생활공감정책의 운영성과와 발전방안 (Performance and Development of Life Sympathy Policy)

  • 본 연구는 생활공감정책 추진 및 운영의 성과와 문제점들을 분석하고 그 활성화 방안을 제시하는 데 목적이 있다. 이를 위하여 문헌연구, 실증조사 등을 병행 하였다. 분석결과 생활공감정책의 문제점은 담당부서의 혼재로 인한 혼란, 홍보 부족, 주부모니터단의 정체성 부족 및 지속성의 불확실, 주부모니터단에 대한 통일된 운영지침 부재, 주부모니터단 활동 및 운영에 대한 평가 부족 등이다. 생활공감정책을 활성화시키기 위해서는 제도적 측면 및 운영적 측면의 활성화가 필요하다. 먼저 제도적 측면의 활성화 과제는 관련법의 정비, 조직의 강화, 담당 인력강화, 모티터단 참여범위 확대 등이다. 운영적 측면의 개선방안으로는 정책의 통합성 연계성 강화, 정책의 평가 및 환류기능 강화, 생활공감정책의 활성화 환경조성, On-line을 통한 운영시스템 강화 등이 필요하다. 이 부문의 활성화를 통해 주부들의 아이디어를 정책에 활용과 더불어 정부정책에 주부들이 참여 활성화는 21세기 한국의 발전에 많은 공헌을 할 수 있을 것이다.

고령친화 요양산업 활성화 정책의 인과구조 분석 (Analysis of Causal Structure of Aged-Friendly-Care Industry Activation Policy)

  • 본 연구는 고령친화 요양산업을 대상으로 정책의 활성화시킬 수 있는 요인과 전략방안들을 도출하는 것이 연구의 목적이다. 분석방법은 DEMATEL기법을 통해 주요 요인들 간의 인과성을 분석하였다. 이는 고령친화 요양산업을 구성하는 활성화 요인 및 그 요인 간의 관련이 복잡 불명확한 것을 정책강화의 우선순위 도출을 통해 보다 명확하게 확인하고자 하였다. 분석결과 종합강도가 가장 높게 나타난 활성화 요인으로는 식사서비스(22.095)가 가장 종합강도가 높은 것으로 분석되었다. 그리고 다음으로 건강증진시설(19.97), 건강관리(17.726) 등의 순으로 높게 나타났다. 가장 낮은 요인은 스포츠(15.896)이다. 따라서, 이러한 요인의 개선 및 증진을 위해서 시설요양서비스, 재가요양서비스, 예방지원서비스와 밀접한 연관성을 가지고 지속적인 정책방안을 모색하여야 할 것이다.

농촌지역 개발정책의 변천과정과 특성에 관한 연구 (A Study on the Change Process and Characteristics of the Development Policy for Rural Areas)

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

간호사들의 임상근무의 어려움 관련 주요 요인과 임상근무 활성화 방안 분석 - 현장에서 근무하는 간호사 대상 - (The main difficulties related factors of nurses' clinical work and clinical work plan activation analysis - focus on the nurses working in the field -)

  • The purpose of this study is to investigate the degree of difficulty and turnover of nurses working in the field and to derive clinical work activation and supply policy improvements. Data was collected from December, 2014 to January, 2015, from 23 hospitals, and participants were 3,887 nurses working in the field, Survey details : the difficulty of the clinical work of nurses working in hospitals, turnover intentions status and policy proposals for clinical research work enabled General characteristics, difficulties in clinical working, turnover intention and clinical work plan activation are frequency analysis. The difference between each of the variables in accordance with the general characteristics are one-way ANOVA analysis, Correlation analysis of the variables is also a Pearson correlation coefficients. 'difficulties in clinical working' was a statistically significant difference depending on the type of hospital, nursing class, number of beds, location, age, position, employment, gender, working form, working department, salary, career, and degree level. 'turnover intention' was a statistically significant difference depending on nursing rate, number of beds, region, age, position, sex, shifts, departments, annual income, and career. 'policy recommendation' was a statistically significant difference depending on type of hospital, nursing rate, age, position, employ, shifts, departments, annual income, degree level and career 'difficulties in clinical working' is 'turnover intention' (p<.001), 'policy recommendations' (p<.001) and had a significant positive correlation. and 'turnover intention' had a "policy recommendation" significant positive correlation with the relationship (p<.001) The most difficulties point of the nurses working in the field are the environment, such as shift, urgent and dangerous. Major policy proposals are improve treatment such as wages, and welfare.

성수동 수제화 산업 활성화 정책의 효과 평가 (Evaluation on the effectiveness of the activation policy for Seongsu handmade shoes industry)

  • The purpose of this study is to conduct a comprehensive and objective evaluation on the effectiveness of the activation policies for the Seongsu handmade shoe industry and to suggest the direction of more effective future policies using the results. The list of the activation policies for the Seongsu handmade shoe industry was investigated and awareness, appropriateness, effectiveness, and satisfaction were measured from the representatives of the Seongsu handmade shoe companies via an off-line survey. A total of 61 usable data sets were statistically analyzed. Based on the evaluation result of the policies, a focus group interview with 6 representatives of the Seoungsu handmade shoe industry was conducted to investigate the causes and effectiveness of the policies and the problems pertaining to those policies. The awareness, effectiveness, and satisfaction of the policies were evaluated as negatives, while the appropriateness of the policies was evaluated as a positive. The manufacturers of the handmade shoes evaluated policies that improve the environment of the workplace higher and evaluated the handmade shoes education policy lower than the distributors and raw materials suppliers. The problems with the activation policies for the Seongsu handmade shoes industry were found to be structural problems, issues with the implementation of the policies, and that the fact that the policies did not reflect the reality of the industry.

한방 공공의료의 활성화에 관한 연구 - 공중보건 한의사의 활동을 중심으로 - (A Study on Activation of Oriental Medicine in Public Health Sector : The role of Oriental Public Health Physicians)

  • From 1998, Oriental Medical Physicians(OMP) is distributed in Public Health Sector. but long term plan for Oriental Medicine in Public Health is not existed. So, this study is designed for the activation of OMP Subjects in this study were comprised 3 groups of oriental medicine related persons, the group of which are Students of 11 Oriental Medical Schools, Oriental Medical Physicians in Public Health Sector, Specialist Croup of Oriental medicine Policy(total 1,458 persons). Data were collected from July 1st to November 30, 1999. Direct interview with key persons, systematic interview by using of interview protocol, e-mail and facsimile have been conducted. The results of survey were coded by Excel 5.0, and analysed with SAS 6.12 statistical package. Inter-group difference determined by T-test, and descriptive statistics have been examined. Major findings can be epitomized as follows. 1) OMP disposition to multifarious organizations and institutes such as Public Health Centers, Public Health Sub-centers, Public Hospitals, Private Hospitals in Remote-Vulnerable Area, Community Social Welfare Centers, Institutes for Heath Policy Research, etc, will promise an effective use of Oriental Medical Physician. 2) Average number of patients treated by OMP was 22.8, average budget for oriental medical department, in which OMP were affiliated, was 39.6 million Won per year. Direct cost per every patient visit was 7,210.9 Won, which is considered expensive for public health service. Therefore, development and transformation for Oriental Medical Service in Public Health Sector is desirable in economic and political aspects. 3) It is recommended that ${\ulcorner}Advisory\;Committee{\lrcorner},{\ulcorner}Planning\;Commission\;for\; Public\;Health\;in\;Oriental\;Medicine{\lrcorner}$ should be established for the activation and for the support of Oriental Medical Physician in Public Health Sector, 4) Most effective programmes for oriental public health doctor are health service programmes for the elderly, Home health visit, chronic degenerative disease control services(p<0.001). 5) Standard guideline for facilities and equipments of Oriental Medicine Department in Public Health Center is needed for optimal supply of resources and activation of public health activity.

지역경제활성화를 위한 충청북도 허브정책수립 및 적용에 관한 연구 (Study on the herb policy and its application of Choongbuk for the activation of local economy)

  • This study surveys the herb industry, which plays an important role in the economy activation of the advanced countries, and by which Choongbuk, as one of local authorities, makes the first attempt in Korea. It describes the direction of the policy and application, came to a conclusion as follows. 1. Choongbuk is arranging a Herb garden as the first step in connection with the exsiting plan, It could be highly rated because there has been no example yet in korea and therefore it could involve risks. 2. The selection of site will be decided by the Do-authorities considering traffic network and accessibility. Therefore Shi and Gun authorities could have a passive and formal attitude for this policy. 3. The size of the herb garden, by modeling Japanese and European herb garden, will be 15000 pyung(4545m), From the point of view it is a start, the herb garden has still tasks to solve, e.g. lack of experience, organizational and technological problems.

육아지원정책에 따른 가정보육시설의 운영방향 (Prospect of Family Day-care with regard to the National Policy of Child-rearing Support)

  • As the fertility rate of Korea has recently decreased to the lowest level in the world, the recognition of the needs for social support for the child-care has been increased. This resulted in the announcement of National Policy of Child-Rearing Support in 2004. This study attempted to propose the activation of the family child-care for the preparation of the introduction of the National Policy of Child-Rearing Support. Using literature review and interview, the following research questions were addressed. Firstly, the actual situation of the family child-care was compared with that of the other types of child-care. Secondly, the policies of child-rearing support and the family child-care systems in other countries such as United Kingdom, Sweden and Japan were introduced. Finally, activations of the family child-care were discussed in terms of the introduction of the National Policy of Child-Rearing Support. The results of this study implies that the family child-care in Korea is different from that of other countries as well as other types of child-care in Korea. Also, it suggests that key factors of the activation of the family child-care in Korea are to identify as the small, informal and family-like child-care, to differentiate as the infant-care and non-standard time child-care from other types of child-care, and to increase the level of professionalization. In conclusion, family child-care should become an alternative for the low fertility problem.

한국 정부의 고령친화산업 활성화 정책의 가능성과 한계: '제1-3차 저출산·고령사회기본계획(2006-2020)'을 중심으로 (The Possibility and Limitation of Age-friendly Industry Activation Policy of the Korean Government: 'From the First to Third Plan for Ageing Society and Population (2006-2020)')

  • 본 논문의 목적은 한국 정부가 인구 고령화 문제에 대응하고자 저출산 고령사회위원회를 통해 제시한 고령친화산업 활성화 정책 분석을 통해 한국의 고령친화산업 발전을 위한 함의를 제공하는 것이다. 이를 위해 제1-3차 저출산 고령사회기본계획에 제시된 고령친화산업 활성화 정책 중에서 한국 노인의 대표 3대 고통 완화와 직접적으로 관련된 정책을 분석 자료로 하여 그것의 구체적 내용, 공통 핵심 논리와 그 타당성을 분석해 정책적 이론적 함의를 도출했다. 분석 결과, 제1차 기본계획은 경제적 빈곤 문제 완화, 제2차 기본계획은 신체적 건강 문제 완화, 제3차 기본계획은 신체적 건강 문제와 심리적 외로움 문제 완화와 관련된 정책을 제시하였고, 이들은 공통적으로 논리적 한계를 지닌 성공적 노화와 활동적 노화 개념에 기반 해 있었으며, 분야의 협소함, 내용의 부실함, 정책의 불연속성을 띠고 있었다. 이상의 분석 결과는 연속성을 담보한 고령친화산업 활성화 정책이 내실 있고 다양해져야 하며, 성공적 노화의 탈-맥락성의 한계 및 소비자본주의와의 선택적 친화성, 활동적 노화의 예방 중심성, 노인의 (비)심리적 자원의 사회성, 사회투자국가 관련 리에이블먼트의 한계로부터 정책적 함의뿐만 아니라, 노화의 모델화를 통한 이분법적 노화 인식의 한계를 넘어 노화에 대한 사회 구성적 시각이 필요하다는 이론적 함의도 제공해주고 있다. 끝으로, 본 논문의 한계와 함께 필요한 후속 연구를 제안했다.
