Although various information and communication technologies occupy a place in daily life in the face of the fourth industrial revolution, the contents related to information security in elementary and secondary education courses are mainly related to personal information protection, and the contents and countermeasures of rapidly changing security threats are low in textbooks, and they are far behind the changes. To improve this, this paper suggests that education contents related to information security are included in elementary school real and middle school information textbooks, educational contents related to wireless network and PC security are included to cope with rapidly changing security threats that may arise from the age of the Internet of Things, non-face-to-face classes, and case-based information ethics education can be organized to eradicate curiosity about hacking. Through this paper, we will help prevent information security accidents by establishing basic security measures on our own and strengthening security awareness in the information age.

In response to changes in Fourth Industrial Revolution in recent years, the field of education has focused on development of the human resources in the areas of artificial intelligence (AI: Artificial Intelligence) and industrial robot. Due to particular interest in these areas, the importance of developing integrated human resources equipped with artificial intelligence technology is emphasized in higher education and vocational competence development. In regards to rapid changing environment, this study created a program "Fostering personalized AI integrated human resource" and established an operational model correspond to latest personalized education trend. The established operational model was conducted twice using Delphi survey with experts in AI and innovative education in order to verify the suitability of program's basic structure, training process, and the sub-components of the operational strategy. The final training model was applied to the online vocational training platform (STEP) and a plan was proposed to establish a personalized training model to foster an AI integrated competent individual.

As the era of the 4th Industrial Revolution has progressed and the information and communication technologies have developed dramatically, the cyber threats will gradually become more intelligent and sophisticated. Therefore, in order to take systematic and prompt action in case of an accident while preparing measures against the threat, the role of intelligence agency is important. However, Korea is having difficulty in responding to the threats due to the lack of support for the national cybersecurity bill or the amendment bill of the National Intelligence Service. In this paper, I examine the cybersecurity function of the intelligence agency, the recent debate trends, and implications for the role of intelligence agency in our current situation. And then I intend to suggest some measures such as concentration on information gathering and analysis, enhancement of cyber threat prediction and response capacity, and strengthening of legal basis as a way to establish the role of intelligence agency for reinforcement of cybersecurity performance system.

This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

How the port, shipping, shipbuilding, and vender industries in Korea can have a seamless value chain through their digitally smooth cooperation by applying the latest information and communications technology through the "4th industrial revolution" was examined. Also considered was the proposition that the value chain should be a smart, seamless value chain among industries with successful hyperconnection. Their cooperative relationships were defined, and the crucial elements for the sustainable development of these industries were considered. As a result, the direction for achieving environmental, social, and governance management by realizing decarbonization through today's digitalization could be studied. In particular, the importance of digitization as a way to respond to the future market from the perspective of small and medium-sized enterprises and the role of digitization realized by small and medium-sized equipment companies in the overall industry were examined. The results simultaneously show the state of linkage between industries and the reason why the value chain must maintain a smooth relationship. In addition, using the lessons learned from recent failure cases from the Korean shipbuilding industry as a cornerstone, the direction for creating a strategic pathway for intelligent connection was investigated.

M&As are continuing to grow globally and are expected to increase in the future. With the fourth industrial revolution and the strengthening of neo-protection trade between countries, technology is cited as the core of national competitiveness, and the trend of M&A's increase, which is aimed at securing technology, is expected to continue. However, the risk of technology leakage, which is difficult to determine clearly illegally in the process of M&A, is still growing, and there is not enough prevention or response to this problem. the purpose of this paper was to divide the M&A process into seven stages and to ensure that important information of the enterprises during M&A between the countries and the domestic companies was not leaked unfairly, and each step analyzed the risk factors and causes of the leakage of important information in the M&A process and presented a risk-specific management plan for minimizing the leakage of important information based on the importance of the risk factors. Companies that pursue M&A in the future will reflect the M&A step-by-step risk and risk management measures derived based on case analysis and expert surveys. I hope to use risk management measures to help minimize unintentional leakage of important corporate information into the outside.

In line with the era of the 4th Industrial Revolution, 5G technology has become common technology, and 5G technology is evaluated as a technology that minimizes the speed and response speed compared to 4G using technologies such as network slicing and ultra-multiple access. 5G NR stands for 5G mobile communication standard, and network slicing cuts the network into parallel connections to optimize the network. In addition, the risk of hacking is increasing as data is processed in the base station unit. In addition, since the number of accessible devices per unit area increases exponentially, there is a possibility of base station attack after hacking a large number of devices in the unit area. To solve this problem, this study proposes the introduction of quantum cryptography and 5G security standardization.

Modern society is exposed to various types of crises. In particular, since the September 11 attacks, each country has been increasingly responsible for managing non-military crises. Therefore, the purpose of this study is to consider ways to utilize artificial intelligence(AI) for national crisis management in the era of the fourth industrial revolution. To this end, we analyzed the effectiveness of artificial intelligence(AI) operated and under research and development(R&D) to support human decision-making and examined the possibility of using artificial intelligence(AI) to national crisis management. As a result of the study, artificial intelligence(AI) provides objective judgment of the data-based situation and optimal countermeasures to policymakers, enabling them to make decisions in urgent crisis situations, indicating that it is efficient to use artificial intelligence(AI) for national crisis. These findings suggest the possibility of using artificial intelligence(AI) to respond quickly and efficiently to the national crisis.

The battlefield environment of the Korean peninsula is rapidly changing due to the advancement of the weapon system brought by the political situation of adjacent countries and the 4th industrial revolution. The reduction of population also caused a sharp drop in the recruitment of military personnel, making it unavoidable to reform the military structure. This meaningful study is timely with recent news reports on the shortage of recruitment by 10,000 persons in the last five years. Universities are also seeing a decrease in the number of new students due to the reduced school-age population, and affiliated universities are responding to this issue with great seriousness. With a reduction in manpower, requirement-handling military units need to step up their efforts to secure competent noncommissioned officers while affiliated universities must also train capable noncommissioned officers. As a solution to the matter at hand, this study aims to suggest a method that may vitalize both the navy and the navy-affiliated universities based on the results of literature research.

The government is continuously expanding its national R&D investment to actively respond to the advent of the $4^{th}$ industrial revolution era and to develop the national economy. The R&D structure is likely to be liberalized as the paradigm shifts from the pursuit type R&D to the leading type R&D, and R&D capacity enhancement that focuses on researchers' creativity is emphasized. Such changes in R&D environment will increase the risk of security accidents such as leakage of research information. In addition, security policy for protection of research result should be the Researcher-Centric Security and security policy should be changed. This study explored transforming the research security system into the Researcher-Centric Security system so that researchers can voluntarily implement necessary security measures in the course of conducting research.
