The Effect of Pollution Abatement Cost on Net Export of Korea's Manufacturing Industries Based on Heckscher-Ohlin Model (환경오염방지비용이 우리나라 제조업의 순수출에 미친 효과 분석 : 헥셔-오린 모형 중심으로)

  • This study examines the effect of pollution abatement cost on net export of Korea's manufacturing industries based on Heckscher-Ohlin model. We used the panel data on manufacturing industries for 1993~2007. The main findings are as follows. First, it was found that the pollution abatement cost had a significant negative effect on net export of Korea's manufacturing industries. In particular, the effect was stood out after 1997 IMF crisis. Second,skill labor was found to be very important in determining trade pattern among variables related to factor intensities.

  • In this research, we try to find the conditions under which profit maximizing labor demand increases with pollution abatement activities under the environmental protection policy. Especially, we focus only on the technological advances in traditional production process caused by the spillover effect of pollution abatement technology. Even if Porter's hypothesis(1995) are given, we argue that it is not enough for the society to enjoy the benefits from the innovation with the strengthen of firms' competitiveness. To spread the benefits over economic agents in a society, especially including labor-owner, the current level of pollution abatement technology is important. When the level of pollution abatement technology is appropriate, both the environment protection and the job creation can be achieved through the government policy for environment protection.

An Iterative Approach to the Estimation of CO2 Abatement Costs (방향성 벡터 일반화를 통한 이산화탄소의 한계저감비용 연구)

  • This study proposes an iterative approach to the estimation of the marginal abatement costs of undesirable outputs by computing the slope of the efficient production possibilities frontier on the basis of the efficient projection points generated by the directional output distance function approach due to Fare et al. (2005) based on duality theory. In case of the latter methodology, the estimated marginal abatement costs differ significantly depending on the choice of the directional output vector. In addition, depending on the curvature of the underlying PPF the efficient projection points may be located at a significant distance away from their actually observed counterparts. While it would be more logical to estimate marginal abatement costs as a PPF slope at a point corresponding to the actually observed emissions level, the methodology based on duality theory is likely to produce unstable results due to the problems associated with applying the theorem of implicit function differentiation. Since our methodology is not based on duality theory, our results are immune to both of these problems. We apply our methodology to a sample of Western European countries for the period of 1995-2011 to illustrate our approach.

Estimation of CO2 Abatement Cost Considering Allocative Inefficiency of Inputs for the Korean Steel Industry: A Cost Function Approach (국내 철강업의 생산요소 간 비효율적 배분을 고려한 CO2 저감비용 산정 및 분석: 비용함수접근법)

  • Analyzing the effects of carbon emissions trading, which is scheduled to be introduced in Korea in 2015, requires an accurate assessment of $CO_2$ abatement costs by both industries and firms. Firms faced with regulatory constraints are unlikely to minimize their production costs due to rising production costs caused by allocative inefficiency of inputs. The use of a distance function would results in underestimation of $CO_2$ abatement costs, because it fails to capture the allocative distortion costs. Recognizing the disadvantage of the previous approach, first, this paper tests for allocative efficiency of input for the Korean steel industry over the period 1990-2010, then derives the marginal $CO_2$ abatement costs by applying a cost function approach. The hypothesis of allocative efficiency in inputs is rejected and the steel industry pays an annual average cost of 92,000 won in removing an additional ton of $CO_2$ over the sample period.

The Impacts of Decision Order and Uncertainty on Emissions Trading (배출권거래제에서의 의사결정 순서와 불확실성 영향 분석)

  • Cap-and-trade policies that allow firms to trade emission allowances are designed to reduce emissions at least cost and are shown to be efficient when there is no uncertainty over emissions. This paper examines how uncertainty in emissions affects firms' decisions about permit purchase and abatement. The results show that whether firms abate more under uncertainty compared to a case with no uncertainty depends on the expected penalty cost and marginal abatement cost. If the expected marginal penalty cost is greater than the marginal abatement cost, the firm will choose to reduce emissions and abate more under uncertainty. When the expected marginal penalty is greater than the marginal cost of abatement, increases in uncertainty result in reduced emissions. This paper also examines whether the order of abatement and permit trading and the realization of uncertainty affect firms' decisions. The results show that total expected emissions are the same regardless of the order of moves.

Abatement of CF4 Using RF Plasma with Annular Shape Electrodes Operating at Low Pressure (환상형상 전극구조를 갖는 저압 RF plasma를 이용한 CF4 제거)

  • Abatement of perfluorocompounds (PFCs) used in semiconductor and display industries has received an attention due to the increasingly stricter regulation on their emission. In order to meet this circumstance, we have developed a radio frequency (RF) driven plasma reactor with multiple annular shaped electrodes, characterized by an easy installment between a processing chamber and a vacuum pump. Abatement experiment has been performed with respect to $CF_4$, a representative PFCs widely used in the plasma etching process, by varying the power, $CF_4$ and $O_2$ flow rates, $CF_4$ concentration, and pressure. The influence of these variables on the $CF_4$ abatement was analyzed and discussed in terms of the destruction & removal efficiency (DRE), measured with a Fourier transform infrared (FTIR) spectrometer. The results revealed that DRE was enhanced with the increase in the discharge power and pressure, but dropped with the $CF_4$ flow rate and concentration. The addition of small quantity of $O_2$ lead to the improvement of DRE, which, however, leveled off and then decreased with $O_2$ flow rate.

  • After analyzing each procedure from standard instrument procedures used at Incheon International Airport, which is believed to have caused noise problems in and around Ganghwa island, we came to a conclusion that some Standard Instrument Departure Procedures and Standard Instrument Approach Procedures need to be revised, and therefore we made some propositions with regard to noise abatement procedures(CDA, RNAV approach etc.). Additionally, we evaluated viability of the proposed flight procedures by conducting a number of demonstrations with use of flight simulation.

  • Emissions Trading System (ETS) is utilized in many countries, including South Korea, as an efficient policy to abate GHG (Greenhouse Gas) emissions. Grandfathering on the basis of historic emissions is used as the way to allocate permits in South Korea. It, however, has caused an increase in the emission permits and lack of equity. To overcome these drawbacks, we propose an alternative DEA model for centralized allocation of emission abatement to evaluate the amount of emissions abatement by company based on the energy efficiency. In addition, an empirical analysis of 36 assigned companies for ETS in Korean metal industry is conducted to validate the feasibility of the proposed model. The result of the analysis shows that energy-efficient companies achieve reduced target of the emissions abatement and companies with low energy efficiency score are turned out to have contrary outcome, against the result of applying Grandfathering.

  • After a series of aircraft noise measurements conducted in Noise Sensitive Areas(NSAs) in Gangwha Island, there appeared to be no regions affected by aircraft noise of over 75 WECPNL, the legal noise level standard for aircraft operations. However, with regard to the future environment where flight operations at Incheon International Airport are likely to escalate, an INM analysis result drawn shows that the number of regions afflicted by such noise will increase in Gangwha Island. Therefore, we studied similar cases from developed countries, which are pertinent to solutions for aircraft noise abatement in the vicinity of airports and herewith provided 6 more flight operation procedures other than those 3 currently in service at Incheon International Airport.

Replacement of Hexachlorocyclohexane to Environmentally Friendly Biosurfactant as Precursor for the Production of Biosurfactant from Pseudomonas

  • Production of biosurfactant can be substantially increased by the addition of precursors like vegetable oils, petroleum products, and other water-insoluble substances. Pseudomonas Ptm+ strain produces biosurfactant in the presence of hexachlorocyclohexane (HCH), which specifically emulsifies HCH, a recalcitrant organochlorine pesticide. Addition of previously produced crude biosurfactant by the same organism as a precursor instead of HCH increased production of biosurfactants with a decrease in the total fermentation time from 32 to 24 h. The main objective of this paper was to find alternatives for HCH as an inducer.
