  • The number of domestic construction company is expanding every year while the construction workers' exposure to disaster risk is increasing due to technological advancements and popularity of high-rise buildings. In particular, the industry faces greater fatalities and severe large scale accidents because of construction industry characteristics including influx of foreign workers with different language and culture, large number of aged workers, outsourcing, high place work, heavy machine construction. The construction industry is labor-intensive, which is to be completed under given timeline and consists of unique working environment with a lot of night shifts. In addition, when a fixed construction budget is not secured, there is less investment in safety management resulting in poor risk management at the construction site. Taking account that the construction industry has higher accident risk rate and fatality rate, risky and unique working environment, and various labor pool from foreign to aged workers, preemptive safety management through risk factor identification is a mandatory requirement for the construction industry and site. The study analyzes about 8,500 cases of construction accidents that occurred over the past 10 years and identified risk factor by construction industry sector to secure a systematic insight for risk management. Based on interrelation analysis between accident types, work types, original cause materials and assailing materials, there is correlation between each analysis factor and work industry. Especially for work types, there is great correlation between work tasks and industry type. For reinforced concrete and earthwork are among the most frequent types of accidents, and they are not only high in frequency of accidents, but also have a high risk in categories of occurrence.

  • A short-term atmospheric dispersion factor (${\chi}/Q$) is an essential element for radiological dose assessment following a hypothetical accidental releases of light-water nuclear power plants. The U. S. NRC developed PAVAN program to comply with the U. S. NRC's Regulatory Guide 1.145. Meteorological data is an essential element for atmospheric dispersion, and PAVAN uses a joint frequency distribution data, which represents the occurrence probability of wind speed and wind direction for atmospheric stability. Using the meteorological data measured at Kori and Wolsung sites for the last 5 years (from 2006 to 2010), a variety of joint frequency distribution data were prepared to evaluate ${\chi}/Q$ values with different wind speed classifications (U. S. NRC's recommendation and even distribution of occurrence probability) and periods of meteorological data to be analyzed (1 year, 2 year, 3 year, 4 year, 5 year). As a result, it was found that the influence of the wind speed classification on ${\chi}/Q$ values is little, while the influence of the periods of meteorological data to be analyzed is relatively significant, representing more than 1.5 times in the ratio of maximum to minimum values.

  • Since 2017, the Occupational Safety and Health Act has been fully applied to school food services, and risk assessments have been implemented since 2019. The introduction was slow compared to other industries and was evaluated by non-professional nutritionists, so there was a limit to establishing the system. All schools under the Seoul Metropolitan Office of Education apply the KRAS every year in accordance with the OSH Act for school foodservice and a notice from the Ministry of Employment and Labor. A risk assessment is applied according to legal regulations. On the other hand, the effectiveness of risk assessment has been questioned because the frequency and intensity criteria of the risk are qualitative and subjective. Based on the accident statistics of catering workers, the frequency and intensity criteria of risk were presented quantitatively and objectively, and a risk assessment was conducted by applying a new calculation standard for some work during the catering service and compared with current risk assessment results. The risk was increased, and the improved effectiveness was confirmed by the specific suggestions for improvement. Thus, the pilot evaluation for the entire food service should be expanded, and the feasibility confirmed. The pilot evaluation should be applied to all schools to enhance the effectiveness and operability of the risk assessment.

  • After the Fukushima nuclear accident, a new power supply using a lithium polymer battery has been proposed the first time in the world as the safety of the emergency battery facility has been required. It is required to have the safety of the rack system in which the battery device is installed in order to apply the proposed technology to the field. Therefore, the purpose of this study is to evaluate the seismic performance of string and rack frame for lithium-polymer battery devices developed for the first time in the world to satisfy 72 hours capacity. (1) The natural frequency of the unit rack system was 9 Hz, and the natural frequency before and after the earthquake load did not change. This means that the connection between members is secured against the design earthquake load. (2) he vibration reduction effect by string design was about 20%. (3) As a result of the seismic performance test under OBE and SSE conditions, the rack frame system was confirmed to be safe. Therefore, the proposed rack system can be applied to the nuclear power plant because the rack system has been verified structural safety to the required seismic forces.

  • This paper proposes the application of harmonic constraints to address the problems caused by abnormal voltage increases when electric railway vehicles are running. The AC line that supplies the train with power during operation is used to provide electricity of 25kV/60 Hz, but gradually the size and frequency of harmonics involved in the line are varied with the technological evolution of the railroad vehicle electrical equipment. An increase in heat losses due to the failure of the instrument transformer (PT), the main circuit device, which is a serious problem with the recent train safety operation, or to the main displacement voltage. When high frequency components are introduced through low frequency Transformers of the main circuit device, the high intensity of the components is caused by the high intensity of the core and the current flow of the parasitic core is increased, thus generating heat. To solve this problem, the recent adjustment of the sequence has applied artificial NOTCH OFF of the power converter. However, the method of receiving and controlling the OFF signal operates by interaction between the ground and the vehicle's devices, thus it is invalid in the event of failure, and an actual accident is occurring. Therefore, the harmonic currents were required to prevent possible flow of harmonics, and conducted a study to prevent accidental occurrence of train accidents and to verify feasibility of the device through the simulations of the train's experimental analysis and the simulations of the train for safe operation.

  • In gas industries, the potential risks of serious accidents have been increased due to high technology application and process complexities. Especially, in case of gas-related accidents, the extent of demage is out of control since gas plants handle and produce combustible, flammable, explosive and toxic materials in large amounts. The characteristics of this kind of disaster is that accident frequency is low, while the impact of damage is high, extending to the neighboring residents, environment and related industries as well as employees involved. The hydrogen gases treated important things and it used the basic material of chemical plants and industries. Since 2000, this gas stood in the spotlight the substitution energy for reduction of the global warming in particular however it need to compress high pressure(more than 150 bar.g) and store by using the special cylinders due to their low molecular weight. And this gas led to many times the fire and explosion due to leak of it. To reduce these kinds of risks and accidents, it is necessary to improve the new safety management system through a risk management after technically evaluating potential hazards in this process. This study is to carry out the quantitative risk assesment for hydrogen filling plant which are very dangerous(fire and explosive) and using a basic materials of general industries. As a results of this risk assessment, identified the elements important for safety(EIS) and suggested the practical management tools and verified the reliability of this risk assessment model through case study of accident.

  • This study aimed to provide the fundamental resources for developing an effective safety education program. We analyzed the condition of school accidents and safety awareness, and the condition of school safety education and the factors related to safety education. Ultimately, this study can lead the following studies to develop the safety education program realistically, which can effectively change the safety behaviors of Korean students. Methods: We carried out a questionnaire survey that was targeted at the schools - three elementary, three middle, and three high schools - located in Chung-nam, from April 1, 2012 to May 2, 2012. Totally, the questionnaires of 578 students were fully filled out. The design of this study is a descriptive research. Results: 1. 64.5% of elementary school students, 33% of middle school students and 32% of high school students had experienced more than one safety accident. The frequency of occurrence was the highest in playgrounds for elementary and middle school students, and in stairs for high school students. The most safety accidents occurred during lunch time and at recess in elementary and middle school, and at recess in high school. Further, most of the students who had experienced the safety accidents had been treated in infirmary (school nurse's office) for elementary school students, and in a hospital for middle and high school students. 2. There was statistical significance in the safety consciousness for students in elementary school (18.09 points), middle school (17.68 points), and high school (17.26 points), on a twenty-point scale. (F=3.754, p=0.024). 3. Comparing the factors related to school safety education with safety consciousness, students in elementary school that gave an answer of the usefulness of safety education showed a high standard in the safety consciousness level. (F=12.347, p=0.002) For the need of safety education, the students in the elementary school and high school that expressed the necessity of safety education showed a high standard in the safety consciousness level. Conclusions: Accordingly, it is true that there are the differences at safety awareness among elementary middle high school students. This study is meaningful enough in that it provides the fundamental resources for developing the effective safety education methods for the subjects.
