  • Although a number of chemical accidents have been occurred in South Korea, the effective prevention act for soil contamination has not been established so far. To effectively protect soil contamination from chemical accidents, decision support laws and regulations are absolutely essential. Regarding this situation, this study was aimed at diagnosing problems in current chemical safety management and prevention and response system against chemical accidents through analyzing the domestic and foreign causes of chemical accidents and the accident response procedures and finally suggesting policy measures for solving those problems. In order to clarify management of soil contamination by chemical accident, this study suggests the establishment of chemical accident preparedness, response, and making of local chemical management law and policy. This law needs to be supported by a clear management framework to guide government officials and all other stakeholders in the management of soil contamination by chemical accident.

Development of Response Scenario for a Simulated HNS Spill Incident (위험유해물질 유출사고 대응을 위한 가상시나리오 개발)

  • In response to possible HNS (Hazardous and Noxious Substance) spill accident, HNS spill accident scenario and response scenario were developed. The accident area listed in scenarios is the coastal area of Busan, and scenario for possible accident in the designated area and strategies to respond the accident were developed, respectively. The scenario for accident was developed by designating HNS spill according to risk evaluation of HNS and analysis of HNS spill probability along the coastal area of Busan, and then estimating possible and potential impact from the accident. The scenario for response has been suggested as a systematical responding operations in order to effectively reduce the estimated impact from the accident. The possible HNS spill accident on the seas around Busan, has been designated by the spillage of 1,000ton of xylene due to collision accident in Gamcheon Port, and the possible impacts occurred by the accident has been simulated with the help of the atmospheric and oceanic dispersion model of xylene. In the responding scenario for the accident, a phased strategies regarding emergency rescue of peoples, protection and recovery of xylene, protective measures for the responders, and post management of the accident have been suggested.

  • Chemical accidents are the cause of the accident site during the initial responders to quickly and easily see materials and concentration method for the U.S. Environmental Protection Agency(EPA) is widely used in the initial response team direct reading detection equipment used. Ministry of the tubular gas detection equipment to detect direct reading detection equipment used in the event of an accident scene, and shell-and-tube gas detector for rapid detection and identification and precise analysis of causative pollutants before about strategically can identify the quantitative and qualitative useful equipment. However, those who initially respond to the scene of a direct reading detection equipment and a simple lack of understanding of how to use the numbers only because of the way you want to check the accuracy of detection results have been raising questions about the increase. The scene of the accident in order to obtain an accurate detection results used in this paper, the Ministry of Environment of gas detectors detect tubular Kitagawa and Draeger detector tube to check the reactivity of the material on-site detection of early response of those who were to raise the accuracy of the results.

Statistical Analysis of Chemical Substance Transporting Accidents (화학물질 운송 화학사고의 통계 특성 분석에 관한 연구)

  • This study analyzed the characteristics of chemical accidents, including the accidents occurring each year according to status, type of accident, accident cause for chemical substance transporting accidents. The major aim of this study was to provide information on the chemical accidents that occurred involving chemical substance transporting accidents from 2013 to July - 2016. The total incidence of chemical transporting accidents was 77 cases; 74 cases occurred by the spill & leakage type. The main cause of the accidents analyzed was traffic accidents (41 cases). Forty-six accidents were related to hazardous chemical substances. Among the 46 hazardous chemical substances involved in transporting chemical accidents, 46% of the accident substances were hydrogen chloride. For the prevention and response to accidents occurring during the transportation of chemicals, it is necessary to complement the precautions for chemical accidents caused by transportation accidents and chemical spills and leaks of chemicals. In addition, when the chemical transport of an accident occurs, it is necessary to apply a chemical transport safety system for chemical transfer.

  • This Paper introduced a proper time evaluation for railway emergency response staffs using the Therblig Analysis. We defines what Activities the emergency response staffs should take when the fire occurs on the railway. This has been possible through the development of the scenario that is focused on the fire accident and it also has been driven to minimize the spread and damage of the accident. Gilbreth's Therblig Analysis has been used here to derive the reasonable time that would take for the emergency response staffs to respond to the fire accident on the railway system. We developed Emergency Response Scenario against Accidents and defined the Activity of the main Action for Emergency Response staffs.

  • The purpose of this paper is to review the moderating effect of social support on the relationship between job stress responses(physiological response, psychological response, behavioral response) and occupational accidents/illness. Based on the responses from 187 employees in small & medium manufacturing industry, hierarchical regressional analysis showed that physiological response has positive relationship with accidents and illness, and psychological response has positive relationship with accident. Social support has partly moderating effect on the relationship between job stress responses and occupational accidents/illness.

  • Since the unprecedented hydrogen fluoride leak accident in 2012, there has been growing demand for customized technical information for rapid response and chemical accident management agencies including the Ministry of Environment, the National Emergency Management Agency, and the National Police Agency need more information on chemicals and accident management. In this regard, this study aims to provide reliable technical data and guidelines to initial response agencies, similar to accident management technical reports of the US and Canada. In this study, we conducted a questionnaire survey and interviews on initial response agencies like fire stations, police stations, and local governments to identify new information items for appropriate initial response and improvements of current guidelines. We also collected and reviewed the Canada's TIPS, US EPA's hydrogen fluoride documents, domestic and foreign literature on applicability tests of control chemicals, and interview data, and then produced items to be listed in the technical guidelines. In addition, to establish database of on-site technical information, we carried out applicability tests for accident control data including ① emergency shut down devide, safety guard, shut down valve, ground connection, dyke, transfer pipe, scrubber, and sensor; ② literature and field survey on distribution type and transportation/storage characteristics (container identification, valve, ground connection, etc.); ③ classification and identification of storage/transportation facilities and emergency management methodslike leak prevention, chemicals control, and cutoff or bypass of rain drainage; ④ domestic/foreign analysis methods and environmental standards including portable detection methods, test standards, and exposure limits; and ⑤ comparison/evaluation of neutralization efficiency of control chemicals on toxic substances.

Study fo the Characteristics Analysis of Laboratory Chemical Accidents (실험실 화학사고 특성 분석에 관한 연구)

  • The major aim of this study was to provide information on the chemical accidents that occurred in laboratories over the last 3 years. The total incidence of laboratory chemical accidents was 30 cases; 25 cases occurred at educational institutions. Most accidents (19 cases) occurred due to spills and leaks. The main cause of the accidents analyzed was worker carelessness (21 cases). Twenty-two accidents were related to hazardous chemical substances. In addition, general chemical substances as well as waste liquid contributed 26% to the incidents related to the laboratory. Among the 22 hazardous chemical substances involved in laboratory chemical accident, 67% of accident substances were accident preparedness substances.

Characteristic Analysis of Casualty Accidents in Chemical Accidents (화학사고에 의한 인명사고 특성 분석에 관한 연구)

  • This study analyzed chemical accidents each year according to the status, type of accident, accident place, business size, and chemical substance. The results of the chemical accident investigation were 16 cases in 2013, 27 cases in 2014, 46 cases in 2015, and 23 cases in 2016. According to the type of chemical accident, number of accidents, and casualty accidents, leakage was found to be the major cause. As a result of accidents and casualties caused by chemical accidents, workplaces had the highest numbers in all survey items. An examination of the top 10 accident materials revealed 9 substances to be hazardous chemicals. These materials were accident preparedness substances, and toxic substances.
