The permanent disability benefit(PDB) system whose purpose lies in helping affected workers with their self-realization through compensating them for their work-related injury or disease and facilitating their timely return to work is very important in terms of social welfare. Actually, the portions of PDB's in all WCI expenditures have been on the sharp increase. In spite of its positive aspects like this, however, an excessive amount of PDB's may have negative impacts on the affected workers' will to work or return to work, and increasing trends in the amount of PDB's payable in annuity will remain in an aging or aged society a potentially risky factor posing a threat to the soundness of WCI budgets. In this respect, the author attempted herein to identify the long-term reality of trends in the number of claimants entitled to PDB's and the amount of PDB's payable to them through making the long-term budget projections of PDB's; address problems with PDB's payable in annuity, which are or will potentially be one of the gravest burdens in securing the soundness of WCI budgets; and discuss how to optimize the amount of PDB's through studying & analyzing overseas cases and income replacement rates and what kinds of improvements are thinkable. It's recommended to reduce the absolute amount of benefits payable in annuity in a phased way considering claimants' life-cycle instead of sticking to the current system, which takes the form of lifelong pension plan.

The purpose of this study was to investigate factory workers' knowledge of sanitation management of school foodstuffs and sanitation practices. A questionnaire that identified employees' food safety sanitation management knowledge and practices was developed based on a review of literature. Subjects consisted of 221 factory workers employed at 34 factories in the Daegu and Gyeongbuk areas. Almost half of the factory workers were 40~49 years of age (45.7%), 34.8% had 1~3 years of work experience, 62.4% of the respondents received food safety education 1~2 times a month and 75.1% of the respondents were satisfied with sanitation education. However, the total score for factory worker sanitation knowledge was low: 4.63/9. Sanitation performance was self-evaluated using a Likert 5-point scale. The total mean score for the factory workers' sanitation performance was 4.63/5. Satisfaction level and the amount of sanitation education, application of sanitation knowledge, attitude regarding sanitation management, and sanitation management performance level were significantly high among workers employed in a HACCP certification facility (p<0.05). The difficulties were found to be sanitation management and the time to deliver food to schools. To instill a sense of duty and pride among workers and to ensure that the food suppliers provide best-quality school foodstuffs safely, school dietitians and factory managers must actively educate workers in safe food handling and sanitation.

Recently, with highly Interest In Location-Based Service(LBS) utilizing location data of moving objects, the GALIS(Gracefully Aging Location Information System) which is a cluster-based distributed computing architecture was proposed as a more efficient location management system of moving objects. In the SLDS(Short-term location Data Subsystem) which Is a subsystem of the GALIS, since the SDP(Short-term Data Processor) Master transmits current location data and queries to every SDP Worker, the SDP Master reassembles and sends query results produced by SDP Workers to the client. However, the services are suspended during the SDP Master under failure and the response time to the client is increased if the load is concentrated on the SDP Master. Therefore, in this paper, the extended SLDS was designed and implemented to solve these problems. Though one SDP Master is under failure, the other can provide the services continually, and so the extended SLDS can guarantee the high reliability of the SLDS. The extended SLDS also can reduce the response time to the client by enabling two SDP Masters to perform the distributed query processing. Finally, we proved high reliability and high availability of the extended SLDS by implementing the current location data storage, query processing, and failure takeover scenarios. We also verified that the extended SLDS is more efficient than the original SLDS through the query processing performance evaluation.
The study measured a subway construction worker's Macpa stress by Heart Rate Variability measuring instrument and conducted a survey of Korean job stress from subway construction workers. Also, the study analyzed the relationship between Macpa stress index and Korean job stress result and suggested managing stress method for each item. According to National Statistical Office data, the first line subway in Seoul was started to open in 1974. The extended total length is 996 kilometers until 2019. Many aged workers are currently working at subway construction sites due to the avoidance of young workers since the past until now. It means that the elderly has a substantial portion among subway construction workers. The productivity has been adversely affected by health problems due to the aging of workers, job stress due to heavy work, and personal health problems. So, the regulation and policies on job stress health management are being strengthened. The data were measured Macpa stress by machine measuring heart rate variability and conducted Korean job stress survey(shortened) from Sa-sang to Ha-dan line Busan subway construction workers for analyzing the relationship. Independent variable were age, job duration, job position, employment type, working type in this study. Macpa's dependent variable was stress index and Korean job stress survey(shortened)'s dependent variables were job requirements, job autonomy, relationship conflict, job instability, organizational structure, inappropriate compensation, working place culture, and total score. SPSS 12.0 K Statistics Program was used for statistical analysis. Kruskal-wallis test, a nonparametric statistical analysis, was used because the data are difficult to be assumed as normal distribution. As a result, the paper indicated the significant correlation between Macpa stress index and Korean job stress(short version). The elderly workers presented higher Macpa index and higher job stress due to aging and heavy-duty work. The majority workers were daily workers who had unstable working condition and uncertainty about the future. The study suggested a manual that could reduce job stress for subway construction workers and future study deriving management tool through analyzing job stress factor is necessary.
Objective: The goal of this study was to assess work ability of Korean workers in the shipbuilding industry. Background: Old age is associated with inevitable time-dependent losses in physical capabilities. However the maintenance of physical capabilities is essential for continuing independence in old age. The work ability index(WAI) was constructed to reveal how well a worker is able to perform his or her work. Method: The WAI is a kind of survey methods developed to estimate the work capacity of aged workers by the Finish Institute of Occupational Health(FIOH) in 1998. The difference of the WAI between groups in each category was tested using the Kruskal-Wallis test, and the relationship between the WAI and the workers' ages was tested by the Correlation test. Results: This study surveyed 2,709 persons working in the shipbuilding industry in Korea. The average WAI score for all workers was 40.0 denoting a Good Level. Also, workers in the shipbuilding industry had lower work ability, as compared to the results of other industries. The WAI was analyzed for different age groups(${\leq}29$; 30~34; 35~39; 40~44; 45~49; 50~54; ${\geq}55$). The results of Kruskal-Wallis test showed that significant difference was identified on the effect of aging(p<0.05). Conclusion: Advanced countries like the Finland showed decreasing tendency in good and excellent levels as aged, but there was no decreasing tendency in Korean population. The results may be attributable to the general characteristics of Korean society, such as poor social security and burden caused by role of the patriarch. It may bring forth higher work ability in aged population even their physical condition is getting worse. Application: This finding could be used for developing more accurate assessment tool of work ability for working environment.

Many sanitation control problems due to aging facilities and equipment were identified when applying an HACCP system to a flatfish (Paralichthys olivaceus) aquaculture farm. Specifically, the major problems included a lack of awareness about worker hygiene, lack of management of the use of fish medicines, and vulnerability to secondary contamination by cross-contamination owing to a failure to separate breeding tools used for healthy and unhealthy fish. Therefore, the management standards on the farm regarding the surrounding environment, facilities and equipment, breeding tools, feed and medication, and the hygiene of practitioners must be improved. The hygiene management standards were divided into different procedures such as the management of farm hygiene and environmental sanitation, facilities and equipment, fish hygiene, feed, medications, water, and the stocking and shipping of fish. For each procedure, we established the management standards, inspection period, inspection procedures, and how to deal with errors that occur, to enable hygiene management by a small number of managers. Additionally, an inspection system and record form to implement an HACCP system were developed to maintain systematic management. The management and inspection of all aspects of the farm were designed to be easily managed by the supervisor.

After that, research about inducements and institutional improvements to drive internal improvements has done. and Current policies of Korea for securing workforce in fisheries were examined especially for Gyeongsangnam-do by literature investigation and survey The main purpose of this study is, problems of policy in order to secure Fisheries managers, identify practical obstacle and the activities and management activities performance of training education. and it is to provide evidence to policy improvement. To achieve the purpose of this study, conducted studies are as below. This study is to investigate the educational performance of Fisheries managers and its impact on their business performance using SEM and SEM-Moderate-effect. In terms of the amount of impact on business performance, the level of educational achievement and management activity outcomes had the most impact followed by excellence of educational condition and programs distinction. Therefore, in order to inspire the motivation for learning and communicate the importance of such education to Fisheries communities, there is a need to introduce a variety of methods, professional facilities. The purpose of this research is to define the problems of the Fisheries Census of Korea and to make better policies for improvement. In order to complete the purpose, the research team has firstly conducted a survey in the six regions to reinvestigate the yes or no for accuracy of the primary data related to the Fisheries Census. Moreover, the team has defined the problems of the Fisheries Census through conducting a survey for the experts and users of the fisheries statistics. Also, the team has derived the short/long term improvement of Fisheries Census through out this survey.
As post-harvest processes of onions are carried by a 20 kg-net package which results in high-cost and low-efficiency, especially, the insufficient drying and physical damage of onions after harvesting leads to a huge second loss in storage, we had developed a low-cost, high-efficiency post-harvest bulk handling machinery system by collecting onions on a farm using ton-bags, drying with forced air circulation, and sorting/packaging. The post-harvest bulk handling machinery system consisted of 6 devices, and this study designed an automatic feed hopper with a feeding rate control device, an inclined belt conveyor with a two-step chute, and an automatic pallet unloading device for feeding onions into the sorting/packing line. This study also analyzed the performance and control of the total system. The device had 1-ton handling capacity, but the operational condition was set to increase the capacity. The three-step filling method of pallet by the velocity control of the inclined belt conveyor was applied in the post-harvest bulk handling machinery system for the prevention of physical damage. If one worker was set to operate the total system, the time required to complete one palletized load was approximately 5 minutes and 5 seconds. The calculated daily handling capacity was approximately 94 tons, when the daily actual working time was 8 hours. When the developed system was applied to the managerial size of 2,000 ton, the processing cost per ton of the system was decreased by 19.5%, compared with the existing 20 kg-net package-based handling. The developed post-harvest bulk handling machinery system would be a good substitute for the rapid decline and aging of rural labor.
Purpose: The purpose of this study is to present a plan to expand the employment of the elderly in Small business as one of the ways to solve the problem of the supply and demand of the company due to the aging population and the problem of the elderly poverty. Research design, data and methodology: The method of this study is a qualitative research method, and the researcher visited a small and medium-sized company directly and collected data by conducting an in-depth interview with a business owner. The interview period was conducted on a total of 15 business owners from November 5, 2013 to November 18, 2013. Results: First, the reason why companies hire the elderly is because they are suitable people, and the reason why they are not employed is because the elderly are not suitable. Second, it was found that the most recruiting paths continued to work after retirement. Third, the strengths of the elderly in their businesses were diligence, integrity, leadership, wisdom, warmth, and skill. Disadvantages the elderly in their businesses include wanting to be treated as an adult, poor productivity, poor accuracy, and health risks. Fourth, in case of hiring the elderly, they were considering convergence with young employees, and it was suggested that there are no difficulties in being an elderly because the companies hiring the elderly use the elderly according to the characteristics of the elderly. Fifth, It is realistic to actively utilize the employment system after retirement. Sixth, it was found that, unlike young people, it is not easy to recruit people on the Internet, so it is necessary to improve the system. Lastly, some industries clearly distinguished between the jobs of the elderly and the jobs of the young, but in many industries, it was desirable to create jobs for the elderly by harmonizing the main and secondary jobs. Conclusion: Ultimately, the work of the elderly in small and medium-sized enterprises should be reborn as a high-quality job that can solve the poverty of the elderly by working as a regular worker in the enterprise, rather than simply working for the elderly.

This paper is the design for the welfare robot of apple artificial pollination by a survey for 25 elders' needs of Daegu-Gyeongbuk rural region. The results are summarized as follows. 1) In the apple farms of the region, most of farmers are the couples of 50 years thru 70 years to plant the apple trees only. The apple farm requires the senior farmers lots of painful works including their bone and muscle system problem to result in safety accidents. 2) For the aging progress of rural area, the senior farmers spend lots of labor hours and cost to do artificial pollination, a proper deletion of small fruits, and a speed spray, etc.. Most of them agree to the development of the welfare robot for an apple artificial pollination. 3) The survey results could be applied to the conceptual design in the users' point of view. Therefore, they are used as the important effects for the detail design and commercial design to develop the welfare robot for the rural seniors.
