  • According to the Ministry of Employment and Labor's statistics on occupational fatalities in South Korea, more than half of the fatalities in the past five years have occurred in the construction industry. The stuck-by and caught-in-between accidents associated with construction equipment is the major source of fatalities from construction sites. In order to prevent such accidents in construction sites, the government has spent lots of efforts including proposing the "special law on construction safety" and encouraging the implementation of new technology for accident prevention. However, numerous accidents are still occurred at construction sites and further efforts are still required. In this manner, this study developed a collision prevention technique that can prevent collision between equipment and worker by recognizing location and type of the nearby objects through ultrasound scanning. The study conducted a pilot experiment and the analysis results demonstrate the feasibility of achieving high performance in both object recognition and location estimation. The developed technique will contribute to prevent collision accidents at construction sites and provide the supplemental knowledge on developing automated collision prevention system for construction equipment.

  • Purpose: This study aimed to conduct a scoping review of studies on interventions for the prevention of safety accidents involving infants. Methods: The scoping review method by Arksey and O'Malley was used to conduct an overview based on information spanning a wide range of fields. Multiple electronic databases, PubMed, CINAHL, RISS, and KISS, were searched for articles written in English or Korean published from 2012 to the present on safety accident prevention interventions. A total of 2,137 papers were found, and 20 papers were ultimately analyzed. Results: Most studies were conducted in the United States (55.0%) and in the medical field (45.0%), and most were experimental studies (35.0%). The results were organized across five categories: 1) preventive precautions, 2) characteristics of children's developmental stages, 3) encouraging voluntary participation, 4) continuity of interventions, and 5) teaching methods. Conclusion: Safety accident prevention interventions should cover the establishment of a safe home environment, include voluntary participation, and provide routine follow-up interventions. Additionally, practical training and teaching methods that incorporate feedback rather than a lecture-oriented approach should be adopted.

  • In this paper, accidents caused by humans are collectively referred to as human error accidents. According to Korea Gas Safety Corporation's GIMS(Gas Incident Management System), which compiles gas accident statistics, 5,756 human error accidents occurred over the 32 years since 1990, accounting for 89% of all gas accidents(6,420 cases). By type of personnel, there were 1,630 cases of construction errors in installation(lack of blocking measures, etc.), 1,408 cases of user negligence, 947 cases of intentional accidents, 636 cases of supplier negligence, 347 cases of accidents involving other construction workers, and 338 cases of simple leaks. Overheating fires accounted for 218 cases, followed by traffic accidents with 184 cases. During the same period, the number of casualties due to human error accidents was 7,429(564 deaths, 4,691 injured), accounting for 89% of the 8,363 casualties from all accidents. This paper analyzes trends in the occurrence of gas accidents caused by human errors, draws implications, and suggests prevention measures to use as reference material to prevent recurrence of similar accidents and establish accident prevention plan.

  • Notorious press machine bothers employers by causing so many industrial accidents which are mostly of caught-in or between type. In 2008, press machines caused 1665 cases of such type of accidents, which reached about 11% of all those. Even though various approaches has been adopted to prevent those press machine accidents, up to now, no one was found to be satisfactory. In this study, two kinds of companies, accident-occurred and accident-free by press machine, were surveyed to find out positive and negative factors for accidents prevention. 400 companies which experienced accidents in 2008 and 200 companies which did not experience accident at all during the same period were selected for this survey. Most of these companies are small companies that employ less than 50 employees. Even though small companies are exempted from legal obligations to have a safety management system for accident prevention, we surveyed about safety management systems of those companies because of its crucial importance for accident prevention including whether they appointed safety managers and various supervisors. Awareness and efforts for safety of employers and employees were also measured. Results were analysed by the method of cross tabulation analysis. Main findings of this study are as follows. Most accident-occurred companies did not appoint any safety manager or supervisor. While it is recommended that the workplace of high accident rate have a safety manager. In addition, as less employers' effort for safety was made in accident-occurred companies in order to prevent accidents during press processing, the author proposes an amendment to the relevant law. Finally, the most referred reason for the negligence of hazard is the cumbersomeness in installing safeguards.

  • Purpose: The purpose of the study was to develop educational materials on field practice safety based on existing field practice data and accident cases regarding vocational high schools and apply them to identify their impact. Methods: The existing data, accumulated since 2010, on field practices of vocational high schools were analyzed, and educational materials regarding field practices were developed by six experts. 195 students in three vocational high schools were surveyed before and after being taught with the materials. The survey asked about their knowledge of industrial safety and health and attitudes toward industrial safety and health. Results: As a result of the study, harmful environments for field practices of vocational high schools were physical, chemical, ergonomic, and emotional labor, and the consequences were accidents, death by overwork, musculoskeletal diseases, etc. The materials covered students' rights and how to respond to workplace accidents in the 1st round, how to organize a workshop in the 2nd round, workplace safety and health signs in the 3rd round, prevention of musculoskeletal diseases in the 4th round, management of physical risk factors in 5th round, management of hazardous chemicals in 6th round, wearing and managing protective equipment in 7th round, first aid depending on the situation in the 8th round, CPR and defibrillator in the 9th round, sexual harassment in the 10th round, and prevention of sexual violence in the 11th round. After completing the education, their knowledge of industrial safety and health increased significantly from 6.52 points to 7.01 points. Conclusion: The results of this study suggest: first, to statistically organize the data on accidents that have occurred during field practices of vocational high schools; second, to develop a systematic curriculum for high school 1st to 3rd graders on accidents that may happen during field practices of vocational high schools.

  • Currently, Safety accidents have been raised & more concerned despite that Government has emphasized on preventing accidents in construction area of Korea. An accident is due to several causes of it, thus this the study, as the above, will specify the methodology to establish more effective safety prevention plan, itself, compared to most studies being based on a case, specially for the projects under Far-East District, Corps of Engineers, USA. Additionally, this study will be limitted for performance method and the projects will not be classified with the same sorts as domestic ones are.

  • Intensity of accidents associated with dangerous machines and devices are (hereafter items), in general, high compared to other industrial accidents. This study focuses on cause analysis of accidents associated with items that are subject to safety certification. The method is based on automated analysis of abstracts of accidents written in descriptive format. The analysis results indicate that more than 50% of accidents associated with items are caused by technical reasons and nearly 50% of accidents were preventable. More effective prevention of industrial accidents would then be realized by safety certification at the stage of danger generation. Transition from the direct regulation on users to manufacturers is also needed to improve the effectiveness and efficiency of industrial safety system in Korea.

  • The use of chemicals is increasing due to industrial advancement and diversification. In addition, the number of chemical accidents are increasing at the same time. A multifaceted effort in chemical accidents is needed for efficient prevention and countermeasures. This paper presents, under the current Act, a chemical accident case, including the material safety data sheet (MSDS) through the chemical accident prevention and measures for improvement with regard to research.
