  • This research work is concerned with a location-based alert service in wireless communication network environment. The alert service automatically transfers alert message to subscriber in the disaster area. This research work deals with automatic alert services that automatically provide people in emergency area with the state of emergency. The alert service uses the mobile device to inform its urgency to the subscribers in its area. The location tracking service will give the list of people in emergency area. The all processes of this research work are followed as. First, when a disaster or a calamity comes in, an emergency management center receives the emergency to analyze its shape and size and to declare the place to 'the disaster area.' Secondly, then the center finds information of mobile device subscribers in the disaster area. Finally, the center automatically generates a shape of text or audio of alert message of the emergency to send the message to the subscribers in the disaster area. Our mobile automatic alert service proposed above is so efficient that the subscribers in disasters area may meet the emergency more efficiently and may save their own valuable lives and properties more safely.

  • The types of service using location information are being various and extending its domain as wireless internet technology is developing and its application part is widespread, so it is prospected that LBS (Location-Based Services) will be killer application in wireless internet services. The MODB (Moving Object Database) stores and manages very large current/ past moving object data, so it is very important part in LBS platform. The performance of LBS platform is tightly depending on the performance of this MODB. The other important part is alerting engine in LBS platform, which is system to transmit various value-added information or notify emergency information to mobile phone after triggering specified events. This alert engine is supported as extended function of MODB, that is to say, the alerting function is closely related with MODB. So alert cartridge on MODB must provide not only moving point triggering about going into, going out specified geographical area but also batch alerting about nearest neighbor from specified geographical area. In this paper, we study of extended part on MODB to support the alert engine. And we design alert engine cartridge on MODB before implementing the system.

  • Due to the recent advancements of mobile telecommunication technology and high mobile phone penetration rate, researches on emergency text alert service for enhancing the accessibility have been actively conducted. The worldwide spread of COVID-19 further accelerates the efforts for the alert services. Existing emergency text services are simple and efficient. However, unclear reception area may cause unintended alert messages frequently. In this paper, we analyze survey results regarding the 5G-based text-alert services to derive service requirements for technological advancement. Then we propose an emergency disaster text service scenario using Active Geo-Targeting that enables active disaster text reception of terminals. In addition, we newly define an interface protocol that is CIB(Control Information Block) to operate the proposed scenario.

  • 무선인터넷의 급속한 발전으로 인해 위치기반서비스(LBS : Location-Based Services)에 대한 관심이 증가하고 있는 추세이며, 이에 대한 연구가 활발히 진행되고 있다. 이동체 데이터베이스 관리시스템 (MODBS : Moving Object Database system)은 LBS 플랫폼의 핵심적인 기능으로, 이동체의 현재 및 과거정보를 효과적으로 관리하는 시스템이다. LBS를 위한 시스템의 성능은 이러한 이동체 데이터베이스 관리시스템의 성능과 밀접한 관련이 있다. LBS를 위한, 플랫폼에서 제공되어야 하는 또 다른 기술은 alerting 기술이다. Alert 엔진은 이동체의 특정 이벤트를 감지하여 단말기 소지자에게 정보를 전송하여 주기 위한 시스템이며, 이는 이동체의 이동정보를 관리하고 있는 이동체 데이터베이스 관리시스템의 기능과 밀접한 관계를 가지고 있다. 즉, 기존의 이동체 데이터베이스 관리시스템의 기능을 확장하여 Alert 엔진의 구동을 위한 이동체의 진입 및 진출 감지, 특정 지점에 근접한 이동체의 일괄적 감지 등의 기능을 제공하여야 한다. 본 논문에서는 이러한 Alert 엔진을 위하여, 이동체 데이터베이스 관리시스템에서 확장해야 할 기능들에 대해서 살펴본다.

An Emergency Alert Message Broadcasting System using Null-Packet on Digital TV Broadcasting

  • In digital TV broadcasting, such as terrestrial, cable, satellite, and IPTV, the head-end of digital TV broadcasting has a more complicated transmission structure than that of analog TV broadcasting. Furthermore, digital TV broadcasting has a feature that supports multiplex models, such as Multiple Program Transport Stream (MPTS). Therefore, the purpose of our work was to design and examine a more efficient new system of emergency alert message transmission to support the digital TV broadcasting environments. Digital TV broadcasting is the IP generation or RF transmission of 8-VSB, QAM, and QPSK modulated through a multiplexer or re-multiplexer multiplexed stream as a MPEG-2 Transport Stream after content encoding. The new system proposed in this paper transmits an emergency alert message without scrambling after replacing the PID and payload of the -packet with the message prototype in the TS stream from the multiplexer. If we need to transmit an emergency alert message under digital TV broadcasting services, then the receiver first checks the PID of each packet in the TS stream for the emergency alert message. Next, if a packet is determined to be an emergency alert message, then the set-top box displays the message on the TV screen using its function of On Screen Display, or the PC based software displays the message on the monitor screen using its function of overlay with user interface if the packet is found to be an emergency alert message. We have designed an emergency alert message protocol and a system model. By experiments and analysis of the system, we concluded that the system achieved efficiency and the ability to send and receive emergency alert messages using the system under different digital TV broadcasting service environments.

An Improved Location Polling Algorithm for Location-Based Alert Services (위치기반 경보서비스를 위한 향상된 위치획득 알고리즘)

  • Location-based services have been expanded rapidly in local and overseas markets due to technological advances and increasing applications of wireless internet. Various researches have been made to manage efficiently the location information of moving objects. A basic location-based alert service provides alerting messages automatically when either entering or leaving a specific location and it is expected to become one of the most important location-based services. Location-based alert services require a location polling method to acquire current locations for a large number of moving objects. However, a simple periodical location polling method causes severe system overload because a system should keep updating location information of the moving objects ceaselessly. Most location polling algorithms for location-based alerting services are not suitable for mobile users with dynamic and unsteady moving patterns. In this paper, we propose an improved location polling algorithm for location-based alerting services to reduce the amount of location information acquisition and therefore, to decrease the system load. Various experiments show that the proposed algorithm outperforms other algorithms.

An Emergency-Alert Delivery Approach Based on Cell Broadcast for Smart-City IoT Devices (스마트 시티 용 IoT 단말기를 위한 셀 방송 기반의 경보 전송기법)

  • Current disaster alert broadcasting based on mobile communication systems targets personal mobile terminals such as smartphones. However, smart cities require IoT-based services such as smart homes and offices. Therefore, when severe disasters such as earthquakes occur, smart cities must quickly perform appropriate control and respond to buildings and factories. For this, a disaster warning broadcasting technique for IoT terminals for smart cities is required. In this paper, we propose a disaster alert transmission method based on 4G/5G mobile communication for IoT terminals for smart cities. The proposed method effectively utilizes the image display method for CBS, a cell-based broadcasting service, and shows the superiority of the proposed approach through simulation.

A MDR Location Polling Algorithm for Location Based Alert Service (위치기반 경보서비스를 위한 MDR위치조회 알고리듬)

  • Location-Based Services(LBS) has been varied and expanded rapidly in local and overseas markets due to technology developments and expanded applications of wireless internet. Location Based Alert Service(LBA) capable of automatically furnishing data when entering or outing a specific location is expected to become one of the most important services in LBS. For LBA operation, it is essential to periodically get location information about moving object. However, this can cause a serious system load because system should continuously and largely receive location information of many moving objects. Existing and current methods for location polling of moving object are not suitable for an efficient location acquisition and a search structure required for LBA. In this study, to acquire large-scaled location information for LBA, a MDR moving object location polling algorithm will be suggested to reduce unnecessary location information and decrease system load by using mobility patterns of moving object.

Design of T-DMB Automatic Emergency Alert Service Standard: Part 2 Service Model, Transport Channel, and Service Signaling (지상파 DMB 자동재난경보방송표준 설계: 제2부 서비스 모델, 전송 채널, 서비스 시그널링)

  • This paper presents the design of service model, transport channel, and service signaling for the Terrestrial DMB Automatic Emergency Alert Service (AEAS) Standard. The paper begins with the analysis of technical backgrounds related to the design topics. Next, the raper presents the design of service model for the AEAS. Since, unlike the regular T-DMB services, the AEAS is event-driven and common to all services, some problems have been identified to design a service model conforming to the T-DMB standard. So, the paper proposes a new concept, called the common service, and the AEAS is modeled using the common service. Next, in order to decide the transport channel for the alert information, the paper proposes to divide the alert information into the message which contains code/text-based essential information, and the supplemental multimedia information. Then, the paper tries to find the most efficient transport channels. Emergency Warning Service (EWS) which uses FIG 5/2 is selected for the delivery of the message. The paper proposes no constraints on delivery of supplemental information except that it shall use the MSC. Finally, it proposes the service signaling for the common service and transport channel. Due to the problems of conventional signaling using the MCI, it proposes a new signaling method. The paper will contribute as a guideline to the development for emergency alert service standards fur other broadcasting media.

Design and Evaluation of an Early Intelligent Alert Broadcasting Algorithm for VANETs (차량 네트워크를 위한 조기 지능형 경보 방송 알고리즘의 설계 및 평가)

  • The development of applications for vehicular ad hoc networks (VANETs) has very specific and clear goals such as providing intellectual safe transport systems. An emergency warning technic for public safety is one of the applications which requires an intelligent broadcast mechanism to transmit warning messages quickly and efficiently against the time restriction. The broadcast storm problem causing several packet collisions and extra delay has to be considered to design a broadcast protocol for VANETs, when multiple nodes attempt transmission simultaneously at the access control layer. In this paper, we propose an early intelligent alert broadcasting (EI-CAST) algorithm to resolve effectively the broadcast storm problem and meet time-critical requirement. The proposed algorithm uses not only the early alert technic on the basis of time to collision (TTC) but also the intelligent broadcasting technic on the basis of fuzzy logic, and the performance of the proposed algorithm was compared and evaluated through simulation with the existing broadcasting algorithms. It was demonstrated that the proposed algorithm shows a vehicle can receive the alert message before a collision and have no packet collision when the distance of alert region is less than 4 km.
