  • This paper examines the effects of a universal childcare subsidy on childcare decisions and mothers' employment by using Korea's policy reform of 2012, which provided a full childcare subsidy to all children aged 0 to 2. I find that the introduction of a universal childcare subsidy increased the use of childcare centers by children aged 0-2, which led to less maternal care compared to that provided to children aged 3-4. However, the expanded subsidy had little effect on mothers' labor supply. Moreover, the policy effects vary by individual and household characteristics. The effects of the expanded subsidy are mainly found in low-income households and less educated mothers. Highly educated mothers and high-income households are likely to focus more on the quality of childcare service. These results imply that a simple reduction in childcare costs would bring only limited effects on mothers' time allocation behavior; thus, more attention should be paid to improving the quality of childcare services.

  • In this paper, the use of universal serendipity elements (USE) to eliminate node mapping distortions for dynamic problem is presented. Rectangular shaped elements for USE are being introduced by using a flexible master element with an adjustable edge node location. The shape functions of the universal serendipity formulation are used to derive the mass and damping matrices for the dynamic analyses. These matrices eliminate the node mapping distortion errors that occurs incase of the standard shape function formulations. The verification of new formulation will be tested and the errors encountered in the standard formulation will be studied for a dynamically loaded deep cantilever.

  • For an arbitrary integer x, an integer of the form $$T(x)={\frac{x^2+x}{2}}$$ is called a triangular number. Let α1, ... , αk be positive integers. A sum ${\Delta}_{{\alpha}_1,{\ldots},{\alpha}_k}(x_1,\,{\ldots},\,x_k)=\{\alpha}_1T(x_1)+\,{\cdots}\,+{\alpha}_kT(x_k)$ of triangular numbers is said to be almost universal with one exception if the Diophantine equation ${\Delta}_{{\alpha}_1,{\ldots},{\alpha}_k}(x_1,\,{\ldots},\,x_k)=n$ has an integer solution (x1, ... , xk) ∊ ℤk for any nonnegative integer n except a single one. In this article, we classify all almost universal sums of triangular numbers with one exception. Furthermore, we provide an effective criterion on almost universality with one exception of an arbitrary sum of triangular numbers, which is a generalization of "15-theorem" of Conway, Miller, and Schneeberger.

  • Current world population is rapidly ageing and the disabled population is expected to age seriously as well. The concern about the elderly and the disabled is increased largely not just the field of social welfare and service but the housing planning where the physical environment of everyday life is. Recently in Ireland, 'Universal Design Guideline for Homes' is established and proposed in public. It is considered as initial and special national policy for the socially venerable. The purpose of this research is to analyze the User Benefit Characteristics(UBC) of 'Universal Design Guideline for Homes in Ireland' and clearly organize the characteristics for comprehensive communication. The research subjects are 444 guidelines of 'Universal Design Guideline for Homes in Ireland.' The research is conducted by contents analysis technique, and each guideline is analyzed by the 4 main concepts of UBC- 'Behavioral Facilitation(BF)', 'Physiological Maintenance(PhM)', 'Perceptual Maintenance(PM)', 'Social Facilitation(SF).' As results, the User Benefit Characteristic of 'Universal Design Guideline for Homes in Ireland' is ordered by PhM>PM>BF>SF. The design guidelines are supposed to support ageing in place and sustainable living in the existing houses even though people are ageing or being disabled. 'Universal Design Guideline for Homes in Ireland' supports safe behavior and comfort cognition especially in indoor and surrounding outdoor environment. This research is significant for sharing the knowledge and comprehension of decreasing environmental stress of the elderly in specific, and could be utilized for developing new elderly housing in future.

  • This study was intended to suggest that new small-sized apartment houses should be designed and provided on the base of the concept of universal design. This is based on the diversity of each resident, that is, resident of not as a family, but as an individual. On the background of this, this study evaluated the small-sized apartment house in aspects of universal design. The walk-through and the residents' evaluation were carried out by using 60 items related to the principles of universal design. The 18 pyung apartment complex and housing unit in Jangyou new town area was evaluated. Also, 100 residents living in that apartment housing unit were asked to evaluate these 60 items by using 5 point Likert scale. The walk-through with measuring and taking pictures was carried out by researchers. In general, the apartment house was not met the fundamental elements of universal design. Thus, it was not appropriate for the disabled or the elderly to live in. Specially, the door width of bathroom and kitchen balcony was too narrow to pass through. Also, the floor of entrance and bathroom was not flat, so that the wheelchair user cannot enter by alone. The residents evaluated negatively many items related to design, such as shape, color, and material. Therefore, in order to provide the living environments for diverse residents such as the elderly, or the disabled to live together, the new small-sized apartment houses should be designed on the base of the principles of universal design.

  • Liturgical space of Catholic churches should be equal conditions for everyone who wants to participate in the liturgy. However liturgical space is standardized for healthy adults without considering the elderly and the disabled. This study intended to suggest the guidelines required for the construction of Catholic churches from the perspective of universal design for all believers to equally participate in liturgy. The results of the study are as follows. First, as a result of the analysis of the liturgical spaces in six Catholic churches from the perspective of universal design, although the principle of universal design was not appropriately applied to all liturgical spaces of a Catholic church, there were cases where it was appropriately applied in part to each of the Catholic churches. Therefore, this study suggested the examples of exemplary installation by space, which is considered to be the materials that can be referenced and utilized when planning the liturgical spaces in the Catholic churches from the perspective of universal design. Second, the obligations required by the building regulations were installed in six cases, but the application of the universal design was insufficient in other spaces. Therefore, more careful consideration for users is considered necessary during space planning. Third, the construction of Catholic churches should be planned, taking into account the liturgical law; for this purpose, the provision of the guidelines for Catholic architectural planning further than the guidelines for architecture by each diocese is necessary. At this time, the collaboration between the Catholic officials and the architects and designers with knowledge of Catholic doctrine is required.

  • Nowadays the numbers of the aging population are rapidly increasing in Korea, which became the 'aged country' from the year 2000. These aged people are getting more important consumer group and the products and services related to the silver industry are getting bigger. Universal fashion design is based on the concept of universal design that pursues the 'design for all'. This study aims to understand the physical, physiological, and psychological characteristics of the elderly women and apply the principles of universal design to universal fashion design for the elderly. Korean traditional vest, 'Baeja' was used as the design inference for the target of age 55 and older. This group is also called as 2Y2R(too young to retire), Tonk(too only no kids), Y-O(young-old) generation, or OPAL(old people with active life). Principles of universal design such as accessibility, flexibility in use, fair in use, aesthetics, safely-oriented were applied in developing the vest. This universal fashion products enable the elderly to have physical independence and make them have the self respect and better life.

  • The primary purpose of this study is to present the fact that high-speed internet service should be designated as universal service because it becomes an indispensible and crucial service in the modern information society but free market system fails to implement universal service of high-speed internet service. To do so, it theoretically analyses previous works related to the issue of high-speed internet service and universal service in a critical point of view and investigates the current situation that high-speed internet service is not designated as universal service. In conclusion, this paper suggests that high-speed internet service should be included in the scope of universal service, in terms of infrastructure and minimum transmission speed, for the development of democracy and the information society.

  • We verified the applicability of the developed universal model for the parameter estimation through the rainfall-runoff analysis at 16 watersheds. The existing parameter estimation equations derived from the restricted conditions sometimes, gave the meaningless results which cannot reflect the watershed characteristics and so have not widely used in the ungaged watershed. The values estimated from the developed universal model showed which are sensitive to variations of watershed characteristics. Wider applicability of SFM in ungaged watersheds is expected with the used of effective rainfall from CN method and the universal model.
