행정정보 공동 활용의 현황과 성과에 관한 연구 (An Analysis of Public Agencies' Sharing Administrative Information: Current Status and Future Prospects)

  • The development of IT has contributed a lot to enhancing administrative efficiency. In particular, it enabled administrative agencies to be able to upgrade the effects and efficiency of public services by saving unnecessary time, labor, and equipment that might surely occur in delivering routine services in repetition. As the concept of governance and knowledge-based administration assumes a pivotal value in the 21 century administrative innovation, sharing information among agencies is a key to building effective governance system. However, current extent of sharing information in public agencies is below the level of expectation and thus the need exists for the steps to making information shared more widely and effectively among public agencies. This paper gives a snap shot on the extant status of information sharing among public agencies and seeks ways to facilitate it from the perspective of electrical government.

행정기관의 정보보호 담당인력을 어떻게 관리할 것인가? (How Do We Manage the Information Security Workforce of the Administrative Agencies?)

  • The career development of information security workforce affiliated in administrative department is very different from workforce affiliated in private companies. Their career development attempts are made not by voluntary motivation but by involuntary job movement by the principle of internal relocation. So they are not directly linked to monetary compensation or advancement. Due to the nature of the organization, their work attitude is very passive and there is little intention to turnover. They do not need professionalism, but they must be retrained according to the law. In this paper, we investigate and analyze the roles and responsibilities of information security workforce of each administrative department. And we do questionnaire survey to find out current roles and responsibilities of them will not affect the demand for retraining. Through these research, we would like to discuss how to manage information security workforce affiliated in administrative departments.

소방기관의 조직 개편에 관한 연구 (A Study on the Reorganization of Fire Service Agencies)

  • In this study, We analyzed that organization of fire service agencies, personnel management and firefighting activities. As a results, Many problems were found out, about ratio of administrative to firefighting personnel, retirement age, promotion, employment, Etc. T herefore, In order to carry out there mission faithful in disasters scene, We proposed that reduction of the number of administrative firefighter, abolition of the employment system candidates for fire executive positions, reducing of the retirement age and changing of the promotion system.

행정형 ADR의 현황과 개선방안 (Existing Situation and Improvements of Administrative ADR)

  • Administrative ADR to solve new problems has the characteristics of a new project, hence ADR is established and operated with a lack of human and material resources in the process of introducing administrative ADR. Therefore, it is preferred to resolve conflicts by less costly counseling and mutual agreement before mediation. When we try to settle the disputes through administrative ADR at the stage before mediation, it causes problems for the neutrality and impartiality of the dispute settlement procedures. In this case administrative ADR systems should introduce devices that ensure the impartiality of the process. In some issues becoming social problems, relevant administrative agencies are inclined to establish ADR systems. If ADR systems become available, a person who may use ADR services may have some trouble grasping ADR institutions because he/she can hardly distinguish their business affairs. By subdividing administrative affairs, when the disputes have the issues that touch on various fields of the affairs, parties in the disputes have to take ADR procedures one by one in all ADR-related institutions. This may lead to too heavy a burden on the disputing parties, furthermore forcing them to give up the remedies of their rights. For more efficient ADR operations, it is necessary that the institutions which set up and operate ADR systems should actively exchange and cooperate with one another. They need to forge and strengthen the solidarity between administrations and courts. The administrative agencies which run ADR themselves have to build up the devices for preparing human resources and material facilities for administrative ADR.

지방행정체계 개편에 따른 농촌지도조직의 대응방안 연구 (A Study on the Countermeasures of Agricultural Extension Service Agencies by Reorganization of Local Administrative System)

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

중앙행정기관의 정보공개제도 운영 현황 및 개선 방안 연구 (A Study on the Improvement of the Information Disclosure System in Central Administrative Agencies)

  • 본 연구는 중앙행정기관의 정보공개제도 운영의 문제점을 파악하여 보다 효과적인 정보공개제도를 운영하기 위한 개선방안을 제시하는 것이 목적이다. 이를 위해 문헌조사에 의한 이론적 연구와 기관별 정보공개제도 운영 현황, 설문조사에 의한 실증적 연구를 병행하여 문제점을 도출하였다. 도출한 문제점에 대한 개선방안으로는 정보공개 전담 부서 설치 및 업무 증가에 따른 인력 배치 등의 제도 개선, 통일성 있고 표준화된 사전정보공개제도 운영 지침의 필요성, 원문정보공개제도 교육 횟수의 확대 등이 있다.

범부처 공공보건의료인력 관리조직의 필요성과 과제 (Creation of a central public healthcare human resources management department to coordinate existing agencies)

  • Purpose : The aim of this study is to review the current status of healthcare provision and its human resources administrative management and propose a coordinated human resource management plan for the more efficient operations of healthcare organizations. Methods : We reviewed the literature and held discussions with officials from the United States Department of Health and Human Services to survey United States Public Health Service Commissioned Corps operations. In addition, we surveyed the literature to analyze the current structure and responsibilities of governing bodies involved in public healthcare in Korea. Results : In Korea, there are several administrative offices involved in public health: the Ministry of Health and Welfare, the Ministry of Defense, the Environment Ministry and others. Since these diverse agencies don't integrate their operations, it is difficult to grasp their management of both public healthcare services and their personnel. A potential model is the United States Public Health Service Commissioned Corps, a sub-group of the Department of Health and Human Services and an elite team of highly qualified, public health professionals, which coordinates and manages the overall work and personnel of diverse healthcare organizations. Conclusion : We suggest the establishment of a federal level, public health administrative department of human resource management to centralize and coordinate the existing, disparate healthcare administrative agencies.

세종시 이전 중앙행정기관의 기록관 운영 방안 검토 공간 및 업무의 공동 운영을 중심으로 (A Study on cooperation of Record Center following relocation of Central Administrative Agencies focusing on collective management of space and function in Record Center)

  • 2011년부터 중앙행정기관을 포함한 148개의 공공기관이 지방으로 이전하고 있다. 2012년 9월 14일에는 중앙행정기관 중에서 국무총리실이 첫 번째로 세종시 이전을 시작하였고, 연말까지 국무총리실을 포함한 6개 중앙행정기관과 6개 소속기관이 세종시 이전을 완료할 예정이다. 공공기관의 지방 이전과 관련하여 기록공동체 영역에서는 기록관 이전 문제를 고민해야 한다. 현재 대부분의 공공기관 기록관이 시설, 인력, 장비 등을 제대로 갖추고 있지 않은 현실을 감안할 때, 자칫 기록관 이전이라는 당면과제를 충분히 해결할 수 있을지 의문이다. 본고는 지방 이전 기록관의 현황분석을 통하여 이전 시 발생할 수 있는 대표적인 문제점을 파악하고자 하였다. 분석 대상 기록관은 이전을 완료하였거나 2012년에 세종시로 이전 예정인 중앙행정기관으로 하였고, 해당 기록관에 정보공개청구 및 개별접촉 방법을 통하여 필요한 자료를 확보하였다. 수집된 자료를 분석하여 기록관 이전에 따른 문제점을 확인하였고, 기록관 이전을 계기로 기존의 기록관 환경보다 개선된 사례가 있는지 확인하였다. 또한 기관 이전을 계기로 우리나라 기록관 체제의 현실적인 한계(전담인력 부족 및 미확보, 시설 공간 예산 부족 등)를 개선할 수 있는 방안을 제안하였다.

  • 『공공기록물 관리에 관한 법률』이 제정된 2007년부터 이미 행정정보시스템이 전자기록생산시스템에 포함되었으며, 행정정보 데이터세트는 전자기록물의 한 유형으로 관리 대상임이 명시되었다. 특히 최근 시행령의 개정으로 행정정보 데이터세트 관리기준표를 기반으로 한 기록관리가 법제화된 상황 속에서, 본 연구는 공공기관의 행정정보시스템과 관련된 단위과제를 분석하고 유형별 보존기간 책정 현황을 파악하였다. 이를 위해 국가기록원의 직접관리기관과 재난관리 책임기관 49개 기관으로부터 36개 공공기관의 기록물 분류체계를 수집하여 행정정보시스템과 관련된 단위과제를 판별하였다. 선별된 824개 단위과제를 유형에 따라 대·소분류로 구분하고 보존기간을 비교, 분석하였다. 본 연구를 통해 도출된 문제점과 개선방안이 향후 행정정보 데이터세트 관리기준표를 작성하기 위한 기초자료로 활용되길 기대한다.

  • In Japan, 24th May 2013, the Act on the Use of Numbers to Identify a Specific Individual in the Administrative Procedure (From now on referred to as the My Number Act) had raised. My Number system is used to confirm that information on individuals possessed by multiple agencies such as administrative agencies and local governments are information of the same person. In this paper, we analyzed the all item assessment report of the Specific Personal Information Protection Assessment conducted in local governments in Japan, etc. We investigated two directions: (1) Adequacy of risk assessment and measures, (2) Reuse of the Assessment Report.
