Strategy of Food Retailer and Delivery Rider's Accident in South Korea

  • Purpose: The primary objective of this research is to propose answers of rider's accident of food retailer in South Korea, in view of business sustainability of food retailer and his precious fate of rider who is a father that has a responsibility to the family. Research design, data, and methodology: We investigated previous studies such as food retailer, delivery, delivery application of mobile, rider's accident and statistics of delivery business agency, motorcycle accident ratio, annual fatalist, and further we analyzed cases of rider's accidents. Results: Rider's accident on the road toward food retailer is serious risky factor to their business reputation, corporate image, because claim amount related to death and physical/mental disability can be heavily damaged to food retailer. The point when rider dies is that rider is a person responsible for supporting his/her family, that is, a life itself issue together with downfall of family. Conclusions: In view of growth of South Korean' delivery rider industry, the authors recommended that focus of stability and sustainablity of both food retailer and delivery rider should establish to executable and practical ideas such as rider's readiness, abandon of speed guarantee, duty of delivery app business and legal aids.

Characteristics of Occupational Accidents by Type of Parking Lot

  • Objective: This study aims to analyze occupational accidents of parking lot attendants by parking lot type. Background: Recently, efforts are made to analyze accident characteristics by occupation type targeting the workers engaged in the same work. Method: This study analyzes 303 occupational accidents of parking lot attendants occurring from 2010 to 2012. Parking lots are grouped into two groups according to the work environment. One is public/ground type which comprises road side or open area parking lots and the other is building/mechanical type which comprises a multi-story parking building with connecting ramps and/or mechanical parking system. The characteristics of occupational accidents by parking lot type are analyzed. Results: Accident characteristics showed the difference between public/ground type and building/mechanical type on the size of enterprise, age, gender and work experience of the injured. Also the accident type, source of accident and parts of body affected are different between the two parking lot types. Conclusion and Application: The findings of accident characteristics according to parking lot types can be used as baseline data for establishing systemized preventative policies for occupational accidents of parking lot attendants.

  • Compared with other transport means, safety and timeliness are the merits of railways. Unexpectedly when accident happens, much time and human strength are required to cope with the accident. And for swift recovery, systematic rehabilitation is needed. Recently using MTS(Moving picture Transmission System), we can perform accident rehabilitation and recording work efficiently. MTS is the device that transmits continuous picture information from accident field to control center. We are developing the appropriate system to railway situation to make use of the existing information communication technology, processing technology of video-tex, super high speed transmission technology through fiber-optic, copper cable and network description of information Technology, etc. If these communication-based can technologies are applied to railway system, railway managers can control the accident by inspecting the picture of accident field and can contribute to the safe train operation and the improvement of railway management. In this paper, we investigate the connecting methods when optical fiber is used for moving picture data transmission of train accidents, and its problems. And, we validate MTS's performance through about 28km section of field test.

Van 형 차량의 보행자 충돌 사고 해석 모델 (Analytical Model in Pedestrian Accident by Van Type Vehicle)

  • The fatalities of pedestrian accounted for about 40.0% of all fatalities in Korea (2005 year). In pedestrian involved accident, the most important data to inspect accident is throw distance of pedestrian. The throw distance of pedestrian can be influenced by many variables, such as vehicular frontal shape, vehicular impact speed, the offset of impact point, the height of pedestrian, and road condition. The trajectory of pedestrian after collision can be influenced by vehicular frontal shape classified into sedan type, box type, SUV type and van type. Many studies have been done about pedestrian accident with passenger car model and bus model for simple factors. But the study of pedestrian accident by van type vehicle was much insufficient, and even that the influence of multiple factors such as the offset of impact point was neglected. In this paper, a series of pedestrian kinetic simulation were conducted to inspect relationship between throw distance and multiple factors with using PC-CRASH s/w, a kinetic analysis program for a traffic accident for van type. By based on the simulation results, multi-variate regression was conducted, and regression equation was presented.

사고사례 분석을 통한 학교안전사고 예방정책에 관한 연구 (A Study on the School Safety Accident Prevention Policy through Accident Case Analysis)

  • The purpose of this study is to suggest prevention policy by analyzing accident cases related with school facilities. The results of study are as follows: First, policy enforcement that follows disaster management process such as prevention, preparation, response and recovery is required for school safety policy. Second, in order to proceed with the effective safety policy through collection, analysis, interpretation of data and result monitoring against accident case, the systematic safety infrastructure such as injury surveillance system and the composition of policy consultative group among safety organizations should be established. Third, the school facilities should be installed and managed according to the safety design. Fourth, the systematic education is needed to done for the managers who are concerned with safety regarding the establishment of safety management plan for each school. Fifth, the evaluation and feedback system is required for the results of proceeding with safety policy.

A Study on Drone's Liability on Flight in South Korea

  • Purpose - This paper analyzed the accident of drone and related insurance goods which can be coverable with regard to drone accident. The study range is limited in the owner's care, custody, and the control of drone in South Korea, but military area and law and regulation of the drone would be exceptional. Research design, data, and methodology - With regard to drone's flight, drone can make possible risks and can give severe damage to the people. To carry out this research, literature survey and review such as journal, thesis and publications were adopted. Results - As for the insurance coverage from drone's accident involved in the purpose of business, insurance coverage depends on 'commercial general liability insurance'. However, in case of personal hobby including leasure intention, insurance coverage depends on 'living liability insurance'. Conclusions - From a drone's accident, operator and owner of the drone may face the property damage to the drone itself, and then can give severe damage or loss to the people such as physical injuries and property damage. Peoples should be concerned about having the awareness of drone's accident with insurance coverage.

보행자-차량 충돌사고 재현모형 비교분석 및 개선 연구 (A study on Pedestrian Accident Reconstruction Models: Comparison and Improvement)

  • 본 연구에서는 보행자-차량 충돌사고 분석을 위한 국내외 사고재현모형을 비교하였다. 충돌 후 보행자의 전도거리를 종속변수로, 차량의 충돌속도를 독립변수로 하는 모형을 비교하였으며, 수집된 총 432건의 사고 자료 중 신뢰성 있는 전도거리와 충돌속도 자료의 확보가 가능한 49건을 선정하여 절대평균백분위오차를 산출 후 비교하였다. 또한 전도거리에 영향을 새로운 변수의 도출을 위해 차량의 전면부 형상을 조사하고 이를 변수화하여 모형 구축에 반영하였다. 분석결과 차량의 범퍼높이가 다른 변수에 비해 전도거리에 큰 영향을 미치는 것으로 나타났다. 향후 연구에서는 보다 폭넓고 많은 데이터 수집 및 분석을 통하여 신뢰성을 높은 모형개발이 이루어져야 할 것이다.

지방부 신호교차로 주·야간 교통사고 예측모형 개발 및 비교 분석 (Development of Traffic Accident Models at Rural Signalized Intersections by Day and Night)

  • PURPOSES : The purposes of this study are to compare the day and night characteristics and to develop the models of traffic accidents. in Rural Signalized Intersections METHODS : To develop day and night traffic accident models using the Negative Binomial Model, which was constructed for 156 signalized intersections of rural areas, through field investigations and casualty data from the National Police Agency. RESULTS : Among a total of 17 variances, the daytime traffic accident estimate models identified a total of 9 influence factors of traffic accidents. In the case of nighttime traffic accident models, 11 influence factors of traffic accidents were identified. CONCLUSIONS : By comparing the two models, it was determined that the number of main roads was an independent factor for daytime accidents. For nighttime accidents, several factors were independently involved, including the number of entrances to sub-roads, whether left turn lanes existed in major roads, the distances of pedestrian crossings to main roads and sub-roads, lighting facilities, and others. It was apparent that if the same situation arises, the probability of an accident occurring at night is higher than during the day because the speed of travel through intersections in rural areas is somewhat higher at night than during the day.

  • 건설현장은 전산업 근로자의 $10\%$ 미만인 근로자가 전산업 재해의 $30\%$를 차지하는 재해다발 업종으로 중대재해 사고가 매우 심각하다. 이는 건설업이 갖고 있는 특수성에 기인하는 것으로써, 건설업에서의 사고예방 업무는 교육, 훈련, 정보의 직접적인 접근과 장기적인 접근을 요구한다. 사고사례는 건설공정에 따른 위험 위해 요소 등 본 작업에 관련한 모든 정보가 함축되어 있으므로 각 개별적인 사건에 대한 조사의 정보가 잘 이루어진다면 이는 사고예방에 있어서 좋은 정보를 제공하게 될 것이다. 이와 같은 관점에서 본 연구는 한국산업안전공단에 의해 조사된 $1992\~2000$년간의 빌딩과 APT를 대상으로 중대재해의 80여건을 Data Base화하고 건설공정의 안전정보를 제공하기 위하여 필요한 건설안전 정보시스템을 개발하는데 있다.

COMPASS - New modeling and simulation approach to PWR in-vessel accident progression

  • The objective of this paper is to discuss the modeling principles of phenomena governing core degradation/melting and in-vessel melt relocation during severe accidents in light water reactors. The proposed modeling approach has been applied in the development of a new accident simulation package, COMPASS (COre Meltdown Progression Accident Simulation Software). COMPASS can be used either as a stand-alone tool to simulate in-vessel meltdown progression up to and including RPV failure, or as a component of an integrated simulation package being developed in Korea for the APR1400 reactor. Interestingly, since the emphasis in the development of COMPASS modeling framework has been on capturing generic mechanistic aspects of accident progression in light water reactors, several parts of the overall model should be useful for future accident studies of other reactor designs, both PWRs and BWRs. The issues discussed in the paper include the overall structure of the model, the rationale behind the formulation of the governing equations and the associated simplifying assumptions, as well as the methodology used to verify both the physical and numerical consistencies of the overall solver. Furthermore, the results of COMPASS validation against two experimental data sets (CORA and PHEBUS) are shown, as well as of the predicted accident progression at TMI-2 reactor.
