Mid- to Long-term Development Strategies of Business Incubation Centers - Based on Interviews with Start-up Companies and Benchmarking of Business Incubation Centers in Developed Countries (창업보육센터의 중장기 발전 전략: 창업기업 인터뷰와 선진국 창업보육센터 벤치마킹을 토대로)

  • The purpose of this study was to make a mid- and long-term development plan on the business incubator center after interviewing five startups that currently being occupied in or already left the center and reviewing benchmark on business incubator centers in developed countries such as USA, Sweden, and Israel. For the interview, the three startups currently being occupied in the center and the two companies already left the center were participated. The main strengths of the center from all of these five companies were easy accessibility to the equipment and space and at the same time trustworthy from the outside vendors and/or government, etc. USA is a leading country who has long history for the startups but mostly the private companies/organizations/individuals have supported the startups in terms of funding or consulting. Also, there are countless local governments nationwide who provide funding, education, and/or space for the small businesses. Mainly based on the interview and the benchmarking, the mid- and long-term development plan for the business incubator center was made. All six themes such as consortium for investment or a local network plan were derived for the development plan which was described in this study.

  • The Consultation about Energy Use Plan is prescribed by the Energy Use Rationalization Act. In order to reset Examination Criteria for Energy Use Plan, consultation case analysis from 2001 to 2010 were carried out and National Energy Master Plan was reviewed. This study proposes that Examination Criteria for Energy Use Plan be should divided into Urban & Tourism complex development project and Industrial complex development project for the prevention of civil complain. Also predicts that effect of energy savings calculated by Reset Examination Criteria on $1^{ST}$ energy demand BAU at 2030 is 2.2%, effect of new & renewable energy utilization at 2030 is 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 is 1.1%.

  • This study analyzes the feasibility of constructing Geochang high technology industrial complex and present s the site, plan and development strategies. As a result, first, the Wallpyung area, superior form others in site characteristics, accessibility, surrounding facilities, was decided to the plan site. Second, the plan tries to adapt in the environment and maximizes the spatial link and user conveniences. Third, a transportation plan includes a circulation street network that adapt in topography, and considered future traffic situation and accessibility, hierarchy of road etc. Fourth, it also plans to locate a environment-friendly central park in the middle of site and buffer areas along at the outer sites and both sides of the roads. Fifth, for the development, it is advised to construct a public institution which manages the whole project and it is necessary to build a cooperate system.

  • The objective of this paper is to quickly examine the prosperity of a marine transportation system ana port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul. as well as between South Korea and North Korea. Specifically. a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. The intent is to prove that prosperity is possible through the development of marine transportation and port service.

Some Advises for Building Development Plan of the The Bangsamoro in Mindanao (필리핀 방사모로 이슬람 자치지역의 개발정책수립을 위한 제언)

  • We have examined its current economic conditions and status of the Bangsamoro in Mindanao and derived some important policy recommendation to build the future development plan. For this purpose, we first estimate the economic size and GRDP per capita and investigate next several economic and social indicators such as poverty rate and industrial structure. We find that the Bangsamoro is the least developed region in Philippines whose average income is the lowest and whose poverty rate is the highest in the Philippines. In addition, its industrial structure is very falling behind. Applying simple theory of economic growth, we find that several economic reasons such as lack of private and public investment caused by the political instability, high illiterate rate and less education, incapability of local government account for it. As a result, several policy recommendations are suggested to make the development plan of the Bangsamoro. First, the plan should be very comprehensive and second, it should be a very sustainable one equipped with the long run one and short run one. Third, the plan should be harmonized with that of the central government and those of neighboring local governments. Fourth, it should exploit the assistance of international development organization.

  • Recently, an active relation between the University and city has become an issue of increasing importance in the field of campus planning. Campus master plan is known as long range development plan, and is not simply an abstract drawing work but definite scaling work procedure. The purpose of this paper is to examine the planning process and relation between university and the region through master plan of master plan of D University and K University which located in Seoul city. From the research which sees master plan of D universities which are presented in existing an instance and K universities master plan did the service blueprint with base and investigated. And both university currently analyzed the situation which is being placed and grasps a problem point, presented that alternative with what kind of method.

  • Architectural design guideline of Korea prescribed that district unit plan was established for development over fixed scale since 2000 and it was based on the intention to make district view contextually. But, it was not applicable to practice and as a result of research, setting of district image was not clear when development of district unit plan was completed and elements and contents of district unit plan for embodying it were finite or theoretical. In addition, architectural design neglected contextual view of the whole district based on district unit plan and was inclined to individual view within district, and architectural deliberation was also inclined to individual view within the district rather than contextual view rather than contextual view. Therefore, district unit plan requires decision of element and range as design management for setting image and embodying it when development is completed and architectural design or deliberation must be also premised on district view.

EU organic policies reflected on EU, Wales and England organic action plans for the development of Korean organic action plan

  • Although national and regional environmentally friend agriculture (EFA) and food development programmes such as the Life-Food Development Plan (LFDP) have been established in Korea, some policy measures in these programmes seem to be unsuitable for Korean organic farming development. Policy measures tend to support external input purchases of organic fertilizers rather than market development actions such as providing consumer information, research, education, training and statistical data collection. The development of an organic action plan (OAP) for Korea is therefore considered essential for the sustainable future of organic farming in Korea. The purposes of OAP are 1) to define and set the clear goals/targets for the organic sector development, 2) to integrate various organic stakeholders and public institutions in partnership, 3)to focus on specific issues with tailored measures and 4) to integrate and develop different policy measures (Stolze, 2005). Most EU member state countries have developed their own OAPs and each reflects its own priorities with regard to organic sector development. This study compares and contrasts the Welsh, England and EU OAP with the Korean Jeonnam Life-Food Development Plan (LFDP) in order to facilitate the development of the organic food and farming sector in Korea. Early action plan, for example, the first Welsh OAP(1999) focused support on developing the supply of organic products whereas later action plans (e.g. England OAPs in 2002 and 2004 and the second Welsh OAP in 2005) focussed more on developing consumer demands for organic products. The EU OAP (2004) also aims at market support related to consumer demand and then organic farming production for its environmental and other social benefits. OAPs not only provide specific issue-solving tools but also perform a role as providing a focus for organic sector development as a whole. The Korean LFDP provides issue-solving tools but plays no regulatory role such as policy development, harmonizing various policy measures and conflicting factors and providing evaluation tools for further development. A national-level OAP could also facilitate international trade of organic products. To achieve better harmonized and sustainable approaches for the Korean organic industry, National- as well as regional- regulatory policy systems are urgently required in the form of an Organic Action Plan.

A Study for Natural Conservation Value Assessment of Developing Area - Case Study of Alpensia Resort - (개발 예정지역에서의 자연보전 가치 평가 - 대관령 알펜시아 리조트 조성 예정지역을 사례로 -)

  • While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.
