Data mining approach for identifying factors impacting construction accident costs: from indirect expenses perspectives

  • Construction projects account for a significant proportion of workplace hazards globally. While construction cost reports typically emphasize direct accident costs such as treatment expenses, nursing care costs, or disability benefits, indirect factors like work interruption loss costs or consolation costs are frequently overlooked, because it is relatively difficult to estimate those factors in advance. Recognizing and accurately estimating the indirect costs factors associated with construction accidents would not only shed light on the monetary impact these incidents have on overall project costs but also would enable to estimate the total accident cost in advance. The current study seeks to identify factors influencing indirect costs, which ultimately govern the total accident cost, through a data mining approach. A survey was conducted in domestic construction companies, resulting in a dataset of 1038 accident records collected from construction sites. First, statistical analysis was performed to uncover characteristics and patterns of factors affecting construction accident costs from both direct and indirect perspectives. Later, this study proposes four distinct machine learning (ML) models, comparing their performances in predicting the total accident cost (including indirect costs) in advance. Additionally, this research sheds light on an important issue in construction data analysis, which is the scarcity of data in a particular class, by applying random oversampling and random undersampling techniques. The suggested framework can assist practitioners and management in estimating construction accident costs and identifying the relevant attributes that impact accidents at the construction site for future practices.

  • For the policy makers and managers as well as the workers at work, it is important to identify what affects, to what extent, the safety level and costs of work sites. Within this context, the author analyzes fifteen construction work sites of the Incheon International Airport from 1996 to 1999 and shows that the expenditures for safety personnel and education programs contribute to reducing industrial accident costs. In addition, the author demonstrates that the regression analysis out-performs Heinrich method in estimating the accident costs of those work sites.

상호작용효과에 의한 고령자 사고 추가발생비용 추정에 대한 연구 (A Study of the Estimation of Additional Costs on the Car Accident for Senior People Due to Interaction Effects)

  • Studies on the calculation of accident costs include the approach on calculating damage costs covering all accidents regardless of first or secondary party and the one calculating damage costs generated by a single victim. These two approaches have a limitation of considering a subject for costs analysis as a single entity. In addition, research on estimating the interaction effects caused in the relationship between diverse traffic accident features and factors remains inadequate since most studies focused on calculating costs incurred in a single entity such as a victim, damaged building, or social organization in charge of managing car accident. This study intends to identify the expected range of old age where a specific interaction effect would remain, compare accidents between old age section and the entire age section, and discover an exogenous variable to be applied in accident drop effects in senior people and reduced benefits by calculating and testing additional accident costs in case the first party and the second party all pertain to the senior age section. By classifying the entire accidents caused by old drivers according to the types of cars, significant coefficients representing the influence that affects car accidents according to the characteristics are calculated and set them as the representative variables by selecting top variable in accordance with from low to high order. Furthermore, characteristics on five age groups such as a group of over 65 and less than 70, a group of over 70 and less than 75, a group of over 75 and less than 80, a group of over 80 and less than 85, and a group of over 85 are elicited and compared them with these preselected accident characteristics variables, thereby identifying what changing effects come out.

추가안전대책비용, 사고위험대응비용의 외부비용을 반영한 원전비용 추정 연구 (Analysis for External Cost of Nuclear Power Focusing on Additional Safety and Accident Risk Costs)

  • 후쿠시마원자력발전소의 사고를 계기로 원전의 안전대책비용, 사고위험대응비용과 같은 외부비용들의 존재가 부각되고 있다. 이에 본 연구는 원전의 외부비용들 중에서 추가안전대책비용과 사고위험대응비용을 추정하고, 이를 발전원가 및 전기요금에 반영하여 변화정도를 살폈다. 원전의 추가안전대책비용은 70~90%의 이용률에서 0.53원/kWh~0.80원/kWh으로 원전의 발전원가에 큰 영향을 미치지는 않는다. 사고위험대응비용은 원전사고피해규모별, 사고발생빈도별, 이용률별로 0.0025원/kWh~26.4188원/kWh로 추정되었다. 사고위험대응비용을 포함시키면 원전발전원가는 47.58원/kWh~85.92원/kWh가 된다. 2011년을 기준으로 사고위험대응비용을 내부화한 경우의 전기요금의 증가율은 70~90%의 이용률에서 0.001%~10.0563% 로 추정되었다. 본 연구는 원전의 외부비용을 내부화하는 방법으로서 외부비용을 발전원가에 포함하여 전기요금에 반영하였다. 본 연구는 지금까지 우리나라에 논의되지 않았던 원전 외부비용을 내부화하는 방법의 하나가 될 것이다.

  • 본 연구는 지역 교통사고 원인조사의 관리주체인 도로관리청에서 교통사고를 효율적이면서 효과적으로 관리하고 시행할 수 있는 교통사고 원인조사 기법 및 절차를 제시하였다. 또한, 시범도시를 선정하여 최근 3년간 교통사고 중 사망사고 자료를 바탕으로 사고형태지도, 구조분석표 및 사고도표의 작성, 사고누적지점 및 구간의 선정과 우선순위, 현장조사 및 개선시책의 결정, 기회비용의 추정, 모니터링 방안 등 향후 도로관리청의 교통사고 원인조사의 기술적, 조직적 및 행정적 프로세스를 적용하여 예상되는 사고감소효과에 대해 분석하였다.

비보험비용 산정 System 개발에 관한 연구 (Development of System for Assessment of Uninsured Costs)

  • In Korea, the method of assessing uninsured costs is not adopted in a direct way, but in an indirect way on the basis of the insured cost. From this method, the cost of accidents can be approximately calculated, but accurate calculation of uninsured costs is not easy. Therefore, a better method of assessing uninsured costs caused by industrial accidents is necessary. In this study, the system program and database for assessing uninsured costs from industrial accidents were developed on the basis of the results of previous studies. This program and database could quantitatively assess uninsured costs more accurately and quickly than other studies. This system would contribute to the efficient analysis of industrial accident costs.

A Study on Recalculating Nuclear Energy Generation Cost Considering Several External Costs

  • Nuclear energy issues such as safety and social acceptance can not only influence the production costs of generating nuclear power, but also the external costs that are not reflected in market prices. Consequently, the social issues affiliated with nuclear power, beyond a severe accident, require some form of financial expense. The external social issues considered here are accident risk and realization, regulatory costs, and nuclear energy policy costs. Through several calculations and analyses of these external costs for nuclear power generation, it is concluded that these costs range from 7 to 27 \/kWh. Considering external costs are required for making energy plans, it could have an influence on generation costs.

자동차유리 제조공정에서 발생하는 산업재해의 손실비용 추정 (Cost Estimation of Accidents in Auto-Glass Manufacturing Process)

  • Estimation of accident costs would set a sound criterion on which invest judgement for work improvement would be decided. Unfortunately, however, the professional agency and most companies in Korea still adopt the conventional cost estimation method based on Heinrich's theory would not be applicable any more since it was developed about a century ago. This research was carried out to confirm the validity of conventional accident cost estimation method. With 110 accident cases occurred in an autoglass manufacturing plant for last 7 years, post-accident treatment procedure was simplified as a model with several phases, and practical costs were analyzed case by case. The results showed that, as expected, the company should the largest portion of loss due to accidents, and that mean indirect cost were 10.10(${\pm}20.70$) times as much as direct cost estimated by conventional method. Therefore, finally, accident types and items influenced much on accidents costs were analyzed and discussed.

  • A model to estimate economic consequence of severe accident provides some measure of the impact on the accident and enables to know the different effects of the accident described as same terms of cost and combined as necessary. Techniques to assess the consequences of accidents in terms of cost have many applications, for instance in examining countermeasure options, as part of either emergency planning or decision making after an accident. In this study, a model to estimate the accident economic consequence is developed appropriate to our country focused on PWR accident costs from a societal viewpoint. Societal costs are estimated by accounting for losses that directly affect the plant licensee, the public, the nuclear industry, or the electric utility industry after PWR accident.

자율주행자동차의 윤리적 선택에 따른 교통사고비용 분석 (An Analysis of Accident Costs according to Ethical Choice of Autonomous Vehicles)

  • 자율주행자동차로 인해 기존의 교통사고 원인의 대부분을 차지하는 '운전자부주의'로 인한 교통사고가 크게 감소할 수 있지만, '트롤리 딜레마', 차량 결함, 도로 함몰 등과 같은 사고를 피할 수 없는 상황이 발생할 수 있다. 이 경우 사람과 같은 윤리적 선택이 필요해진다. 본 연구는 돌발적인 싱크홀이 발생하여 자율주행차가 교통사고를 피할 수 없는 상황을 가정하고, 자율주행자동차의 윤리적 선택에 따른 교통사고비용을 시뮬레이션 분석을 통해 추정하였다. 이 때 자율주행자동차는 (1) 탑승자의 안전을 최우선으로 하는 이기주의, (2) 인명피해를 최소화하는 의무론, (3) 사고비용을 최소화하는 공리주의의 3가지 윤리적 선택 중 한 가지를 선택하도록 하였다. 분석결과, 이기주의의 교통사고비용이 가장 높게 분석되었고, 인명피해를 최우선으로 하는 의무론의 교통사고비용이 가장 낮게 분석되었다.
