A Study on the Awareness of the Serious Accidents in Childcare Centers and Elderly Care Facilities - Focusing on Big Kines press reports: 2021-2024 (어린이집 및 노인요양시설의 중대재해 인식에 관한 연구 - 빅카인즈 언론보도 기사를 중심으로: 2021-2024)

  • This study analyzed domestic media reports to determine trends in how public facilities such as childcare centers and Elderly Care Facilities perceive major disasters. To this end, press articles from approximately four years from 2021 to October 2024 were analyzed using BIGKinds. As a result, first, in the keyword trend, there were 209 articles on 'childcare center +serious accident' and 23 articles on 'elderly care + serious accident'. Second, as a result of the relationship analysis, the main keywords for childcare centers were business owners and managers, workers (workers), civil servants, and local government heads, while the main keywords for elderly care facilities were business owners and managers, Gyeongsangbuk-do Governor (Governor), and nursing assistants. Third, as a result of the analysis of related words, the main keywords for childcare centers are public facilities, safety inspections, workplaces, district heads, business owners, management managers, on-site inspections, small business owners, local governments, and workers, while the main keywords for elderly care facilities are public facility managers, daycare centers, social welfare facilities, Gyeonggi-do Suwon-si, countermeasures, Gyeongbuk-do, Jincheon-gun. Based on the research results, suggestions were made to raise awareness of and prevent major disasters by establishing a safety and health management system, organizing a local government organization dedicated to major disasters and supporting a budget for major disaster prevention and response, implementing safety and health education within facilities and establishing procedures for hearing opinions from workers, and developing and distributing a manual for major disaster prevention education and response.

Health Damages and Lessons of the Use of Humidifier Disinfectants in Korea (가습기살균제 피해사건과 교훈)

  • Introduction: After 17 years since the first production of humidifier disinfectants in Korea, Korea Centers for Disease Control and Prevention (KCDC) announced that the odds ratio of lung injury related with humidifier disinfectant usage was 47.3 (95% confidence interval 6.0-369.7) according to a case-control study with 18 adult cases, including 8 pregnant women at a university hospital in Seoul. Results: From September 2011 to April 2012, one-hundred and seventy four victim cases have been reported to an environmental non-governmental group (NGO). We summarized timetable of humidifier disinfectants accidents, analyzed health outcomes (death, lung or lung and heart transplantation, pulmonary disease) of reported victims, and classified some information for humidifier disinfectants with health outcomes, and government action for this accident. Among the victims, number of death cases are 52 (30.0%), including 26 babies less than 3 years old. Sixty-nine victims come from twenty-seven family with 2 to 4 members per family. About twenty types of humidifier disinfectant products and about 600,000 product items a year have been sold. Fifty-two death cases used 7 different types of disinfectant products, including imported goods and some private brands of well-known supermarkets. KCDC confirmed inhalation toxicity of 6 products through an animal experimental test, and based on this observation recalled disinfectants containing PHMG (polyhexamethylene guanidine) and PGH (Oligo(2-(2-ethoxy)ethoxyethyl guanidinium chloride). Discussions: The use of these biocides involved highly fatal consequences among biologically vulnerable victims, such as pregnant women, several family member victims after semi-acute exposure. This is the first biocide disaster in Korea with non-specific targets, and unknown scale of victims, warranting concerns on use of biocides in the living environment. Conclusions: Special administrative agency for chemical safety and compensation act for environmental health victims are needed to prevent similar problems.

The Effect of Korean Occupational Health Nurses' Work Conditions on their Performance (산업간호사의 근무조건이 보건관리 업무수행에 미치는 영향)

  • Purpose: This is a descriptive study that provides basic material to improve occupational health nurses' work conditions and industrial performance status. Methods: The 955 nurses who participated in the training program to understand the purpose of this study from January 2009 to December 2010 conducted by the Korean Association of Occupational Health Nurses agreed to be subjects for the study. The questionnaire included the general characteristics, work conditions and performance of occupational health management. The data were analyzed using descriptive statistics, t-test, ANOVA, and multiple regression analysis. Results: Occupational health management performance of the subjects averaged 3.11 points and detailed area by health management 3.64 points, environment management 2.91 points and occupational management 2.77 points. Health management performance of those factors affecting the duration of occupational health nurse (${\beta}$=.199), type of industry (${\beta}$=.126), average annual income (${\beta}$=-.277) to 11.4% (F=3.175, p<.001) were found to be a significant determinant. Conclusion: Occupational health nurses are the core workforce of occupational health through the prevention of occupational disease and industrial accidents. Findings of this study can be an important resource to increase appropriate occupational health nurses' work conditions and performance of occupational health management.

Review of Psychological Treatment for Post-Traumatic Stress Disorder : Focus on Survivors of Disaster (외상후 스트레스 장애에 대한 심리치료 효과 개관 : 재난 생존자를 중심으로)

  • Objective : Disaster causes psychological distress to a large number of people in a short period of time, by both direct and indirect exposure to traumatic events embedded in various realms of disaster experience. Optimal, well-planned treatment interventions should follow from the early acute period to recovery phase, extending up to several months later. In this context, there is an increasing need for systemic review to gain comprehensive insights for disaster interventions. These need to be added to public policy, and for the prevention and treatment of disaster-related psychopathology. Here, we review the published studies on psychological interventions for disaster-related posttraumatic stress disorder. Methods : Specific psychological interventions regarded as effective treatments for have been selected for this review, such as CBT (Cognitive-Behavior Therapy), Exposure Therapy, EMDR (Eye Movement Desensitization & Reprocessing), SIT (Stress Inoculation Therapy) and Psychoeducation. In addition, natural disasters, industrial disasters, and accidents involving aircraft and ships were also categorized as disasters, along with war and combat trauma. Results : Cognitive behavior therapy and exposure therapy had the strongest research support for effectiveness, and could be considered as the first-choice treatment for disaster-related PTSD. The second line of treatment is EMDR, although this treatment modality has the advantage of reaching certain treatment improvements in fewer sessions. However, the effects of SIT and psychoeducation to the survivors of disasters, remains unclear at this point. Additionally, we propose the possibilities of using virtual reality component and imagery rescripting as modified forms of traditional cognitive behavior therapy and exposure therapy. Conclusion : Cognitive behavior therapy and exposure therapy, deemed effective treatments for various trauma, are considered to be effective for survivors from disasters. However, the efficacy of other interventions has not yet been examined methodologically in well-designed studies, such as randomized controlled trials. In particular, future empirical studies are needed, since it is difficult to conclude that psychological interventions have similar effects on different types of disasters.

  • Although chemical substances have greatly contributed to prosperous human life and industrial development and made a great contribution to humanity, some dangerous substances are harmful to health and the environment. Thus, so long ago developed countries have also established strict safety standards. Korea is growing into a major chemical market, accounting for 3.4% of the global chemical market. The domestic laws related to chemical substances are similar to foreign countries, but there are many differences in detail, posing a lot of risks to safety, health and the environment as well as causing many problems in industry. In order to improve these problems, this study carried out to unify the domestic chemical law and the international standardization system (GHS) and to solve the trade barriers in the export and import by industry. In addition, researchers proposed a unified approach to classification and division of physical hazards, as advanced as developed nations, as a basis for prevention and response to accidents in dangerous goods.

  • Recently due to the increasing uncertainty of the disaster environment caused by climate change the effects of disasters have become larger due to the confluence and solidification diversification into disaster type and secondary damage. In this paper, we apply ICBMS through intelligent information technology and big data analysis to all processes of disaster safety management to minimize human, social, economic and environment damage from accidents or disasters, and prevention by control technology preparation by education and training expansion to remember by body, response by advanced technology of disaster response unmanned technology restoration by creation of local community environment ecosystem, investigation and analysis by intelligent information technology learn about disaster safety management 4.0. In addition, technical limitation and problems in the $4^{th}$ industrial revolution and the application of big data were analyzed and suggested alternatives and strategies to overcome.

General Characteristics of CVA and Epidemic Survey of the Cause Related CVA (CVA환자의 일반적 특성 및 CVA와 관계되는 원인들의 역학적 조사)

  • This observation was made on 163 cases of CVA that were confirmed through survey. They were treated in the Bulgyo Oriental Hospital in Taegu from February to March 1998. The results was as follows, 1. The ration of male to female was 1:1:36 in whole groups. 2. Onset time was occurred $37.4\%$ at 06:00-12:00. $20.0\%$, 00:00-16:00. 3. Of 157 cases of cerebrovascular accidents cerebral infarction (included cerebral thrombosis & cerebral embolism) was presented in $47.4\%$, cerebral hemorrhage in $38.2\%$, subarachnoid hemorrhage in $5.1\%$, and others in $8.9\%$. 4. The most ordinary preceding disease was hypertension. 5. The family history was appeared as $12.9\%$ of the mother, $9.7\%$ of the father.(This observation was made on 155 cases) 6. The body weight of CAV patients was appeared $37.4\%$ in 51-60kg, $30.7\%$ in 61-70kg, $17.8\%$ in below 50kg, and $9.8\%$ in 71-80kg, $4.3\%$ in above 80kg. 7. Of 161 cases, $46.6\%$ did not exercise. 8. Of 163 cases, $65.6\%$ of them did not drink alcohol. 9. Of 162 cases, $63\%$ did not smoke cigarettes. 10. The food taste (food habit) of stroke patients was that they comprised a fancy as $38.0\%$ of salty food, $33.8\%$ of fresh food, and $24.7\%$ of hot food, $3.5\%$ of sweet food.(This observation was made on 143 cases) According to the above result, We must restrain salty food and control positively hypertension and in terms of CVA prevention.

The Margin and Burden of Route Keeping Maneuver of Vessels Proceeding along the Fairway in the Harbour of CHUNG MU (충무항의 항로내에서 조선상의 여유와 부담)

  • Many studies are conducted to evaluate the risk of maneuvering ships in the congested harbours and narrow channels. These studies are very important for the prevention of sea traffic accidents in those sea areas. In this paper, the author carried out a series of observations on sea traffic condition of the vessels entering and leaving the harbour of CHUNG MU, in order to evaluate the risk of grounding, the margin and burden of route keeping maneuver of vessels proceeding along the fairway of this harbour. The results obtained are as follows: 1. The grounding risk indices for the east bound and west bound vessels at the middle part and western part of the fairway were higher than those of them at the eastern part. 2. The margin of route keeping maneuver in the fairway appeared to be the highest at the western part of the fairway for the east bound vessels, and the highest at the middle part for the west bound vessels, but the lowest at the western entrance for both of them. 3. The burden of route keeping maneuver in the fairway appeared to be the highest at the western part of the fairway for both of the east bound and west bound vessels, but the lowest at the eastern part for both of them. 4. The influence of maneuvering indices T' on the grounding risk indices appeared to be larger than that of maneuvering indices K' on them.

  • Many Construction companies are making great efforts to prevent accidents on their work sites. Safety is one of the greatest success factors on a construction project. Nowadays, many safety tools are being applied to construction sites. In addition, an emotional safety culture is an important factor for promoting a "safety first" mindset on construction sites. Therefore, this research aims to examine the effectiveness of the emotional safety system using PIR (Pyroelectric Infrared Ray) sensors to improve the safety mindset in the building construction site. The results of this research revealed that many construction site workers are satisfied with the emotional safety system using sensors. In addition, it was found that voice safety systems give a positive impulse to the workers. By applying this system to construction sites, construction companies can improve safety and work productivity.
