PURPOSES: The aim of this study is to analyze overloading control effectiveness of enforcing overweighted vehicles using HS-WIM (High-Speed Weigh-in-Motion) at main lane of expressway. METHODS: To analyze the weight distribution statistically, HS-WIM system should has an appropriate weighing accuracy. Thus, the weighing accuracy of the two HS-WIM systems was estimated by applying European specifications and ASTM (American Standards for Testing and Materials) for WIM in this study. Based on the results of accuracy test, overweight enforcement system has been operated at main lanes of two expressway routes in order to provide weight informations of overweighted vehicle in real time for enforcement squad. To evaluate the overloading control effectiveness with enforcement, traffic volume and axle loads of trucks for two months at the right after beginning of the enforcement were compared with data set for same periods before the enforcement. RESULTS: As the results of weighing accuracy test, both WIM systems were accepted to the most precise type that can be useful to applicate not only statistical purpose but enforcing on overweight vehicles directly. After the enforcement, the rate of overweighted trucks that weighed over enforcement limits had been decreased by 27% compared with the rate before the enforcement. Especially, the rate of overweighted trucks that weighed over 48 tons had been decreased by 91%. On the other hand, in counterpoint to decrease of the overweighted vehicle, the rate of trucks that weighed under enforcement limits had been increased by 7%. CONCLUSIONS: From the results, it is quite clear that overloading has been controlled since the beginning of the enforcement.
본 논문은 점검진단 보고서의 데이터에 기반한 교량의 내하율 추정 모델의 판별 정확도 분석 결과를 보여준다. 내하율 추정 모델은 2,161건의 점검진단 보고서 수집을 통해, 통계적 방법에 의해 도출하였다. 교량의 제원 및 유지관리 정보를 입력하면 해당 교량의 추정된 내하율을 확인할 수 있다. 추정 내하율 모델의 판별 정확도를 검증하기 위하여, 데이터 확보가 되어 있는 공용중 교량 164개소에 대해 추정 내하율과 점검진단 보고서 상의 내하율을 비교하였다. 교량 형식별로 차이가 있지만 추정 내하율 판별 정확도 80% 이상의 결과를 도출하였다.
Short-term electric load forecasting of power systems is essential for the power system stability and the efficient power system operation. An accurate load forecasting scheme improves the power system security and saves some economic losses in power system operations. Due to scarcity of the historical same type of holiday load data, most big electric load forecasting errors occur on load forecasting for the holidays. The fuzzy linear regression model has showed good accuracy for the load forecasting of the holidays. However, it is not good enough to forecast the load of the election day. The concept of the load variation rate for the load forecasting of the election day is introduced. The proposed algorithm shows its good accuracy in that the average percentage error for the short-term 24 hourly loads forecasting of the election days is 2.27%. The accuracy of the proposed 24 hourly loads forecasting of the election days is compared with the fuzzy linear regression method. The proposed method gives much better forecasting accuracy with overall average error of 2.27%, which improved about average error of 2% as compared to the fuzzy linear regression method.

Many Structural Health Monitoring (SHM) methods have been proposed for structural damage diagnosis and prognosis. However, SHM for pinched hysteretic structures can be problematic due to the high level of nonlinearity. The model-free hysteresis loop analysis (HLA) has displayed notable robustness and accuracy in identifying damage for full-scaled and scaled test buildings. In this paper, the performance of HLA is compared with seven other SHM methods in identifying lateral elastic stiffness for a six-story numerical building with highly nonlinear pinching behavior. Two successive earthquakes are employed to compare the accuracy and consistency of methods within and between events. Robustness is assessed across sampling rates 50-1000 Hz in noise-free condition and then assessed with 10% root mean square (RMS) noise added to responses at 250 Hz sampling rate. Results confirm HLA is the most robust method to sampling rate and noise. HLA preserves high accuracy even when the sampling rate drops to 50 Hz, where the performance of other methods deteriorates considerably. In noisy conditions, the maximum absolute estimation error is less than 4% for HLA. The overall results show HLA has high robustness and accuracy for an extremely nonlinear, but realistic case compared to a range of leading and recent model-based and model-free methods.
Purpose: The main function of INS (Inertial Navigation System) is to measure the position of an armed vehicle and its performance is confirmed through the positioning accuracy test of Korean Defense Standards (KDS). The current standards, however, do not provide clear test methods and the conditions for performing positioning accuracy tests. Accordingly, the purpose of this study is to develop a new method for positioning accuracy test which would be effective. Methods: In this study, a new INS positioning accuracy test method is suggested based on the analysis of test data collected through a statistical experiment known as central composite design. For the positioning accuracy experiment of K105A1, a self-propelled artillery, two factors of driving velocity and driving distance are considered. Results: Based on the analysis of experimental data, a regression model for the positioning error is fitted and the positioning accuracy test of INS is so developed to maximize the positioning error. The standard proximity rate is used as an additional test criterion to evaluate the performance level of INS. Conclusion: The proposed new positioning accuracy test for INS has the advantage of finding the nonconforming items effectively. It is also expected to be utilized for the other similar INS positioning accuracy tests.
In this paper, we propose two rate control algorithms for multi-view extension of HEVC with two rate control algorithms adopted in HEVC and analyze the multi-view rate control performance. The proposed multi-view rate controls are designed on HEVC-based multi-view video coding (MV-HEVC) platform with consideration of high-level syntax, inter-view prediction, etc. not only for the base view but also for the extended views using the rate control algorithms based on URQ (Unified Rate-Quantization) and R-lambda model adopted in HEVC. The proposed multi-view rate controls also contain view-wise target bit allocation for providing the compatibility to the base view. By allocating the target bitrates for each view, the proposed multi-view rate control based on URQ model achieved about 1.83% of average bitrate accuracy and 1.73dB of average PSNR degradation. In addition, about 2.97% of average bitrate accuracy and 0.31dB of average PSNR degradation are achieved with the proposed multi-view rate control based on R-lambda model.
Background: Patient-controlled analgesia (PCA) has been widely used as an effective medical treatment for pain and for postoperative analgesia. However, improper dose errors in intravenous (IV) administration of narcotic analgesics from a PCA infusion pump can cause patient harm. Furthermore, opioid overdose is considered one of the highest risk factors for patients receiving pain medications. Therefore, accurate delivery of opioid analgesics is a critical function of PCA infusion pumps. Methods: We designed a microbalance method that consisted of a closed acrylic chamber containing a layer and an oil layer with an electronic balance. A commercially available infusion analyzer (IDA-5, Fluke Co., Everett, WA, USA) was used to measure the accuracy of the infusion flow rate from a commercially available smart PCA infusion pump (PS-1000, UNIMEDICS, Co., Ltd., Seoul, Korea) and compared with the results of the microbalance method. We evaluated the uncertainty of the flow rate measurement using the ISO guide (GUM:1995 part3). The battery life, delay time of the occlusion alarm, and bolus function of the PCA pump were also tested. Results: The microbalance method was good in the short-term 2 h measurement, and IDA-5 was good in the long-term 24 h measurement. The two measurement systems can complement each other in the case of the measurement time. Regarding battery performance, PS-1000 lasted approximately 5 days in a 1 ml/hr flow rate condition without recharging the battery. The occlusion pressure alarm delays of PS-1000 satisfied the conventional alarm threshold of occlusion pressure (300-800 mmHg). Average accuracy bolus volume was measured as 63%, 95%, and 98.5% with 0.1 ml, 1 ml, and 2 ml bolus volume presets, respectively. A 1 ml/hr flow rate measurement was evaluated as 2.08% of expanded uncertainty, with a 95% confidence level. Conclusion: PS-1000 showed a flow accuracy to be within the infusion pump standard, which is ± 5% of flow accuracy. Occlusion alarm of PS-1000 was quickly transmitted, resulting in better safety for patients receiving IV infusion of opioids. PS-1000 is sufficient for a portable smart PCA infusion pump.
In wireless sensor networks, increasing the sensing rate of each node to improve the data accuracy usually incurs a decrease of network lifetime. In this study, an energy-adaptive data compression scheme is proposed to efficiently control the sensing rate in an energy-harvesting wireless sensor network (WSN). In the proposed scheme, by utilizing the surplus energy effectively for the data compression, each node can increase the sensing rate without any rise of blackout time. Simulation result verifies that the proposed scheme gathers more amount of sensory data per unit time with lower number of blackout nodes than the other compression schemes for WSN.
Generally, inaccurate reports on environmental issues occur due to various factors. The purpose of this study was to find out a way to enhance accuracy of environmental reporting. So the reporters' career and college major had been compared to the accuracy of their articles. The by-lined environmental articles in nine dailies published in 1991 were checked. Results of this study were as follows. (1) Inaccuracy rate in environmental articles was 54.2%. Inaccuracies appeared 1.7 times per an article, while the average frequency of inaccuracies in overall articles was 0.9 time. (2) Errors in the articles consist of 65.8% of subjective inaccuracies and 34.2% of subjective inaccuracies. They derive from the false usage of terminology(15.8%), misquotation(14.5%), incorrect statistics(13%), exaggeration(13%), inaccurate title(7.9%), and false comparison(5%), (3) Inaccuracy rate by the type of articles was 66.7% in columns, 60% in feature stories, 54.5% in-depth stories, 40.9% in straight news, respectively. (4) Inaccuracy rate by the specific field was shown 71.4% in environmental impacts (5) According to the result of chi-square test analysis, there were no statistically significant differences of inaccuracy rate and of subjective, and objective, and objective inaccuracies relevant to the period of reporters' career covering environmental reporting and the nature of articles, and college major.
In precision farming, proper calibration and operation of a variable rate machine are critical to reduce input of agrochemicals and to ensure productivity and quality of agricultural products. As an effort to introduce precision farming to rice production in Korea, a pneumatic granular applicator was developed. This investigation intended to evaluate the application performance such as application accuracy, application uniformity and to suggest how to adjust the blow-heads to get uniform application pattern, and to suggest a practical way of adjustment of the blow-heads for uniform application. Tests to evaluate the application performance were conducted. The application uniformities (CV) in both transverse direction and longitudinal direction were less than 15% and application accuracy was greater than 81%. A simple method for adjusting the inserting length of blow-heads was suggested.
