studies on ASEAN's and ROK's approaches to counter-piracy and identifies specific mechanisms of cooperation. In Chapter I, the paper begins with an overview of the NSP's strategic significance and an evaluation of its "Peace" pillar. Chapter II conducts a literature review on the causes of, and prescriptions for, the weakness of the "Peace" pillar. The paper then justifies why counter-piracy may be a solution. Chapter III examines ASEAN's and ROK's approaches to counter-piracy. By analyzing the general framework and each region's cases, the paper displays the strengths and weaknesses of each region's piracy responses. Based on this analysis, Chapter IV suggests ways to incorporate counter-piracy cooperation into the "Peace" pillar of the NSP. This research bears significance in that it identifies a specific area of cooperation (counter-piracy) to strengthen the "Peace" pillar of ROK's NSP. Such identification is based on a comprehensive study into the two parties' past and current experience in counter-piracy, making it contextual in nature. Furthermore, the study suggests practical mechanisms of cooperation, and considers ways of incorporation into the existing framework of NSP. This approach differs from existing literature that failed to generate case-specific, policy-oriented solutions. The COVID-19 pandemic has exacerbated piracy issues and deepened geopolitical divides. Turbulent seas such as these call for careful navigation. When it comes to promoting "peace," the key lies in combating the pirates that sail those very waters.
Bosnia has a unique political and social structure of 'One State-Two Systems' according to the 'Dayton Peace Agreement'. It is true that since the end of the 1995 civil war, the problem of nation and peace in Bosnia has been attracted by the broad concept of Europe as a whole, beyond the local dimension of the Balkans. Bosnia is a typical 'Mosaic of Religion and Culture' region in Europe. And Sarajevo, the capital of Bosnia, where various religious and cultural features of Europe are gathered, is called 'Jerusalem in Europe'. For this reason Bosnia has repeated a history of cultural and religious conflict since the Middle Ages. However, before the civil war in the late 20th century, the nations in Bosnia also had experience of 'harmony among various nations, religions and cultures of East and West'. The international community, including the EU, has paid attention to this point as it promotes Bosnia's reconstruction and peace settlement. And these are working to restore the history of harmony among nations in Bosnia today. In the past, research on Bosnia has focused primarily on national conflicts between religions and cultures. However, in this study, I will try to analyze the practical cases of peace settlement and harmony among nations in Bosnia as follows: First, 'Bosnia's accession to the EU' which means active intervention and continued interest of the international community. Second, 'the resolution of war crimes and liquidation of past history' through the end of ICTY mission in December 2017. And third, 'reflection of international society and historical reconciliation of Serbia' through the reinterpretation of the Srebrenica massacre.
Jeungsan(甑山) carried out the Universal Redesign(天地公事) through which the former world full of a mutual opposition(相克) can be peacefully transferred into the latter world composed of a mutual beneficence(相生). Although the Universal Redesign consists of such three factors heaven, earth, and human, it converges towards Human Redesign in that humans are the main agents for heaven and earth. Human as Redesign object is characterized as a member of community, not an anarchistic individual. The Universal Resign of Jeungsan is eventually connected with the construction of a country comprising a mutual beneficence in that it is the most typical strain among all the human communities. His Universal Resign for foundering the foremost country does not target all the countries, but only one country upon and through which the world with a mutual beneficence can be formed. He executed the Universal Redesign based on such three principles as Haewon sangsaeng(解冤相生), Boeunsangsaeng(報恩相生), and Wonsibanbon(原始返本), Judging from such principles, Korea can be naturally selected as the target of the Universal Redesign for constructing the foremost country. It is approaching when the Universal Redesign in order to transform Korea into the foremost country comes true. The first step for Korea to be made as the foremost country is the construction of DMZ World Peace Park (DWPP) which was proposed by Bak Geunhye, the Korean President, to Obama, the President of USA, in 2013 she visited there. DWPP can be expected to be a center for corporation and interchange between South and North Korea under the interest and support of the world including UN, furthermore, the Capital area of reunified Korea, and finally the world hub of inter national political and economic relation. DWPP is planned to be built at the core of the best place in Korea which is a propitious spot all over the world, upon which a new world capitalism order armed with mutual beneficence can spread.
Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.
This report was to show the radiographic appearances of the fungus ball in a paranasal sinus and to emphasize the scan area of cone beam computed tomography (CBCT) to detect the calcification in the paranasal sinus. A seventyfour-year-old woman visited our department for the implant rehabilitation at both maxillary posterior edentulous region. Pre-operative radiographic examinations including the panoramic, CBCT, and multidector CT images were taken. An opacification in the right maxillary sinus was observed on the multiplanar image of CBCT, however the pre-determined scan area of CBCT in this report hardly showed the calcifications at the central portion of the maxillary sinus. The opacification in the maxillary sinus could be misdiagnosed as chronic maxillary sinusitis if the calcification of fungus ball was not simultaneously detected. The scan area of pre-operative CBCT needs to be enough to scan the paranasal sinus from top to bottom.
Korea has established diplomatic relations with 190 countries in the world. It opened its diplomatic offices in 113 countries. Korea raised its status in international society through multinational force peace activities, national defense cooperation activity and UN peace maintenance activity for the maintenance of world peace. But there have been vio lent crimes by terrorist organizations and armed groups that try to achieve their political, religious and ideological go als greatly damaging Koreans working in overseas countries. This research studied the tendency of international terr orism against Koreans. The suggestion and conclusion are as follows. First, the study shows that armed groups and extremists have threatened and attacked Koreans in overseas countries. But there aren't enough personnel who can i mmediately and correctly analyze and respond the threats and attacks. So it is urgent to raise experts continually an d develop manuals to respond the attacks. Next, the damaging targets in overseas countries have been changed from hard targets to soft targets. There could be a limit in the restriction of basic rights of people by governmental agenc ies. So it is necessary for people to show mature civic awareness not going to a tourism-prohibited area.
The dispute between China and Japan regarding $Di\grave{a}oy\acute{u}t\acute{a}i$ is believed to be quite similar to the controversy surrounding Dokdo in terms of historical and post-war processes except for the point that the phenomena of occupation is different with regard to Dokdo. China's claim to $Di\grave{a}oy\acute{u}t\acute{a}i$ is based on historical title and continuous use while the basis of Japan's claim is summarized as preoccupancy of ownerless land. Even though Japan acknowledges that China discovered $Di\grave{a}oy\acute{u}t\acute{a}i$, Japan claims that the act to establish sovereignty over the island from the standpoint of International Law was not taken by China. However, at that time, effective occupation was not an essential prerequisite for the acquisition of a territory. That is to say, from a legal perspective, the legal right for an area could be established based on the discovery of the land, and so it is thought that Japan is applying the current criteria of International Law in a manner that is inappropriate. When we review the post-war process, the San Francisco Peace Treaty does not directly mention $Di\grave{a}oy\acute{u}t\acute{a}i$. But based on the said treaty, we can note that Japan gave up all rights for the southern area that is north of the boundary line that equates to latitude $29^{\circ}$ and that includes the Ryuku Islands and $Di\grave{a}oy\acute{u}t\acute{a}i$. Of course, the provisions for the territory in the San Francisco Peace Treaty and its disposal are not the final factor for the judgment regarding dominium of $Di\grave{a}oy\acute{u}t\acute{a}i$. However, it seems clear that Japan's attitude and interpretation regarding the issues of $Di\grave{a}oy\acute{u}t\acute{a}i$, the Kuril Islands and Dokdo is problematic.

For both a healthy environment and sustainable development, we frame a habitat assessment method, concerning biodiversity and physical characteristics. With the method, we set up and extract conservation areas from Peace Valley Resort Development Areas which can function as habitats. Absolute and relative assessment items which are the size of area, habitation of species with conservation value, distribution of communities, functions of habitats, ratio of non-native plants, connectivity of habitats, vegetation layers of forests and age of forests, and water systems are considered on newly extracted conservation areas, and the habitat value assessment was calculated on the items in a 3-point scale. By comparing and examining 3 existing proposals for extracted conservation areas, we assess existing proposals, make an alternative proposal, and try to verify the possibility of applicability to extracted conservation areas. Proposal A and C must not be adopted since almost all conservation areas would be developed in the proposals. Proposal B, consisting of 53% development areas and 47% non-development areas, does not have enough development areas, so high density building arrangements should be encouraged in order to preserve conservation areas. Therefore, proposal B would be the best in ecological terms among the 3 proposals, if 3 conditions are considered : 1) new extracted conservation areas should be conserved; 2) 10~15m wide green-zones on both sides of the water system, which can play a role as ecological corridors, should be considered in development areas; 3) building arrangement should not interrupt the ecological corridors.

This study aims to analyzes the Relationship Between Community Consciousness and Residents' Participation in Tourism Development. Starting in 2004, the Rural Tourism Development Project, which has been promoted in Korea, is taking a bottom-up approach that values the participation of residents. And Resident's Participation is also an important criterion for selecting business sites. As the farming community becomes more modern, the community consciousness is declining. But Community consciousness is an important factor for the sustainable maintenance of rural villages. And if community members share a sense of homogeneity, they can identify problems that communities have, and they can solve them with responsibility. Community consciousness can be called the basic infrastructure of residents' participation. Rural tourism feature different characteristics from other tourist areas in that the residential space of local residents is the destination of the tours. As a result, the influence on tourism development is directly affected, so the attitude of local residents is an important success factor unlike other tourism developments. The study analyzed the community consciousness and participation in Tourism Development, which is a significant success factor in rural areas. The survey which included 200 residents of the DMZ Peace Village Site, was concluded that the member's perception and ttachment among Community Consciousness affected the Residents' Participation, and that Economic Influence among tourist development attitudes affected the Residents' Participation. It based on the results in rural tourism development for the residents' participation should be considered with a plan to enhance the economic life satisfaction and promote the economic impact on the area.
