Current Status and Future Direction of the NIMS/KMA Argo Program (국립기상과학원 Argo 사업의 현황 및 추진 방향)

  • In order to improve the predictability of marine high-impacts weather such as typhoon and high waves, the marine observation network is an essential because it could be rapidly changed by strong air-sea interaction. In this regard, the National Institute of Meteorological Sciences, Korea Meteorological Administration (NIMS/KMA) has promoted the Argo float observation program since 2001 to participate in the International Argo program. In this study, current status and future direction of the NIMS/KMA Argo program are presented through the internal meeting and external expert forum. To date, a total of 264 Argo floats have been deployed into the offshore around the Korean Peninsula and the Northwestern Pacific Ocean. The real-time and delayed modes quality control (QC) system of Argo data was developed, and an official regional data assembling center (call-sign 'KM') was run. In 2002, the Argo homepage was established for the systematic management and dissemination of Argo data for domestic and international users. The future goal of the NIMS/KMA Argo program is to improve response to the marine high-impacts weather through a marine environment monitoring and observing system. The promotion strategy for this is divided into four areas: strengthening policy communication, developing observation strategies, promoting utilization research, and activating international cooperation.

Effect of Coir Substrate Mixing Ratios on the Growth and Yield of Perilla Leaves under Hydroponics (수경재배 잎들깨의 생육과 수량에 미치는 코이어 배지의 혼합비율 효과)

  • This study aimed to determine the most suitable coir substrate mixing ratio for optimizing the growth and yield of the "lpduelkkae 1" cultivar. We comprehensively analyzed the physicochemical properties, growth, and yields of four different substrate combinations: perlite (coir with mixing ratios of 70:30 (PC30), 50:50 (PC50), and 30:70 (PC70)) and 100% coir (C100). The results revealed substantial differences in substrate properties. C100 exhibited the highest total porosity and the lowest solid phase, indicating excellent air permeability. The pH levels and electrical conductivity (EC) values ranged from 5.4-6.8 and 1.2-3.1 dS·m-1, respectively. Leaf growth parameters, including length, width, and dry weight, showed positive correlations with high coir ratios, except for PC30. PC70 and C100 outperformed other substrates in stem growth, exhibiting superior stem diameter and fresh and dry weights. The quantity of marketable leaves was the highest in the C100 substrate. Furthermore, C100 comprised integrated levels of essential nutrients, such as Ca and Mg, owing to its high coir content. In conclusion, a coir ratio of approximately 70% (v/v) should be maintained in the substrate for creating an optimal cultivation environment. Furthermore, the selection of humidity-resistant varieties as well as precise nutrient and moisture management for different seasons and growth stages are crucial for a successful perilla leaf hydroponic cultivation.

Estimation of VOC Evaporative Emissions from Liquid Cargo Loading and Unloading at Ports (항만에서의 액체화물 선적 및 하역에 따른 VOCs 증발 배출량 산정에 관한 연구)

  • Background: CAPSS missing evaporate emissions of volatile organic compounds (VOCs) from liquid cargo loading and unloading at ports. It needs to be supplemented to improve air quality management and allow more effective policy formulation. Objectives: In this study, the VOC emissions from the loading and unloading of liquid cargo at ports, which are not included in CAPSS, were estimated. The results of this study were compared and analyzed with the emission levels as described by CAPSS, confirming the need for managing VOC emissions from the loading and unloading of liquid cargo. Methods: Methodology provided by the U.S. Environmental Protection Agency (EPA) was applied to estimate the VOC emissions from the loading and unloading of liquid cargo at ports. The types of liquid cargo loaded at unloaded at ports are diverse, but for this study emissions were estimated for 37 VOCs designated by the Ministry of Environment. Results: The estimated results for VOC emissions from liquid cargo loading and unloading at domestic ports was 112,079 tons/yr, which was confirmed to be 11% of the known CAPSS emissions. The highest emissions were found from the loading and unloading of naptha, and the port with the highest emissions was Ulsan Port. Conclusions: The results of the estimated VOC emissions from liquid cargo loading and unloading at ports confirmed the high emission levels. To protect the health of port workers and nearby residents, it is essential to manage the emission sources and undertake continuous research.

Comparison of Traffic Crash Characteristics Using Spatio-temporal Analysis in GIS-T (GIS-T 환경에서 시공간분석을 이용한 교통사고 특성 비교 - 도로 폐쇄 전후비교를 중심으로-)

  • Traffic safety assessment is often accomplished by analyzing the number of crashes occurring in some geographic space over certain specific time duration. In this paper, we introduce a procedure that can efficiently analyze spatial and temporal changes in traffic crashes before-and-after implementation of a certain traffic controlling measure. For the analysis, crash frequency data before-and-after closing a major highway around St. Louis in Missouri was collected through Transportation Management System(TMS) database that is maintained by Missouri Department of Transportation (MoDOT). In order to identify any spatial and temporal pattern in crashes, each crash is pinpointed on a map using the dynamic segmentation in GIS. Then, the identified pattern is statistically confirmed using an analysis of variance table. The advantage of this approach is to easily assess spatial and temporal trend of crashes that are not readily attainable otherwise. The results from this study can possibly be applied in enhancing the highway safety assessment procedure. This paper also makes several suggestions for future development of a comprehensive transportation data system in Korea which is similar to MoDOT's TMS database.

The Limitation of the Military Aviation Manufacturer's Liability (우리나라 군용항공기 제작사의 책임제한 해결방안에 관한 고찰)

  • The Assembly plenary session on December 3, 2017 passed a Product Liability Amendment bill that introduced clauses concerning consumer burden of proof and punitive damage reimbursement. More specifically, these newly approved provisions will reduce the burden of proof placed on consumers and levy triple punitive damage on suppliers. Significant increases in the number of product-liability lawsuit and the number of related insurance contracts are expected. Since military aircraft are designed for operational purpose(seeking greater combat effectiveness over greater safety) and used in high-risk environment, it is practically impossible to obtain an affordable product-liability insurance, Without having any backup plan, military aircraft manufacturers directly face all sort of liability risks under Product Liability Act, Warrant Liability Act and Non-Performance of Contract Act. The U.S. experienced similar problems when they first implemented their product-liability law in 1970s. There had been a big dispute among legal practitioner, insurance professionals and scholars concerning military aircraft manufacturer's liability. In order to settle the issue, the U.S. Supreme Court has established a new precedent of Government Contractor Defense(GCD). The U.S. government also included an indemnity clause for military aircraft manufacturers in their FMS Contract with the Korean government. Likewise, Korean military aircraft manufacturers should 1) clearly understand their current position that they cannot afford expensive product-liability insurance and the cost is not accounted in the military procurement calculation, 2) estimate potential liability risks with the ongoing overseas export expansion in mind, 3) set up appropriate risk management measures through regulatory reform and policy development.

Determination of Blood Lead Levels in Adolescents in Korea (우리나라 성인의 혈중 납 농도 분포 연구 -공단지역 및 도시지역 거주 주민들을 대상으로-)

  • Lead (Pb) is ubiquitous in the urban environment and is a well-known toxic element. It may cause adverse health effects on hematopoietic system, peripheral and central nervous systems, kidney functions, and others. In recent decades, lead concentration in blood has been widely used one of indicators for lead exposure and risk evaluation. In this study, we determined the blood-lead levels in general populations of Korea, and investigated the relationship among blood-lead levels, sociobehavioral factors, and lead concentrations in the contacted environments such as ambient air, drinking water, and foods. The study subjects consisted of volunteers who had lived in the residential or industrial area in Korea. Information about gender, age, living area, occupation, smoking, heat system, and dietary habits, etc was collected using a self-reported questionnaires. The lead concentrations of environments were collected by literature search to the study area. Participated subjects in industrial area were 726 and their blood-lead levels were 8.58 $\mu\textrm{g}$/dl for males and 6.26 $\mu\textrm{g}$/dl for female in average. The other subjects in residential area were 317 and their blood-lead levels were 4.58 $\mu\textrm{g}$/dl for males and 3.49 $\mu\textrm{g}$/dl for female in average. The distribution of blood-lead level in the industrial subjects was well fitted to the log -normal distribution and that in the residential subjects was well fitted to the normal distribution. Blood-lead levels in both area were affected by gender, smoking habit, age and residence duration except age in industrial area and residence duration in residential area. It was identified that 30% of blood-lead level was contributed from the inhalation of ambient air in the industrial area, and 8.4% of blood-lead level was from that in the residential area. from this study, it would be suggested for the health risk assessment and management of lead pollution concerns in urban, industrial and rural areas.

The Analysis of Evergreen Tree Area Using UAV-based Vegetation Index (UAV 기반 식생지수를 활용한 상록수 분포면적 분석)

  • The decrease of green space according to the urbanization has caused many environmental problems as the destruction of habitat, air pollution, heat island effect. With interest growing in natural view recently, proper management of evergreen tree which is lived even the winter season has been on the rise importantly. This study analyzed the distribution area of evergreen tree using vegetation index based on unmanned aerial vehicle (UAV). Firstly, RGB and NIR+RG camera were loaded in fixed-wing UAV and image mosaic was achieved using GCPs based on Pix4d SW. And normalized differences vegetation index (NDVI) and soil adjusted vegetation index (SAVI) was calculated by band math function from acquired ortho mosaic image. validation points were applied to evaluate accuracy of the distribution of evergreen tree for each range value and analysis showed that kappa coefficient marked the highest as 0.822 and 0.816 respectively in "NDVI > 0.5" and "SAVI > 0.7". The area of evergreen tree in "NDVI > 0.5" and "SAVI > 0.7" was $11,824m^2$ and $15,648m^2$ respectively, that was ratio of 4.8% and 6.3% compared to total area. It was judged that UAV could supply the latest and high resolution information to vegetation works as urban environment, air pollution, climate change, and heat island effect.

Identification of process generating formaldehyde in a furniture manufacturer (특정 가구 제조 공장의 포름알데히드 발생 공정 노출 평가)

  • Formaldehyde is defined as carcinogen causing leukaemia, lymphoma or nasopharyngeal carcinoma at high level of exposure. Furniture-manufacturing workers can be exposed to formaldehyde, which implies serious impact on health of the workers. The authors carried out ambient monitoring of formaldehyde in the field, and identified the source of formaldehyde generated during the working process by testing the condition in the laboratory settings. After sampling formaldehyde in the air with 2,4-DNPH (2,4-dinitrophenylhydrazine) coated silica gel, we extracted formaldehyde derivative with acetonitrile and analyzed the extract using HPLC with UV detector at 360 nm. Formaldehyde was separated by ACQUITY UPLC BEH $C_{18}$ column at a flow rate of 0.5 mL/min using 45% acetonitrile as mobile phase. The workers were exposed to higher level of formaldehyde than normal air. Formaldehyde up to 0.31 ppm was detected in the process of veneer attachment, which exceeded 0.3 ppm, the ceiling value of ACGIH standard. The laboratory test of measuring formaldehyde generated from the glue and veneer used in the attachment process resulted in more formaldehyde generation as the temperature increased, and more from the veneer. Heating the veneer to $100-150^{\circ}C$ following the real condition of the manufacturing site generated 1.14-2.70 ppm of formaldehyde from the sample, which was 2-5 times higher level than Korean limit of exposure (0.5 ppm). As the workers handling and processing the veneer which was produced by wet process had high possibility to be exposed to formaldehyde, urgent improvement and management of working environment of furniture manufacturer is demanded.

Comparison with Factors of Resource Importance for Traditional Village Between Korea and China Using AHP Method (AHP기법을 활용한 韓中(한중) 전통마을의 자원중요도 평가항목 비교)

  • This study conducted the survey on the resources of traditional villages based on AHP in the subjects with the specialists in Korea and China to seek the resource evaluation standards to apply the preservation and development of traditional villages, and the differences of the importance on the resources among the specialists in both countries. We classified three levels of evaluation items to aim the deductions of the importance and priority in the resources of traditional villages. Upon the analysis results, natural resources were important in the level 1; environmental, historical, facility resources were important in the level 2; and the factors such as air, topography, traditional houses, agricultural landscape, shared community facilities, interchanges between urban and rural areas, family activities, and so on were important in the level 3. The factors that both Korean and Chinese groups evaluated as the most important ones were the same. In terms of overall importance by evaluation items, the factors such as air, water quality, noise, traditional houses, topography, shared community facilities, and so on were rated as relatively important in both Korean and Chinese groups. That is, the traditional villages have the necessity to preserve the cultural resources like their duties, however, it is required to control the natural environment with good quality preferentially. This study results can compare the importance on the resources of traditional village between Korea and China. Moreover, with calculation of the priority and scores for the preservation and management of traditional villages, they are expected to be used as the tool to apply the quantitative data in the evaluation process of traditional village resources in both countries.

A Study on the Improvement of Domestic Navigation Safety System: Focused on the Implementation of Korea Augmentation Satellite System (국내 항행안전시스템의 개선에 관한 연구: 한국형 정밀위성항법 보강시스템의 구축을 중심으로)

  • The study attempts to suggest potential problem and solutions expected in the process of implementing KASS, which is currently under development to improve the domestic navigation safety system, and to summarize improvement effects of domestic navigation safety system anticipated by the implementation of KASS. Challenges expected in the process of implementing KASS exists in four aspects: emotional, technical, cost, safety aspects. When KASS is implemented and operates, various benefits can be realized. Benefits include cost savings by not using navigation safety systems during takeoff and landing; reduction of flight delays and cancellations by removing airway congestion; increase of aircraft accommodation capacity; reduction of carbon emissions; preparation for future aviation demands and improvement of air transportation safety; and reduction of flight accidents. In conclusion, it is expected to enter into an era of more intense competition due to increased aviation demands. In order to survive in this competitive environment, early introduction of KASS is indispensable. Analysis results of this study are expected to provide reference information for academic research in this area. A possible future research topic include a study predicting the changes in the navigation safety systems introduced by KASS and proposing practical and useful ways to respond the changes.
