미국 지방정부의 저소득층을 위한 부담가능주택 수요분석 및 정책사례 연구 - 미시건주 및 랜싱도시권을 사례로 - (A Regional Study for Low-Income Affordable Housing Plan - With a Focus on Lansing Metropolitan Area in Michigan, USA -)

  • This paper introduced the affordable housing support programs and system of the State of Michigan and Lansing Metropolitan Area and reviewed the affordable housing plan of Lansing area. This paper also examined their challenges and efforts to solve the affordable housing issues with additional analysis. The affordable housing planning process was also presented with a comprehensive analysis and future prediction of demographic characteristics and housing supply and demand for affordable housing. Especially, the trend and future forecast of the elderly and low-income households who have a significant impact on the affordable housing demand are considered. The U.S. and South Korea have different housing characteristics and situations. A part of the plan and suggestions of Lansing are somewhat unfamiliar, and it is difficult to introduce their suggestions into our policies. However, the affordable housing plan of Lansing Metropolitan Area suggested various solutions to solve the issues, and some of them deserve to be considered on our housing policy making.

  • 본 연구는 미국의 부담가능주택 리츠의 사례를 중심으로, 주거복지의 확충을 위해 자본시장을 활용하는 방안을 모색하는 것을 목적으로 한다. 본 연구결과를 요약하면 다음과 같다. 첫째로, 미국에서는 주거복지 정책의 기조를 민간사업자를 통한 부담가능주택의 공급으로 전환하고 있으며, 이들 위한 LHITC 프로그램 등 다양한 지원 제도를 운영하고 있다. 둘째로, 이러한 제도적 기반 하에서 부담가능주택 공급을 위한 자본시장의 활용이 적극 이루어지고 있으며, 특히 CDT, AIMCO 등 부담가능주택 리츠를 통한 부담가능주택의 공급 사례를 확인할 수 있다. 셋째로, 국내에서 부담가능주택 리츠를 통한 자본시장 활용 방안으로 공공주도형 부담가능주택 리츠 모델과 민간주도형 부담가능주택 리츠 모델을 제안하였다. 마지막으로, 부담가능주택 리츠의 자본시장 활용을 활성화하기 위한 정책적 개선방안을 도출하였다.

Keeping A Community Sustainable: Development of Affordable Housing for the Elderly in Nonmetropolitan Areas

  • Affordable housing has been a critical issue in the face of global economy and notably formulated a crucial agenda of the housing policy. While each local government seriously considers many approaches to providing affordable housing, a unique and innovative way to address it at a community level is fully uncovered, particularly nonmetropolitan areas where resources for economic development are limited and vulnerable. The purpose of this study is to examine the mechanism of the provision of affordable housing for the elderly in nonmetropolitan areas. In doing so, this research investigates the housing development and delineates it as one viable solution that stimulates local communities. The affordable housing development, as a viable option to spur local development and vibrate community, is closely reviewed, and the factors to make it feasible are drawn. The findings indicate that it is widely recognized that keeping the elderly in the community positively contributes to maintaining a sustainable community. In fact, the idea of affordable housing development for middle-class elderly people is brought by one inspired long-time resident, and it is expedited by the consensus and cohesion of local community. The development stimulates local businesses in relation to housing, and all homes sold by the elderly moving in the new housing are available for young families. Also, the presence of affordable housing for the elderly who are able to independently live is extended to a picture of aging-in-place at a broader level.

UK Social Housing and Housing Market in England: A Statistical Review and Trends

  • Around 80% of the 63 million people in the UK live in urban areas where demand for affordable housing is highest. Supply of new dwellings is a long way short of demand and with an average annual replacement rate of 0.5% more than 80% of the existing residential housing stock will still be in use by 2050. A high proportion of owner-occupiers, a weak private rental sector and lack of sustainable financing models render England's housing market one of the least responsive in the developed world. As an exploratory research the purpose of this paper is to examine the provision of social housing in the United Kingdom with a particular focus on England, and to set out implications for housing associations delivering sustainable community development. The paper is based on an analysis of historical data series (Census data), current macro-economic data and population projections to 2033. The paper identifies a chronic undersupply of affordable housing in England which is likely to be exacerbated by demographic development, changes in household composition and reduced availability of finance to develop new homes. Based on the housing market trends analysed in this paper opportunities are identified for policy makers to remove barriers to the delivery of new affordable homes and for social housing providers to evolve their business models by taking a wider role in sustainable community development.

Road to Community Sustainability: Development of Community-based Housing for Rural Elderly

  • Community-based housing is widely recognized as one unique mode of affordable housing provision discussed in the agenda of urban housing policy in the midst of global economy. While economic development of rural communities are severely blocked by many factors, the local housing needs at grass roots level are addressed in the response to the growing number of the elderly and shortage of adequate housing to accommodate the group, and the availability of affordable housing is primarily seen as a viable option to the sustainability of rural community. This research study is to examine the case study of community-based housing development in rural areas, and to explore the drives and hurdles that influence the success of each development. The on-site visits and in-depth interviews with community leaders were employed to meet the research goals. The findings show that the driving factors making the successful housing development include the firm commitment to the importance of affordable and adequate housing, strong leadership of community leaders, public support, well-advised dispersion of public resources and strong bond between the public sector and local people. In spite of all the contributing factors, the unfamiliarity of collective ownership is the leading hurdle to proceed the development in a timely manner.

  • The purpose of this study is to suggest basic data to establish policy directions for improvement on quality of rural housing in Korea. A literature survey were used fur study The contents of survey includes policy supports in rural Korea and rural America. The results of the study grasped the situations that the newly built and repair, a vacant house, landscape and welfare with the support of rural housing policy in Korea. Also rural affordable housing policy examined supports of RHS programs in USDA variously. Based on the results, some policy directions to rural housing and community were suggested.

포용주택 공급을 통한 사회적 혼합 가능성 탐색 - 미국의 포용주택 제도를 중심으로 - (Exploring Possibilities of Social Integration in Inclusionary Housing: Focusing on Inclusionary Zoning in the United States)

  • 본 논문은 미국 포용주택 제도를 중심으로 사회적 혼합 달성가능성을 탐색하는 것을 주 목적으로 한다. 계획고권을 활용한 포용주택 제도의 발생 배경과 운영방식, 사회적 혼합 달성의 효과 및 한계를 검토하여 우리나라 주거정책에 대한 시사점을 도출하였다. 분석 결과, 시장중심적 정책이 우세한 국가임에도, 주택가격이 높고 부담가능주택이 부족한 대도시 중심으로 포용주택 제도가 활성화되고 있으며 용적률 보너스를 포함한 다양한 인센티브를 제공하며 민간의 참여를 유도하고 있었다. 또한 정책대상이 되는 중저소득층이 부담가능하도록 주택을 공급하며 최대한 장기간 저렴하게 유지되도록 의무화하고 있다. 이를 통해 확정적이지는 않지만, 사회적 혼합에 긍정적인 효과가 발견되고 특히 아이들의 교육 성취도가 높은 편이나, 유의미한 사회적 상호작용에 대해서는 여전히 그 성과가 실험중이다. 포용주택을 직접 해당부지에 건설하는 경우와 인근에 건설하는 경우로 나누어 사례분석한 결과 장단점이 모두 존재하는 것이 확인되었다. 이는 주택가격이 높고 빠르게 상승하는 대도시지역에서 중저소득층을 위한 부담가능한 주택공급 가능성의 단초를 제공한다.

The Analysis of Fiscal Conditions for Public Rental Housing

  • This paper is focused on the sustainability of public rental housing policy. We have analyzed the general fiscal conditions of central government, the public welfare fiscal conditions, the public expenditure on rental housing, and the Korea Land & Housing Corporation (LH) financial structure. Central government fiscal conditions is controlled by the midium-term fiscal operation plan(2010~2014) and fiscal rules. And the fiscal mandatory expenditures on welfare is increased rapidly by the expansion of beneficiaries, but the fiscal discretionary expenditures particularly on public rental housing can be gradually cut down. LH, the dominant agency responsible for affordable housing, is now confronted with financial distress accruing to excessive burden for public rental housing construction. As a result this paper, we find the discrepancy between the fiscal conditons and public rental housing policies. We suggest the fiscally sustainable rental housing policy. Firstly, the construction plan should be realized reflecting the market and fiscal conditions. Secondly, the provsion and financing system of rental housing should be rebuild within the government fiscal condtions and financial ability of LH.

아동 주거빈곤 정책 마련을 위한 탐색적 연구 (An Exploratory Study on the Children for Poverty Housing)

  • 정부는 주거안정과 주거수준이 향상 되었다는 평가아래 2015년 주거기본법 수립과 함께 주택정책의 목적을 '주택공급'에서 '주거복지'로 전환하였다. 그러나 부담 가능한(affordable) 주택이 점차 감소하면서 주거환경은 더욱 열악해 지고 있다. 주거환경은 아동이 안전하고, 건강하고, 교육을 잘 받을 수 있는 기본 요소이다. 본 연구는 문헌연구를 통해 열악한 주거환경이 아동에게 미치는 영향과 국내 아동의 주거빈곤 현황을 파악하였으며 국내외 아동의 주거정책 현황을 탐색하였다. 주요 연구결과는 다음과 같다. 첫째, 아동기의 열악한 주거환경은 신체건강, 정신건강 및 학업성취와 인지발달에 부정적 영향을 미친다. 둘째, 129만 명(11.9%)의 아동이 최저주거기준 이하의 주거빈곤 상태에서 거주하고 있으며 특정 지역에 집중되어 있다. 셋째, 국내 아동 주거정책은 거의 부재하며 노인, 청년에 집중되어 있다. 이와 같은 연구결과를 바탕으로 정책적 제안으로는 유엔아동권리협약에 준수한 아동 주거정책 수립, 증거기반을 토대로 한 주거정책 시행, 중앙정부 책임 하 주거정책을 제안하였고, 실천적 제안으로는 지역사회가 주체가 되어 활동하는 아동 주거빈곤 예방활동, 아동 옹호적 관점에서 관계기관들이 연대하여 관련법, 정책, 공약 등을 분석하고 이슈화 하는 방안을 논의하였다.

Suggestions for Resolving the Social Conflict in Affordable Housing

  • The purpose of this study is to employ a method called 'conflict impact assessment' to analyze the progress, background, cause and relevant issues of conflicts related with affordable housing for youth (Happiness Housing Project), a project that has been implemented since last May 2013, thereby identifying the relevant problems and draw out objectives for improvement. The researchers expect that this study will contribute to solving the current issues regarding Happiness Housing, and contribute to improving the quality of the government's policies. For the above purpose, literatures on Happiness Housing produced from August to November 2013 were reviewed, in-depth telephone or face-to-face interviews were conducted with personnel associated with project implementation in the Ministry of Land, Infrastructure and Transportation and LH, etc., and major interested parties including Yangcheon-gu residents. Key issues identified regarding Happiness Housing construction include: the way that the project was implemented, living quality of residents, impact on educational environment, inconsistence with existing plans, relatively high construction cost, insolvency of public corporations, land use fee issue with Korail, need of preliminary feasibility survey, securing sufficient amount for supply and issue of additional designation, likelihood of finishing construction in time and issues related with actual source of demand, etc. Through analysis of conflict development and positions of interested parties, the main causes of the conflicts were identified as follows: lack of deliberation on pledges during election, lack of viability review on pledges, lack of conflict management plans, one-way implementation without consent of interested parties, project plans established with no regard to local circumstances, frequent project revision, underwehlming level of conflict management. In order to address issues above, the following measures need to be taken: selecting election pledges based on actual effectiveness, thorough assessment on pledges by relevant departments, gradual implementation based on consideration of the actual circumstances, participation of key interested parties, consistent policy and adopting conflict management techniques that reflect the reality.
