  • The recent push for healthcare reform has caused healthcare organizations to focus on ways to streamlined processes in order to secure high quality care as well as reducing costs. Healthcare enterprises involve complex processes that span diverse groups and organizations. These processes involve clinical and administrative tasks, large quantities of data, and large number of patients and personnel. We propose the mobile-based workflow system of passable communication as an important factor in the B2B healthcare. Based on the above proposal the workflow system of business process was designed and implemented on the basis of Java, UML and XPDL.

An Analysis of Nursing Work of Operating Room Nurses (수술실 간호사의 간호업무 분석)

  • Purpose: The purpose of this study was to identify nurses' duties and tasks for job analysis of the nurses in the operating room. Methods: This study was descriptive investigation research using the 3-point likert scale questionnaires and the level of importance, difficulty and the frequency of each duty and task were analyzed. Data were collected by 422 OR nurses from 57 hospitals. Results: Job of OR nurses included 13 duties and 105 tasks. The 13 duties were 'management of operative patient' 'assistive work for operation' 'supportive work for operation' 'infection control in OR' 'management of equipments and instruments for operation' 'administrating medicine for operation' 'supplies management for operation' 'safety management for operation' 'environmental management for operating room' 'administrative work for operation' 'education for operating room personnel' 'development of operation procedure books' and 'elf development of OR personnel' Conclusion: This study identified duties and tasks performed by OR nurses. Based on these results, the importance, frequency, and difficulty in this study will provide research evidence for developing training programs for OR nurses.

  • Background & Objectives: Health management is performed at enterprises under the Industrial Safety and Health Act. At small and mid sized enterprises, the reality is that health management is poorly performed due to the shortage of resources, professional knowledge, and administrative capabilities, as well as the lack of recognition by company presidents, and generation difference. Purpose: The purpose of this study is to Provide basic materials to complement the future health management model by researching the extent of performing health-related tasks at small and mid sized enterprises and analyzing the related factors. Methods: The survey subjects were 130 small and mid sized enterprises nationwide which had received health management support from the Korean government. The data were collected using a systematic questionnaire at the companies from September 2005 to November 2005. The respondents were the Personnel for healthcare tasks. Results: The results indicate that the extent of performing health management tasks at the companies was significantly different in the working environment and task management field in terms of industry types and in the fields of the establishment of an industrial health system as well as working environments and task management in terms of regions. Also, a multiple regression analysis was performed step-by-step in order to research the factors that affect the execution of health management tasks at small and mid sized enterprises.

  • A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department's modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

  • The purpose of this case study was to analyze the promotion background, development process, business content and organizations of rural social enterprises in Japan and Korea, to examine the similarities and differences of the two countries in social purpose, independence of management, creation of regional economic cycle and administrative role, and to present policy tasks for development of social economy and social enterprise in rural area. the Policy tasks are as follows; construction of community-based social economy, social financial support strengthening, the empowerment of rural social enterprises and the efficient management of internet shopping mall for increase in sales.

  • This study aims to analyze the court ruling on "Inter-Korean Summit Meeting Minutes Deletion," identify how the established requirements, concept, and scope for the records prescribed in the Public Records Management Act are applied in actual cases, and summarize the future tasks. It analyzes the "approval theory" as the point of establishment for records by the ruling means and how the meaning of approval is determined, and examines the difference between the e-jiwon System and the On-Nara System to understand the meaning of ruling clearly. Moreover, it analyzes how the "Invalidity of Public Documents Crime" in Article 141 in the Criminal Act influences record management. Based on such comprehensive case analyses, the study proposes what tasks the administrative agencies such as the National Archives of Korea and the Ministry of the Interior and Safety should perform.

Role and Task of Nurses in the Visiting Health Services at the Public Health Center: Focusing on the Elderly (노인대상 보건소 방문건강관리사업 간호사의 역할과 직무)

  • Purpose: The purpose of this study was to analyze the role and tasks of nurses who were working for the elderly in the visiting health services at the public health centers. Methods: Literature reviews, two rounds of meetings with 5 experts and a two-round Delphi technique with 15 experts were performed in this study. Results: The nurses' role and job analysis revealed 5 roles, 16 duties and, 71 tasks. The nurses' roles, including discovery and registration of households/groups in visiting health service in the community, case manager, administrative management, program planning, operation and evaluation, and development of job competency. Sixteen duties included client registration and management, need assessment and plan establishment, education, consultation and support, seasonal health care, prevention and monitoring of infectious diseases, basic nursing care, chronic disease management, linkage and utilization of resources, team cooperation and coordination, home environment management, monitoring and support for intervention outcomes, evaluation, administrative management, program planning, operation and evaluation, development of professional competency and, adoption of fourth industrial revolution technology. Conclusions: Based on the results, the government should provide sufficient nursing personnel to provide universal preventive health services for the elderly and a job training program to perform these roles well.

A Study on the Development of a Model for Providing Traditional Korean Medicine and Welfare Services for Community Care

  • Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.

An Analysis on the Unified Policy of the Administrative System for the Public Library: Focusing on the First and the Second Comprehensive Library Advancement Plan (도서관 행정체계 일원화 정책 분석 연구 - 제1, 2차 도서관발전종합계획을 중심으로 -)

  • The purpose of this study is to investigate the importance and validity of the unified policy of the administrative system for the public library through the analysis and evaluation of the outcomes and plans about the policy on the first and second Comprehensive Library Advancement Plan. In addition, this study seeks to the strategies for the public library administrative system unification by reviewing the issue details of the unification strategies. The first Comprehensive Library Advancement Plan was found to be just proclamatory without concrete and practical results through its performance analysis. The policy tasks were evaluated to lack in feasibility and specificity in the second Comprehensive Library Advancement Plan which was performed on a group of library professionals. Policy decision to determine who would be responsible for the unification into the local government was found to be valid by the results of previous research findings, policy evaluation by experts and in-depth interview survey for field practitioners. Substantial and detailed action-oriented strategy rather than bluffing and macro policy is necessary for the unification of the library administrative system. It is because we have found there exist significant issues in terms of unified approach, structure of the organization, personnel transfer and grade adjustment, property transfer, etc. through the analysis.

The Collection and Transfer of Public Records and the Role of the Archivist (공공기록물의 수집·이관과 아키비스트의 역할)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.
