A Study on Strategies for Enhancing Transparency of Domestic Construction Industry through Foreign Cases (해외사례를 통한 국내 건설산업의 투명성 제고에 관한 연구)

  • The interrelation of integrity degree and country competitive power was known as high. But, according to the CPI announcement of Transparency International, the domestic Corruption Perceptions Index ranked 5 points, as being corrupt. It was investigated that the corruption level of Korea was getting worse most in the construction sector. In this way, it is emergent and inevitable to improve the transparency in the construction industry, accounting for 25-54% of the total corruption cases in our society. Transparency International has opened to the public the source data, utilized in the CPI measures in 2010. In the case of Korea, the 9 data of 6 organizations were utilized. According to the PERC, the corruption level of the private sector in Korea has been estimated as the worst among the 16 countries. In this context, this paper analyses the corruption level of Korea by utilizing the source data of the Transparency International CPI. And it aims to comprehend structural problems in the construction industry and to suggest implicative countermeasures through out the anti-corruption activities in the world. It propose finally an improvement of the structural causes in the construction industry, a promotion of effective punishment against corrupt practices, a reinforcement of the transparency management in the construction sector, etc.

Early Production of Large-area Crop Classification Map using Time-series Vegetation Index and Past Crop Cultivation Patterns - A Case Study in Iowa State, USA - (시계열 식생지수와 과거 작물 재배 패턴을 이용한 대규모 작물 분류도의 조기 제작 - 미국 아이오와 주 사례연구 -)

  • A hierarchical classification scheme, which can reduce the spectral ambiguity and also reflect crop cultivation patterns from past land-cover maps, is presented for the purpose of the early production of crop classification maps in large-scale crop areas. Specifically, the effects of mixed pixels are minimized not only by applying a hierarchical classification approach based on different spectral characteristics from crop growth cycles, but also by considering temporal contextual information derived from past crop cultivation patterns. The applicability of the presented classification scheme was evaluated by a case study of Iowa State in USA with time-series MODIS 250 m Normalized Difference Vegetation Index(NDVI) data sets and past Cropland Data Layers(CDLs). Corn and soybean, which are major crop types in the study area and also display spectral similarity, could be properly classified by applying different classification stages and accounting for past crop cultivation patterns. The classification result by the presented scheme showed increases of minimum 7.68%p and maximum 20.96%p in overall accuracy, compared with one based on purely spectral information. In addition, the combination of temporal contextual information during classification was less affected by the number of NDVI data sets and the best overall accuracy of 86.63% was achieved. Thus, it is expected that this classification scheme can be effectively used for the early production of large-area crop classification maps in major feed-grain importing countries.

  • Spatio-temporal distribution patterns of the major dominant species were assessed from bimonthly monitoring of macrotidal flat in Cheokjeon, Incheon, Korea between September 1990 and July 1992. Overall, macrofauna comprised a total of 111 species, 25,491 inds.136 ㎡. The result of Le Bris index, dominance ranking of the lead-ing species showed that the top 15 species accounting for 74.8% (19,072 inds.) of total density. In Cheokjeon tidal flat, some species were especially habitat-restricted such as genus Nephtys (Annelids; Polychaetes) and Mac-rophthalmus (Crustaceans; Decapods). Based on the density data, the five dominant species were the polychaetes Het-eromastus filiformis, the bivalves Mactra veneriformis and Solen strictus, the brachyurans Macrophthalmus japonicus, the holothuriodeans Protankyra bidentata. The results of one-way ANOVA, mean value of H. filiformis and M. ven-eriformis did not show significant changes with tidal elevation and sediment composition (p>0.05). But, other species (S. strictus, M. japonicus and P. bidentata) showed significant variations (p<0.001). In conclusion, these indicate significant spatial fluctuation with tidal elevation and sediment characteristics in some species.

Distribution Characteristics of Alien Plants by Wetland Types in the Ecologically Outstanding Wetlands of South Korea (국내 생태우수습지의 유형별 외래식물상 현황 및 특성)

  • Wetlands are vulnerable to biological invasion by alien species, because they function as sinks that accumulate excess water, sediments, nutrients, and other contaminants from the surrounding watersheds by disturbance. In this study, to understand the status and characteristics of the alien plants based on the type of wetlands, we classified 24 ecologically outstanding wetlands and analyzed the status of alien flora. A total of 130 alien plants were found in the wetlands, accounting for 11% of the total plant species. Among them, the Asteraceae species was the most diverse, with 40 species. Erigeron annuus and Oenothera ordorata had the highest frequency of occurrence. The species richness of alien plants in the riverine and lacustrine wetlands (average: 30 species) was higher than that in the mountainous palustrine wetlands (average: 10 species). The same results were found in the naturalization index, urbanization index, and ratio of annuals and biennials, which indicate the degree of artificial interference. In the cluster analysis, the riverine and lacustrine wetlands were combined, and only the mountainous palustrine wetlands were separated. The number of alien plants is remarkably low in the mountainous palustrine wetlands, and it is considered to be the influence of Erigeron strigosus, Symphytum officinale, and Bilderdykia convolvulus, not found in the other types of wetlands. In particular, invasive alien plants such as Aster pilosus, Ambrosia trifida, Sicyos angulatus, Ambrosia artemisiifolia var. elatior were found intensively in the riverine wetlands. Therefore, it is considered that a methodical management is urgently required considering the dispersal of alien plants in the riverine and lacustrine wetlands with high artificial interference.

Debt Issuance and Capacity of Korean Retail Firms (유통 상장기업들의 부채변화에 관한 연구)

  • Purpose - The aim of this paper is to investigate the explanatory power of the Pecking-order theory (the cost of financing increases with asymmetric information) among Korean retail firms from the perspective of debt capacity. According to the Pecking-order theory, a firm's first preference is to use internal funds for its capital needs, its next preference is the issuance of debt, and its last preference is the issuance of equity; this is due to the information asymmetry problem between existing shareholders and investors. However, prior empirical studies, such as Lemmon and Zender (2010), argue that the entire sample test for the Pecking-order theory could be misleading due to the different levels of debt issuance capability of each of the individual firms; in fact, they confirm that the explanatory power of the Pecking-order theory improves after taking into account the differences in debt capacity of the U.S. firms they examined. This paper implements a case study approach among Korean retail firms to examine the relationship between debt capacity and the explanatory power of the Pecking-order theory in Korea. Research design, data, and methodology - This study uses the sample of public retail firms on the Korea Composite Stock Price Index (KOSPI) from the time period of 1990 to 2013. We gather related financial and accounting statements from the financial information firm WISEfn. Credit rating information is provided by the Korea Investor Service. We employ the models of Lemmon and Zender (2010) and Son and Kim (2013) to measure a firm's debt capacity. Their logit models use the rating dummy variable as a dependent variable and incorporate other firm characteristics as independent variables to estimate debt capacity. To test the Pecking-order theory, we adopt variants of the financing deficit model of Shyam-Sunder and Myers (1999). In the test of the Pecking-order theory, we consider all of the changes in total debt obligations, current debt obligations, and long-term debt obligations. Results - Our main contribution to the literature is our confirmation of the predicted relationship between debt capacity and the explanatory power of the Pecking-order theory among Korean retail firms. The coefficients on financing deficits become greater as a firm's debt capacity improves. This is consistent with the results of Lemmon and Zender (2010). The coefficients on the square of the financing deficits are also negative for the firms in the largest debt capacity group, which is also consistent with the predictions in prior literature. Conclusions - This study takes a case study approach by examining Korean retail firms. We confirm that the Pecking-order theory explains the capital structure of retail firms more appropriately, after taking into account the debt capacity of each firm. This result suggests the importance of debt capacity consideration in the testing of the Pecking-order theory. Our result also implies that there has been a potential underestimation of the explanatory power of the Pecking-order theory in existing studies.

  • The dam operation system of KOWACO for flood control doesn't have capability to account for the downstream hydrologic conditions and any feasible index to decide the pre-release from the forecasted rainfall and inflow. In this study, a dam operation model for flood control was developed to account for the flood flow condition of its downstream to give users the dam release schedules. Application test of EV ROM to Keum River showed that EV ROM is superior to the Rigid ROM and Technical ROM which are currently used by KOWACO. EV ROM developed in this study provides a release schedule accounting for the cumulative lateral flow hydrograph at the downstream control points where the discharge does not depend only on the dam operation. but also on lateral inflow from the tributaries. In order to reduce the peak discharge at the control points, it suggests the preliminary release during the early rising phase of the predicted hydrograph, holding the flood flow inside the dam during a peak phase, and afterward resuming the release. Three case studies of flood control by the operation of Daechung Multipurpose Dam in Geum River Basin show that the EV ROM is superior to the Rigid ROM and Technical ROM. This must be due to its nature to account for the downstream flow condition as well as the inflow and water level of the dam. It was also conceived that further case studies of EV ROM and more accurate rainfall prediction would improve the dam operation for flood control.ontrol.

Clinical and Symptomatic Correlates of Alexithymia in Schizophrenia (정신분열병의 감정표현 불능증과 관련된 임상 및 증상 요인)

  • Objectives : This study looked at the symptoms of alexithymia in schizophrenia and their association with clinical variables and schizophrenic symptomatology. Methods Consecutive fifty eight inpatients with DSM-IV diagnoses of schizophrenia completed 26item version of Toronto Alexithymia Scale (TAS), Symptom Checklist-90-Revised(SCL-90-R), and Positive and Negative Syndrome Scale(PANSS). Results : Authors did not find any correlation between scores of PANSS and TAS. However, all the subscale scores of SCL-90-R were significantly correlated with total score of TAS. Also, 'difficulty identifying and deistinguishing between feelings and bodily sensations' and 'difficulty describing feelings' significantly correlated with SCL-90-R subscale scores. 'Reduced daydreaming' had mixed findings and 'externally oriented thinking' did not correlate. Multiple regression model included Global Severity Index of SCL-90-R accounting 28.2% of variance for TAS scores. Conclusion : These findings together with discrepancy in results between objective and subjective tests suggest that alexithymia in schizophrenia may have two constructs, 'difficulty to describe and communicate feelings(state)' and 'externally oriented thinking(trait)' Authors suggest further study needs to confirm construct validity of TAS in this population.

Research on Characteristics Classification of Regional Operation System of the Shared Research Instrument: Exploratory Case Study of Gyeonggi Region, Korea (지역 연구 공용장비 운영체계 개선을 위한 특성 분류 연구: 경기도 지역에 대한 탐색적 사례연구를 중심으로)

  • This study aims to draw the characteristics of the regional operation system of the shared research instrument service, which contributes to the R&D investment efficiency by the avoidance of duplicated research instrument investment and the enhancement of the network collaboration. So from the perspective of technology infrastructure policy and regional innovation system, Gyeonggi region of Korean metropolitan area has been analyzed for the case study. The case study has been conducted by 2 step process of within-case analysis and cross-case analysis. Firstly, the characteristics of operation system of the shared research instrument have been examined through various research methods. Secondly, in the cross-case analysis, the examined issues and problems have been organized by the matrix of 3 organizational governance characteristics and 4 issues to facilitate the regional policy approach. The issues deducted by the cross-case analysis have been deducted as (1) 'usage fee charge system', 'relevant method for the performance index and measurement of the instrument service management' for the regional policy led case, (2) 'performance management issue', 'financial and managerial accounting system for the instrument operating division', and 'change of budget support scheme' for the joint operation case and lastly (3) 'usage facilitation after the expiration of research lab support project' for the university led case.

A Study on the Relevance between Voluntary Information Disclosure and Effective Tax Rate (자발적 정보 공시와 유효법인세율 간의 관련성 연구)

  • This study examines the relationship between voluntary information disclosure and the effective tax rate using Investor Relation (IR) as the proxy for the level of the firm's voluntary information disclosure, and effective corporate tax rate as the proxy for the level of tax avoidance. This study considers sample data from 1,396 firms listed on the Korea Composite Stock Price Index (KOSPI) from 2011-2014. The results of this study are as follows: Investor Relation (IR) had a positive correlation with effective corporate tax rate. This result got on with the result of additional analysis using extra measurement of effective corporate tax rate. According to these results, we expect that firms featuring greater voluntary information disclosure report enhanced business performance. This study contributes understanding how Investor Relation (IR) affects tax avoidance. We hope that this study can promote the development of capital markets and provide good news to investors for firms that have greater information disclosure.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.
