The digital electronic switching system has some problems, when this system processes OAM(Operation, Administration And Maintenance) messages about the fault, the traffic, the account, and the performance, etc., at the present. One of these problems is that each the module processing these messages in the digital electronic switching system can not process OAM messages out of another digital electronic switching system. Each the module processing these OAM messages, that is, has been programmed in order to process only the OAM message out of the digital electronic switching system mounting itself, not to process the message out of the digital electronic switching system based on another platform. Therefore, we studied on methods that could process OAM messages out of all digital electronic switching systems and, first of all, developed the MGS(Message Gathering System) to be able to accept and process the fault message of OAM messages out of all digital electronic switching systems in real time.

This paper is to demonstrate the effectiveness of one point grounding in support of ESS protection. One point grounding provides for the dispatching of excess energy for protection of switching equipment and personnel from lightning discharge hazards and for a natural sink for noise from atmospheric lightning and power transients. In most ESS installations there are a number of different items that must be maintained at a common ground potential for safety, fault protection or noise reduction. The items typically consist of power systems, heating and ventilating systems, distributing frames, repeating equipmets, switching equipments, etc. Grounding system of an ESS Office is most effective when all the ground points are connected to a single, common earth. The one point grounding prvides a common reference potential, keeping all the items of telecommunications facility free from the earth current and voltage hazards.

Above all, Related governmental institutions strongly have self-confidences and devotional efforts to make them all implemented not losing own way.

현재 DSRC(Dedicated Short Range Communication)를 이용한 자동요금징수시스템(이하 ETCS, Electronic Toll Collection System)이 전국 영업소에 구축 되면서 많은 하이패스 단말기(이하 OBU, On-Board Unit)가 보급되었다. 이러한 ETCS 인프라와 전국호환카드를 활용한 ITS 서비스 분야가 연구개발 및 사업화 추진 중에 있다. ETCS에 전국호환카드 적용방안 연구가 많이 이루어지고 있지만 전국호환카드 적용방안 및 교통편의시설 결제에 대한 표준이 명확하게 이루어지지 않고 있다. 이에 국토교통부에서 고시한 "전국호환카드" 를 기존 DSRC기반 ETCS에 적용방안을 제안하고자 한다. 본 연구에서 제안하는 적용방안을 시범운영 사이트에서 시험차량 3대를 이용해 다양한 주행시험을 통해 시스템의 성능을 확인 하였다. 주행시험 결과 약 99%의 통신 성공률을 보였고 이를 통해 본 논문에서 제안한 표준 적용방안의 유효성을 확인하였으며, 약 1%의 실패를 통해 교통편의시설 전자결제 서비스 부분의 적용하여 발생할 수 있는 문제점을 분석하였다.

최근에는 태양광 및 연료 전지 등 신재생 에너지의 경우 대부분이 직류에너지원으로 발전하고 있으며 보급을 위해서는 이를 적절히 활용하는 방안이 필요하다. 이 경우 직류 전용 조명 시스템으로의 활용이 주 대안이 될 수 있다. 개발하고자 하는 태양에너지를 이용한 전원공급장치와 관련한 유사 시스템은 주로 태양광 패널을 컨트롤러를 포함한 충전 키트와 배터리를 서로를 각각 연결하여사용하는 형태로 되어 있다. 이것을 본 연구에서는 태양광패널과 일체형으로 연결하여 전기를 효율적으로 충전하고, 사용할 수 있도록 단일 형태의 독립된 전원공급장치를 구성한다. 이와 함께 직류 전원을 사용한 전자식 안정기 모듈을 램프와 분리되도록 일체형 전자식 안정기의 삼파장 DC 램프 모듈을 개발한다. 개발한 일체형의 DC 램프 모듈은 ON/OFF 버튼으로 램프의 점등과 소등이 가능하며, 사용하다가 램프나 안정기의 교체 시기가 되었을 경우 부분 교체만으로도 반영구적인 사용이 가능하도록 개발한다.

Dietary counseling is undoubtedly important for prevention and treatment of chronic diseases. Several dietary counseling methods have been developed and used in Japan to promote healthier diets. However, in Japan, few studies have established effective counseling methods. We developed a computer-assisted tailored dietary counseling system with self-administered diet history questionnaire (DHQ) to assess nutrient intakes and the feedbacks for counseling. We examined the effectiveness of the system in three studies , two among mildly-hypercholesterolemic and one among healthy subjects. We observed significant changes in intakes of targeted nutrients in all three studies. We also observed favorable changes in the corresponding serum and urinary biomarkers in two studies, i.e., non-significant change in serum cholesterol, serum carotene and vitamin C, and a significant change in 24-hour urinary excretion of sodium. In addition, one of the studies observed a significant modified dietary habit for one-year after the intervention was completed. No unfavorable change was observed for non-targeted nutrients in all three studies. The dietary counseling system with DHQ was concluded to be effective among motivated high-risk and healthy subjects. Rules in expert system have meaning of assigning never-happen-minterms. Overall logical relations of variables can be achived by making all prime implicants of never-happen-minterms. From prime implicants, two tables, which are necessary in the process of inference, are constructed. There are two inferencing modes. One excutes inference only one variable which the user is interested in, and the other excutes inference all variables simultaneously. Outputs of inference have not only 'true' or 'false' but also 'unknown' which is different from conventional expert system. In this paper, an efficient approach is presented, which can check logical inconsistency in knowledge base and contradiction between input facts and rules. The methods in the paper may be available in the field of diagnosis and alarm processing.

An automatic speech recognition system is one of the popular research problems. There are many research groups working in this field for different language including Japanese. Japanese vowel recognition is one of important parts in the Japanese speech recognition system. The vowel classification system with the Mamdani fuzzy inference system was developed in this research. We tested our system on the blind test data set collected from one male native Japanese speaker and four male non-native Japanese speakers. All subjects in the blind test data set were not the same subjects in the training data set. We found out that the classification rate from the training data set is 95.0 %. In the speaker-independent experiments, the classification rate from the native speaker is around 70.0 %, whereas that from the non-native speakers is around 80.5 %.

The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.
