교통사고 사례를 통한 자율차 사고기록장치 방향성 연구 (Study on the Direction for Event Data Recorders of Autonomous Vehicle through the Analysis of Traffic Accidents in Korea)

  • The event data recorders (EDR) have been used as a device to help understand traffic accidents. With the recent development of autonomous vehicle (AV), it has become important to prepare the new EDR for AV. Therefore, the purpose of this study is to propose the direction of EDR-AV recording. First of all, the recent EDR data elements and the data elements of AV under discussion at UNECE WP29 EDR/DSSAD (Data Storage System for Automated Driving) were analyzed. The consumer complaint database in Motor Vehicle Recall Center in Korea was analyzed in order to utilize cases of domestic traffic accidents related to advanced driver assistance systems (ADAS). Consequently, problems with existing EDR were identified through unclear accident cases related to ADAS. In the future, it was proposed to record images in which the ADAS perception systems recognize the surroundings of the accident site as an EDR-AV recording item.

중학생의 사고 예방행위 실천에 영향을 미치는 요인 (Factors Affecting the Practice of Accident Prevention Behavior in Middle-school Students)

  • Purpose: This study aimed to identify the degree of accident prevention behavior, self-esteem, self-regulation ability, and social support among middle-school students, and investigate factors influencing their practice of accident prevention behaviors. Methods: The participants were 174 students from two middle schools located in J city. Data were collected from December 28, 2017 to February 9, 2018 using self-reported questionnaires. Results: The mean score were $3.08{\pm}0.37$ of 4 for practice of accident prevention behaviors, $3.07{\pm}0.57$ of 4 for self-esteem, $3.69{\pm}0.48$ of 5 for self-regulation ability, and $3.38{\m}0.75$ of 5 for social support. Positive correlations were found among self-regulation ability, self-esteem, social support, and practice of accident prevention behaviors. The factors influencing the practice of accident prevention behaviors were personality (being 'haste') (${\beta}=-.20$, p=.003), self-regulation ability (${\beta}=.48$, p<.001), and social support (${\beta}=.23$, p<.001). These factors explained 39.0% of the variance in practice of accident prevention behaviors. Conclusion: It was found that the middle-school students engaged in prevention behavior to an extent that was insufficient to prevent accidents. Therefore, it is necessary to develop intervention strategies to improve the practice of accident prevention behavior among middle-school students, considering self-regulation ability, social support, and personality, which affect the practice of accident prevention behaviors.

A study on the classification of consumer types based on food safety attitudes: focusing on the Fukushima nuclear accident

  • The purposes of this study were to classify consumer types and to analyze purchase behavior depending on food safety attitudes related to the Fukushima nuclear accident. Based on the consumer survey data, factor analysis and cluster analysis were done to classify consumer types. Applying factor analysis, six factors with a total variance of 73.4% were extracted from 22 basic variables. The 6 factors were termed 'anxiety from ingesting agricultural and fishery products after the nuclear accident', 'importance of food safety when purchasing food', 'reduced rate of purchases of agricultural and fishery products after the accident', 'importance of food prices', 'socio-demographic characteristics' and 'family composition'. Using cluster analysis, consumers were classified into 5 types using the factor scores of 6 factors. The main results are as follows. For every consumer type, the anxiety about imported agricultural and fishery products was higher than that for domestic products after the nuclear accident. The food safety attitudes of consumers were mainly formed by the socio-demographic characteristics. Consumer types with high-education and high-income responded flexibly to the food safety concerning the accident; especially, the consumer type with a high-income and kids under 19 responded very reasonably to the accident. However, consumer types with a low-income and aged over 50 or less than 30 years were the least responsive to the accident, mainly due to financial restrictions. Thus, we suggest some food safety strategies and policy implications based on consumer type for food safety after the accident.

첨단안전장치 장착 버스의 사고사례 분석 (Analysis for Traffic Accident of the Bus with Advanced Driver Assistance System (ADAS))

  • Recently a traffic accident of heavy duty vehicles under the mandatory installation of ADAS (Advanced Driver Assistance System) is often reported in the media. Heavy duty vehicle accidents are normally occurring a high number of passenger's injury. According to report of Insurance Institute for Highway Safety, FCW (Forward Collision Warning) and AEB (Automatic Emergency Braking) were associated with a statistically significant 12% reduction in the rate of police-reportable crashes per vehicle miles traveled, and a significant 41% reduction in the rear-end crash rate of large trucks. Also many countries around the world, including Korea, are studying the effects of ADAS installation on accident reduction. Traffic accident statistics of passenger vehicle for business purpose in TMACS (Traffic safety information Management Complex System in Korea) tends to remarkably reduce the number of deaths due to the accident (2017(211), 2018(170), 2019(139)), but the number of traffic accidents (2017(8,939), 2018(9,181), 2019(10,095)) increases. In this paper, it is introduced a traffic accident case that could lead to high injury traffic accidents by being equipped with AEB in a bus. AEB reduces accidents and damage in general but malfunction of AEB could occur severe accident. Therefore, proper education is required to use AEB system, simply instead of focusing on developing and installing AEB to prevent traffic accidents. Traffic accident of AEB equipped vehicle may arise a new dispute between a driver's fault and vehicle defect. It is highly recommended to regulate an advanced event data recorder system.

한국 산업계에서 사고조사 수행 시 사고조사자의 관점에 관한 연구 (Incident Investigator's Perspectives on Incident Investigations Conducted in Korea Industry)

  • Incident investigation is regarded as a means to improve safety performance. For the prevention of industrial accidents, measures such as providing safety education, enhancing management interest and participation, establishing a safety management system, and conducting inspection of the work site are necessary. In particular, accident investigation activities, which are an important element of safety management, help to prevent similar accidents, thereby minimizing damage and enhancing work safety. They are critical for understanding business-related incidents and the vulnerabilities and opportunities associated with them. Therefore, it is clear that accident investigation activities are important for accident prevention. The primary focus of many incident investigation processes is on identifying the cause of an event. While considerable research has been conducted on potential accident investigation tools there has been little research on including the views and experiences of practitioners in the accident investigation process. In this study, a questionnaire survey was conducted among safety managers in the domestic manufacturing/construction industry to understand the practice of accident investigation. The investigation pertained to companies' accident investigation systems, the competence of investigators, and the identification and recommendations of the cause of accidents. From the analysis results of accident investigations, investigators' competence, the difficulty level of investigations, and the root causes of accidents were identified from the viewpoint of the participants of the accident investigations. In particular, the development of standardized and simple accident investigation methods and their dissemination to companies were found to be necessary for activating the root cause of accidents. Based on this, it can be used as basic data for the development of root cause analysis investigation techniques that are easily applicable to organizations.

텍스트마이닝을 이용한 건설공사 위험요소의 계절별 중요도 분석 (Analysis of Seasonal Importance of Construction Hazards Using Text Mining)

  • 건설사고는 근로자의 부주의, 안전장비 미착용, 안전규칙 미준수 등 다양한 요인이 복합적으로 작용해 발생할 수 있다. 건설사고를 유발하는 여러 요인 중 야외작업이 많은 건설업의 특성상 기상 조건은 건설사고 발생 요인 중 하나가 될 수 있다. 과거 발생한 건설사고 데이터는 사고예방을 위한 좋은 자료로 활용될 수 있지만, 건설업 재해사례 데이터는 자연어로 기술된 텍스트형태로 제공되기 때문에 건설업 재해사례 데이터에서 건설공사 위험요소(Hazard)를 추출하는 것은 많은 시간과 비용이 발생한다. 따라서, 본 연구에서는 텍스트마이닝을 이용해 국내에서 발생한 2,026건의 건설업 재해사례 텍스트데이터에서 건설공사 위험요소를 추출하고 빈도 분석(Frequency analysis)과 중심성 분석(Centrality analysis)을 통해 건설공사 위험요소의 계절별 중요도분석을 수행했다. 국토교통부에서 정의한 254개 건설공사 위험요소 중 51개 위험요소를 건설사고 텍스트데이터에서 추출했으며, 분석결과 봄, 가을은 거푸집, 여름은 비계, 겨울은 크레인이 계절별 가장 중요한 위험요소로 나타났다. 제안방법은 날씨, 계절, 기후 관련 건설사고 안전대책 마련에 활용될 수 있다.

『신호현시 표출 방법』에 따른 교통사고 발생빈도 분석 연구: 대전광역시 관내 중심으로 (A Study on the Frequency of Traffic Accidents by Traffic Signal Timing: Focused on Daejeon)

  • 본 연구는 지속 확대 설치되고 있는 교통신호기가 교통사고 예방에 어떤 효과가 있는지 분석하기 위한 것이다. 대전광역시 교통신호기 1,602개소 중에서 2013~2019년까지 7년간 TCS에 등록된 신호위반 등 교통사고 자료 7,045건을 수기 검색하였다. 교통사고 다발 상위 20개소 교차로를 특정하고, 교통사고 조사기록과 현장지도를 열람하여 위반차량의 주행 방향, 신호현시를 비교분석하고, 신호위반 교통사고 원인을 신호운영 설계(운영) 미흡과 운전자 과실(고의)을 구분해서 문제점 및 개선안을 제안하였다. 분석 결과 직좌동시신호와 중복현시 등에서 신호위반 교통사고 75%가 발생하였고, 황색신호에서 발생하는 교통사고 대책으로 황색신호시간 연장 또는 전적색(All Red)신호 운영시 교통사고가 줄어들었다. 비보호 좌회전은 정상신호로 개선이 필요하다. 또한, 경찰에서는 교통사고 현장지도 및 신호관련 자료에 대하여 수기 열람으로 교통사고 예방대책 수립시 많은 인력과 활용도가 떨어져 교통업무관리시스템(TCS)의 개선이 필요하다. 본 연구는 현장에서 수집한 방대한 데이터를 분석하여 개선방안을 제시한 것으로 신호운영에 기여할 것으로 판단된다.

철도 차량용 이벤트 레코더를 위한 분석 소프트웨어 개발 (Development of Analysis Software for Railway Vehicle Event Recorder)

  • 최근 철도차량에도 객관적이고 신속 정확하게 사고 원인을 분석하고, 사고를 미리 예방하기 위하여 여러 나라에서 철도 차량의 운행정보가 기록되는 블랙박스 즉, 이벤트 레코더의 설치를 법제화하고 있고, 이에 대한 연구를 진행하고 있다. 또한 사고에 대한 정확한 판단을 위하여 저장된 데이터를 분석하고 표현할 수 있는 분석 소프트웨어가 요구된다. 따라서 본 논문에서는 이벤트 레코더에 기록된 데이터를 분석하고 음성과 영상을 재생하는 분석 소프트웨어를 개발하였다. 본 논문의 이벤트 레코더 분석 소프트웨어는 신속하고 정확하게 사고 원인을 규명할 수 있고, 구간별 운행 패턴과 기관사의 습관 등을 파악할 수 있다. 또한 이미 발생한 사고 상황에 대해 영상과 음성을 함께 분석함으로써, 차후 발생할 수 있는 사고를 미연에 방지할 수 있을 것으로 기대한다.

기밀정보 유출 경험을 가진 기업들의 정보사고 대응역량 강화에 관한 연구 (The Correspondence Competence of Information Accident by Firms Experienced in Confidential Information Leak)

  • The purpose of this study is to examine a security investment for firms experienced in confidential information leak. Information security is an apparatus for protection of secret information. The competence of information security is a competitiveness to avoid information leakage in changing business environment. The type of information security is divided into administrative security, technical security and physical security. It is necessary to improve the incident correspondence competence through information security investment of the three types. Therefore, the investment of information security is to enhance information-asset protection of firms. To reinforce accident response competence, an organization discussed an establishment, security technology development, expand investment and legal system of the security system. I have studied empirically targeting the only information leak of firms. This data is a technical security competence and technology leakage situation of firms happened in 2010. During recovery of the DDos virus damage on countries, company and individual, the collected data signify a reality of information security. The data also identify a security competence of firms worrying information security management. According to the study, the continuous investment of information security has a high competence of accident correspondence. In addition, the most of security accidents showed a copy and stealing of paper and computer files. Firm on appropriate security investment is an accident correspondence competence higher than no security investment regardless of a large, small and medium-sized, and venture firm. Furthermore, the rational security investment should choose the three security type consideration for firm size.

야외교육활동 안전사고 담론에 관한 미디어 프레이밍 고찰 : 사설해병대 캠프사고 보도 사례를 중심으로 (A Review of Media Framing on the Discourse of Safety Accidents Occurring during Outdoor Educational Activities : Focusing on the Press Release Example of Marine Corp Camp)

  • 본 연구는 야외체험활동에 관한 안전 담론에 대한 미디어 프레이밍의 관련성을 탐색고자 2013 해병대 캠프 사고를 연구대상으로 선정하여 분석하였다. 설정 기간은 해병대 체험캠프가 급격히 증가한 대한민국의 천안함 폭침 사건 일인 2010년 3월 26일부터 해병대 캠프 사고 발생 후 2013년 7월 21일까지 보도된 뉴스보도 데이터에서 제공하는 검색사이트를 통해 수집하였다. 또한, 사건 발생 전 138건, 사건 발생 후 73건, 총 211건의 자료를 귀납적 분석을 하였다. 연구 결과 해병대 캠프 보도는 크게 사건전과 후로 나누어져 긍정적 미화 프레이밍과 부정적 프레이밍으로 구분된다. 구체적으로 사고 발생 전의 프레이밍은 야외체험 활동에 관하여 극기체험을 통하여 인내심과 자립심을 키움으로써 자존감을 높이고 더 나아가 사회구성원으로서 협동심을 고취할 수 있는 최고의 교육프로그램으로 확대하여 해석하는 경향을 보였다. 이어 사고 발생 후에는 늘 그렇듯이 안전 불감증 문제를 공론화시키는 양상을 보였다. 이러한 미디어의 이중적 보도 행태의 프레이밍은 자칫 우리 사회가 요구하는 안전 문화 확산에 걸림돌이 될 것으로 사료 되며, 이에 언론은 보도 시 좀 더 냉철하고, 객관적인 태도가 필요하다.
