With the rapid advance of internet service and the corresponding migration of service environment from the text-based one to WWW (World Wide Web) environment, the number of internet users is growing rapidly due to its easy usage. Accordingly, usage of internet as services for sending electronic mails to the other party over the network is becoming increasingly prevalent. Web-based electronic mailing system is comprised of a server and a client. The former provides the users with e-mail accounts and services, while the latter serves as a user interface. In other words, it enables those public users who dos not own e-mail accounts on the existing mail server to have an access to the mailing service through the web. In this paper, we designed a effective web-based electronic mailing system which is based on the internet explorer and linux operating system, which overcomes limitations of the existing e-mail systems and meets the need of a cost-efficient alternative. Our electronic mailing system also supports the convenience of users through appropriate handling of preregistered spam e-mails and multiple e-mails, and this facilitates the development of a stable e-mail system by being able to avoiding the low system performance due to the bursty characteristics of e-mail messages and the increasing number of users

This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.
This study intends to design a model that can effectively service policy data necessary for the implementation of new national agenda in order to provide high-quality policy information services that go beyond those of the existing Policy Information Portal (POINT) of National Sejong Library. To this end, it was determined that providing an integrated search environment, in lieu of data search through individual access, was necessary. Subsequently, four possible models for a national agenda service model were presented. First, designing a computerized system for both interface and electronic information source aspects was proposed for the national agenda service system operation. Second, designing the Linked Open Data system and the time-series service system for national policy information, providing the translation service of overseas original data, and securing the researcher's desired data were presented for the national agenda service information source operation. Third, strengthening public relations for policy users, building and promoting the site brand, operating SNS channels, and reinforcing the activation of auxiliary materials and the accessibility of external services were proposed for public relations of national agenda service. Fourth, expanding the information network with Open API, cloud service, and overseas libraries was proposed for collaborating and cooperating with the agenda service.
As times develop, information becomes more diverse and methods of obtaining it become more diverse. About 80% of the amount of information gained in life is acquired through the visual sense. However, visually impaired people have limited ability to interpret visual materials. That's why Braille, a text for the blind, appeared. However, the Braille decoding rate of the blind is only 5%, and as the demand of the blind who want various forms of platforms or materials increases over time, development and product production for the blind are taking place. An example of product production is braille books, which seem to have more disadvantages than advantages, and unlike non-disabled people, it is true that access to information is still very difficult. In this paper, we designed a CNN-based Braille conversion and voice output device to make it easier for visually impaired people to obtain information than conventional methods. The device aims to improve the quality of life by allowing books, text images, or handwritten images that are not made in Braille to be converted into Braille through camera recognition, and designing a function that can be converted into voice according to the needs of the blind.
How can new media devices and networks provide an effective response to the world's growing sector of cultural and historically-minded travelers? This study emerged from the question of how mobile handsets can change the nature of cultural and historical tourism in ubiquitous city environments. As wireless network and mobile IT have rapidly developed, it becomes possible to deliver cultural and historical information on the site through mobile handset as a tour guidance system. The paper describes the development of a new type of mobile tourism platform for site-specific cultural and historical information. The central objective of the project was to organize this cultural and historical walking tour around the mobile handset and its unique advantages (i.e. portability, multi-media capacity, access to wireless internet, and location-awareness potential) and then integrate the tour with a historical story and role-playing game that would deepen the mobile user's interest in the sites being visited, and enhance his or her overall experience of the area. The project was based on twelve locations that were culturally and historically significant to Korean War era in Busan. After the mobile tour game prototype was developed for this route, it was evaluated at the 10th PIFF (Pusan International Film Festival). After use test, some new strategies for developing mobile "edutainment content" to deliver cultural historical contents of the location were discussed. Combining 'edutainment' with a cultural and historical mobile walking tour brings a new dimension to existing approaches of the tourism and mobile content industry.
A Geographic Information System(GIS) is a system that captures, stores, analyzes, manages and presents data with reference to geographic location data. In the later 1990s and earlier 2000s it was limitedly used in government sectors such as public utility management, urban planning, landscape architecture, and environmental contamination control. However, a growing number of open-source packages running on a range of operating systems enabled many private enterprises to explore the concept of viewing GIS-based sales and customer data over their own computer monitors. K telecommunication company has dominated the Korean telecommunication market by providing diverse services, such as high-speed internet, PSTN(Public Switched Telephone Network), VOLP (Voice Over Internet Protocol), and IPTV(Internet Protocol Television). Even though the telecommunication market in Korea is huge, the competition between major services providers is growing more fierce than ever before. Service providers struggled to acquire as many new customers as possible, attempted to cross sell more products to their regular customers, and made more efforts on retaining the best customers by offering unprecedented benefits. Most service providers including K telecommunication company tried to adopt the concept of customer relationship management(CRM), and analyze customer's demographic and transactional data statistically in order to understand their customer's behavior. However, managing customer information has still remained at the basic level, and the quality and the quantity of customer data were not enough not only to understand the customers but also to design a strategy for marketing and sales. For example, the currently used 3,074 legal regional divisions, which are originally defined by the government, were too broad to calculate sub-regional customer's service subscription and cancellation ratio. Additional external data such as house size, house price, and household demographics are also needed to measure sales potential. Furthermore, making tables and reports were time consuming and they were insufficient to make a clear judgment about the market situation. In 2009, this company needed a dramatic shift in the way marketing and sales activities, and finally developed a dedicated GIS_based market analysis and sales management system. This system made huge improvement in the efficiency with which the company was able to manage and organize all customer and sales related information, and access to those information easily and visually. After the GIS information system was developed, and applied to marketing and sales activities at the corporate level, the company was reported to increase sales and market share substantially. This was due to the fact that by analyzing past market and sales initiatives, creating sales potential, and targeting key markets, the system could make suggestions and enable the company to focus its resources on the demographics most likely to respond to the promotion. This paper reviews subjective and unclear marketing and sales activities that K telecommunication company operated, and introduces the whole process of developing the GIS information system. The process consists of the following 5 modules : (1) Customer profile cleansing and standardization, (2) Internal/External DB enrichment, (3) Segmentation of 3,074 legal regions into 46,590 sub_regions called blocks, (4) GIS data mart design, and (5) GIS system construction. The objective of this case study is to emphasize the need of GIS system and how it works in the private enterprises by reviewing the development process of the K company's market analysis and sales management system. We hope that this paper suggest valuable guideline to companies that consider introducing or constructing a GIS information system.
In many cases, street vendors are means of living and/or a solution to unemployment for low income group. Street vendors have both of positive and negative effects on traditional market revitalization. This two-sided perspective of the vendors has produced different views of interests groups. In this study, the features of street vendors are examined to present related issues, and a survey result conducted on interests groups is presented to offer effective management measures. As traditional management about street vendors are focused on crackdown, relationship between street traders and government has been not very much mutually cooperative, and at times some traders organized groups who are against government policies. With the premise admitting street vendors as one element of distribution network, it is possible to access the management measures for street vendors in organizational, quantitative or qualitative perspectives. However, I believe it is not recommendable to enforce multi-perspective approach at a time. It is because street traders still have quite strong animosity against government policies. Therefore, serious misunderstanding and side-effects on our society could be brought if the government makes hasty and forcible attempts to legalize street vendors. In political position, overreaching actions of government could hardly produce positive results because policy making and its enforcement need each of timeliness. In a similar way, government's policies for street vendors need to come into effect gradually. Management measures for street vendors can come in short-, mid- and long-term. In short-term, government should try to reduce animosity of street traders along with minimizing institutional and political pressure on them. As a mid-term solution, plans to bring vendors over to institutional boundaries by improving them are required. Last but not least, in the long term, government should design policies which are to help street vendors settle down and maintain successfully in the boundaries. Besides, policies related to street vendors need to come in effect in a way that closely connected to interests groups and businesses because those policies would get involve many interests groups and businesses in diverse perspectives.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times.
