본 연구는 정부 및 공공기관의 보건 관련 웹 사이트들의 웹 접근성을 한국형 지침에 따라 평가하여 장애인이나 노령자들과 같은 정보이용 소외집단들이 겪을 수 있는 문제점들을 파악하고자 하였다. 본 연구에서는 총 27개의 보건 관련 웹 사이트의 접근성을 자동평가 및 전문가 평가를 수행하여 측정하였다. 두 단계의 평가를 실시한 결과를 종합해 볼 때, 국립병원이나 국립재활원 등과 같은 의료기관들은 웹 접근성 오류가 거의 없는 것으로 나타났으며, 그 외에도 건강보험심사평가원, 보건복지부, 보건사업진흥원, 식품의약품안전처, 그리고, 한국의료분쟁 조정중재원 등은 웹 접근성 준수율이 매우 높았다. 그러나 전문가 평가를 실시한 결과, 자동평가에서는 오류가 없는 것으로 나타났던 적절한 대체텍스트의 제공이 매우 미흡한 것으로 나타났으며, 텍스트 콘텐츠의 명도 대비가 표준에 미치지 않아 전맹자나 저시력자들의 웹 접근성을 지원하기 힘든 것으로 평가되었다. 그 외에도 기본언어표시와 마크업 오류 등 정확한 정보의 전달을 어렵게 하는 문제들이 나타났고, 반복영역 건너뛰기, 콘텐츠 선형화, 그리고 키보드 사용보장을 준수하지 않는 문제들이 발견되어 시각장애뿐 아니라 인지장애 내지 운동장애가 있는 이용자에게는 웹 접근성을 심각하게 방해하는 요소가 될 수 있는 것으로 파악되었다. 본 연구는 국내 연구로서는 처음으로 정부 및 공공기관의 보건관련 웹 사이트들의 접근성을 한국형 지침에 따라 평가했다. 또한, 이러한 웹 사이트들을 대상으로 자동 평가로 측정하기 어려운 웹 접근성의 정도와 상세한 내용 분석을 포괄하는 전문가 평가를 수행했다는 점에서 웹 접근성 연구 분야에 기여했다고 볼 수 있다.

In order to prepare for the enforcement of the "ransportation Services Improvement Act for the Mobility Handicapped People" which was passed in parliament in Dec. 2004, various equipments and installations need to be developed to ensure appropriate level of safety for the mobility handicapped to use maritime transport. In this paper, we investigated the current status of domestic passenger vessel usage by the mobility handicapped, to analyse the requirements for amenities necessary for the mobility handicapped and developed accessibility guidelines for amenities for the mobility handicapped persons in order to prepare for the enforcement of the "ransportation Services Improvement Act for the Mobility Handicapped People"

Recently, there has been an increasing need for long-term care and comprehensive health care services in community settings. The Ministry of Health and Welfare introduced the Hospital-Based Home Nursing Care Program in 2000. Before this initiative, there was a Home Nursing Demonstration Center, affiliated with the Seoul Nurse Association, had offered home nursing services with the financial support from the local government. since 1993, the Center's nursing staff has been engaged in a general hospital in an effort to provide home nursing care services within Korea's health care system. The purpose of this study was to analyze and identify characteristics of community-based home nursing care supplied by a community-based home nursing team engaged in a general hospital. Also. visit nursing care services provided by public health centers were evaluated in terms of accessibility and supply versus demand, to enhance the accessibility of low-income patients living in Seoul to home nursing care services. Data were collected from home nursing insurance reimbursement claims submitted by the community-based home nursing care team from March 1 to October 30 in 2001 and a questionnaire survey on home-visit nursing services of 25 public health centers in Seoul. The subjects consisted of 197 patients and 12 public health centers. The result were as follows. First, medical institution's community-based home nursing care program was better in technical quality than health-center-based home-visit nursing care. In addition. the pattern of the subject patients was similar to that of hospital-based home nursing care program. Second, there was a high demand for community-based home nursing care while only a small number of home-visiting nurses served at public health centers in Seoul. As a result, many patients could not receive adequate care. Finally, we suggest that community-based home nursing care program should be introduced in the national health system to meet the at-home care needs of severely ill low-income patients. Furthermore, to better utilize home nursing and visit-nursing care resources and offer continued care for patients in community settings, an efficient referral network should be built among related institutions. This would require improvement of reimbursement system and amendment of the law related to health insurance system and community-based home nursing care services.

경제가 발전함에 따라 의료서비스의 수요도 높아지면서 한방의료 이용도 해마다 증가하고 있는 추세이다. 특히 65세 이상 노인일수록 양방보다는 한방을 선호하는 추세이며, 고령화 사회에 접어든 우리나라의 경우 한방 의료서비스의 중요성이 더욱 높아지고 있다. 이런 측면에서 지방중소도시 중 진주시를 대상으로 한의원의 밀도분석과 접근성을 분석함으로서 의료서비스의 질을 평가하였다. 그 결과 진주시 전체 의료시설 중 한의원은 27%를 차지하고 있고 주로 중심상업지역에 밀집되어 있어서 동별 한의원서비스 질에 불균형이 존재하였다. 특히 65세 이상 노인 인구의 한의원 접근성분석에서 진주시 전체 동 중 50%이상이 의료사각지역이 발생되어 매우 취약한 상태를 보여주었다. 따라서 고령화가 급속도로 진행되는 우리나라의 인구특성을 고려해 볼 때 지방 중소도시의 한방 의료 서비스 지원에 대한 체계적인 개선대책이 마련되어야 할 것으로 판단된다.

스마트폰이 대중화되면서 도서관 정보에 대한 모바일 수요가 증가하고 있고, 모바일 도서관 서비스는 '선택이 아닌 필수'가 되고 있다. 본 연구는 국내 4개 대학도서관 및 미국 ARL 소속 56개 대학도서관이 구축한 모바일 웹, 국내 대학 및 대학도서관이 개발한 모바일 앱 42개, 미국 ARL 소속 대학 및 대학도서관이 개발한 모바일 앱 18개를 대상으로 모바일 도서관 서비스의 사례를 분석하였다. 그리고 국내 4개 대학도서관 및 미국 ARL 소속 56개 대학도서관의 모바일 웹사이트를 대상으로 모바일OK 테스트를 실시하여 모바일 웹 접근성을 평가하였다. 국내 대학도서관은 이용자의 모바일 정보 수요를 반영한 핵심 콘텐츠 위주로 모바일 웹사이트를 구축하고 이용자가 사용하는데 불편이 없도록 모바일 웹 접근성 확보를 제안하였다.

최근 이러닝은 다양한 계층의 교육 수요자들의 학습 욕구를 충족시켜주고 특히 직업교육, 고등교육, 평생교육, 특수교육 등 교육서비스의 분야를 확대해 나가고 있다. 국내 사이버대학에서 제공하는 이러닝 콘텐츠들은 플래시 애니메이션으로 제작되는 많은 양의 콘텐츠들로 되어 있어 장애를 가지고 있는 사용자들이 접근하기 쉽지 않게 개발되었음이 지적되어 왔다. 본 연구는 AccChecker를 사용해 플래시 콘텐츠의 접근성을 분석한 결과 문제점을 지적하고 이에 대한 개선 방안을 제시하였다. 가장 많은 문제점은 대체 텍스트와 키보드 내비게이션, 속성, 트리의 깊이와 구조 등으로 분석되었으며, '장애'를 가진 학생들과 저시력 사용자들이 접근하기에 매우 어려운 것으로 조사되었다. 따라서 국내 이러닝 콘텐츠가 더 많은 사용자들을 위한 '실질적'인 서비스 확대하기 위해서는 접근성을 확보해 장애 정도에 따른 사용자들이 모두 수월하게 접근할 수 있도록 개발되어야 한다. 접근성은 개발단계에서 수정 혹은 보완되기 보다는 설계 단계부터 고려되어야하기 때문에 접근성과 보편적 설계는 개발자만이 아니라 설계자들과 CEO의 이해와 함께 필요 기술이 확보되어야 한다.

본 연구는 중심도시로의 접근성 개념에 주목하면서 우리나라에서 낙후지역을 이해하는데 있어 그 중요성을 분석하고 낙후지역 발전을 위한 새로운 공간전략을 모색하고자 한다. 논문은 먼저 중심도시 접근성에 기초하여 낙후지역을 이해하는 EU의 연구사례를 분석하고 이를 토대로 연구방법론을 정립한다. 둘째, 우리나라에서 가장 낙후된 지역을 많이 보유한 전남과 경북을 대상으로 중심도시 접근성에 기초한 지역의 낙후성을 분석한다. 셋째, 낙후지역 발전을 위하여 중심도시 접근성 제고에 초점을 둔 새로운 공간전략을 검토하며, 끝으로 본 연구의 한계 및 의의를 제시함으로써 결론을 맺는다. 새로운 공간전략을 위해서는 본 연구는 필수적 공공서비스와 함께 경쟁력 공공서비스를 포함하는 농어촌 공공서비스의 창의적인 확대 및 합리적인 전달체계 구축, 중심도시로의 접근성 개선을 통한 공공 민간서비스 전달체계 제고, 지역 내 인적자본에 대한 투자 확대로 장기적인 성장잠재력 확보 등의 필요성을 고찰하였다.

본 연구는 고도화된 웹 서비스와 스마트 기기의 확산으로 인해 변화된 시스템 환경 속에서 클라우드 서비스에 대한 선호도와 이용의도에 영향을 미치는 데이터 안정성, 네트워크 반응속도, 그리고 시스템 접근성을 중심으로 정보센터의 이용도 향상에 대한 방향 설정을 위해 인지된 유용성, 인지된 이용 용이성을 중심으로 이용자의 이용의도와의 관계를 살펴보았다. 본 연구가설의 검증을 위해 태블릿PC, 스마트폰과 같은 모바일기기를 많이 이용하거나 관심이 높은 20대에서 30대 연령층의 114명으로 부터 설문을 받아 활용하였다. 클라우드 서비스 선호도에 대한 이용자의 인지된 유용성과 인지된 이용용이성에 영향을 미칠 수 있는 정보센터의 시스템 품질특성과 관련된 요인들과의 관계를 살펴봄으로써 최근의 클라우드 서비스를 위해 새롭게 고려되어야 할 정보센터의 시스템 품질특성에 대해 이용자 이용의도 관점에서 논의하였다.

Purpose: The purpose of this study is to make a systemic assessment on the level of self-efficacy, social support, and accessibility to medical services, health status, health promoting behaviors, and the quality of life of workers in small scale enterprises. RECEDE model developed by Green and Kreuter for the purpose of a comprehensive assessment research was used. Method: The number of subjects was 199 workers in small scale enterprises at Youngdeungpo-gu and Sungdonggu, Seoul. Data were collected between October and December, 200 through a self-reported questionnaire. And data were analyzed by descriptive statistics, t-test, and F-test. Result: 1. The level of quality of life was 3.08, and general health status was 2.75. There was no significant difference by sex, age, marital status, job, and perceived health status. 2. The level of health promotion life style was 2.09. There was no significant difference by sex, age, marital status, and job. But there was significant difference by perceived health status. 3. The level of self-efficacy, social support and accessibility to medical services were 3.04, 2.85, and 1.45. Conclusion: The results of this study suggest that it is necessary to develop the systematic health promotion programs that can strengthen self-efficacy and health status, and supplement social support and accessibility to medical services, and to encourage health promoting behavior in order to improve quality of life for workers in small scale enterprise.

This study explores institutions that provide comprehensive services to senior citizens, including welfare, healthcare, and housing support. These institutions can be defined as centers that offer continual care and carry out policies related to senior citizens. In such institutions, senior citizens have access to information about aging and senior services. First, this study reviewed prior research on senior comprehensive support institutions and their accessibility, and the data led to several findings about the needs of the senior citizens and the proper locations of senior comprehensive support institutions. And this study used surveys to gather information on senior citizens' perceptions of services at such institutions. The survey results indicated that the elderly agreed with the priorities of comprehensive support institutions, and that it would be more convenient to visit such institutions if there were more than one per Dong (administrative district of Seoul). In response to these results, the ideal radius of each administrative district in the metropolitan area of Korea was investigated. Finally, the study also discussed the adequacy of this distance in comparison to that of current institutions in Japan. Combining these results, the study concludes that comprehensive support institutions for the citizens should be created and suggests appropriate distances and locations of such institutions.
