추자도 행정선의 필요기능 조사 및 선박 개념설계 (Conceptual Design and Examination of Required Functions of a Public Ship in Chuja-do)

  • 행정선 추자호는 제주시 추자군도 내 유인도서를 운항하는 유일한 교통수단이다. 추자호는 선령이 관공선의 내구연한인 25년이 지나서 안전을 위해 대체 건조가 필요한 상황이다. 또한 현재 추자도에는 응급환자 발생 시 제주시까지 해상수송 수단이 없어서 추자도 주민들은 의료선 기능을 갖춘 행정선으로 대체를 강력히 요구하고 있다. 본 연구의 목적은 추자도 행정선의 대체건조를 위해 행정선이 수행해야 할 기능을 조사하고, 그 기능의 수행에 적합한 대체 행정선의 개념설계를 제시하는 데 있다. 본 연구에서는 선박운항 현장조사 및 선박이용자와 관계기관 종사자를 대상으로 이용자 요구사항을 조사하여 대체 행정선이 의료선 기능을 수행해야 할 필요성을 제시하고, 의료선 기능을 갖춘 행정선의 개념설계를 제시하였다. 본 연구 결과는 지방정부의 행정선 대체 건조사업의 예산편성을 위한 검토 및 선박기본설계로 활용될 수 있으며 도서지역 주민의 교통안전 향상 및 의료환경 개선에 기여할 것으로 기대한다.

해기사 행정처분 현황과 문제점 및 개선방안에 관한 고찰 (Consideration of Improvement Plans about the Current Status and Problems of Administrative Disciplinary Action for the Ship Officers)

  • 항해사나 기관사 등 해기사에 의한 선박운항 과정에서 이들의 과실이나 부주의로 인한 해양사고나 위법행위가 발생한다. 그 결과로 해기사 면허에 대한 행정처분이 따른다. 처분 즉, 면허징계는 올바른 법규와 절차에 따라서 형평성 있게 이루어져야 한다. 하지만, 실제는 그렇지 못한 것으로 나타났다. 이에 대한 현황파악을 위하여 B지방해양수산청에서 2014년부터 2018년까지 5년간 이루어진 737명의 해기사 면허 징계처분 내용을 살펴보았다. 분석내용은 징계처분통보기관, 면허종류, 당시 직책, 징계량, 위반행위, 연도별 처분현황, 징계규정과 절차 그리고 경감규정과 감면 정도 등이다. 분석 결과 관련 규정별 징계량 편차, 징계 규정 미비, 면허종류별 징계 대상자 편차, 징계 경감규정 미비 그리고 선원행정처분심의회 역할 부족 등의 문제점이 식별되었다. 마지막에 드러난 문제점들에 대한 개선방안을 제안하였다. 이 연구는 국내에서 처음으로 해기사에 대한 다수의 실제 행정처분 사례를 분석하고 미비점을 확인하여 개선안을 제시한 것으로, 향후 해기사에 대한 연구나 정책수립에 도움이 될 것으로 기대한다.

  • The purpose of this research is to examine the effect of Servant Leadership and Business Transformation on Corporate Competitiveness and Corporate Sustainability. In this research, Service Innovation is the mediating element. The sample of this study was made up of all ship leaders in all crossings of PT ASDP Indonesia Ferry (Persero), which consisted of 150 Commanders or Chief Commanders (Mualim I). The location of the research is the Vessel PT. ASDP Indonesia Ferry (Persero) is used on all crossings of the company. It is a survey research using questionnaires given to 150 respondents. The validity and reliability were checked using Pearson correlation and Cronbach's Alpha. The analysis used the WarpPLS statistical method and WarpPLS software. The results from this research show that the increased Servant Leadership will improve Service Innovation. Business Transformation developed by PT ASDP has not been able to improve Service Innovation. To our knowledge, there is no study on the concept of comprehensive competitiveness and sustainability involving Servant Leadership, Business Transformation, and Service Innovation in an integrated and simultaneous manner. Therefore, the novelty of this research is the development of concepts or models of Corporate Competitiveness and Corporate Sustainability Theory through Servant Leadership, Business Transformation, and Service Innovation.

An Analysis of Future Ship Operation System under the e-navigation Environment

  • It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

여객선사고의 원인분석 -정책불응의 관점을 중심으로 (An analysis of th cause of passenger ship accident -from the perspestive of policy non-compliance)

  • As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

A Study on the Verification Method of Ships' Fuel Oil Consumption by using AIS

  • Since 2020, according to the International Convention for the Prevention of Pollution from Ships (MARPOL) amended in 2016, each Administration shall transfer the annual fuel consumption of its registered ships of 5,000 gross tonnage and above to the International Maritime Organization (IMO) after verifying them. The Administration needs stacks of materials, which must not be manipulated by ship companies, including the Engine log book and also bears an administrative burden to verify them by May every year. This study considers using the Automatic Identification System (AIS), mandatory navigational equipment, as an objective and efficient tool among several verification methods. Calculating fuel consumption using a ship's speed in AIS information based on the theory of a relationship between ship speed and fuel consumption was reported in several examples of relevant literature. After pre-filtering by excluding AIS records which had speed errors from the raw data of five domestic cargo vessels, fuel consumptions calculated using Excel software were compared to actual bunker consumptions presented by ship companies. The former consumptions ranged from 96 to 123 percent of the actual bunker consumptions. The difference between two consumptions could be narrowed to within 20 percent if the fuel consumptions for boilers were deducted from the actual bunker consumption. Although further study should be carried out for more accurate calculation methods depending on the burning efficiency of the engine, the propulsion efficiency of the ship, displacement and sea conditions, this method of calculating annual fuel consumption according to the difference between two consumptions is considered to be one of the most useful tools to verify bunker consumption.

우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구 (A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels)

  • 이 연구는 우리나라 외항 상선에 승무하는 외국인 선원 관리제도의 현황을 고찰하고 제도상 문제점과 개선방안을 외국인 선원을 고용하고 있는 선주회사와 선박관리회사 그리고 선원관리회사, 관련 단체 대상으로 설문조사 결과를 분석하여 제시하였다. 그 결과로는 첫째 한국 선원과 같이 적용되는 외국인 선원 관련법 및 단체협약 등을 별도로 적용함이 필요하며, 둘째는 외국인 선원 고용정원의 의사결정 주체를 기존 선박소유자와 노동자 단체에서 선박소유자로 변경하거나 혹은 기존 의사결정 주체를 유지한다면 법률을 개정하여 명확히 하여야 하며 또한 외국인 선원 고용정원을 직책별 및 선종별로 지정할 필요가 있다. 셋째는 외국인 해기사 고용 시 선택의 폭을 확대하기 위하여 동유럽, 아시아 국가로의 해기 면허 인정협정을 확대하여야 하며, 넷째는 외국인 선원 고용 및 승선까지 복잡하고 불필요한 행정절차를 간소화하여야 한다. 다섯째는 외국인 선원과 관련된 회사 및 정부 기관, 협회 등 공동으로 외국인 선원에 대한 체계적인 양성체제 구축이 필요하다는 것이다. 동 연구를 통하여 우리나라 외항 상선에 승선하는 외국인 선원에 대한 더욱 효율적이고 체계적인 관리에 이바지할 수 있을 것이다.
