Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

The National Assembly's archives management policy is deliberated by the National Assembly Archives Committee before it is implemented. This study tried to identify the agenda of the committee, which acts as a basis for establishing and implementing the archives management policies, and confirm whether various policies dealt with all fields of archives management. Accordingly, the committee meeting data, minutes, and related laws were checked. Focusing on the agenda, the continuity and diversity of the overall policy, whether there is a bias toward specific policy issues, and the main discussion subject of the committee about the archives management policy were analyzed. As a result of confirming the entire agenda, the agenda related to the archives management policy has been made up of reporting agendas, and as a result, it has emerged that various and in-depth discussions related to policies have not been conducted well. However, it was confirmed that the overall archives management policy was carried out with continuity for many years without focusing on a specific sector.

In a situation where news usage through YouTube is rapidly increasing, this study investigated which attributes of issues news producers prominently report on based on the two-stage agenda setting theory to empirically investigate the influence of various news producers on YouTube. Through the research results, we confirmed that broadcasters have the influence to set the agenda and form public opinion on YouTube, and discovered the possibility of a two-stage agenda setting effect occurring in the YouTube environment. We criticized whether news producers abuse emotional words due to their partisanship when reporting political issues, and discussed that an emotional approach to political issues can have a negative impact on news users' perception of reality.

The objective of this study was to realize research demands by gathering the research agenda from the Korean Dental Hygienists Association and affiliated groups through a Delphi survey. The study subjects were the heads of eight groups. The Delphi survey was conducted by e-mail after a researcher explained the objective of the study to the heads. The research agenda was classified according to the Korean dental hygiene academic classification and the National Dental Hygiene Research Agenda classification. To compare the number of research agendas according to classification among the groups, we conducted a chi-squared test by using IBM SPSS 20.0. In total, 316 agendas were submitted. According to the Korean dental hygiene academic classification, there was a significant difference among the groups, and the agendas associated with clinical dental hygiene (36.7%) were the best. According to the National Dental Hygiene Research Agenda classification, there was no significant difference and the agendas associated with health promotion and disease prevention (27.8%) were the best. In conclusion, the Korean Dental Hygienists Association and affiliated groups demanded similar research agendas, corresponding to the purpose of each establishment. However, the groups did not seem to show unique characteristics according to the purpose of each establishment. In other words, the groups should corroborate such characteristics and suggest a corresponding agenda to establish specific areas of research in dental hygiene. Also, dental hygiene researchers should mark the academic classification of the studies they want to submit.

This study is to propose national information security policies based on the policy framework, which has four components: government, industry/company, individual, and environments. According to the framework, the four policy agenda are derived: national information security governance scheme, information security industry competitiveness and corporate security level enhancement, eco-system for security professionals, and finally related laws & regulations modification and security culture movement. Specific issues and policies in each agenda are proposed.

The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.

Everyone has a voice and can broadcast it to the world. We hear about the old maxim of media do not tell people what to think but what to think about. Under this theory or approach, a key function of political communication is to make the public think about an issue in a way that is favorable to the sender of the message. In a democracy, political communication is seen as crucial for the building of a society where the state and its people feel they are connected. Thus, this is a study on how social media (e.g., Facebook, blogs, and YouTube) were used in the domain of Malaysian politics during the 13th general election campaigning period in order to set the agenda to form public opinion. The study found that Facebook was the most popular social media tool that political parties actively engaged with during the 13th general election campaign period. Apart from that, issues pertaining to the election were significantly highlighted by the political parties in social media, especially Facebook. However, other issues that were also important to the people such as the economy, crime, and education were not sufficiently highlighted during the election campaign period. This indicates that the political parties influence the public on what to think about using social media.

This study interprets the records of Bianque (醫案) as a medicine practice rather than a simple legend or story, and analyzes its effect on the development of oriental medicine. It also compares aspects of the Bianque related to patient treatment as described in 『韓非子』, 『韓詩外傳』, 『史記』, and reinterpreted using other contemporary literature. The clairvoyant power of 『史記』 「扁鵲傳」 was created by Sama-Cheon(司馬遷) exaggerating the pulse diagnosis with clairvoyance. The contents of the treatment of Sogan-Ja(趙簡子)'s confusion affairs in the first agenda, show that Bianque master the pulse diagnosis. The contents of the treatment of Kwek-Seja(虢世子)'s disease in the second agenda is a record of knowledge of acupuncture using acupuncture points. The content of refusal of treatment in the third agenda, 腠理, 肌膚, 腸胃, 骨髓 and the progression of the disease and the corresponding treatment of 湯熨, 鍼石, 火齊 are specified in detail. From the content of Bianque, he was not a martial art, but a doctor who practiced medicine, and contributed to the development of the pulse diagnosis.

Through previous studies, it was found that news from legacy media, including television, has an agenda-setting effect and priming effect on the perceptions and attitudes of audiences about politics and war, and that film media also has an agenda-setting effect and political priming effect on war issues. However, it is difficult to find studies on the effects of war-related TV documentaries on media audiences. Therefore, in this study, An experimental study was conducted to investigate whether there is a change in 'recognition of the importance of security', 'will for South-North Unification' and 'will to participate in war in case of emergency' for the audience who watched the KBS special <100 Days of Invasion of Ukraine, Part 1 into the Fire>. As a result of the analysis, it was found that watching a war-related TV documentary reinforced the audience's 'recognition of the importance of security' and 'will for South-North Unification'. However, it was confirmed that watching a war-related TV documentary did not strengthen the audience's will to participate in war in case of emergency.

Background: The purpose of this study was to suggest agenda priorities for research and development with physical therapy technology. Design: Cross-sectional study. Methods: A survey was consecutively done to 62 experts working in physical therapy research areas to investigate the priority of the categories. Paired T-tests and Importance-Performance Analysis using SPSS 21.0 package were conducted to find the differences between importance and satisfaction of the categories and the order of priority. Results: In results, it was developed that the research and development with physical therapy technology were divided with 18 categories. And the importance were significantly higher than satisfaction in 18 categories. Specifically, categories about assistive technology and robot rehabilitation were found to be on the high importance and lower performance quadrant. Conclusion: In sum, this study was meaningful in finding usage categories of research and development with physical therapy technology and investigating Importance-Performance differences for deriving research and development with physical therapy technology.
