도로점용허가 행정업무에 공간정보 활용을 위한 시스템 구축방안 (System Implementation Plan for Applying Spatial Information to Road Occupation Permit Administrative Works)

  • 대부분의 행정업무는 주소를 기반으로 수행하고 있기 때문에, 공간정보는 행정업무 수행에 핵심적인 요소이다. 행정업무에 공간정보를 활용하기 위한 많은 시스템이 구축되어 있으나, 도로점용허가 업무에 공간정보를 활용하기 위한 시스템의 구축에 대한 연구는 이루어지고 있지 않은 실정이다. 본 논문에서는 도로점용허가 행정업무에 공간정보를 활용하는 시스템의 구축방안을 다룬다. 시스템 구축방안은 업무분석, 활용 시나리오 도출, 시스템의 기능도출, 그리고 데이터마트 구축방안을 포함한다. 첫째, 업무편람 분석을 기반으로 도로점용 업무의 프로세스 및 각 프로세스를 구성하는 활동을 정의하고 도식화 한다. 둘째, 도출된 업무 활동 중 공간정보가 활용 될 수 있는 시나리오를 도출한다. 셋째, 도출된 업무 프로세스 및 공간정보 활용 시나리오를 시스템으로 만들기 위한 서비스의 기능을 도출한다. 마지막으로 본 시스템에 사용될 공간정보의 데이터마트 구축방안을 수립한다. 본 연구에서 제안하는 시스템 구축방안은 응용 아키텍처 및 데이터 아키텍처의 일부를 포함한다. 추후 시스템을 구축하려면 하드웨어 아키텍처와 소프트웨어 아키텍처의 구성방안이 추가로 연구되어야 할 것이다.

행정실무사 제도의 효율적인 운영을 위한 개선 방안 탐구 (Exploring Ways to Improve Operation on the System of Administrative Executive Staffs)

  • 본 연구는 행정실무사 제도 운영 실태에 대한 교원들과 행정실무사들의 인식을 분석함으로써 효율적인 운영방안을 탐색하기 위한 것이다. 이를 위해 경기도내 초 중등학교 교원들과 행정실무사들을 대상으로 FGI를 실시하였다. 연구 결과, 교원들과 행정실무사들은 제도 도입의 필요성을 공감하고 있었으며, 교원업무경감 효과에 대해 긍정적인 인식을 하고 있었다. 운영 실태에 대해서는 업무분담은 '일방적', '자발적', '협의'의 방식으로, 업무성격은 '교원지원'과 '잡무'로 구분하고 있었으며, 업무분장에 대한 행정실무사들의 불만과 구성원들 간 갈등이 나타나고 있었다. 제도 시행의 성과로는 교원역량 강화, 행정실무사들의 정체성 확립, 수업 중심으로의 학교문화변화가, 문제로는 업무분담 기준의 모호성, 업무분담 시스템 부재, 구성원들의 역량 부족, 구성원들 간 소통 부재, 형식적 연수로 나타났다. 개선방안에 대한 결론으로 교사전문성 향상을 위한 학교문화로 변화, 교장 리더십의 중요성, 학교현장의 실상을 반영한 업무분장 마련, 행정실무사들에 대한 동료의식 강화, 역량강화를 위한 맞춤식 연수 제공의 필요성을 제시하였다.

상수도 요금 과징업무 기계화 처리에 대하여 (A study on EDP of water Rate Billing procedures)

  • Comparing with Seoul city's other administrative works, the work to arrange and collect monthly water rates with 470,000 faucets is tremendous in volume and simple repetition in quality. In order to cover the shortage of handling, it is urgent for us to replace the present manual system with EDP(Electronic Data Processing) system to mechanize a series of handling works of simple repeated calculation such as water consumption, rate calculation, statistics arrangement, bills and specification of water rate by computer. When this work is completely mechanized, inspectors of water meter just turn over their checking results to the Data Center and all data are processed through Input Media(OMR Card, Punched Card) and computer for programming final bills. Then, the delivery of the bills to citizens will be the only work to be carried out. such mechanization will bring about the following benefits: 1. Improvement of administrative work by efficiency and rationalization. 2. Improvement of administrative service with people. 3. Possibility of scientific with trustworthy multi-purpose policy-making data. 4. An effect to cover the personnel shortage of 252 persons (at all the water works offices) and save manpower of 166 persons (47,619 man-days). The application of the above mentioned mechanization will be started to only Chongro and Chung-ku water works offices as model cases out of all water works offices in Seoul. As the electronic calculating machines are inducted, this system will be gradually applied to other water works offices. The billing and collection works of water rates which are connected directly to the daily life of the citizenes, should be handled by the scientific EDP system as soon as possible in order to promote the convenience of consumers and effective operation. This study is to promote the sound and rational operation of this work.

조선시대 조경공사의 제도적 측면에 관한 연구 (A study ion the administrative system of landscape construction during Chosun-Dynasty)

  • The purpose of this study is to investigate the administrative system of landscape construction during Chosun-Dynasty. This study is based on the analysis of historic documents including the Codes and the Chronicles published during Chosun-Dynasty. The landscape construction controlled by government during Chosun-Dynasty was mainly undertaken by the government office titled "Seon-Gong-Gam" undr the Ministry of Industry. There were two functions of the "Seon-Gong-Gam" : one was construction including building and landscape, the other was the supply of materials and technicians to the field of constructino work. The construction function was carried out through government office titled "Cha-Mun-Gam" was in charge of the construction works of inside Chang-Dog Palace, while "Five Units" classified by work were responsible for the works of outside Chand-Dog palace in Han-Yang. In view point of the activities and responsibilities of the above two divisions, : "Cha-Mun-Gam" and "Five Units", it is concluded that one of the functions of "Seon-Gong-Gam" was to construct and manage the royal gardens.

조선 후기 원유의 영선체제와 과정에 관한 연구 (A Study on the System and Process of the Construction and Management for the Royal Garden and Landscape in the Late Choson Dynasty)

  • The construction and management of the royal garden and landscape were the most significant project in Choson Dynasty. The kind of the royal garden and landscape were the rear garden of the palace, the groves of the royal shrine and orchard, etc. As the important project of the country, these constructions were controlled by the administrative system without division into the fields of engineering, building and landscaping. The purpose of this study is to investigate the administrative system. In particular, this study is focused on the construction and management of the royal garden and landscape in Hanyang from the 18th century to the late 19th century. This study is based on the analysis of historic documents and a survey of the relics. The results were summarized as follows : 1) The administrative system of the construction and management of the royal garden and landscape was composed of the government offices under Industry Board as a permanent organization - Yongjosa, Santaeksa, Chunchonsa, Songonggam, Changwonso - and Togam as a temporary organization. In addition to these organizations, there were Revenue Board, Ceremony Board, Military Board, which served as supporting organizations. The control of the construction and management of the royal garden and landscape was held by decision makers, executors of works and management. 2) The general process of the construction and management of the royal garden and landscape included Sangji and Kyuho다 as the first step; In case of buildings and facilities, according to former examples and drawings, the most of the planning and design was already fixed. In the case of landscape, those things aimed at construction according to the existing lie of the land. The works in the 2nd step; This process was divided into the construction of facilities and planting. In case of construction of facilities, those works were done by Togam and Songonggam. The high cost works were carried out through Togam and normal repairing works were completed by Songonggam. In case of planting, those works were carried out through Chunchonsa and the military. The management in the 3rd step; This process was done by two parts like the process of works. In case of facilities, management was done 효 the officers of Pongshim. In case of groves of newly - planted trees, this management was done by Tongsanbyonlgam and Tongsanjik who served cultivation and harvest of fruit trees as an expert.

국내의 마을만들기 지원제도 활성화방안에 관한 연구 - 한국과 일본의 제도 비교분석을 중심으로 - (Promotion Plans for the Maeul-mandeulgi Supporting System in Korea - Focusing on the Comparative Analysis of the systems in Korea and Japan -)

  • This study compares and analyzes the supporting system used in Korea and Japan to facilitate the development of maeul-mandeulgi supporting systems. And the results of comparison and analysis are as follows: First, it needs to establish the separate legal system in the city planning system and to enact the local more local autonomous ordinances to complementarily connect with the administrative system. Second, an exclusive department should be organized under direct control of the local government head. Third, the maeul-mandeulgi support center should hire the full-time employees including the experts and civil officials who are not relevant with administrative works, and the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the maeul-mandeulgi project, and to look for a source of financial resource instead of depending on the budget of the administrative organizations.

병원행정부서인력의 업무수행수준분석 (Performance of Administrative Personnel in Hospitals)

  • The hospital is characterized by it's remarkable labor industry and human resources input by unit. Recently, the administrative personnel are recognized as important staff to provide a hospital guidance to consumer and also easiness for consumer's visit to hospital. The objectives of this study is to find the performance of the administrative personnel in hospitals. The unit of analysis is the hospitals and data was collected form 144 staffs in 5 hospitals. Self administered questionnaire was given to analyze the general characteristics of staft such as age, sex, education, experience, and performance level in terms of frequency, ability, necessity of tasks. The major findings are as follows: 1. The 5 major tasks such as general affairs, insurance related affairs, hospital statistics, admission/discharge, and analysis of treatment cost were analyzed. Performance level of these tasks were not showed consistent level. It means that the same task was showed both high level performance and low level one. 2. The higher rates of performance level, ability and necessity were found, below 29 years of age, junior college graduates and university hospital than that of general one. 3. Factors mostly affected to performances were found as characteristics of hospital, age and education. 4. Concerning the various manpower management, On the job training, incentive mechanism and colose relationship among units were somewhat lack. In conclusion, most responded administrative personnel have performed actively in dealing with their tasks. however, the performance level and ability of the same task were showed differently, it means that such routine works were not standardized. Therefore, standardization and specification of tasks should be developed to strength the performance. Finally, this study is the first attempt to find out the performance of the administrative staffs and the study results imply that further study could be neeed to promote the performance of administrative personnel efficiently and effectively.

위성영상기반 전자주제도 작성 및 관리시스템 개발 - 산림행정업무지원서비스를 사례연구로 - (Developing the Satellite Image based e-Thematic Construction and Management System -Case Study of Supporting Forest Administrative Service-)

  • 최근 전자지도 제작의 기술적 발전과 국가기본지리정보 성공적인 구축은 우리나라 지리정보의 현황을 전산화 하고 과학적인 국토관리의 기반이 되고 있다. 하지만, 우리 생활 주변의 다양하고 세부적인 지리정보를 처리 및 갱신, 관리과정에는 여전히 미약한 점이 많으며 관공서에서는 아직까지도 세부적인 지리정보관리를 종이지형도 또는 약도 기반의 관리카드 작성 방법에 의존하고 있다. 본 연구에서는 최신의 공간정보기술인 GIS, GPS, 위성영상 기술을 통합하여 산림 관공서의 업무별 지리정보 관리를 사용자 중심의 도면정보로 제작하고, 구축된 GIS DB를 직접 조작, 분석, 출력가능한 "정밀 전자주제도 작성 및 관리시스템 개발"을 개발하였다. 이를 위한 사례연구로는 제주도 지역의 고해상 위성영상을 이용하여 산림관련 종이 지도 형태의 공간자료를 위치 정확도가 높은 래스터와 벡터 형식의 전산화파일로 전환하고 이를 이용하여 실무 위주의 다양한 주제도 구축을 쉽고 간편하게 하였다. 아울러 공간정보와 속성정보 통합, GPS 현장 데이터의 관리, 멀티미디어정보와의 연동 등의 기능을 통하여 실무자들의 효율적인 산림행정 업무지원을 위한 e-mapping component를 개발하였다. 향후 본 시스템에서 개발된 전자주제도 제작 및 관리기법은 다양한 형태의 업무지원 및 의사결정을 위한 유사 응용시스템 개발에 요소기술로 사용가능하리라 기대된다.
