Procedure and Document Format for Requesting Construction of Local Administrative Offices by each Province in the 1930s (1930년대 각도의 지방행정관청사 건축요구 절차 및 문서형식)

  • During the Japanese colonial period in Korea, the Choson Governor-General was a kind of state organ. At that time, for a local administrative office to be built, each province('Do') had to go through a certain administrative procedure and be approved by the Choson Government-General. In addition, it was necessary to receive financial support from the Choson Governor-General in the name of "state assistance" because the financial conditions of each province were not sufficient. To obtain this approval and financial support, the administrative procedure was divided into the first half, where each province requested the construction of a local administrative office, and the second half, where the Choson government-general approved it and supported it financially. There are studies on the first half procedure in 1914 and 1927, which were limited to the new construction of county('Goon') offices among several local administrative offices. This study analyzed the first half of the construction of all local administrative offices in the 1930s.

  • PURPOSES: This study is to find the substantial shortcomings embedded in the government policies and practical administrative processes associated with the Korean Transportation Database (KTDB) and to propose preliminary approaches to overcome. METHODS: Administrative and socioeconomic issues on inefficiency in public and private investment and redemption was found from the literature review. Through the interview of sets of experts and practitioners, a set of faultiness embodied in the administrative procedure utilizing and managing KTDB was found and analyzed. RESULTS: This study found the erroneous administrative elements categorized into four groups: faulty socioeconomic data supporting local governors's optimistic will yielded overestimation of future traffic demand; faulty data incidentally introduced in KTDB burdened traffic demand analysis; unavoidable misuse of KTDB worsened the unstability of KTDB; and apathy to manage the KTDB data deviated systematic management. The proposed includes the alteration of the administrative and technical systems to overcome those shortcomings. CONCLUSIONS : Erroneous administrative elements associated with KTDB should be concerned prior to indicating subsequential faultiness in demand analysis.

A Study on Reconstructing of Local Administrative Districts Using Spatial Analysis and Modeling (공간분석 및 모델링을 이용한 지방행정구역 재설정에 관한 연구)

  • The purpose of this study is to develop an optimization model for reconstructing local administrative districts using spatial analysis and modeling. For this, literature related to reorganization of local administrative systems was critically reviewed and criteria for redistricting were extracted. An optimization model for reconstructing administrative districts was formulated based on these criteria. The model considered three criteria; homogeneity within a reconstructed district, equity among reconstructed districts, and spatial arrangement. Homogeneity for relieving spatial mismatch between administrative and living(economic) boundaries is measured by spatial interaction within a district. Equity among districts is evaluated using population, area, and financial independence. Finally, spatial arrangement is measured by compactness and contiguity. The developed optimization model was implemented using Automated Zoning Procedure(AZP) in GIS environment and applied to a problem aggregating Si-Gun administrative units into broader districts. Application results demonstrate that the model can provide optimal districts according to alternative objective functions.

  • The governmental attitude toward private investment and financing for infrastructure projects has changed from the initial prohibition to the current encouragement in China, which has been embodied in the legal documents and administrative process. However, the problem of identification, bidding, and approval procedure for privately financed infrastructure projects has been observed in policies and administrative measures promulgated by different or even the same government branches, which is prohibitive factors for smooth project implementation. After analysis of the identification, bidding, and approval process of infrastructure projects, the authors proposed a simplified and alternative procedure and clarified the key points of relevant project documents.

Determinants of Patient Satisfaction and Intent to Revisit at National University Hospitals in Korea (국립대학교병원의 환자만족도 및 재이용 의사 결정요인)

  • This study purports to investigate the determinants of patient satisfaction and intent to revisit at national university hospitals in Korea. A total of 8 independent variables for outpatients, 9 independent variables for inpatients, and an intervening variable of overall patient satisfaction were selected through literature review. The independent variables for outpatients contain the level of satisfaction with physicians, nurses, ancillary staff, administrative procedure, medical cost, physical environment, facility convenience. and health recovery. With regard to the independent variables for inpatients, the quality of ward services was added to those of outpatients. Each variable contains 3 to 8 items measuring the level of satisfaction with various aspects of the variable. The sample used in this study consisted of 879 outpatients and 821 inpatients. Data were collected with interview survey and analyzed using path analysis. The major findings of the study are as follows: 1) The following variables have significantly positive effect on the intent to revisit of outpatients: health recovery, overall satisfaction, satisfaction with physicians, and ancillary staff. 2) The following variables have significantly positive effect on the intent to revisit of inpatients: health recovery, satisfaction with nurses and physicians, overall satisfaction, and administrative procedure. 3) The following variables of admission procedure, satisfaction with ancillary staff, facility convenience, quality of ward services were found to have significantly positive effect only on the level of overall satisfaction, even though they do not have significant total effect on the intent to revisit. The results of the study indicate that national university hospitals in Korea should make an effort to improve the satisfactory level of patients with clinical outcome, services provided by physicians, nurses, and ancillary staff, and the quality of administrative procedure for enhancing the intent to revisit of patients.

Review of Consultation Requirements Under Military Air Base Law (군용 항공기지법상의 협의제도에 대한 법적고찰)

  • Current Military Airbase Law, in an effort to promote safety of military aircraft and security of military airbase, requires an administrative agency or its empowered branch to consult with the Secretary of Defense or the commander of the airbase before they issue a certain administrative approval or decision related to the installation. Although this consultation process purports itself in simplifying what can be an protracted administrative procedure, and in unifying objectives of the military and the administrative services, such procedural requirement is vulnerable inevitability of various legal problems whenever there is a conflict of interests among civil, military, government services. Nor is there sufficient studies done by academian in the area of bureaucratic issues of administrative resolution, and certainly not in the area of the military consultation procedure. This article, with such reality in mind attempts to constructively examine 1) when a consultation application is submitted, whether the discretionary power of the commander of the affected airbase is acknowledged at the outset; 2) if the content of the consultation is deemed unlawful, whether a civilian can institute an administrative lawsuit against it; 3) problems about the subject matters of the consultation requirement within the framework of military airbase law; 4) whether the issuing administrative agency must abide by and issue approval or decision in accordance with the opinion proposed by the said commander; 5) the legal problems of the remedial measure such as an order of removal, appellate review, notion to challenge authority, and etc. in cases such as administrative agency ignoring the commanders proposal or issuing final approval or decision that is inconsistent with what was consulted and agreed upon between both parties.

  • In modern society, there is given rise to a lots of environmental controversies. This disputes bring about the social problems. The reason that this kinds of dispute is frequently brought in our society is that our society is democratized and a nation asserts his rights strongly. And also the reason is that there is not enough the legal system which is able to settle such a dispute amicably. The Analysis on the Regional Comparison and Affecting Factors of Customer Satisfaction (고객만족도에 대한 지역간 차이 비교 및 영향요인분석)

  • The main objectives of this study are to compare the regional differences and to analyse the affecting factors of customer satisfaction. The subjects are 9 hospitals(5 Daegu region, 4 Seoul region) patient satisfaction index that were surveyed the 2004 Hospital Accreditation Program performed by KHIDI(Korea Health Industry Development Institute) and MOHW(Ministry of Health and Welfare). The sample used in this study consisted of 450 inpatients and 454 outpatients. The survey instrument is composed of physical environment items, physician factors, nursing staff factors, ancillary staff factors, administrative procedure items, and quality of hospital stay items. And overall satisfaction, intent to revisit, and intent to recommend as dependent variables are measured. Basically, the reliability and validity of survey items was evaluated. And the T-test was performed to compare regional differences of customer satisfaction. Finally to analyse the affecting factors on overall satisfaction, and customer loyalty(intent to revisit and intent to recommend), the multiple regression analysis was used. This study shows firstly, the Daegu region's patient satisfaction level of inpatients and outpatients is lower than Seoul region. Especially, nursing staff factors and quality of hospital stay items are very low on inpatient's satisfaction. Also all independent variables except the sufficiency of goods in hospital stand are very low on outpatient's satisfaction. Secondly, as a result of multiple regression analysis, ancillary staff factors(Beta=0.281) have a significant effect on overall satisfaction of inpatient cases in Daegu region. In regard to intent to revisit and intent to recommend, physical environment factors have a significant effect. Thirdly, in Seoul region, physical environment factors(Beta=0.430) have a significant effect on overall satisfaction of inpatient cases. In regard to intent to revisit and intent to recommend, administrative procedure items and nursing staff factors have a significant effect, respectively. In conclusion, these results indicate that hospitals in Daegu region make an effort to improve the customer satisfaction level, especially, of physical environment factors on inpatients and administrative procedure factors on outpatients

  • The Goon-rearrangement in 1914 caused a significant change in the Goon office buildings' construction in the Japanese colonial period. The aim of this study was to discover the administrative procedure for the construction of them around the Goon-rearrangement and also in the 1910s generally, the Japanese government-general's policy for the construction and the buildings' condition. This study analyzes the official documents for the Goon-rearrangement between the Japanese government-general of Korea and the To, the digital images of the buildings kept in the National Archive of Korea and the newspapers published in 1910s. This paper examines what the effect the construction had under the stance of the Japanese government-general of Korea, which was very passive regarding the construction of new buildings.

Analytical Procedures for Designing an Optimal Noise Hazard Prevention Program

  • Two extreme and one mixed procedures for designing a noise hazard prevention program are discussed in this paper. The two extreme design procedures (engineering-based and HPD-based) yield upper and lower bounds of the total noise control cost, respectively; while the mixed design procedure provides an optimal noise hazard prevention program within a given total budget. The upper bound of the workforce size for job rotation is approximated using a heuristic procedure. Six optimization models are developed and utilized by the mixed procedure to eliminate or reduce excessive noise levels (or noise exposures) in an industrial workplace. The mixed procedure also follows the OSHA’s hierarchy of noise control. A numerical example is given to demonstrate the application of the proposed design procedures.
