SRFC (Sub-Regional Fisheries Commission) requested to the ITLOS (International Tribunal for the Law of the Sea) an advisory opinion relating to the IUU (Illegl, Unreported, and Unregulated) fishing (Case No-21 of the ITLOS). Since, in the UNCLOS, there is no article authorizing the jurisdiction of the ITLOS full court's Advisory opinion, so various scholarly opinion wad divided. But ITLOS delivered its Advisory opinion confirming its jurisdictional competence over the Advisory proceedings with its legal opinion about the IUU issues. It opens new possibility of the alternative dispute settlement mechanism of the ITLOS through the advisory procedures. In reality, there has been a view that ICJ (International Court of Justice) could take the part of a kind of dispute settlement through its Advisory procedures. But the advisory procedures of the ITLOS, with no definite clause in UNCLOS about the advisory procedures, which provides more allowances for the function of advisory opinion as the alternative dispute settlement mechanism. ITLOS accepted the requests of the advisory opinion by the State parties through international organization or themselves directly. And the advisory opinion of the ITLOS aims the interpretation and application into the special issues-specially IUU fishing in Case No. 21 of the ITLOS-. Those factors could enable more enhanced role of the ITLOS as an alternative dispute settlement mechanism. But those possibility has contain risk of excessive and unlimited advisory role of the ITLOS. So it is important to focus on the restriction on the role of the State parties in the request of the advisory opinion to the ITLOS. In this regard it is meaningful that the ITLOS has suggested a kind of legal standing in the advisory procedures in that only coastal States could request the Advisory opinion about the IUU in their EEZ. Furthermore the discretionary power of the ITLOS in the Article 138 of the Rules of the Tribunal could curtail the abuse of the Advisory opinion initiated by the States parties of the UNCLOS. Under this framework, Advisory opinion could broaden more alternative option to the disputes between State parties of the UNCLOS in that after being delivered detailed interpretation of the UNCLOS about the specific issues, States parties could devote themselves to searching for flexible solution for the disputes between State parties. It could obtain legal explanation about the dispute under the Article 297 and Article 298 by detouring the jurisdiction limits through advisory procedures.

This study discussed the roles of librarians in readers' advisory services and the education for readers' advisory services in LIS programs. For this, literatures were reviewed and readers' advisory courses provided by LIS programs of North America were investigated. And then the characteristics and contents of readers' advisory courses were analyzed. Based on the analysis, I suggested the education for readers' advisory services in LIS programs of Korea.

Readers' advisory service has become more important for public libraries as one of the critical service areas in terms of supporting libraries patrons' reading. This study aims to discover major types of readers' advisory services provided through public libraries' web sites. Contents of 200 public libraries' home pages in U. S. were analyzed and nine areas were identified as the major readers' advisory areas. This study also proves that American public libraries are diversly communicating with their patrons and providing user-oriented advisory services. The identified key factors of readers' advisory services will help for Korean public libraries to develope their own services.

The objective of this study is to develop highway advisory radio service for road safety oriented system design of the point by regional groups or geographical distributions. To develop these highway advisory radio service, traffic information provided service areas, responds for incident and accident, and road condition in service sections based on traffic information of highway advisory radio service. This study contributes to service of traffic information for safety driving, which is transport congestion areas and recognition of traffic congestion status in advanced traffic information service. As result of this study, systematic design of the advanced highway and traffic safety guides to management systems by highway advisory radio service.

The study is to analyze the transition process and various activities of library advisory committees in Korea. In addition the study compared activities of Korean library advisory committees to them of other countries such as USA and UK. It is found that the library advisory committees in Korea has not filled its mission and function since established in 1989. The study suggests several activation plans and scheme for the new library advisory committee.

This paper Introduces the background theory of Readers' Advisory Service and the basic skills for readers' advisors. Library managers and library schools can get ideas from this paper in planning reading programs for adult library users and training programs for library staff and LIS students.

In Uganda, the National Agricultural Advisory Service (NAADS) is responsible for agricultural advisory and extension services of the country. NAADS is a semi-autonomous public agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) accounted for 45% of the MAAIF total budget. It aims to have a decentralized farmer owned/controlled agricultural advisory service system with increasing participation of the private sector. NAADS is greatly influenced by the extension framework of Neuchatel Group comprising representatives from the cooperation agencies and Official Development Assistance (ODA) donor countries. At the initial stage of the program, only 7 districts promoted the initiative and eventually spread out all over the country afterwards. These initiatives greatly contribute to the agricultural development and increase the farmers' income by 42-53%. However, due to the political intervention, the original goal was manipulated and criticized with briberies and corruption. Recently, the government of Uganda is considering a way to unify the agricultural advisory and extension services under the government programs.

The purposes of this research are to search and analyze information theories which are useful to approach bibliotherapy in terms of 'therapeutic' readers' advisory service, and to propose a conceptual model of 'therapeutic' readers' advisory service on the basis of such theoretical foundations. To the end, Dervin's sense-making theory and Kuhlthau's ISP model are introduced and applied to the conceptual model. The conceptual model is profoundly based on Dervin's situation-gap-use metaphor and Kuhlthau's Uncertainty Principle.

The purpose of this study is to look at the development and status of Danish Agricultural Advisory Service (DAAS) and to find some implications on Korean agricultural and rural extension. Agriculture is main industry contributed to economic growth in Denmark. Main factors of this success would be strong farmers' organizations, commercial co-operatives, farmers' active participation in training and education, and independent advisory service owned and managed by farmers. DAAS has unique developmental history. First service was started by local farmer's organization in 1871. Farmers themselves wanted to start advisory service in order to improve the quality of butter. National center of DAAS was established in 1971 in order to disseminate knowledge to local centers, to develop new activities and computer programs, and to deliver in-service training of local advisors. In 2010, one national center with 550 employees and 32 local centers with 2,900 employes are serving for 48,000 farms. The service covers almost all farmers' needs such as production, finance, tax, buildings, crops, livestock, organic production, environment, legal matter. DAAS Academy tries to offer relevant, just-in-time training activities in order to develop the competences of advisors effectively.

The objective of this study is to provide systematic design of the Korea's highway advisory radio system in intelligent transport systems. Highway advisory radio services support safety driving and traffic information for travellers, and rapid response of the system for emergency status not only dissemination of traffic for traffic but also flood, heavy snowfall, falling rocks, closed-road, collapse, accident and so on. Therefore, highway advisory radio service contributes national highway safety management system to the voice of the nation of user-centered traffic information service.
