Even though the efficiency of a point based black spot improvement project has been low, none of solid methodology, which is based on section not point, and is considered as one of the promising substitute, has not been come up with yet. Thus, this research aims at proposing the adequate length of a hazardous section and a method to set segment length over which the project needs to be performed on rural highways by analyzing the distances from project-conducted sites to new black spots in the following year and distances between project needed but not conducted sites and new black spots in the following year. According to the analysis, the probability of being a new black spot near the project conducted intersection is higher than that of a non-conducted intersection within 2km, however, no strong relationships between project types and distance distribution have been found. Based on those findings, a method to determine the target segment including adjacent black spots within 2 kilometers-range was proposed.
The safety management of a road network comprises four basic inter-related components:identification of sites(black spot) requiring safety investigation, diagnosis of safety problems, selection of feasible treatments for potential treatment candidates, and prioritization of treatments given limited budgets(Persaud, 2001). Identification process of selecting black spot is very important for efficient investigation of sites. In this study, the accident prediction model for EB method was developed by using accident data and geometric conditions of black spots selected from four-leg signalized intersections in In-cheon City for three years (2004-2006). In addition, by comparing the rank nomination technique using EB method to that by using accident counts, we managed to show the problems which the existing method have and the necessity for developing rational prediction model. As a result, in terms of total number of accidents, both the counts predicted by existing non-linear regression model and that by EB method have high good of fitness, but EB method, considering both the accident counts by sites and total number of accident, has better good of fitness than non-linear poison model. According to the result of the comparison of ranks nominated for treatment between two methods, the rank for treatment of almost sites does not change but SeoHae intersection and a few other intersections have significant changes in their rank. This shows that, with the technique proposed in the study, the RTM problem caused by using real accident counts can be overcome.

Accident Black Spot Improvement Project is the representative road safety intervention to eliminate environmental risk factors on the roadway by installing road safety facilities. Although it is one of the main road safety projects in Korea, there has been a lack of effort analyzing the traffic accident reduction effects of this project. In this study, therefore, we selected 4,171 road black spots from 2004 to 2013 and investigated the traffic accident reduction effects of 5 road safety facilities by using "Comparison Group(C-G)" method. Through the analysis, it was found that the number of traffic accidents were lowered by 4.45% with traffic islands, 32.17% with road paved markers, and 24.13% with speed cameras, respectively. However, 0.61% with pedestrian fencing and 1.67% with skid resistant pavement were increased on the other hand. In addition, we also analyzed traffic accident reduction facilities' performance on specific types of collision mentioned in manual on road safety facilities by Ministry of Land, Infrastructure and Transport. It was shown that the number of bad weather traffic accidents were reduced by 52.96% with road paved markers, pedestrians accidents were reduced by 62.77% with pedestrian fencing and rear-end collisions were reduced by 26.00% with skid resistant pavement.
Accident type and/or factor identification is important in accident reduction planning. The aim of this paper is to apply the hierarchical approach with binomial distribution and logistic regression analysis to find out types and factors, respectively. Based on 2001 Suwon city black spot data, a binomial distribution modeling approach has been applied to diagnose the black spots, with the help of safety performance modeling approach has been applied to diagnose the black spots, with the help of safety performance function. Then, the logistic regression analysis has been employed to identify the critical factors. Some accident remedies are also reviewed in the light of the model outcomes. The proposed research framework sheds light on a different accident related research and can also be successfully applied to similar studies and sites.
With respect to the trend of highway traffic accident, highway accident is in decline, whileas, the fatality is on an increasing trend. Thus, many efforts to decrease highway traffic accidents and improve the safety, are required. In particular, in case of highway, the management standard by grade for accident black spot is designated. Thus, investing the effect factors by grade for highway traffic accident is required in detail. Thus, in this study, the factors affecting the traffic accidents among the environmental factors based on the graded data for the accident black spot in the applicable section targeting the Seoul-Pusan Express Highway, were reviewed; accident forecasting model which would analyze the characteristics of the accidents for determining the accident grade, was developed. As a result of establishing a model by using Quantification Theory of Type II, considering the characteristics of the dependent and independent variables based on the geometric structure, 'the fixed variable' among the variables relating to the accident, for the variables influencing over the accident grade, 'the type of vans, a chassis and people', 'the trailers, special vehicles and chassis people' and 'the negligence of watching and cloudy weather' were analyzed as common factors, in case of 'horizontal alignment', 'longitudinal slope' and, 'barricade' respectively.

The number of car crashes increases along with the increasing number of vehicles. Hence, diverse initiatives on traffic accidents have been implemented, targeting zero crash fatalities. According to the 3rd Traffic Safety Master Plan of 2016, the current standard selecting road accident black spots prioritizes locations with the high cumulative death toll. While this standard is suitable for roads that a city government manages to some extent, it is not suitable for roads less than 20 meters that a borough (Gu) handles. The roads under the supervision of a borough do not have enough death toll, and thus improvements on its road accident black spots are highly limited. In addition, discovering the causes of traffic accidents is not easy when the number of car accidents is obtained by considering only fatal accidents, which are relatively low in number. Therefore, including all traffic accidents might identify causes of accidents and result in better advancements. Therefore, this research follows rational decision-making and suggests new National Traffic Safety Master Plan standards. These new standards are obtained by comparing accident costs between the location of fatal crashes and road accident black spots. The analysis result shows that considering all types of accidents yields better results. For example, a Three-way Intersection in front of Zion Day Care Center, one of the selected spots under the current standard, has lower road crash costs than Sinchon Intersection, a selected spot under a new standard. Therefore, the study concludes that the standards to select road accident black spots need to include traffic accident severity and road crash costs.

And existent minisum location problem has a problem that maximum travel time exceed $\lambda$. ERU to need in present situation and also can reduce average travel time. so this treatise propose modified minisum location problem. In case applying modified minisum location theory, 119ERU can arrive all demand and that is optimized about demand and travel time. Can minimise figure of 119 first aids to need in present situation applying this way, and also can reduce average passing time. Finally, this way can minimise figure of 119ERU to need in present situation and also can reduce average travel time.
Purpose: The purpose of this study is to present an analysis method to select priorities for areas where the traffic safety system is applied to reduce pedestrian accidents. Method: Using Kernel density analysis using the coordinate information of the accident point, we performed density analysis of elderly walking accidents and elderly jaywalking accidents, and analysis of the weight of two types of walking accidents. Result: As a result of density analysis of the weight considering elderly jaywalking accidents, it was analyzed that the density of pedestrian traffic accidents for th elderly was higher in Gunsan-si, Jeongeup-si, and Gimje -si compared to Jeonju-si, where the number of elderly pedestrian accidents were high. Conclusion: The analysis results of this study are judged to be possible to use objective indicators for the selection of target sites for the introduction of the traffic safety system.
This study introduces the areawide road safety improvement program, which was developed to overcome the weak points of conventional black spot improvement programs. The latter has been criticized in terms of that it can cause the problem of accident migration and that it prevents from identifying causes of road accident in the comprehensive scope. On the other hand, the areawide road safety improvement program can allow us to find the route or areas that have quite a number of road accidents with the common causes. Therefore, we can take countermeasures effectively in a different framework in this approach. This study explains in detail about the concept, procedures, and effects of areawide road safety improvement programs including the example. This study may contribute to bringing a new framework of road safety improvement program in Korea.
A selection of the analysis section for traffic accidents is used to analyze definitely the cause of accidents sorting similar accidents by a group and to raise the effect of improvement projects deciding the priority of accidents. In the existing method, an uniformly dividing method based on road mileages has been used, which has no consideration for similarities among accidents. Consequently, in recent, a slider-length method considering accident types rather than road mileages is widely used. In this study, using K-mean method, a non-hierarchical grouping technique used in the Cluster Analysis ai a applicatory method for the slider length method, a method classifies accidents that occurred the most nearby mileages into one group is proposed. To verify the proposed method, a comparison between the f-mean method and the dividing method at regular intervals on the data of a total of 25.6km lengths along Kyung-bu freeway in Pusan direction was made so that the K-mean method was proved to an effective method considering the similarities and adjacencies of accidents.
