A Study on Selecting Personal Protective Equipment for Listed Hazardous Chemicals (1): Analysis of Hazard Ranks and Workplace Exposure Risks (사고대비물질 개인보호구 선정에 관한 연구(1): 물질유해성 및 작업위해성 분석)

  • Objectives: According to the new Chemical Control Act from the Korean Ministry of Environment (2014-259), workers handling hazardous chemicals should wear personal protective equipment (PPE). However the act simply states in basic phrases that every worker handling one or more of the 69 listed chemicals should wear PPE and does not consider the unique hazard characteristics of chemicals and work types. The main purpose of this study is to provide basic data to revise the act to suit particular work processes and situations. Methods: The hazard rank of the substances was classified based on hazardous characteristics such as LC50 and vapor pressure using matrix analysis. The workplace exposure risk of the substances was also determined through a matrix analysis based on the previously determined hazard ranks and the demands of manual handling together with the likelihood of accident frequency of the operation combined with the exposure of workers during spill accidents. Results: To meet the demands for developing subsequent guidelines for the risk-based application of PPE in hazardous workplaces, this study sorted the 69 listed chemicals into five hazardous categories based on their LC50 and vapor pressures, and also assigned exposure categories according to exposure vulnerability for various types of work which are frequently performed throughout the life cycle of the chemicals. Conclusion: In the next study, an exposure risk matrix will be produced using the hazard rank of chemicals and workplace exposure risk, and then PPE will be selected to suit the categories of the exposure risk matrix.

A Study on the Improvement of a Damageability and Repairability by Improving Mounting Structure of a Bumper for Passenger Cars (범퍼체결구조 개선을 통한 손상성.수리성 향상방안에 관한 연구)

  • The purpose of this study is to analyze the bumper mounting structure of passenger vehicles at low speed collision. In order to improve the repairability and damageability of the vehicle, the low speed crash tests of RCAR(Research Council for Automobile Repairs) standard(front & rear 15km/h 40% offset crash test) were carried out for analysis of 3 different types of bumper mounting structures. The results of experiments show that the impact energy absorbing ability of bumper stay with rectangular crash box type vehicle which is inserted into the bumper rail was superior to another two different bumper mounting structures that are applied to many passenger vehicles. In this thesis, well designed bumper mounting structure such as rectangular crash box type can enhance the safety of occupants as well as contribute to reduce repair cost at low collision accident by improving repairability and damageability of vehicle.

  • Clinical observation was made on 210 cases of CVA that were confirmed through brain CT, MRI scan and clinical observation. They were hospitalized in the oriental medical hospital of Kyungwon University from January to December in 1998. Objective : To evaluate the current status of cerebrovascular disease in Korea, we performed observation on stroke patients. Methods : We performed a retrospective study on 210 cases of stroke who had been admitted to the Dept. of Internal Medicine, College of Oriental Medicine, Kyungwon University from Jan. 1, 1998 to Dec. 31, 1998. Results : The incidence was highest in the patients with the age of above fifty. The frequency of strokes was similar between male and female cases. Ischemic stroke(70.0%) was more common than hemorrhagic stroke(20.5%), with transient ischemic attacks(9.5%) occuring less frequently. Middle cerebra! arterial territory was the most commonly involved site in ischemic strokes. Among intracerebral hemorrhages, putaminal hemorrhages were found in 69.8%, and was followed by IVH(9.3%), IVH with ICH(7.0%), subcortical hemorrhages (4.7%) and pontine hemorrhages(4.7%). The most ordinary preceding disease was hypertension. The next was diabetes mellitus. Most cases were given simultaneous treatment in both western and oriental medical methods. Conclusions : Generally it is thought that CVA occurs frequently in winter. But our observations reveal no such relationship. The predisposing factors of cerebral infarction were usually initiated during the time of resting and sleeping and those of cerebral hemorrhage chiefly during the time of exercising. I Patients whose condition of consciousness was bad at the time of admission tended to have a bad prognosis. This study suggests changing trends of stroke in Korea, and that a multicenter prospective study using stroke registry is required for confirmation.

  • In this thesis using FTA technique, the author proposes a new method of analysis of some accidents in construction work. Some efficient plans of safe facility investment are made out. For this study, I referred to 'The Death Accident in Construction Works', which have been published by Korea Industrial Safety Corporation from 1993 to 1999 for 6 years. I selected some of apartment constructions which have caused many deaths for the purpose of analysis in the study. I found that the concrete work using ferro-deck takes more deaths than the conventional construction. After finding this, I selected GANG FORM works using ferro-concrete which is the most widely used but causes many accidents. On the basis of the classification, I try to do some quantitative analyses by adding the death frequency and material factors. In order to draw up the most efficient investment plan, it is imperative that FT diagram be made out and that factors. It requires a great deal to labor and time to get Minimal Cut Set. The Minimal Cut Set which is formed of these process is the main factor to analyze disaster in the work. It is desirable that we add calculated percentage of accidents to these factors to these factors in value order, that is to say, from the high cost to low cost.

  • Ubiquitous location based services (u-LBS) will be interested to an important services. They can easily recognize object position at anytime, anywhere. At present, many researchers are making a study of the position recognition and tracking. This paper consists of postion recognition and user identification system. The position recognition is based on location under services (LBS) using a signal strength map, a database is previously made use of empirical measured received signal strength indicator (RSSI). The user identification system automatically controls instruments which is located in home. Moreover users are able to measures body signal freely. We implemented the multi-hop routing method using the Star-Mesh networks. Also, we use the sensor devices which are satisfied with the IEEE 802.15.4 specification. The used devices are the Nano-24 modules in Octacomm Co. Ltd. A RSSI is very important factor in position recognition analysis. It makes use of the way that decides position recognition and user identification in narrow indoor space. In experiments, we can analyze properties of the RSSI, draw the parameter about position recognition. The experimental result is that RSSI value is attenuated according to increasing distances. It also derives property of the radio frequency (RF) signal. Moreover, we express the monitoring program using the Microsoft C#. Finally, the proposed methods are expected to protect a sudden death and an accident in home.

A Study on the Establishment of VTS Service Area in Pohang (포항항의 VTS 서비스구역 설정에 관한 연구)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

  • This study investigated the causes and problems of train operation impediments through the statistics analysis of 8 years'internal data of Daejeon Metropolitan Express Transit. By evaluating the risks regarding the system, equipment, and parts of high risk group, this study measured the Risk Index Severity, and applied the $5{\times}5$ Risk Assessment Matrix which is a method of risk management to calculate the scale of risk to analyze the safety level and allowance range. As a result, the car sector, the most serious risk, followed by machinery and equipment sector showed that the inherent risk. In particular, the door broken and the door rail signaling and control devices due to defects of the vehicle is high, but also the severity, and frequency are showing very frequent additional potential accidents. PSD also had defects in the machinery sector appeared to be the most dangerous of the PSD poor safety gates, it was found that the glass also involve the risk of mishandling and breakage of the PSD. This study intended to contribute to the transportation benefits through the safety and stable operation of Metropolitan Express Transit.

JAXA'S EARTH OBSERVING PROGRAM

  • Four programs, i.e. TRMM, ADEOS2, ASTER, and ALOS are going on in Japanese Earth Observation programs. TRMM and ASTER are operating well, and TRMM operation will be continued to 2009. ADEOS2 was failed, but AMSR-E on Aqua is operating. ALOS (Advanced Land Observing Satellite) was successfully launched on $24^{th}$ Jan. 2006. ALOS carries three instruments, i.e., PRISM (Panchromatic Remote Sensing Instrument for Stereo Mapping), AVNIR-2 (Advanced Visible and Near Infrared Radiometer), and PALSAR (Phased Array L band Synthetic Aperture Radar). PRISM is a 3 line panchromatic push broom scanner with 2.5m IFOV. AVNIR-2 is a 4 channel multi spectral scanner with 10m IFOV. PALSAR is a full polarimetric active phased array SAR. PALSAR has many observation modes including full polarimetric mode and scan SAR mode. After the unfortunate accident of ADEOS2, JAXA still have plans of Earth observation programs. Next generation satellites will be launched in 2008-2012 timeframe. They are GOSAT (Greenhouse Gas Observation Satellite), GCOM-W and GCOM-C (ADEOS-2 follow on), and GPM (Global Precipitation Mission) core satellite. GOSAT will carry 2 instruments, i.e. a green house gas sensor and a cloud/aerosol imager. The main sensor is a Fourier transform spectrometer (FTS) and covers 0.76 to 15 ${\mu}m$ region with 0.2 to 0.5 $cm^{-1}$ resolution. GPM is a joint project with NASA and will carry two instruments. JAXA will develop DPR (Dual frequency Precipitation Radar) which is a follow on of PR on TRMM. Another project is EarthCare. It is a joint project with ESA and JAXA is going to provide CPR (Cloud Profiling Radar). Discussions on future Earth Observation programs have been started including discussions on ALOS F/O.

A CLINICAL STUDY OF THE NASAL BONE FRACTURES (비골 골절의 임상적 고찰)

  • Because of the prominence of the nose and its central location, it is the most frequently encountered fractures in the face. Yet reports about the nasal bone fractures are virtually rare in the oral and maxillofacial surgical literatures. This is a retrospective study on 19 nasal bone fractures treated in Chosun university hospital Department of Oral & Maxillofacial Surgery from Jan. 1991 to Sep. 1993, under admission to our Dept. and the obtained results were as follows. 1. Of the 240 patients with facial bone fractures, 28 patients suffered nasal fractures(12%) and male to female ratio was 5.3:1. 2. The most frequent cause was traffic accidents(39%)m, the next fall down(36%), first blow(4%). 3. The age frequency was the highest in the fifth decade (32%). 4. Clinical classification of nasal fractures was simple fractures(74%), combined fractures(26%), and single fractures(37%), combined fractures(63%). 5. The most frequently combined site was maxilla(50%). 6. Treatments of nasal fractures were closed reduction(63%), open reduction(5%), and secondary rhinoplasty(32%). 7. The initial treatment time from accident was 1.7 days in single fractures, and 3.5 days in combined fractures, and the period of splint retained was about 8.2 days in single fracture, about 8.7 in combined fracture. 8. It was necessary to treat secondarily in delayed treatment, and all treatment methods showed relatively good prognosis. 9. Closed reduction was treated under local anesthesia, but open reduction & secondary rhinoplasty was treated under general anesthesia except 1 case. 10. The complications were disturbance of swellings 5 cases, ethetic problem 5 cases, epiphora 3 cases, abnormal sensation 6 cases in relation with other fractures.

A Discussion for Alteration of the Radiation Issues Based on the Clipping Analyses of Radiation Articles Reported in Korea

  • Background: Radiation accidents having occurred in recent containing the accident in Fukushima nuclear power plants of Japan were resulted to the increase in some public concern, anxiety and confusion for radiation or nuclear safety. The public anxiety for radiation is not being decreased though the announcements done in radiation research institutes in Korea. Therefore, this study aims at providing an effective system for radiation publicity to the public members by the clipping analysis for the radiation articles reported in the media. And, the relation between those radiation issues and the radiation perception to the public members is analyzed. Materials and Methods: The radiation articles reported by them in 2013 and 2014 have been collected, and they are then classified with the article characteristic, field and tendency. Classified articles have been reviewed by dividing as two year. The 210 articles have been compared for their tendencies, characteristics and fields by year reported, and their characteristic comparison by reported year are then reviewed. Results and Discussion: Though the frequency that the radiological accidents have occurred in worldwide is far low compared to the accidental frequencies occurred in the general industrial fields, the radiation perception is being still deteriorated because of its special problem, which is defined as exposure, contamination or radioactivity, about radiation. The basic principles for radiation communication were suggested for preventing some unnecessary misunderstanding due to the variation of understanding for radiation issues. Conclusion: It is necessary to perform a variety of strategies for the publicity in improving the radiation perception, to build a relationship with the press or the media and then to consistently interact with them. Radiation communication must be performed by radiation experts or complete charge department, and must be consistently performed and be taken predictable patterns.
