주요 국가의 장애인용 대체자료 개발정책 분석 (Analysis of Alternative Formats Development Policy for the Disabled Persons in the Major Countries)

  • 디지털 세계에서의 지식정보의 접근성은 개인, 직업, 국가의 발전을 위한 핵심인자로 부상하고 있다. 그러나 세계 출판물 가운데 인쇄물을 이용할 수 없는 사람을 위한 대체자료는 5%에 불과하다. 장애인은 자신들이 필요로 하거나 읽고 싶은 자료에 접근할 수 없는 문제를 최대의 장애로 인식하고 있다. 이에 이 연구는 주요 국가(미국, 캐나다, 영국, 스웨덴, 일본, 한국)의 장애인을 위한 대체자료 개발정책(주체와 역할, 재정과 지원, 생산과 배포시스템 등)을 정밀 분석하였다. 그리고 이 예비연구의 결과는 국내에서 대체자료를 생산 배포하기 위한 국가적 계획과 역할모형의 개발을 위한 배경정보로 활용될 것이다.

여행바우처 이탈에 관한 정책적 대안 연구 (Alternative Policy on Attrition Propensities of Travel Voucher)

  • 본 연구에서는 여행바우처 제도의 효율성을 저하시키는 가장 큰 문제로 지적되고 있는 여행바우처 수혜자들의 이탈 이유와 이탈자들의 특성을 분석함으로써 여행바우처 관련 사업의 효율성을 극대화하고자 하였다. 이를 위하여, 이차 자료인 한국관광공사의 여행바우처 사업 만족도 설문조사와 서울시 여행바우처 행정자료를 이용하였으며, 또 다른 한편으로는 여행바우처 수혜자를 대상으로 설문조사를 실시하였다. 연구 결과, 여행바우처 수혜자와 이탈자 간의 차이를 보인 유일한 특성은 정책 담당자들이 통제할 수 없는 변수인 '교육 수준'으로 나타났다. 또한, 여행바우처 이탈이 발행하는 이유는 지원 금액이 너무 적다고 하는 지원금의 과소 문제, 원하는 방식대로 사용할 수 없다는 사용 방식의 제한 문제, 사용기간이 너무 짧아 시간을 맞추기가 어렵다고 하는 사용기간의 부족 문제 등으로 나타났다. 이러한 연구결과를 바탕으로 결론부분에서는 여행바우처 이탈률을 최소화할 뿐만 아니라 여행바우처 사업의 효율성을 높이기 위한 정책적 시사점을 제시하였다.

한국사회의 대안교육 수요 결정요인 (Determinants of Demand for Alternative Education in Korea)

  • 본 연구는 한국교육고용패널(KEEP) 데이터를 사용하여 한국사회에서 발생하는 대안교육 수요의 결정요인을 분석하였다. 분석결과에 따르면, 자녀의 성별과 컴퓨터 이용 시간이 학부모의 대안교육 수요에 중요한 영향을 미치는 것으로 나타났다. 또한 교육정책에 대해 관심이 크고, 학교만족도가 낮으며, 교육 목적의 탈한국 성향이 강한 학부모일수록 자녀에게 대안교육을 제공하려는 생각이 강한 것으로 밝혀졌다. 그런데 대안교육 수요는 자녀의 성별에 따라 다소 다른 양상을 보여주었다. 그리하여 남학생에게는 컴퓨터 이용 시간과 교육정책에 대한 관심이 주로 문제가 될 수 있는 반면, 여학생의 경우에는 건강상태가 대안교육 수요를 유발할 개연성이 있는 것으로 드러났다. 한편 학부모의 학교만족도와 교육 목적의 탈한국 성향은 남학생과 여학생 모두에게 대안교육 수요의 핵심적 결정요인으로 작용하고 있었다.

의료사고피해 구제제도의 제 모형 (Models of Social Relief Schemes for Medical Malpractice)

  • Current compensation schemes for medical malpractice based on negligence is absolutely malfunctioning in Korea. Focussing on the reform of present tort systems for resolving medical malpractice disputes, this paper discusses the alternative models of the Social Relief Schemes for Medical Malpractice (SRSMM). Alternative models of SRSMM should fundamentally be based on either negligence or nofalult compensation principle. On the foundation of the previous relief principle, the SRSMM should be equupped with three major components-the preventio/reduction of the sharp increasing medical malpractice, the effective and efficient resolving process for malpractice disputes and the proper social financing scheme for compensation. The paper deals with pros and cons of the possible alternative models for reform centering on the three major components of the scheme. As conclusions, administrative arbitration machinaries and a compulsory fund for compensating the injured under the negligence principle are proposed to resolve the current problems Korea has faced.

  • The Federal Maritime Commission is issuing new regulations implementing the Administrative dispute Resolution Act. The new regulations expand the Commission's Alternative dispute resolution(“ADR”) services, addressing guidelines and procedures for arbitration and providing for mediation and other ADR services. This rule replaces current subpart U-(Conciliation Service), with a new subpart U-(Alternative Dispute Resolution), that contains a new Commission ADR policy and provisions for various means of ADR. The rule also revises certain other regulations to conform to the Commission's new ADR policy. So, this paper object was to study on the FMC's ADR in U.S. with the emphasis on the final rule analysis.

  • During the urbanization progresses, apartments such as the house of commons, representing our homes are situated in space. However, many consumer problems of our country's apartment house are caused by the government's failure of housing policy and consumer dispute resolution system In this study, apartment house and alleviate consumer disputes relating to in proactive ways to improve the government's housing policy was presented. At the same time, since the revision of Consumer Fundamental Act on collective alternative dispute resolution system has proposed scheme, this occurred after a dispute to resolve the dispute can be more efficient ways.

선진국의 보완대체의료 정책의 함의 (The Implication of the Policy on Traditional and Complementary and Alternative Medicine in Developed Countries)

  • Traditional, complementary, and alternative medicine(CAM) constitutes a major source of health care in developing countries. Its therapies, products and practices are increasing used in industrialized countries, typically by around 50% of the population. However, controls on the provider of CAM services and supply and promotion of complementary medicines are weak in these countries. These trends evoke important public health questions relating to benefits and detriments, safety and quality from medical, financial, and social perspectives. In the western counties, investment in research is increasing, and some guideline is now available for ensuring their quality, efficacy, and safety according to the criteria of evidence-based medicine as legally demanded. National policies and legislation are being developed in many countries and often include partnerships between biomedical and traditional health practitioners. The purposes of the study were to review the policies on CAM, to examine the responses of the government to cope with use of CAM in industrialized countries. Lastly, some implications and recommendation are suggested.

Government Policies and Promotion for Enhancing Bioenergy Adoption in Korea and USA

  • Bioenergy can be obtained from various forms of biomass such as agricultural, food processing, and municipal wastes. Recently, its importance is recognized more seriously because of its positive impacts on economic and stable energy supply and environmental sustainability. Despite its advantages, bioenergy has not been used as much as it was expected, nor has it been developed to the level of attractive commercialization in energy market. The main reasons for the sluggish progress have been analyzed by comparing the bioenergy policies in Korea and U.S.A. Both Korea and U.S. governments have recognized the importance of bioenergy and put in various efforts to promote the use of bioenergy. Both governments have legislated alternative energy promotion plans that support R&D, tax reduction, rewards, and low interest loans. However, it is suggested that the bioenergy policy and plan juxtapose the financial supports (R&D, tax exemption, low interest loan, education, etc.) with strong mandates and obligations. Although imposing strong mandates prerequisites the economically attractive and feasible technologies, it can motivate and speed up more effective technology development, in turn. In addition, the bioenergy R&D support must include studies on commercialization and marketing as well as process development. R&D on the socioeconomic effects of bioenergy should also be supported. Lastly, decision making processes for the bioenergy policy, and for alternative energy overall, must include environmental agencies for taking advantage of environmental benefits of bioenergy.

탈 의료화로서의 대체의학에 관한 논점 (An Arguing Point on the Alternative Medicine as a Withdrawal Medicine)

  • This study aimes to understand trends in alternative medicine use as new therapeutic ways to overcome the limits of western medicine, and is primarily concerned with function of alternative medicine to influence cancer theraphy in the United States after 1970s. Features of oriental medicine and western medicine through the comparison of Quantum medicine and Newton physics are pointed as the basic theory in alternative medicine. Homeopathic medicine, Chiro practice, Aroma theraphy, Transcendental meditation, Acupuncture is shortly is shortly introduced by alternative medicine use. The advantage of this study is to gain as follows : Firstly, To be recognized alternative function of cancer theraphy by Western nations including United States. Secondly, To understand the integrative program utilized as the alternative ways of cancer theraphy in the field. Thirdly, To understand side effects in alternative medicine use. :astly, To recommand marketing stratigies on alternative medicine services to develop Korean health tourism. In conclusion, it is increasingly emphasized that the importance of alternative medicine in relation to health promotion in the western nations. Western travelers expect that alternative medicine service is attractive and effective as the complementary function on incurable disease. Health tourism to experience alternative medicine services by travel will be expected one of the key industries in the future.

국민의 정부 시기 미술진흥정책의 성과와 한계 (Evaluation of Visual Arts Policy during Kookmin Government Period)

  • The aim of this thesis is to evaluate visual arts policy during Kookmin government period(1998-2002). In the beginning, many artists had expected president Kim Dae Jung to enlarge arts support But the evaluation of them was very negative because the government was only interested in the development of cultural industry. First, I analysed the government expenditure in the visual arts. Department of Culture and Tourism took the responsibility of visual arts policy. The budget of arts and culture increased to 1 % of total government expenditure in this period. But the main factor was the increasement of cultural industry and tourism expenditure. The budget of visual arts in 2002 was only 6,600million won. Second, I analysed visual arts support programs. (1) The government introduced studio programs for the first time. For 5 years, 2 national studios and 23 public studios were established. (2) The number of art museum was increased to 62. (3) It introduced alternative space support program and supported 200million won annually. (4) Percent for art scheme reduced from 1% to 0.7% of total construction cost, but still 27 public sculpture gardens were built. (5) Business support for visual arts reduced because of IMF. (6) Also arts market froze and many commercial galleries were closed. (7) In order to revitalize region through arts and to promote international exchange of culture, Gwangju Biennale was created. Third, I analysed Arts Plan 2002. It had a radical limitation because it was established in the last year of Kookmin government period. Also it showed special favors to some arts organizations. In general, I think that positive outcomes are the introductions of the studio program and the alternative space support program. Especially alternative space support program enforced the diversity of visual arts, and encouraged creative young artists. But policy of arts market failed because of IMF and visual artists had to go through rough times.
