A Study of the Historical Significance of Reclamation and How to Preserve and Utilize Reclamation of Cultural Heritage -Focusing on modern and contemporary reclamation sites in the Saemangeum area- (간척의 역사적 의미와 간척문화유산의 보존·활용 방안 연구 - 새만금 지역 근·현대 간척 시설을 중심으로 -)

  • Reclamation is the act of creating new lands by constructing dikes in offshore tidal flats to utilize them for various purposes, including the establishment of farmland to secure food for an increasing population. Based on the fact that reclamation has resulted in drastic changes in the environmental, economic, social, and cultural aspects of land expansion and development, population movement, and the formation of cities since ancient times, I reviewed the value of reclamation sites and addressed the issue of how to preserve and utilize them. "Reclamation culture" refers collectively to the recognition and concept system, behavior styles, and cultural products created by changes in the environment, and the tangible, intangible, and natural heritage generated directly and indirectly by reclamation is defined as "reclamation cultural heritage". It shows that the historical background of reclamation accords with prevailing trends, and that the reclamation sites possess cultural heritage value due to their historical, academic, and scarce characteristics. Numerous reclamation cultural heritage sites at the Gwangwhal and Gyehwa dikes are on the verge of being destroyed, with their original function having ended after the construction of Saemangeum Sea Wall. I propose measures to preserve these under the principle that utilization is based on the basic premise of conservation. First of all, modern and contemporary reclamation sites must necessarily be designated and managed as registered cultural properties, local cultural heritage, future heritage, and agricultural heritage. In particular, as it has been confirmed that reclamation sites created after the Goryeo and Joseon dynasties and the 1950s have not been designated as cultural heritage sites. It is necessary to review the characteristics and values of such reclamation sites through a full survey of national reclamation data. Effective and sustainable utilization of reclamation cultural heritage, which has not been acknowledged in the past due to its close relationship with our lives, is necessary to search for hidden stories found within that heritage, to organize governance for the efficient use of reclamation resources, and to build a museum to collect and display the history and culture of the reclaimed areas. Finally, through links with countries with experience in reclamation, we will be able to cope jointly with international issues such as those pertaining to society, culture, and environment, and would be able to implement various projects to further the advancement of human beings.

Conservation Treatment of Charred-Woods Excavated under Daewoongjeon Hall of Youngguksa Temple (영동(永同) 영국사(寧園寺) 대웅전(大雄殿) 출토(出土) 탄화목재(炭化木材)의 보존처리(保存處理))

  • The conservation methods for the charred-woods excavated under the Daewoongjeon Hall of Youngguksa Temple, Youngdong, Chungbuk, Korea were investigated. The tests revealed that PEG#400 10% for four days followed by gradual application of PEG#4000 10% to 40% showed the most stable and robust results, showing no cracks in macroscopic examination. This treatment method was applied to the two charred elements, which appeared to be the capitals at the excavated site. After the treatment, the consolidated capitals were transported to the laboratory, where they were retreated with PEG#4000 80% at $85^{\circ}$.... Charred capitals showed also an excellent level of stability.

  • The purpose of this study is to investigate priority of cultural-environmental resource using the Analytic Hierarchy Process. Based on survey of expertise, a series of pairwise comparison judgements is performed to evaluate the relative strength or intensity of impact among the elements in the Hierarchy. This Study are applied three kinds of evaluation criteria and 40 kinds of cultural environmental resource. The results of this study are as follows. First, Traditional culture, landscapes, rural community vitality of Agriculture and Rural culture of environmental resources by establishing the concept of a comprehensive classification scheme are defined by the United Nations Food and Agriculture Organization (FAO) and the Rural Amenity Resources Multifunctionality in Agriculture. Second, Experts was considered important to "Continuity of history (43%),"> "Global importance (37%)"> "Notable characteristic (20%)" the order of the ratings on the importance of culture with rural agricultural and environmental resources. This is deemed the most important part of Continuity of history Third, The importance of the cultural and environmental resources comprehensive evaluation of the results, a strong tradition of building traditional sense or a landscape resource most highly were evaluated. and Vinyl greenhouse and warehouse such as agriculture, the current facilities required the relatively compared to other resources very low importance were evaluated. Resources, the importance of this study is judged to be able to be utilized as basic data in the selection criteria for the evaluation of the agricultural heritage.

Strategies to Increase Competitiveness of Local Experience Space: A Study of the 4Es in the Experience Space of Sam-Rae Arts Village in Wanju-gun, Jeollabukdo (체험경제이론(4Es)에 따른 지역 체험전시관의 경쟁력 강화방안 : 전북 삼례문화예술촌 체험전시관을 중심으로)

  • The dramatic rise of experience space using cultural heritage in modern architecture has been generally acknowledged in recent literature. The present study aims to investigate effective ways to enhance competitiveness in local experience space, with an emphasis on the use of cultural heritage in modern architecture. Using the case of the Sam-Rae Arts Village in Wanju-gun, Jeollabuk, this study analyzes the characteristics of the 4Es in experience economy theory. In order to arrive at findings that represent the variety of perspectives found in this context, qualitative interviews were conducted with three groups: public officials, maintenance staff in the experience center, and field experts. The results of this study revealed that the Visual Media Art Museum and Book Wooks were used for entertainment, the Corpentry Shop for education, the Book Museum for escapism, and the Design Museum Culture $Caf{\acute{e}}$ The O's for aestheticism. Additionally, depending on the commercial potential of the respective experience space, the Corpentry Shop, Book Wooks, and the Culture $Caf{\acute{e}}$ The O's were used for profit purposes while the Design Museum and the Visual Media Art Museum for non-profit. Based on the findings of the present study, effective ways to enhance competitiveness in the local experience space are suggested. First, the public nature of cultural enjoyment may be realized in a field that bears non-profit characteristics. In exhibiting works, the experience space could suggest the extra demonstration. Second, in the for-profit experience hall, the securing of tourists may help to maximize profit. In so doing, a variety of experience programs and activity spaces could be provided internally, while advertisement marketing through mobile and SNS could be reinforced externally.

A Study on the Status of Use and Value of 'Saemi' in Sacheon Alluvial Fan (사천 선상지 '새미'의 이용 실태 및 가치 고찰)

  • This study is about the story of 'Saemi', existing in the Sacheon Alluvial fan area. Saemi is a local word for Dumbeong, which is the traditional water irrigation facilities in this area that could be formed according to the geographical characteristics of a Alluvial fan site. In the meantime, although Saemi has been an important source of water, related research has been mainly done from an ecological point of view. Accordingly, the researcher paid attention to the functional aspects of Saemi itself, grasped its location, distribution status, and usage including the construction method, and considered its intrinsic value through classification and characteristic analysis of Saemi. As a result of five field surveys from September 2021 to October 2022, 129 Saemies remained in the Sacheon alluvial fan area. According to the structure and shape, Saemi could be divided into basic type, complex type, and buried type. The basic type was subdivided into bucket-type and stairs-type along with the complex type, and the buried type was subdivided into all buried-type and some buried-type. Saemies were mainly distributed at the distal end of the Sacheon alluvial fan site, individual Saemies were built on farmland, and common Saemies were usually built along roadsides adjacent to villages. The reason why the Saemies are concentrated at the distal end is the geographical characteristics of the alluvial fan where the water underflows. Saemi was an important multifunctional water supply source equivalent to the main water source for people at the distal end of the pond who did not receive a stable supply of water from the reservoir. Saemi was at the center of the underground water irrigation network agricultural system in the Sacheon alluvial fan area according to the principles of 'bbaeim(drop out)' and 'gaepim(pooling)' It has provided a foundation for establishing itself as an appropriate technology in this area. Such Saemi contributed to the rural landscape and agricultural biodiversity through its own system and served as a public interest function. It is necessary to know, conserve, manage, and continuously utilize the value of this Saemi as an agricultural heritage.

Valuing Sociocultural Multifunctionality of Rural Areas in Korea (농촌 사회문화적 공익기능의 경제적 가치)

  • The purpose of this study is to estimate the value of the sociocultural multifunctionality of rural areas in Korea. The sociocultural multifunctionality of rural areas consists of emotional comfort, green landscape, cultural heritage, and rural viability values. The value of the sociocultural multifunctionality was assessed by contingent valuation method incoporating preference uncertainty. The log-logit models indicated that households were willing to pay 14,027~26,757 won per month and the model with preference uncertainty gave the highest WTP. WTP was affected by respondent's sex, location, awareness of relation with multifunctionality and others. The total value of sociocultural multifunctionality of rural areas in Korea estimated to 2,691~5,134 billion won per year.

  • Rural areas and rural environment is our valuable heritage. And it is necessary for us to conserve of the rural environment. But we have to pay due regard to development and urbanization. The harmony between conservation and development is a question which demands our serious consideration. Measuring economical values of rural environment is an essential prerequisite of harmony between conservation and development of rural environment. We examined valuation methods of environment for measuring economical values of rural environment. It is useful to understand economical values of rural environment and acquire well balanced viewpoint between conserve and development. It is also useful acquire persuasive power an legitimacy to conserve the rural environment.

  • 한국의 농업유산 정책은 2002년 FAO가 도입한 GIAHS 제도를 바탕으로 2012년에 농림축산식품부가 도입하였다. 현재 한국 국가중요농업유산(KIAHS)지역으로 지정이 되면, 농림축산식품부의 다원적 자원 활용사업에 의해 3년간 보전 관리를 위한 예산지원을 받도록 제도화되어 있다. 그렇지만, 다원적 자원 활용사업 종료 이후 KIAHS 지역에 대한 실질적인 관리체계는 마련되어 있지 않은 상황으로, 이에 대한 연구가 시급한 상황이다. 따라서 본 연구는 KIAHS 지역에 대한 지속적 관찰 및 데이터 구축을 위한 모니터링 지표 개발을 통하여, 지속가능하고 효율적인 KIAHS 지역의 보전관리체계를 마련하는 것을 목적으로 한다. 이를 위해, 본 연구는 문헌고찰, 해외사례 조사, 전문가 그룹 인터뷰를 통한 지표의 검증 및 현장 적용의 연구방법을 통하여 모니터링 지표 및 관리체계를 도출하였다. 모니터링 지표는 단계별 검증절차를 거쳐서 총 17개의 공통지표와 각 지구의 특성을 반영하는 자율지표로 구성하여 제시하였다. 제시한 모니터링 지표들은 준비-지정-관리의 3단계로 구분하여 단계별로 적용가능한 지표를 제시하고, 측정시기와 방법, 측정주체 등 관리체계 구축에 필요한 항목들을 함께 제시하였다. 본 연구는 한국 국가중요농업유산의 보전과 관리를 위한 정책적 시사점을 제시하는 데 의의가 있다.

Research on the ancient iron technology of Jungwon, the center of iron industry (제철산업의 중심 중원에서 고대 제철기술을 탐구하다)

  • Iron was one of the most influential factors for formation and development of ancient countries. The diffusion of ironware had increased agricultural productivity and brought about military technical revolution. Needless to say, the rise and fall of the countries depended on the possession of stable iron production. Raw materials and fuels are the key factors for mass production of iron and a transportation route is essential to supply the goods. Jungwon area satisfies the three factors. There are many iron manufacture sites such as Jincheon Seokjang-ri Gusan-ri, and Chunju Chilgeum-dong Tangeumdae earthen ramparts in the Jungwon area. In order to study the ancient iron manufacture technique, reconstitution experiment was carried out using restored furnace which was made based on the Jincheon Seokjang-ri B-23 furnace. Some notable results were identified with the experiment as in the followings. Firstly, a roasting process has a connection with the decrease of hardness of the iron ore. Secondly, melting of the blast pipe as well as the formation of product within the furnace had a crucial effect on the cessation of the experiment. Thirdly, reduced iron in various locations within the furnace prove that there was enough reducing environment during the working. Not only melting point but also properties of iron can vary depending on the carbon contents. For the reason, formation of approximate environment in which iron can react to the chalcoal is the most important factor in terms of iron manufacture.

A Scheme for listing on FAO GIAHS and Preservation of Juk-Bang-Ryeum in the Southern Coast of Korea (남해안 죽방렴의 세계중요농어업유산 등재 및 보존 방안)

  • There are many bamboo weir (Juk-Bang-Ryeum) with the highest preservation value as a fisheries heritage from Sacheon to Namhae area in the Korea Hanrye National Marine Park. It was designated as a Korea National Cultural Property Sightseeing No. 71, and also as an important fishery asset listed in the Korea National Important Fisheries Heritage No. 3. It is an important cultural heritage that should be preserved for the future as a community asset to the local residents, and should be preserved as it's original form because of unique traditional fishery style in the world as well as natural environment oriented fishing system. The purpose of this study is to review the value of Juk-Bang-Ryeum in the South Sea as well as to preserve the tradition of it. This paper will make a contribution to the registration of it on the list of World Important Agricultural and Fishery Heritage (GIAHS), which is recognized by the United Nations Food and Agriculture Organization (FAO). To make basic data for listing on it, we will analyze the characteristics and structure of Juk-Bang-Ryeum, and also research the value of it from the historical literature review as well state of arts. We also develop a scheme for listing on FAO GIAHS through checking necessary items step by step. Finally, we suggest some idea to preserve it more effectively.
