교육부 고시 개정이 대학 현장실습학기제에 미치는 영향: 대학 현장실습 운영자의 인식을 중심으로 (Effects of the Amendment of Regulation of Ministry of Education and Co-op: Focusing on the Perception of University Co-op Operators)

  • On July 6, 2021, the Ministry of Education revised and announced the operating regulations of the undergraduate co-op with the aim of protecting students rights and student-centered operation based on mutual benefits for students and institutions. Therefore, the purpose of this study is to analyze universities' perceptions against the amendment of regulation of the Ministry of Education's into universities/college, regions. According to a survey of 75 KACE, we found that colleges are more difficult than universities in terms of administrative work, company participation, reduced opportunities for co-op, and managing participating companies. Next, most of the regional differences in difficulties were not significant, and only the decline in company participation rate was more difficult in Daegyoung/Gangwon/Chungcheong/Jeju than in the metropolitan area. Finally, policy directions such as the differential application of practical support expenses according to the size of the company, tax benefits for institutions, and clarification of the concept of job training were presented.

교육부 고시 개정에 따른 기업의 현장실습학기제 대응 사례 연구 (A Case Study on Response of Cooperative Education Programs in Accordance with the Amendment of Regulation of Ministry of Education)

  • 지난 2021년 7월 6일 개정된 현장실습학기제 운영규정은 표준화된 현장실습학기제 운영을 통해 현장실습의 질적 내실화 및 학생 권익의 증진을 모색하고 있다. 하지만, 개정 내용 중 최저임금의 75%에 달하는 실습지원비와 최대 25%에 달하는 직무교육 비율은 현장실습학기제로의 기업참여에 큰 어려움으로 작용하고 있다. 이에 본 연구는 현장실습학기제의 개념과 교육부 고시 개정의 주요 내용을 검토하고, 이에 대한 기업의 인식 및 대응 현황을 살펴보고자 하였다. 연구 결과, 일부 기업들은 고시 개정 자체에 대해 충분히 인지하고 있지 못하는 것으로 나타났다. 뿐만 아니라, 실습지원비 관련 고시 개정이 기업 현장의 큰 고민인 것으로 나타났으며, 직무교육에 대한 부담 또한 존재하는 것으로 나타났다. 이러한 연구결과를 토대로 결론에서는 정책적 개선 방향에 대해 논의하였으며, 본 연구의 시사점과 한계점을 제시하였다.

우리나라 GMP 변천사 (The History of Korean GMP)

  • The term "GMP" firstly came on the 1962 amendment of the Federal Food, Drug and Cosmetic (FD&C) Act and the US FDA established and officially announced the Good Manufacturing Practice Regulation for the first time in the world in 1963. In 1969, the World Health Organization published the GMP regulation and recommended that member states adopt the GMP regulation and implement the "GMP Certification Scheme" for international commerce of finished pharmaceutical products. As a result, GMP requirements have become important ones that have to be complied with in the manufacture of pharmaceutical products. The Korean GMP regulation was announced as the official notification by the Ministry of Health and Social Affairs in 1977. The KGMP regulation was voluntarily adopted by pharmaceutical companies at the early stage, but it had become mandatory. In addition, various kinds of GMP regulations have been established to cover active pharmaceutical ingredients, biological products and others, in addition to finished pharmaceutical products. Taking account of technological development and changes in the pharmaceutical environments, the KGMP regulation was fully amended and harmonized with GMP requirements of developed countries. In this way, the KGMP has developed to keep up with international trends and standards, leading to accession to the Pharmaceutical Inspection Cooperation Scheme (PIC/S).

선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구 (A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

국제민간항공기구의 무인기 정책 개발 동향 (A Trend of Policy for Remotely Piloted Aircraft System Panel in International Civil Aviation Organization)

  • 세계적으로 무인기 활용이 증가하고 이와 관련한 사고 보도도 잇따르고 있는 가운데 각국 정부 당국, 관련 기관 및 산업체 등에서는 무인기 운영 관련 정책 및 규정 제 개정을 위한 노력에 박차를 가하고 있다. 또한 이와 동시에 국제민간항공기구에서 관련 연구조직(UASSG, Unmanned Aerial System Study Group)을 통해 국제 표준 마련을 위한 공동 연구를 진행해 왔다. 최근에는 국제민간항공기구에서 무인기패널체(RPASP, Remotely Piloted Aircraft System Panel)를 조직하여 무인기의 민간공역 통합 운영을 목표로 관련 부속서, 표준 및 권고 등을 제 개정하기 위한 논의를 수행하고 있다. 본 논문에서는 국제민간항공기구의 무인기 정책 연구 및 개발 동향을 조사하고, 이를 통해 국내 무인기 정책 마련을 위해 필요한 사항을 제안하였다. 이는 국제적인 무인기 정책 및 규정 개발 동향을 파악하여 관련 산업개발 방향 설정 및 국내 규정 마련에 기초자료로 활용할 수 있을 것이다.
