Establishment of Administrative District of 'Myeon' based on LinkageAnalysis - Focusing on the Case of Buyeo-gun - (연계성 분석에 의한 행정면권역 설정 - 부여군을 사례로 -)

  • This study established administrative districts of Myeon based on linkage analysis for Chungwa-myeon, Oksan-myeon, Naesan-myeon and Yanghwa-myeon which have the population of less than 2,000 among 15 Myeons in Buyeo-gun, Chungcheongnam-province. As the result of the analysis, it was analyzed that Chungwa-myeon was the most highly linked with Imcheon-myeon. Oksan-myeon had high linkage with Hongsan-myeon while Naesan-myeon had high linkage with Guryong-myeon. Lastly, it was analyzed that Yanghwa-myeon had high linkage with Chunghwa-myeon and Imcheon-myeon. It can be judged that this result comparatively agrees with the local history and policy of Buyeo-gun. Since the average area of a 'Myeon' is much larger than that of 'Dong', it will be difficult to provide administrative services if they are forced to be consolidated based only on population. Thus, it is necessary to establish standards which consider the population and area simultaneously.

  • Background: Cholangiocarcinoma (CCA), a major problem of health in Thailand, particularly in Northeastern and Northern regions, is generally incurable and rapidly lethal because of presentation in stage 3 or 4. Early diagnosis of stage 1 and 2 could allow better survival. Therefore, this study aimed to provide a distribution map of populations at risk for CCA in BuaYai district of Nakhon Ratchasima province, Northeast Thailand. Materials and Methods: A cross-sectional survey was carried out in 10 sub-districts and 122 villages, during June and November 2015. The populations at risk for CCA were screened using the Korat CCA verbal screening test (KCVST) and then risk areas were displayed by using Google map (GM). Results: A total of 11,435 individuals from a 26,198 population completed the KCVST. The majority had a low score of risk for CCA (1-4 points; 93.3%). High scores with 6, 7 and 8 points accounted for 1.20%, 0.13% and 0.02%. The population at risk was found frequently in sub-district municipalities, followed by sub-district administrative organization and town municipalities, (F=396.220, P-value=0.000). Distribution mapping comprised 11 layers: 1, district; 2, local administrative organization; 3, hospital; 4, KCVST opisthorchiasis; 5, KCVST praziquantel used; 6, KCVST cholelithiasis; 7, KCVST raw fish consumption; 8, KCVST alcohol consumption; 9, KCVST pesticide used; 10, KCVST relative family with CCA; and 11, KCVST naive northeastern people. Geovisual display is now available online. Conclusions: This study indicated that the population at high risk of CCA in Bua Yai district is low, therefore setting a zero model project is possible. Key success factors for disease prevention and control need further study. GM production is suitable for further CCA surveillance and monitoring of the population with a high risk score in this area.

The next research that the individual globe plan and development actual condition actual proof and the research which it analyzes system is necessary with base, sees the general operation evaluation of Seoul District unit plan.

The Influence of Community Characteristics on Food Insecurity Korean Adults (지역사회의 특성이 우리나라 성인의 식품불안정에 미치는 영향)

  • Background: This study was conducted to analyze the influence of socioeconomic characteristics of community on the food insecurity under the control of personal socioeconomic factors which may be influence to the food security. Methods: Food insecurity and individual socioeconomic characteristics were obtained from 2012 community health survey. Socioeconomic characteristics of communities were extracted from the data of Statistics Korea and local governments. Personal socioeconomic factors were sex, age, educational status, job, and monthly family income. Socioeconomic characteristics of communities were administrative district (urban vs. rural), senior population rate, degree of financial self reliance, degree of financial independence, portion of welfare budget, number of welfare facilities, and unemployment rate. We analysed the relationships between the food insecurity and socioeconomic characteristics of community using multi-level analysis under the control of personal characteristics. Results: On personal level age, sex, education status, and monthly family income were related with food insecurity. On community level administrative district (urban vs. rural), degree of financial independence, unemployment rate, and proportion of welfare budget among local general government accounts were related to individual food insecurity. Rural area, district with low levels of financial independence, low portion of welfare budget, and greater unemployment rate showed a higher level of food insecurity. Conclusion: To reduce the level of food insecurity in a community it is necessary to decrease the unemployment rate, in addition to providing support from the central government by increasing the proportion of the welfare budget so that both factors contribute to raising the degree of financial independence.

A study on the location and school district of elementary schools at Chongro-gu, Seoul (GIS를 이용한 학군 설정의 시론적 연구 -종로구 국민학교 학군을 중심으로-)

  • This study attempts to examine the location and district of elementary schools at Chongro-gu. For the convenience of the analysis, the data are analysed with the methods of GIS network model. For the purpose data was collected from Statistical Yearbook of Education in 1994 and Census of Housing and Population in 1990. Results may be summarized as follows. First of all, spatial pattern of elementary school at Chongro-gu shows outward diffusion because of problems, rising of land value, and out-migration of population in the area. Secondly, for the analysis of locational situation this paper uses the data such as population of 5-9 age, the number of housing, accessibility, and land value. The location of elementary school is ciassified into 4 types; the best area, better area, worse area, the worst area. The best area is Pyongchana-dong, Buam-dong, and Ewha-dong and the worst area is Chongro 1ga-dona, Chonaro 2ga-dong and Sechongno-dong. Thirdly, the alternative plans of school district are presented for the maximum equity and efficience, and security of school attendantes. The former emphasizes the minimization of commuting distance, the later emphasizes the minimization of the an comfortable facilities such as main streets in school district. Present school district which is based upon administrative dong should be changed to roadbased school district.

A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan (한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로-)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.

Actual Condition of Inconsistency at the Boundary Areas of Administrative Districts (행정구역 경계지역에서의 지적불부합지 실태분석)

  • This research is aimed at offering a fundamental data for the adjustment of cadastral inconsistency of administrative boundary areas from this time onward by analyzing actual conditions of cadastral inconsistency at the study areas by the use of digital topographic map and digital cadastral map of si-gun-gu boundary area. As a result of examining the actual condition of cadastral inconsistency at the surveyed areas, the extent of cadastral inconsistency of the neighboring administrative boundary areas was assessed as ${\pm}3.15m$ of RMSE on X coordinates and also assessed as ${\pm}2.85\;m$ of RMSE on Y coordinates; in addition, RMSE of the neighboring district of the administrative boundary areas on X coordinates was assessed as ${\pm}1.33\;m$, and ${\pm}0.75\;m$ of RMSE on Y coordinates respectively-thus, this research could suggest the fact that there has arisen a lot of cadastral inconsistency areas at administrative boundary areas.

  • Three frequently used documents by researchers on the Japanese colonial period-Classified Police Records of the Japanese Government-General of korea on the Anti-Japanese Movement 舊 朝鮮總督府 警務局 抗日獨立運 動關係 秘密記錄, Trial Records of Gyeongseong District Court 京城地方法院 裁判記錄 and Filed Documents of Gyeongseong District Court 京城地方法院 編綴文書(while the latter two were collected by the National Institute of Korean History, the former was collected by Asiatic Research Institute of Korea University)-are among the same records group that the Prosecutor's Office of Gyeongseong District Court produced through registration and compilation. As contents related to ideology suppression and thought control were numerous, it could be assumed that most of the materials were produced by the 'Department of Ideology' of the Prosecutor's Office. By examining the administrative records of the 1920's within this group, the process of how the 'Department of Ideology' was formed is clearly shown. As ideological movements for Korea's independence and revolution grew, execution of regulations was further expanded by the Prosecutor's Office. Since the mid-1920's, information on ideology had been separated from general information, was routinely collected heavily, and was considered more valuable than the general information. By the end of the 1920's, the term Ideology Prosecutor 思想係 檢事(meaning a prosecutor who specializes in ideology verification) and the named 'Department of Ideology'(思想部) emerged on the records.

  • Administrative works of local governments in Japan always have been led by central government. Local government organizations have gotten used to control of central government, whose organization is divided vertically into divisions. Such organizations as lack of cooperation of each administrative division could not define strategic goal appropriate for their district independently and could not give an efficient and optimized solution to their strategic goal. Under existing management system, it will be difficult for local governments to rapidly adapt to changing society. Under these circumstances, it is necessary for local governments to structure new management system independent on central government's instructions in order to manage appropriately.

  • Due to the rapid development in mobile communication technologies, the usage of mobile devices such as cell phone or PDA becomes increasingly popular. As different devices require different applications, various new services are being developed to satisfy the needs. One of the popular services under heavy demand is the Location-based Service (LBS) that exploits the spatial information of moving objects per temporal changes. In order to support LBS efficiently, it is necessary to be able to index and query well a large amount of spatio-temporal information of moving objects. Therefore, in this paper, we investigate how such location information of moving objects can be efficiently stored and indexed. In particular, we propose a novel location encoding method based on hierarchical administrative district information. Our proposal is different from conventional approaches where moving objects are often expressed as geometric points in two dimensional space, (x,y). Instead, in ours, moving objects are encoded as one dimensional points by both administrative district as well as road information. Our method is especially useful for monitoring traffic situation or tracing location of moving objects through approximate spatial queries.
