  • In the past, measures for the reduction of industrial accidents has led the safety and health policy of construction sites by the guidance, supervision and the regulation according to 「Occupation Safety and Health Act」 handled by Ministry of Employment and Labor (MOEL). Nowadays companies realize that due to the factors such as diversification of employment types, outsourcing of hazardous work, new construction method and complicated types of construction, etc., there is a limit on safety management for construction sites as far as it is passively led by the governmental safety management policy and regulation. In this study, in order to practice the autonomous safety management escaping from the government-led safety management, improvement plans are proposed and applied by analyzing the basic cause of the all kinds of fall accidents that could possibly occur in the apartment construction sites and by verifying the hazardous factors and risks by fields.

  • The purpose of this research is to present the improvement measure of lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge. For this purpose, this research tries to find out major northeast asia environment factors and accordingly the effects of its. The effects of coastal shipping system's development strategy is analysed by structural equation model and multiple regression model. Research results show that three types of coastal shipping developing strategy(connected transportation system, structure of coastal shipping system, governmental support policy) will contribute much to be logistic hub-nation. The contribution effects is increasing cargo from strengthened feeder transport system and maximizing logistic service &minimizing logistic costs. From the result, some implications are derived as follow. First, familiar environmental balanced ocean-coastal transport system is required. Second the one-stop logistic service system is necessary to build excusive feeder port, and to establish Ro-Ro ship & high-speed ship, etc.. Third, governmental support policy and subsidy(tax exempted oil & various tax benefits) are required to bring up lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge.

Analysis of the Bicycle-Sharing Economy : Strategic Issues for Sustainable Development of Society

  • Purpose - This study posits that sustainable mobility of the sharing economy plays a key role to consider environment benefits. The purpose of this study is to investigate the bicycle-sharing economy as an emerging and alternative mode of transportation service and provide managerial and policy implications. The bicycle-sharing economy is still at an early stage of introduction as a transportation mode, while the governmental sector is promoting public bicycle-sharing to encourage bicycle as a substitute for private cars. Research design, data, and methodology - This study analyzed the current status of bicycle sharing programs through a survey that was distributed randomly to users and non-users across the country. Using factor analysis, satisfaction and loyalty for the existing users and intention to use and expected satisfaction for the potential users were examined in relation to utility factors. Results - The results show that economic utility affects satisfaction for user, while storage, mobility, and economic utility affects intention to use for potential users. The findings of this study indicate that in order to promote a bicycle-sharing scheme, it would be better to focus on the scheme's economic advantage to be truly effective. Conclusions - The findings of the study could be applicable to future directions of the sharing economy as a means to achieve the sustainable development of society.

  • Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry. An Essay on the Possibility of New Seoul International Airport as a Regional Hub (신공항(新空港)의 허브공항화(空港化)에 관한 소고(小考))

  • The construction of New Seoul International Airport is under way despite much controversy. Among much discussed, but not well-formulated controversy is the possibility of the airport as a hub in the North Asia Region. This paper specifies the factors which render it possible for an airport to be a regional hub. Then each factor is applied to the new airport to see whether it can function as a hub airport. Also examined is the qualitative cost and benefit calculation related to the hub function. The usual discussion has missed one big point of cost side of hub function in the belief that the hub only produces benefits to the national economy where the airline and airport industry belong; earlier-than-expected congestion and the necessity to expand the airport sufficiently enough to accommodate the increasing air demand. An airport as a hub is determined by several factors; geographical location ; economic status of the country where the airport belongs ; bilateral air service agreements according to which the airlines can exercise the route rights; the airport charges which directly influence the cost structure of the carriers ; international aviation and airport related policies of each country in the region ; airport capacity etc. The tentative implications of this paper are the followings; first, the new airport is able to function as a regional hub in the transpacific routes which connect Asian countries and North America. That is, directional hubbing by the airlines is implicated; second, the main benefits may be accrued to american airlines exercising all the route rights in the Asian region; third, the governmental effort to make the new airport a regional hub must take caution in optimizing the hubbing level (% of transitting passengers and freight) between the benefits and the costs. Further Studies may include optimal level of hubbing for the new airport and, quantification of the impact of the new airport on the national economy depending on the degree of hubbing.

A Study on the Determinant Factors of Newspaper Headlines : Focused on News Influence Variables, Editor's Role Orientation and Professionalism (신문기사 제목의 결정요인에 관한 연구 : 뉴스 영향변인.편집자의 역할지향성과 전문직업관을 중심으로)

  • This study was carried out to enlighten on the factors by which newspaper headlines are determined and to empirically explore how news influence variables, editor's role orientation and professionalism have impact on deciding headlines. It turned out from the survey of 345 journalists working in the editorial departments of 17 major national daily and economic newspapers that 7 determinant factors have impact on editors deciding headlines: creativity, standardized expression, fairness, consideration for a readers, reflection of company policy, summarization and intriguer. In addition, the determinant factors of headlines were analyzed to have correlation with news influence variables such as the government-sponsors, readers and colleagues, and company policy and the management. In the awareness of role, also, it was shown that the editors who considered social integration as important place weighted on the reflection of company policy, fairness and creativity; those editors who placed power monitoring on priority took fairness and creativity seriously; and the editors who believed that delivering information was important thought of fairness, consideration for a readers and summarization as important. In addition, the organization-oriented editors turned out compliant to a system, positive on the governmental policies and sought for social stability; those editors who put a premium on a sense of objective balance and neutrality showed a strong aspect of a professional in social reform, check against government and the social governance by the privileged.

  • Korea government declared that "low carbon, green growth" through green technologies and clean energy to be the new national vision for the next 60 years(President's Liberation Day speech on Aug. 15, 2008). And succeeding "Green New Deal" plan involves nine core projects including energy saving, recycling, clean energy development. It is because hydrogen fuel cell vehicles, using electricity from chemical reaction of hydrogen and oxygen, let out water which is a by-product of such chemical reaction instead of emitting harmful particulate and gases such as NOX, SOX and CO2 that hydrogen fuel cell vehicles and its technology are drawing public attention as one of the sensible solutions in accomplishing "low carbon, green growth" agenda. Nevertheless There are many chances that let the people have a practical experience of hydrogen fuel cell vehicles. Sometimes new products, including hydrogen fuel cell vehicles, made by advanced technology can not penetrate through the market when it faces public skepticism that is stimulated from lack of knowledge and experience. That is the reason why not only cost benefit analyses and scientific risk assessments but also public acceptance studies toward hydrogen fuel cell vehicles have to be performed [Schulte, 2004]. This research address a need for comprehensive study on factors influencing public acceptance of hydrogen fuel cell car, specifically focusing on impacts of personal experience related to governmental science and technology policy toward public acceptance.

A Study on Factors Related to Individuals' Corruption Behaviors (개인의 부정부패 행위 실행에 미치는 영향요인)

  • Despite anti-corruption has been one of the major governmental tasks in Korea, anti-corruption policies have been focused largely on government officials in public sectors, and most of the prior studies have examined government employees not public citizens. In order to fill the vacuum in the literature, this study aims to develop evidence-based anti-corruption policies via a survey of people in various job categories for the relationship between their experiences of any corruption and related factors. Researchers analyzed a secondary data gathered by the Korean Institute of Public Administration, which included a sample of 1,000 adults aged over 19. The results showed that indirect experiences of corruption and interaction with the corrupted were positively related to individuals' corruption behaviors. In addition, their perception towards low- and mid-ranking officials were statistically signifiant in explaining the corruption behavior. Thus, policy-makers should consider focusing on indirect experiences of corruption, interaction with the corrupted, and perception towards low- and mid-ranking officials. This study contributed as an attempt to suggest policy implications and further research ideas by examining factors related to individuals' corruption behaviors.

Determinants of Corporate R&D Investment: An Empirical Study Comparing Korea's IT Industry with Its Non-IT Industry

  • In our study, we extracted the market, finance, and government factors determining R&D investment of individual firms in the IT industry in Korea. We collected the financial data of 515 individual firms belonging to IT and non-IT industries between 1980 and 1999 from the Korea Investors Service's database and investigated the empirical relationship between the factors using an ordinary regression model, a fixed effects model, and a random effects model. The main findings of our study are as follows: i) The Herfindahl Index variable representing the degree of market concentration is statistically insignificant in explaining R&D expenditures in the IT manufacturing industry. ii) Assets, which is used as a proxy variable for firm size, have a positive and statistically significant coefficient. These two results suggest that the Schumpeterian Hypothesis may be only partially applied to the IT manufacturing industry in Korea. iii) The dividend variable has a negative value and is statistically significant, indicating that a tendency of high dividends can restrict the internal cash flow for R&D investment. iv) The sales variable representing growth potential shows a positive coefficient. v) The subsidy as a proxy variable for governmental R&D promotion policies is positively correlated with R&D expenditure. This suggests that government policy has played a significant role in promoting R&D activities of IT firms in Korea since 1980. vi) Using a dummy variable, we verified that firms reduced their R&D investments to secure sufficient liquidity under the restructuring pressure during Korea's 1998 and 1999 economic crisis.

Evaluation Factors for Selecting Urban Railway System (도시철도사업에서의 철도시스템 선정방안 연구)

  • Selecting an appropriate railway system in urban railway project is an important step for an efficient public transport policy. This paper attempts to solve the railway system selection problems in the (pre)feasibility study or preliminary research of urban railway project, by the rough transportation demand forecasting and financial analysis. There are two stages in this paper: in stage one, we review the worthwhile and various criteria which presented in precedent studies; whereas in stage two, an structured selection criteria is proposed for determining the appropriate railway system in urban railway project. The utilization of the proposed criteria is demonstrated with the case of a newtown in the metropolitan area. The results show that proposed criteria can be used to make the rational decision for governmental financial condition and social benefit.
