Since the advent of turbojet aircraft with their greater weight and high landing speed breaking performance on runway surface has become un critical. Under certain weather conditions(wet weather, winter) hydroplaning or unacceptable loss of traction can occur, resulting in poor braking performance and possible loss of directional control. To address this concern a number of research project me conducted by NASA, FAA, USAF. The various method which was reported the advantage of the increasing the friction and decreasing the hydroplaning effect. A-2 section of inchon international airport was grooved using drying grooving method. In order to evaluate the effectiveness of the dry grooving method the surface was spray with water and measured the fiction factor and the depth of the water using Mu meter and water depth measuring device. The field test results shooed that the fiction factor nos increased and the depth of the water decreased. The dry grooving method illustrated the reduction of hydroplaning and also, no distress on the runway.
The shortage of bearing capacity and settlement, shear deformation may occur when constructing a structure such as harbor, airport and bridge on soft ground such as marine clay, silty clay, sandy soil because it is very soft. The various ground improvement methods were applied to obtain preceding settlement of soft ground and strength increase. The vertical drain method has been used to reduce the required time for consolidation of the soft ground. Especially, the PBD (Plastic Board Drain) has been widely used among in the vertical drain method. In this study, a behavior of characteristic was evaluated by operating a compound drainage capacity test about the PBD (Plastic Board Drain) method applied in soft clay in deep depth. As a result, the settlement gradually occurred with increase of surface load. The consolidation settlement was processed with dissipation of pore pressure after surface load of $500kN/m^2$. Accordingly, it was found that change of settlement through load steps was resulted from dissipation of pore pressure. It was also found that the drainage capacity of vertical drains was considerably reduced with pressure increase and time elapse.
The present study applied an atmospheric flow field model in Gwangyang-Bay which can predict local sea/land breezes formed in a complex terrain lot the development of a model that can predict short term concentration of air pollution. Estimated values from the conduct of the atmospheric flow field were used to evaluate and compare with observation data of the meteorological stations in Yeosu and the Yeosu airport, and the effect of micrometeorology of surround region by the coastal area reclamation was predicted by using the estimated values, Simulation results, a nighttime is appeared plainly land breezes of the Gwangyang-bay direction according to a mountain wind that formed in the Mt. of Baekwooun, Mt. of Youngchui. Land winds is formed clockwise circulation in the north, clockwise reverse direction in the south with Gangyang-bay as the center. Compared with model and observation value, Temperature is tend to appeared some highly simulation value in the night, observation value in the daytime in two sites all, but it is veil accorded generally, the pattern of one period can know very the similarity. And also, wind speed and wind direction is some appeared the error of observation value and calculation results in crossing time of the land wind and sea land, it can see that reproducibility is generally good, is very appeared the change land wind in the nighttime, the change of sea wind in the daytime. And also, according to change of the utilization coefficient of soil before and after development with Gwangyang-Bay area as the center. Temperature after development was high $0.55\sim0.67^{\circ}C$ in the 14 hoots, also was tend to appear lowly $0.10\sim0.22^{\circ}C$ in the 02 hours, the change of u, v component is comparatively tend to reduced sea wind and land wind, it is affected ascending air current and frictional power of the earth surface according to inequality heating of the generation of earth surface.
In this study, important characteristics were identified for the Geosynthetic-soil interface using overburden pressure and saltwater and fresh water to evaluate silt shear behavior of the Geosynthetic-soil interface. In addition, waste landfill can secure spaces for waste disposal in the sea and this spaces can be used for additional facilities which will be necessary in the future. Analysis of behavior characteristics on interface of Geosynthetic-soil shows that, if analyzed using standard consolidometers, the consolidation stress of fresh water increased significantly more than saltwater. When analyzed using cyclic shear apparatus, saltwater and freshwater in both conditions, the displacement value increases as the wire gauges become closer to the lower module, and the shear fracture tends to occur radically under saltwater conditions than fresh water. Therefore, seawater, fresh water that act on the interface of geosynthetic-soil, and installation of facility using geosynthetic should be considered as important parameters that are essential for the dynamic design factor of the water controlling facility.
Along with Annex 14 Volume I establishment in 1951 and the set-up of restriction surface around the runway, aeronautical technique and navigation performance achieved dazzling growth, and the safety and precision of navigation greatly improved. However, restrictions on surrounding obstacles are still valid for safe operation of an aircraft. Standards and criteria for securing safety of aircraft operating around and on airport is stated in Annex 11 Air Traffic Services and Annex 14 Aerodrome etc. In particular, Annex 14 Volume I presents the criteria for limiting obstacles around an airport, such as natural obstacles such as trees, mountains and hills to prevent collisions between aircraft and ground obstacles, and artificial obstacles such as buildings and structures. On the other hand, Annex 14 Volume I, in the application of the obstacles limitation surfaces, apply the exception criteria, as it may not be possible to remove obstacles that violate the criteria if the aeronautical study determines that they do not impair the safety and regularity of aircraft operation. Aeronautical study has been applied and implemented in various countries including United States, Canada and Europe etc. accordingly, Korea established and amended some provisions of the Enforcement rules of the Aviation Act and established the Aeronautical study guidelines to approve exceptions. However, because ICAO does not provide specific guidelines on procedures and methods of Aeronautical study, countries conducting aeronautical study have established and applied their own procedures and methods. Reflecting this realistic situation, at the 12th World Navigation Conference and at the 38th General Assembly, the contracting States demanded a reexamination of the criteria for current obstacle limitation surfaces and methods of aeronautical study, and the ICAO dedicated a team of experts to prepare new standard. This study, in line with the movement of international change in obstacle limitation surface and aeronautical study, aims to compare and analyze current domestic and external standards on obstacle limitation and height limits, while looking at methods, procedure and systems for aeronautical study. In addition, expecting that aeronautical study will be used realistically and universally in assessing the impact of obstacles, we would recommend the institutional improvement of the aeronautical study along with the development of quantitative analysis methods using the navigation data in the current aeronautical study.

A three-dimensional ocean circulation model was applied to a shallow estuary, Mobile Bay, to study local wind setup and setdown. Tides started from the northern Gulf of Mexico propagates up to the Mobile River system which is located in the north of the Mobile Bay. However, the tides started in the south of Mobile Bay were distorted when travelling upstream while affected by river discharge and local winds. The water surface elevation was less/over predicted responding north/south winds, respectively, when winds only at the Dauphin Island station (DPI) were used. However, the model predicted water surface elevation better when using two local winds from DPI and Mobile Downtown Airport (MDA). Wind speeds were greatly reduced (~ 88%) in about 43 km distance between DPI and MDA, and the canopy effects may be the reason for this. For this reason, the local winds are greatly responsible for local surface elevation setup and setdown especially at the shallow estuary like Mobile Bay.
PURPOSES : This study aims to investigate the snow-melt effects of an underground electric heater's snow-melt system via a field performance test, for evaluating the suitability of the system for use on a concrete pavement. The study also investigates the effectiveness of dynamic measures for clearing snow after snowfall events. METHODS : In order to check the field applicability, in November 2010, specimens were prepared from materials used for constructing concrete pavements, and underground electric heating meshes (HOT-mesh) were buried at depths of 50 mm and 100 mm at the site of the Incheon International Airport Construction Research Institute. Further, an automatic heating control system, including a motion sensor and pavement-temperature-controlled sensor, were installed at the site; the former sensor was intended for determining snow-melt effects of the heating control system for different snowfall intensities. Pavement snow-melt effects on snowy days from December 2010 to January 2011 were examined by managing the electric heating meshes and the heating control system. In addition, data on pavement temperature changes resulting from the use of the heating meshes and heating control system and on the dependence of the correlation between the outdoor air temperature and the time taken for the required temperature rise on the depth of the heating meshes were collected and analyzed. RESULTS : The effects of the heating control system's preheat temperature and the hot meshes buried at depths of 50 mm and 100 mm on the melting of snow for snowfalls of different intensities have been verified. From the study of the time taken for the specimen's surface temperature to increase from the preheat temperature ($0^{\circ}C$) to the reference temperature ($5{\sim}8^{\circ}C$) for different snowfall intensities, the correlation between the burial depth and outdoor air temperature has been determined to be as follows: Time=15.10+1.141Depth-6.465Temp CONCLUSIONS : The following measures are suggested. For the effective use of the electric heating mesh, it should be located under a slab it may be put to practical use by positioning it under a slab. From the management aspect, the heating control system should be adjusted according to weather conditions, that is, the snowfall intensity.

This study aims to suggest adequate soil management through the analysis of physicochemical properties of soil in the planting grounds of Incheon International Airport, which was constructed on a massive land reclamation site. Study areas were 5 sites at the international business complex, the passenger terminal, the airport support complex, the free trade zone, and the access road. Soil profile analysis showed that 9 plots out of the 27 plots were hardpan and heterospere within 80cm from the soil surface. The earth laid on the ground was categorized as gravel based soil(4 plots), dredged soil from the sea bottom and mixed reclamation materials(2 plots), clay with poor permeability(3 plots) and waste construction material(1 plot). Average soil hardness was $11.5kg/cm^2$ and soil textures were sandy soil, sandy loam and loamy sand. Average soil pH was 6.7 and average organic matter content was 0.7%. Electrical conductivity was 0.0dS/m and exchangeable cation concentrations were $Ca^{2+}$ 3.4cmol/kg, $Mg^{2+}$ 1.5cmol/kg, $K^+$ 0.3cmol/kg and $Na^+$ 1.0cmol/kg. Average cation exchange capacity was 11.0cmol/kg. Although average figures in Solum mostly meet the landscape design criteria, properties of each soil layer showed various values sometimes over the limit. Base saturations were $Ca^{2+}$ 29.9%, $Mg^{2+}$ 13.3% and $K^+$ 3.7% for lower soil, $Ca^{2+}$ 33.3%, $Mg^{2+}$ 17.0% and $K^+$ 2.7% for mid-soil and $Ca^{2+}$ 32.6%, $Mg^{2+}$ 12.2% and $K^+$ 1.9% for upper soil. Exchangeable sodium percentages were 16.4% for lower soil, 7.5% for mid-soil and 4.7% upper soil. Sodium adsorption rates were 0.8 for lower soil, 0.3 for mid-soil and 0.2 for upper soil. Factors affecting to the vegetation growth were heterogeneity and poorness of solum, disturbance of dredged soils, high soil hardness including hardpan in the subsurface soil layer and shallow effective soil depth, high soil acidity, imbalance of base contents, low organic matter content and low available phosphate levels in the soil.
Recently, the Supreme Court of Korea delivered a milestone judgment about air related multimodal transport. At there, the mattered cargo, some expensive jewellery, was transported from Qingdao, China to downtown office of consignee at Seoul via Incheon airport in Korea. As an air waybill was issued in this case, there was an air transport agreement between consignor and air courier operator. After arriving at Incheon airport, the shipment was transport by land arranged by the air courier operator, who was a defendant in this case. Upon arriving at the final destination, it was found that the jewellery was lost partly and based on circumstantial evidence, the damage presumed to be occurred during the land transport. As a subrogee, the insurance company who paid for consignee filed an action against the air courier operator for damage compensation. Defendant contended that Montreal convention should be applicable in this case mainly for limited liability. The lower court of this case confirmed that applying the limited liability clause under Montreal Convention is improper under the reason that the damage in this case was or presumed to be occurred during surface transport. It was focused on the Montreal Convention article 18 which says that the period of the carriage by air does not extend to any carriage by land, by sea or by inland waterway performed outside an airport. However, the Supreme Court overturned the lower court's decision. The delivered opinion is that the terms of condition on the air waybill including limited liability clause should be prevailed in this case. It seems that the final judgment was considered the fact that the only contract made in this case was about air transport. This article is for analysis the above decisions from the perspective that it is distinguishable between a pure multimodal transport and an expanded air transport. The main idea of this article is that under the expanded air transport, any carriage by land, sea or inland waterway only for the performance of a contract for carriage by air, for the purpose of loading, delivery or transhipment is still within the scop of air transport.
Recently, the durability of concrete structures has received great attention as the number of sea-side structures, such as new airport, bridges, and nuclear power plants, increases continuously. In this regards, many studies have been done on the chloride attack in concrete structures. However, those studies were confined mostly to the single deterioration due to chloride only, although actual environment is rather of combined type. The purpose of the present study is, therefore, to explore the effects of combined deterioration due to chlorides and sulfates in concrete structures. To this end, comprehensive experimental program has been set up to observe the chloride penetration behavior for various test series. The test results indicate that the chloride penetration is more pronounced for the case of combined attack than the case of single chloride attack. The surface chloride content is found to increase with time and the diffusion coefficient for chloride is found to decrease with time. The prediction equations for surface chloride content and diffusion coefficient were proposed according to test results. The equations for chloride penetration considering the time-dependent diffusion coefficients and surface chlorides were also suggested. The present study allows more realistic assessment of durability for such concrete structures which are subjected to combined attacks of chlorides and high concentration sulfates but the future studies for combined environment will assure the precise assessment.
