Analysis of Labor Market Activation Policy and Its Employment Outcomes: the Effects of Employment and Tailored Social Service Provision (한국의 노동시장 활성화 정책 특성과 취업 성과: 취업지원서비스와 맞춤형 사회서비스 중심 정책의 비교)

  • This article aims to analyze main features of activation policy and compare major programmes in terms of their impact on employment performances in Korea. Since the introduction of National Basic Living Security Act in 2000, a series of activation policies have been in place for social assistance recipients, low-income employees, and youth unemployed by means of providing tailored employment and social services via in-depth counselling and case management. These activation policies carry both enabling and demanding elements: requiring programme participation in exchange for public assistance benefit receipts on the one hand, and providing various social services to remove barriers to employment through case management on the other hand. Therefore, it merits attention to analyze how various features of activation programmes affect employment outcomes, the effectiveness of delivery system and policy instruments as well. In analyzing employment outcomes of activation policy of which main characteristics lie in provision of employment and social services, this article points out the features and policy instruments of the activation policy that contribute to labor market entry of public assistance recipients and low income employees. In addition, it also delineates the determinants of exit from benefit receipts. Results from statistical analysis show that activation policy with intense employment service helps both benefit recipients and low income employees enter into the labor market at a faster rate. However, tailored social service provision enables social assistance recipients to exit from benefit receipts. These results suggest theoretical and policy relevant implication in regards to redesigning the delivery mechanisms and service instruments of activation policy.

Bike Transportation Activation Policy through Carbon Emission Trading (탄소배출권 거래를 고려한 자전거 활성화 정책)

  • OBJECTIVES : Currently, the market for carbon emissions trading has been increasing. In Korea, it is known that traffic mode rate in bike transportation is low. However, if bike transportation system is encouraged and the traffic mode rate is increased, it would be possible to reduce carbon emissions through the trading market. In this study, a practical policy to activate the bike transportation system in Korea will be proposed and verified. METHODS : Past studies regarding bike transportation system in international and domestic metropolitan cities were analyzed. Moreover, detailed reviews on recent carbon emissions trading market were performed. In particular, SWOT analysis on the bike transportation system in Korea and policy topology analysis were conducted. RESULTS : Based on the literature reviews and SWOT analysis, a new bike transportation policy was proposed. Several actual plans to adopt in Korea were proposed. In addition, a new bike transportation policy was analyzed using policy typology model, and a business model related to the cost of implementing the system and CERs were also proposed. CONCLUSIONS : It is concluded that the proposed bike transportation activation policy and several practical plans to connect CERs and a business model including bus, subway, T-money and bike riders to give some incentive were effective and reasonable. It is desired that this study will help Korea to get CERs through bike transportation activation in the future.

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

  • The region activation have attracted much attention of politician, government, scholar, local residents and so on, but it is very difficult and delicate. The policy of Inje-Gun government are jump into the lucrative tourism, the strong agriculture, the comfortable welfare and the attentive administration. But the present status is very poor. Economic self-supporting index is only 19%. The policy will achieve by increase of economic self-supporting. I am going to propose some item for region activation in Inje-Gun. The items are medicinal garden construction, green tourism, local festival, residents increase and so on.

  • This study examines the status and characteristics of domestic island tourism, analyzes the progress of the island tourism policy that has been promoted to date, and presents the direction of domestic island tourism activation policy by comparing with the case of Japan which is similar to the social and institutional environment. It is necessary to develop a systematic level to integrate and promote the island tourism policy dispersed in many ministries, and to develop the level and scale of policy that can be driven by island residents.

  • Nowadays Korea, where the elderly comprise 11.7 percent of the population had approached to an aging society. In these situations, the purpose of this study is to investigate a employment policy directives of a senior for the employment activation. For this study. we divided the employment policy with a law aspect, a programmatic aspect and a social aspect. And researched about the employment policy case of advanced countries. In the law aspect, this study suggested that they should extend age-limited, strengthen the law and unify the policy actors. In the programmatic aspect, this study suggested that they should change the program goal, make diversification of programs and expand the education students. In the social aspect, this study suggested that they should promote the cognizance change and private participation about senior policy. This study was conducted for the employment activation of a senior.

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

  • This study intends to propose a policy plan for the activation of the Busan Blockchain Regulation-Free Zone, which is selected by the government's comprehensive negative regulation policy. Unlike Europe and the United States, Korea is based on a positive regulation and aims at suppression, not activation. The Korean government proposed a transition to "comprehensive negative regulation" as a groundbreaking regulatory innovation policy to solve the problems of positive regulation. For this implementation plan, seven regulation-free zones were selected. Busan was selected as the Blockchain Regulation-Free Zone, and secured an opportunity to revitalize the stagnant regional economy based on the blockchain. This study is a policy study for the activation of the Busan Blockchain Regulation-Free Zone, and aimed to propose a method to create an industrial ecosystem with the discovery of a Busan-specific Blockchain service that can be commercialized in the Regulation-Free Zone.

  • The purpose of this paper is to analyze the activation methods of GIS industries through GIS industry current issue analysis in Korea to provide as following. First of an in order to analyse current GIS industries, there are three divisions as follows: existing GIS industry, new technology GIS industry, and commercial GIS industry. The existing GIS industry includes survey industry, municipality UIS and remote sensing. The new technology GIS industry has telematics industry, LiDAR industry, ubiquitous industry, LBS industry, internet, and u-city industry. The commercial GIS industry consists of civilian request GIS industry and spacial data distribution industry. The national geographic information industry contains problems and directions of the 1st, 2nd NGIS and 3rd NGIS plan direction policy. These classified GIS industries present various problems of policies and invaluable results for the future GIS industry activation directions as follows: Presence of the GIS contents technologies win be the most important core for the GIS industry activation related to IT839 policy of the government in Korea.

  • This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.
