응급의료전용헬기 항공간호사의 항공이송업무분석 (The Analysis of the Flight Nurses Activities in Helicopter Emergency Medical Services (HEMS))

  • Purpose: This study was aimed to describe Helicopter Emergency Medical Services (HEMS) and analyze the flight nurses' activities in HEMS. Methods: Data were collected retrospectively from the air transportation reports that contained data of 168 patients transported by aircraft to G University medical center in Incheon since June, 2012 to March, 2013. Data were analyzed using descriptive statistics, and Mann-Whitney U test. Results: Average distance of flights was 44.0 km, duration of field treatment took 13.6 minutes, and duration of a flight from scene to hospital was 14.5 minutes. Nursing activities were categorized into 12 direct nursing activities and 5 nursing management activities, and a total number of 7806 nursing activities were occurred in HEMS. The most frequently performed nursing activity was measurement and monitoring (27.9%) followed by medication (11.5%) and respiratory management (8.7%). The most frequent nursing management were information management (11.0%). Nursing activities performed were significantly different depending on the patient's level of consciousness, cause of illness, crew configuration, and type of transportation. Conclusion: This study described HEMS nursing activities performed by flight nurses. Difference in nursing activities according to patient characteristics, crew configuration and type of transportation requires flight nurses to be prepared through educational programs to improve nursing activities and nursing management during air transportation.

항공법규에서의 승무원 피로관리기준 도입방안에 관한 연구 - ICAO, FAA, EASA 기준을 중심으로 - (A Study on the Legal Proposal of Crew's Fatigue Management in the Aviation Regulations)

  • 승무원의 피로로 인한 항공기 사고를 방지하기 위해서는 종합적인 안전체계 구축이 필요하며 승무원에 대한 보다 과학적인 피로관리가 요구된다. 최근 ICAO, FAA, EASA는 조종사 피로관리 증진을 위하여 심층 연구와 함께 법규 개정작업을 활발히 진행하고 있다. 승무원 피로관리에 대한 국제 표준 및 권고방식 (SARPs)은 ICAO Annex 6에 근거를 두고 있다. 승무원 피로관리 관련하여 각 체약국의 적용기준의 근간이 되는 Annex 6의 피로관리 내용은 초판 발행(1969년) 이후 약 40년 동안 주목할 만한 개정 내용이 없었다. 그러나 최근 피로관리 중요성 부각과 함께, 2009년 Annex 6 33A 개정 시 근무시간 제한 추가 및 피로관리 가이드가 반영 되었고, 이어서 2011년 Annex 6 35차 개정 시 승무원에 대한 피로위험관리(FRMS) 적용 근거를 마련하는 획기적인 변화가 있었다. Annex 6에 의하면, 승무원 피로관리를 위하여 항공당국은 두 가지 기준 수립 의무가 있으며 운영자는 세 가지 적용기준 중 택일하여 준수할 의무를 가진다. 즉, 항공당국은 두 가지 ((1) 비행시간 비행근무시간 근무시간 제한 및 휴식시간 기준, (2) 피로위험관리(FRMS) 규정) 기준 수립을 해야 하고, 항공사는 항공당국이 수립한 기준을 근거로 세 가지 ((1) 비행시간 비행근무시간 근무시간 제한 및 휴식시간 기준 적용, (2) FRMS 적용 (3) 비행시간 비행근무시간 근무시간 제한 및 휴식시간 기준과 FRMS 적용 혼용) 중 택일하여 승무원 피로관리 기준을 준수한다. ICAO 동향에 맞추어 FAA는 미 의회의 'Airline Safety and FAA Extension Act of 2010' 통과로 우선 피로위험관리플랜(FRMP) 제도를 도입하였으며, 미연방항공법 개정 입법예고(NPRM)에 이어 최종 법규(Final rule)를 공포하여 2014.1.4.부터는 Flag, Domestic, Supplemental operations 시 승무원이 각각 다르게 적용하던 차이가 없어지고 동일한 기준을 적용하게 된다. 또한 EASA는 승무원 피로관리 관련하여 EASA 회원국이 준수할 진일보한 통합규정안을 입법예고(NPA)했으며 조만간 최종 법규 확정 및 적용이 예상된다. 국제민간항공협약 체약국인 한국도 상기와 같은 국제 환경 변화에 대응하여 SARPs에 입각한 제도 보완 및 항공법규에 승무원 피로관리 적용기준 마련이 불가피하다. 따라서 국제민간항공협약 Annex에서 정한 승무원 피로관리의 구체적인 내용과 발전과정을 고찰하고, 승무원 피로관리에 대한 주요 현안 및 쟁점사항에 대하여 최근 ICAO, FAA, EASA 기준을 심층 비교분석한 결과를 토대로 국내 기준 도입 방안을 제시하였다. 본 논문이 현 제도의 미흡한 부분을 보완하고 불합리한 제한기준을 과감히 삭제하는데 도움을 주고, 아울러 국제 표준 준수 및 항공안전 발전에 기여하길 기대한다. 합리적인 피로관리 기준 수립 및 이행방법에 있어 가장 중요한 요소는 모든 관계자들의 협조체계 구축을 통한 기준 도입 및 효율적인 적용이다. 항공당국은 법규 제정자나 감독관이 아닌 전문가적 조언자나 파트너로 전환해야 하며, 운영자는 다양한 피로요인 관리 필요성을 인식하고 적용하여야 하며, 승무원은 피로에 대하여 책임감을 가지고 피로관리를 해야 한다. 법규 제정자, 전문가, 과학자, 운영자, 승무원 및 노사가 상호 신뢰를 바탕으로 함께 개선코자 노력할 때 실질적인 개선 및 질적 향상을 기대할 수 있을 것이다.

항공사의 운항품질에 영향을 미치는 항공종사자의 관계에 관한 연구 (A Study on Relationship of Airmen influencing Airline Flight Quality)

  • The primary purpose of this paper is to determine the impact of shared values, conflicts and balanced power that reside in the relationships between airline maintenance engineers and pilots who are considered to be core components in operating aircraft. According to the analysis, the higher the shared values, the lower the conflicts, and the more balanced power between those two parties, the higher the mutual trust and job satisfaction levels. It was also found that the quality of flight operation changes depending on the mutual trust and job satisfaction levels. These results clearly show that the quality of flight operation is directly related to the interactions among two parties and feelings for each other in an environment where mutual dependencies are highly required.

A Legal Study on the Promotion of the In-Flight Security Officers System

  • The purpose of this study is to provide in-flight security in situations where aviation security is constantly threatened by the increase in illegal interference in aircraft and the threat of terrorism that still exists. It is to identify legal operational problems such as education and qualification of the original system and to propose improvement measures. To this end, the need for revision based on relevant laws and guidelines such as "Operation Guidelines for In-Flight Security Officers" is to be discussed based on international standards such as ICAO and Federal Air Marshal. The research method was based on interviews with SEMs such as cabin managers, which focused on ensuring the legal status of In-Flight Security Officer, establishing relationships with captains, and improving education and training.

Analysis of Cosmic Radiation Exposure for Domestic Flight Crews in Korea

  • Cosmic radiation exposure of the flight crews in Korea has been managed by Radiation Safety Management around Living Life Act under Nuclear Safety and Security Commission. However, the domestic flight crews are excluded from the Act because of relatively low route dose exposure compared to that of international flight crews. But we found that the accumulated total annual dose of domestic flight crews is far from negligible because of relatively long total flight time and too many flights. In this study, to suggest the necessity of management of domestic flight crews' radiation exposure, we statistically analyzed domestic flight crew's accumulative annual dose by using cosmic radiation estimation models of the Civil Aviation Research Institute (CARI)-6M, Nowcast of Atmospheric Ionizing Radiation for Aviation Safety (NAIRAS), and Korean Radiation Exposure Assessment Model (KREAM) and compared with in-situ measurements of Liulin-6K LET spectrometer. As a result, the average exposure dose of domestic flight crews was found to be 0.5-0.8 mSv. We also expect that our result might provide the basis to include the domestic flight crews as radiation workers, not just international flight attendants.

한국형 기내 의학적 상황 대처 방안 안내서 (Korean Guideline for Managing In-flight Medical Events)

  • The cabin environment has many physiological effects on commercial aircraft passengers and medical providers, and environmental stress factors exist. Therefore, it is important for medical providers to understand the effects of aviation physiology and cabin environment on the human body. It should also be remembered that these physiological changes and environmental stress factors can affect passengers as well as flight crew and also medical equipment. Providing medical assistance during a flight offers a number of unique challenges including lower cabin pressure, tight quarters, crowded conditions, and loud background noise. The purpose of this Korean guideline is to offer an overview on various in-flight emergencies that could be anticipated and to outline treatment priorities.

  • The aviation industry has continued to grow despite the influence of external environmental factors such as SARS and MERS. However, this growth has led to a sharp decrease in air traffic and a crisis of flight suspension due to the collapse of the global value chain and the decline of the world economy as the World Health Organization (WHO) declared a COVID-19 pandemic. Due to the decrease in the number of international flights, aviation workers such as pilots and cabin crew were exposed to high psychological stress and fatigue, such as large-scale layoffs, job instability, decrease in income, and increased risk of infection during. Recently, the international community has eased immigration restrictions through quarantine activities, and airlines are taking a step further to recover existing air demand. However, during the crisis period, a significant number of professional workers have been turned off or fired, and the physical and mental fatigue of those who can perform their duties is increasing. Therefore, this paper intends to examine the direction of policy improvement and the identification of problems in aviation safety and fatigue management after the pandemic.

서비스품질 향상을 통한 기내서비스 명품화에 관한 연구 - K항공사 승객과 승무원을 중심으로 - (A Research on Premium In-Flight Service by Enhancing Service Quality focusing on K-Airline's Passengers and Cabin Crews)

  • This paper tried to research the relationship among the passenger's satisfaction and expectation of in-flight service quality, overall satisfaction and passenger's Loyalty by emphasizing on two groups of passengers and cabin crews from K-airline to find out which service quality area should be focused on for pursuing premium in-flight service. Such six service quality areas as in-flight equipment, food&beverage, duty-free sales, service ability, service image and specialized service were conceived and survey questions were made based on relevant previous researches. The analysis has used the data of 281 passengers and 336 cabin crews from K-airline. According to the analysis, in physical service factors, passengers perceive satisfaction from duty-free sales contributes to overall service satisfaction. However, cabin crews believed in-flight equipment and food&beverage are important to overall service satisfaction. In human service factors, both groups seemed to agree service ability and service image have a positive impact on overall service satisfaction. Among service satisfaction factors, the customer's satisfaction from cabin crew's service ability(service response, professional knowledge and foreign language skill) is also proven to be directly connected to customer loyalty.

항공기 운항안전을 위한 SI의 국제표준 통일안 연구 (A Study of International Standardization of the International System of Units (SI) for Safe Operation of Aircrafts)

  • In spite of ICAO's effort to ensure the safety of flight operation by requiring crews, controllers, and other ground aviation staffs to use unified system for units, SI (System International of units), there are still many aircrafts designed, manufactured, and operated based on non-SI units, and many crew training in airline companies are also conducted based on non-SI. Due to this confusion of using different unit systems in international flight operation, many crew members and passengers are exposed to danger. International flights pilots may have confusion while flying different airspaces of different countries that use different unit systems, and this may cause human errors causing accidents and incidents. Due to these reasons, it is needed to establish the standards to reflect non-SI that many countries practically use to SI, which is international standard.
