Building a Traffic Accident Frequency Prediction Model at Unsignalized Intersections in Urban Areas by Using Adaptive Neuro-Fuzzy Inference System (적응 뉴로-퍼지를 이용한 도시부 비신호교차로 교통사고예측모형 구축)

  • According to the National Police Agency, the total number of traffic accidents which occurred in 2010 was 226,878. Intersection accidents accounts for 44.8%, the largest portion of the entire traffic accidents. An research on the signalized intersection is constantly made, while an research on the unsignalized intersection is yet insufficient. This study selected traffic volume, road width, and sight distance as the input variables which affect unsignalized intersection accidents, and number of accidents as the output variable to build a model using ANFIS(Adaptive Neuro-Fuzzy Inference System). The forecast performance of this model is evaluated by comparing the actual measurement value with the forecasted value. The compatibility is evaluated by R2, the coefficient of determination, along with Mean Absolute Error (MAE) and Mean Square Error (MSE), the indicators which represent the degree of error and distribution. The result shows that the $R^2$ is 0.9817, while MAE and MSE are 0.4773 and 0.3037 respectively, which means that the explanatory power of the model is quite decent. This study is expected to provide the basic data for establishment of safety measure for unsignalized intersection and the improvement of traffic accidents.

A Pilot Study on Environmental Factors Contributing to Childhood Home Slip-Down Injuries (가정 내 낙상으로 인한 아동 손상의 유발 환경 인자에 관한 예비연구)

  • Purpose: The purpose of this study was to investigate environmental factors contributing to childhood home slip-down injuries. Methods: Among a total of 2,812 injured children in our Customer Injury Surveillance System (CISS), we performed a prospective study on 262 children with home slip-down injuries who visited the pediatric emergency department of Asan Medical Center between March 2008 and February 2009. We made a frequency analysis on parameters such as activities just before the accident, the presence of any obstacles or lubricant materials, specific home place in the home where the injuries occurred, flooring materials on which the slip-down happened, additional objects hit after slip down, the site and kind of injury, the duration of therapy, and the disposition. Results: Walking was the most common activity just before the injury. Because rooms and bathrooms were most common places in the home for slip down injuries, laminated papers/ vinyl floor coverings and tiles were the most common flooring materials used in the places where the injuries occured. Most commonly, no obstacles caused the children to slip down, but the furniture, stairs, doorsills, wetness, or soapy fluid followed after that. Over half of the children who slipped (58%) also collided with other than the floor itself after the slip-down, most common objects hit were the edges of the furniture, and doorsills, followed by stairways. The head and neck were the most commonly injured sites, and a laceration was the most common kind of injury. Most children needed less than 1 week of therapy, only 4 children (1.53%) admitted. There were no mortalities. Conclusion: The environmental factors contributing to slip-down injuries were the bathroom, laminated papers/vinyl floors, the furniture, stairs, doorsills, and wetness or soapy fluid. Especially, the furniture, stairs, and doorsills can be both primary obstacles and secondary collision objects. For the safety of our children, we must consider these factors on housing, when decorating or remodeling our house.

Fire Safety Analysis of Fire Suppression System for Aircraft Maintenance Hangar Using Fault Tree Method (Fault Tree를 활용한 항공기 격납고 소화시스템의 화재 안전성 분석)

  • An aircraft maintenance hangar is a building that stores, maintains, and inspects expensive aircraft. The frequency of fire occurrence is low, but the resulting human and material damage can be very serious. Therefore, in this study, we conducted a qualitative analysis of the fire safety of the currently operating fire suppression systems for aircraft maintenance hangars using the Fault Tree method, and then performed a quantitative analysis using the failure rate data for the derived basic events and analyzed the importance of the minimal cut sets. As a result of the qualitative analysis by the minimal cut set, it was found that there were 14 accident paths that could be expanded to a large fire, due to the fire control failure of the aircraft hangar fire suppression system. The quantitative analysis revealed that, the probability of the fire expanding into a large one is $2.08{\times}E-05/day$. The analysis of the importance of the minimal cut set shows that four minimal cut sets, namely the fire detector and foam head action according to the zone and blocking of the foam by the aircraft wing and the fire plume, had the same likelihood of causing the fire to develop into a large one, viz. 24.95% each, which together forms the majority of the likelihood. It was confirmed for the first time by fault tree method that the fire suppression system of aircraft maintenance hangars is not suitable for fires under the aircraft wings and needs to be improved.

Derivation of Safety Management Implications through Analysis of Major Elevator Failures (승강기 중대고장 분석을 통한 안전관리 시사점 도출)

  • As the duty to report and investigate major elevator failures has expanded due to the total amendment of the Elevator Safety Management Act in 2018, more important information on major elevator failures that have been partially identified has been collected. As of 2019, the number of elevators in Korea exceeded 700,000, making it the eighth-class elevator powerhouse in the world, but there is a trend of increasing casualties due to accidents and breakdowns. An Seung-gang-gi is a term that encompasses an elevator that moves vertically and an escalator that moves horizontally. It is an important means of transportation for most citizens that are encountered almost every day in daily life, and it is also necessary as a means of transportation that enables the construction of skyscrapers. And it seems that its importance will never diminish in the future. Major elevator failures are the main cause of dispatch when accumulating the number of 119 dispatches, and the frequency of occurrence is high. It's a shame. According to Heinrich's Law, 300 minor signs and danger phenomena precede, 29 minor accidents and 1 major accident. Accidents caused by elevators are increasing every year due to the increase in the number of installations, and the damage is threatening the valuable lives and property of users and workers in related fields due to fatal risks such as death and serious injury. Elevator safety management can achieve its purpose only when it is managed with the usual interests, awareness of safety, and full efforts of the users, workers, and the government concerned. This study was analyzed based on 2019 data notified to the Korea Elevator Safety Agency on major breakdowns improved after the revision of the Elevator Safety Management Act in 2018, and a total of 8,256 data were analyzed using the SPSS 21 version, a statistical analysis tool, to analyze the correlation with technical statistics. Proceeded. Through the analysis, it was possible to obtain preventive safety management data to prevent serious elevator safety accidents from occurring, and to derive meaningful implications that related safety management and maintenance can be effectively operated to prevent serious failures. In addition, through this analysis, we expect the development of related industries and legal and institutional improvement.

  • Digital communication is important for reliability and mobilization of the multi-channel communication systems. Transmitting and receiving data for the mobilization should be possible in anywhere and in anytime. And this system must be designed light weight small size and low power. One are essential technology for implementing the mobile wireless communication system on the age of ubiquotos. Requirements in constructing such communication field are followings. At first data transmitting and receiving should be carried out by a simple command. Second, the device should be designed as hand-hold type and low power consumption. Third, data communication should be reliable. As one of examples, car to car system which is popular in the market is introduced here, All traffic information in highway is transmitted from one car to another by using this system which can prevent possible traffic accident. This paper shows the design of a digital data communication system with CC1020 chip. This CC1020 makes easy frequency selection and easy switch from the transmit mode to the receive mode by simple setting of a memory register in the chip. The transmit power of this system is designed 10dBm and its communication range is about 100m. The power supplied this system is 3V considered as low power. The sleep mode can be easily entered during transmit mode or receive mode. We shows the program algorithm of CC1020 and interface circuit between MCU and CC1020. We shows the Photo of the CC1020 Module and Atmega128 Module.. We analysed the receiver rate with this system.

An Operations Study on the Home Care Nursing Delivery System (지역사회 중심 가정간호사업 운영연구(가정간호사업 운영을 위한 정보전달체계 개발Ⅱ))

  • The purpose of this study was to develop the framework of community-based home care nursing delivery system, and to examine the validity of it. For these, home care nursing study team of College of Nursing, Seoul National University has studied home care nursing system since September, 1996, and has operated home care center since August, 1997. This study has been supported by the Korean Sience Foundation. We organized Committee of rules, and Clinical specialist consultant group for more efficient running of the home care center. In nursing station, research assistant controlled general work, and 5 home care nurses were hired for home visiting. We developed the Standards for operations, that included criteria for clients, central supply system of nursing materials, central management of nursing care cost, advertisement, patient referral system, and so forth. In our center, 108 patients enrolled, and neurologic disorders including cerebrovascular accident, and cancer were the most prevailing diseases. We tried to overcome the limitations of hopital -based home care, and to provide more accessible, efficient, safe, and stable home care nursing. Therefore, we were referred clients from patients and families, public health care center, industries, as well as from hospitals. Meanwhile, we developed home care recording system and assessment-intervention algorithm for various diseases for quality control and standardization. Also, we did continuing education, and tried to detect problems and to find solutions by regular meeting between the committee of rules and home care nurses. As the results of this study, several limitations of operation were found. First, it was difficult to manage and communicate with the doctor in the emergency situation, Second, we spent too much time for trasnsportation, because only five nurses covered all areas of Seoul and nearby cities. Third, preparation for special care of home care nurses were lacked. Forth, criteria for termination of care and frequency of home visit were ambiguous. Fifth, some difficulties were found in retrospective payment system. And finally, interconnection with home care machinery company were needed. Strategies for solving these problems were suggested.

Factors Affecting on the Clinical Nurse's Safety Nursing Activity (임상간호사의 안전간호활동 영향요인)

  • This research is a descriptive investigation research in order to understand the influences on the perception of the patient safety culture and safey nursing activity with the clinical nurses of the university hospitals as the subjects. The data collected were analyzed using the SPSS 23.0 program. As a result, the perception of patient safety culture of the subjects was 3.30 of the full score of 5points, and safety nursing activity 3.89. It appeared that, also, in the safety nursing activity, the total career experience, the position, immediately superior/manager, the communication procedures, and the frequency of accident reports receive the influences. As a result, in order to enhance the safety nursing activity, the developments of the practice guidelines that can appropriately manage the experienced people, that can communicate smoothly between the organizations, and that can make the case reports and the developments of the educational programs are needed.

The Correlation between Perceived Social Support and Hope of Stroke Survivors (뇌졸중 환자가 지각하는 사회적 지지와 희망과의 관계)

  • A Cerebrovascular accident(CVA), or Stroke is a medical emergency that occurred when the blood supply to the brain is interrupted or blocked. The stroke causes physical function disorder due to hemiparalysis and emotional disorder. Also the stroke patients experience helplessness, powerlessness, sense of alienation and loss of hope. These feelings make the rehabilitation difficult because they lose the will of life. The purpose of this study is to identify the correlation between perceived social support and hope of stroke survivors. The subjects for this study were 100 out-patients with stroke in one general hospital and oriental medicine hospital located in Mokpo. The data were analysed by frequency, t-test, ANOVA. Duncan test, Pearson's correlation, using the SPSS WIN 9.0 program. Data were collected from July 11 to September 9, 2000, using a structured questionnaire. The instruments used for this study : The social support scale developed by Park, Ji-won(1985) and the hope scale developed by Miller(1988). The results were as follows. 1. It was found that the higher the degree of perceived social support, the higher the degree of hope(r=.726, p=.000). Therefore hypothesis was supported. 2. The mean score of perceived social support was 77.8(SD=21.0) with a score range from 27.0 to 104.0. 3. The mean score of perceived hope was 117.0(SD=25.7) with a score range from 57.0 to 160.0. 4. The level of social support depending on general characteristics were significantly different in variables such as marital status(t=3.131, p=.010). degree of income satisfaction(F=16.027, p=.000). 5. The level of hope depending on general characteristics were significantly different in variables such as marital status(t=2.681, p=.040). current job(t=-2.055, p=.043) degree of income, satisfaction(F=11.363, p=.000). For these subjects, there was a significant relationship between social support and hope. The stroke survivors need social support to inspire their hope. Nurses should plan interventions to enhance social support for patients with stroke. The above results may be used as the basic data to seek more efficient way of elevating nursing practice and rehabilitation for the patients with stroke.

A Study on the Risk Assessment of River Crossing Pipeline in Urban Area (도심지 하천매설배관의 위험성 평가에 관한 연구)

  • In this study, quantitative risk assessment was carried out for city gas high-pressure pipelines crossing through urban rivers. The risk assessment was performed based on actual city gas properties, traffic volume and population and weather data in the worst case scenario conditions. The results confirmed that the social and individual risks were located in conditionally acceptable areas. This can be judged to be safer considering that the risk mitigation effect of protecting the pipes or installing them in the protective structure at the time of the construction of the river buried pipe is not reflected in the result of the risk assessment. Also, SAFETI v8.22 was used to analyze the effects of wind speed and pasquil stability on the accident damage and dispersion distances caused by radiation. As a result of the risk assessment, the safety of the pipelines has been secured to date, but suggests ways to improve safety by preventing unexpected accidents including river bed changes through periodic inspections and monitoring.

Speeding Detection and Time by Time Visualization based on Vehicle Trajectory Data

  • The speed of vehicles has remained a significant factor that influences the severity of accidents and traffic accident rate in many parts of the world including South Korea. This behavior where drivers drive at speeds which exceed a posted safe threshold is known as 'speeding'. Over the past twenty years, the Korean National Police Agency (NPA) has become aware of an increased frequency of drivers who are speeding. Therefore, fixed-type ASE systems [1] have been installed on hazardous road sections of many highways. These system monitor vehicle speeds using a camera. However, the use of ASE systems has changed the behavior of the drivers. Specifically, drivers reduce speed or avoid the route where the cameras are mounted. It is not practical to install cameras at every possible location. Therefore, it is challenging to thoroughly explore the location where speeding occurs. In view of these problems, the author of this paper designed and implemented a prototype visualization system in which point and color are used to show vehicle location and associated over-speed information. All of this information was used to create a comprehensive visualization application to show information about vehicle driving. In this paper, we present an approach detecting vehicles moving at speeds which exceed a threshold and visualizing the points those violations occur on a map. This was done using vehicle trajectory data collected in Daegu city. We propose steps for exploring the data collected from those sensors. The resulting mapping has two layers. The first layer contains the dynamic vehicle trajectory data. The second underlying layer contains the static road networks. This allows comparing the speed of vehicles on roads with the known maximum safe speed of those roads, and presents the results with a visualization tool. We also compared data about people who drive over threshold safe speeds on each road on days and weekends based on vehicle trajectories. Finally, our study suggests improved times and locations where law enforcement should use monitoring with speed cameras, and where they should be stricter with traffic law enforcement. We learned that people will drive over the speed limit at midnight more than 1.9 times as often when compared with rush hour traffic at 8 o'clock in the morning, and 4.5 times as often when compared with traffic at 7 o'clock in the evening. Our study can benefit the government by helping them select better locations for installation of speed cameras. This would ultimately reduce police labor in traffic speed enforcement, and also has the potential to improve traffic safety in Daegu city.
