Research on Deep Learning-Based Methods for Determining Negligence through Traffic Accident Video Analysis (교통사고 영상 분석을 통한 과실 판단을 위한 딥러닝 기반 방법 연구)

  • Research on autonomous vehicles is being actively conducted. As autonomous vehicles emerge, there will be a transitional period in which traditional and autonomous vehicles coexist, potentially leading to a higher accident rate. Currently, when a traffic accident occurs, the fault ratio is determined according to the criteria set by the General Insurance Association of Korea. However, the time required to investigate the type of accident is substantial. Additionally, there is an increasing trend in fault ratio disputes, with requests for reconsideration even after the fault ratio has been determined. To reduce these temporal and material costs, we propose a deep learning model that automatically determines fault ratios. In this study, we aimed to determine fault ratios based on accident video through a image classification model based on ResNet-18 and video action recognition using TSN. If this model commercialized, could significantly reduce the time required to measure fault ratios. Moreover, it provides an objective metric for fault ratios that can be offered to the parties involved, potentially alleviating fault ratio disputes.

  • The transportations of most of cargoes in world trade have been fulfilled through sea lanes and it seems this trend will not change in near future. Nowadays, inview of the technical aspects of merchant vessels, they are continuously enlarged in hull size and greatly specialized in structure for the cargo spaces and dramatically automatized in navigating, piloting, cargo operating and various other operations, which unavoidably require high technicals in operating the modern merchant vessels. On the contrary to the trend of requiring of operating high technicals, the capabilities of crew on board have been gradually declining in technical competence and their morale for accomplishing their duties on board vessels has greatly falled won compared with that of old days. The above result inevitably brings many problems in operating modern vessels and causes accidents which are avoidable through good competence and high morale of the crew. We intend to analyze the causes of several great sea accident with which it seems some human errors are connected more or less directly or indirectly. We hope that this study could suggest some measures which help to prevent the recurrence of similar accidents by Korean ship's crews.

Human Health Factors and Traffic Accidents among Taxi Drivers in the Seoul Area (서울지역에 있어서 직업운전자의 건강상태가 교통사고에 미치는 영향)

  • The present status of the traffic accident rate in Korea shows that it is the highest in the world with a continuously increasing trend. Human factors account for 90% of the causes of traffic accidents. Therefore, the purpose of this study was to determine some human factors related to traffic accidents by studying the relationship between health status and traffic accidents. To accomplish this purpose, all taxi companies located in the Seoul area were divided in three groups according to the number of taxi possessed, then some companies in each ?roup were randomly selected for study, and a total of 222 drivers in those selected companies were questioned and examined from April 15 to April 22, 1989. Seventy drivers among 222 had experienced a traffic accident. A $x^2$-test was performed on the data, then, factor analysis and discrminant analysis were executed with the following results: 1. The drivers complaining of gastroenteric symptoms numbered 110(49.5%), which was the major symptom among all drivers complaining of poor health. 2. In the primary analysis, variables related to traffic accidents were divided into general, occupational, and health characteristics. Drivers having no traffic accident experience and drivers having that experience were subjected to question about age, educational level, residential status, monthly average income, working hours and days, degree of satisfaction with their profession and homelife, degree of worry about health. degree of fatigue, medication, drunken driving, and illness, but there were no statistical significances. 3. In the factor analysis, the 8 health variables which cause traffic accidents were classified into 3 common factors which were perceived health factor, sleeping and drunken driving, and visual acuity and smoking factor. Perceived health was the factor which contributed most to explaining accidents. 4. In the discriminant analysis, a correct prediction rate of 68.0% was obtained in the factors of all the characteristics. 5. Degree of sttisfaction with their homelife and educational and economic factor in the general characteristics, degree of satisfaction with their profession in the occupational characteristics, and sleeping and drunken driving in the health characteristics were selected as statistically significant factors to discriminant the traffic accident. 6. Among the factors of the general, occupational, and health characteristics, degree of satisfaction with their homelife, driving experience, family factor, perceived factor were selected as the statistically significant factors.

  • Chiller system plays an important role of maintaining room temperature constantly by supplying chilled water to Heating, Ventilating and Air Conditioning(HVAC)or area room cooler equipment during plant normal operation or accident condition. Chiller failures are one of the most frequently occurring equipment failures. If the types of chiller failures are analyzed and grouped thoroughly, it would be helpful to make chiller maintenance strategy at the plants. That would enhance equipment reliability of chiller in the end. In this paper, chiller failure data during three years were analyzed and categorized by specific failure code. In addition, the various proposals to improve equipment reliability of chiller were suggested such as Preventive Maintenance Optimization(PMO) strategy and performance monitoring reinforcement and so on.

  • Recently, According to increased tunnel accident, a matter of concern in tunnel fire safety is on an interesting trend. In case of tunnel fire, Evacuation is a primary factor for refugee safety. Therefore safety measures should be taken to increase capability of evacuation. Evacuation walking speed and characteristics of movement in tunnel is differ from building or outdoor site so, these characteristics must be considered in tunnel safety planning. In this study has performed to evaluate the smoke movement and characteristics of evacuation by full-scale test method. and aimed for basic data establishment in characteristics of evacuation for tunnel safety system design.

  • Seafarers are one of the main engines driving economic growth in the maritime sector. The International Maritime (IMO) Organization estimated that there were approximately 1.5 million seafarers around the world engaged in international trade in 2012. Data have shown that human casualties in maritime accidents around Japan have shown an increasing trend over the last ten years. One cause is human error, which is inseparable from the human element that influences mariner's decisions and actions. The Personal Identification (PIN) Safe method is one way to systematically identify substandard and unsafe actions by considering the error taxonomies associated with various scenarios for a maritime system. The results are based on analysis of the role of the human element in commonly reported unsafe actions when interacting with equipment and other systems. Furthermore, patterns of influencing shaping factors were observed on the basis of data processing; the aim of this study was to promote safety culture and provide an opportunity to improve safety at sea.

  • Position balance control refers to ability that is kept bodily center of gravity under minimum position shake on surface of land. Patients who an injury of brain, a wound of the central nervous system or weakening of leg muscular power is fallen are trend increasing steadily by the car accident body balance function is on an increasing trended. These patients have difficulty in position balance control, receive big restriction walk and life style. This research composed to do body balance function rehabilitation training which elevate leg muscular power using step machine. And expect to become effective rehabilitation training device because measuring bodily pressure center using Force Platform and do so that can confirm training result easily as that is monitor.

  • The injury accidents in fishing vessels account for $67.2\%$ of all marine injury casualties$(1997\~2001)$ and is on an increasing trend every year. Also, it is remarkable for the injury accidents to be basically caused by human errors. This study aims to investigate the human error of injury accidents in fishing vessels and presents the injury preventing program in them. Human errors were analysed by the methods such as SHELL & Reason Hybrid Model, GEMS Model adopted by International Maritime Organization(IMO). Based on the analysis, the following propositions were made to reduce the fishing vessels accidents by human errors : improvement of hazard awareness and quality of personnel, establishment of safety management system, and enforcement of vessels inspection.

  • 우리나라의 2015년 노인 인구는 전체 인구의 13.1%를 차지하고 2015년 경찰청 교통사고통계에 의하면 65세 이상 노인의 교통사고 사망률은 전체 교통사고 사망률의 약 2.57배 높은 것으로 나타났다. 본 연구에서는 노인 운전자와 성인 운전자의 사망사고에 대한 시계열 모형을 확인하고 추세에 큰 차이가 있는지 확인하고자 하였다. 분석방법인 시계열분석은 단기예측에 신뢰성이 더 높은 것으로 알려져 있다. ARIMA 모형으로 시계열분석을 하기 위해서는 최소 50~60개 이상의 관측값이 필요하며 따라서 본 연구에서는 인천광역시를 대상으로 2010년부터 2015년까지 6년간의 교통사고 데이터를 노인 운전자와 성인 운전자로 구분하고 사망사고에 대한 시계열 모형을 확인하였다.

  • Recently transmission and distribution power facilities have been often damaged severely by fire which broke out around the facilities in forest. It causes a power failure and thus gives an economic losses to both the public and the power utilities. Sometimes the fire can happen by an electrical accident such as the electrical short circuit or the ground short circuit. In this paper, trend of breaking out the fire has been investigated and an countermeasure against the economic losses due to the fire has been studied.
